Municipal mill rate for Rimbey taxpayers increases by one per cent

Rimbey homeowners are looking at a one per cent in-crease in the mill rate for municipal taxes this year.

At its meeting, Monday, council approved the one per cent increase, despite a recommendation by administration to go with a two per cent increase.

Mayor Rick Pankiw said he would go as high as one per cent.

“We all know the times we’re going through are tough right now,” said Pankiw. “I don’t think we should go any higher than one per cent.”

Councillors all followed Pankiw’s lead and opted to stay with a one per cent increase.

“I’m up for one percent.” said Coun. Mathew Jaycox.“One per cent would increase our reserves,” said Coun.

“One per cent seems like a reasonable compromise,” added Coun. Paul Payson.

With a one per cent increase a residential property with an assessed value of $200,000 will see the municipal por-tion of their tax bill go up by about $11. A non-residential property with an assessed value of $500,000 will see an increase of about $57 in the municipal portion of their taxes.

The municipality’s requisition for school taxes came in at $859,474 for 2016. Last year the school taxes came in slightly lower ($824,080).

The Rimoka requisition is $32,713 this year compared to $32,586 last year.

The provincial government’s budgetary decision to chop the MSI grant funding decreased the town of Rimbey’s coffers by $33,029.

Originally the town had projected a carryover to 2017 of MSI funding of $46,161, however the cut means the

BY TREENA MIELKE projected carry over is now $13,132.To fund current year capital projects the town is using

most of its grant funding as well as $347,000 of reserves, however they are putting a total of $168,000 back into streetlight, water and Zamboni reserves.

A mill rate increase of 7.61 per cent would be required to replenish the reserves to the 2015 level.

Last year the municipal mill rate increased by two per cent.

Bathroom break necessity meant using girls’ washroom

Before I was fi nished high school and before I lived in Rimbey, I was a resident in Grande Prairie. Kenny, a friend and I used to take road trips to Red Deer to party with a bunch of other friends. We would try to get into as much trouble as we could without get-ting caught. At the end of the weekend, Kenny and I would make the fi ve to six hour drive back to G.P. hung over and guilty look-ing.

When you are travel-ing hungover, there is a lot of stops for caffeinat-ed beverages, beef jerky, and bad sandwiches. On this particular trip, Kenny

and I stopped frequently: we would consume any-thing we could fi nd in a gas station to combat our collective hangover. All the shared snacking and racing to the bottoms of our ener-gy drinks resulted in many washroom breaks along the way home.

At one stop, we walked into a place side by side. Both of us had to urinate. We began to use our shoul-ders in an attempt to force the other out of the path to the door of male wash-room. After a few paces, Kenny (who is much bigger than I am) shoved me and I almost stumbled directly through the adjacent fe-male washroom door. He victoriously entered the male washroom and locked the door behind him. The little bit of commotion al-most caused my swollen

bladder to rupture. I slipped into the female washroom to relieve myself.

The washroom wasn’t big. It had a toilet, sink with a mirror, soap and paper towel dispenser. I was so preoccupied with my per-sonal business that I never thought to lock the door. When I was done, I washed my hands, looked at my-self in the mirror, and left. Kenny had fi nished before me and thought I disap-peared with the car when he didn’t see me waiting to get into the male wash-room after him.

I surprised him coming out of the female wash-room in the little road side store.

“You went into the girls’?”“Yep,” I answered. When

we were back on the road I told my friend the girls’ washroom had all the

same stuff the guys’ did: toilet, sink, mirror, soap, and towels.

“Weren’t you afraid what someone would think if they saw you coming out of there?”

“No,” I answered. “Everyone has got to use the bathroom from time to time. What does it matter to me what the sign on the door says?”

All it would take is for someone to swap the signs on the doors and no one would know the difference: both washrooms in the lit-tle road side store had the same equipment in them.

“Yea, but aren’t you wor-ried that someone will think you’ve got lady parts if you use that washroom?”

“No. Because I don’t have female genitalia, and I don’t need to use a wash-room with a little man on

the door to announce to any passive observer that I have male genitalia.”

I learned years later after that road trip that gender is different from sex. Gender is something we all per-form, and sex is what our biology is. Biology likes to confuse society’s assump-tions regarding gender when someone is born with both sexual organs.

Acting like a man or act-ing like a woman is the same as dressing up on Halloween. We’ve just be-come so indoctrinated through media, social cus-tom, and underwear ads that we don’t think of our gender as something we perform. We think of gen-der as something that is natural. However, it’s like riding a bike: we don’t even have to think about it to perform it.

The thrill of hole in one is

contagious

My golf season has start-ed off surprising well!

I experienced the thrill of a hole in one!

Unfortunately, it was a second hand thrill. The shot was not made by me, but by my 80-something year-old brother in law, who also happens to be my good friend and true partner in crime.

It was on the fi fth hole that it happened, the mir-acle hole in one shot every golfer dreams about, but few ever accomplish.

My brother-in-law, bless his unsuspecting heart,

was wandering around eyeballing the trees be-yond the green, all the while muttering to himself about lost balls and how he must have overshot.

“Did you look in the hole?” I questioned, daring to voice the remote possi-bility that the lost ball was actually nestled in the cup, all safe, secure and not re-ally lost at all!

“No,” he said, derisively. “I must have overshot it. I will just drop another one.”

Against all odds, I decid-ed to take a look, anyway.

And there it was!“It’s in the hole,” I

screamed, jumping up and down like a crazy person.

“Is it a Titlist?” he said, calmly.

“It is!” I yelled. “It’s a Titlist.

He fi nally allowed him-self to smile. It was a slow smile that stretched from ear to ear and rivaled the sun.

A hole in one kinda smile!

I took his picture there on the green then with my phone. I was quite pleased

with myself, being that I belong to a generation that continues to be amazed at such technology.

The light kind of fl oat-ing on air feeling that you can’t put on a score card, but very much exists after a hole in one shot trailed along with us as we fi n-ished the game.

“I thought I’d overshot,” he said about a zillion times.

And, about a zillion times I replied, “but you didn’t. It was an awesome shot.”

And then we both smiled and carried on to the next hole and it was good.

It is true. Happiness is contagious!

Finally, we fi nished the game and headed back to the clubhouse.

“Can I buy you a bever-age?” I asked.

He said he guessed so, and went to put his clubs away.

Meanwhile, I sashayed up to the clubhouse like I owned the joint.

“My partner,” I said, proudly, almost like it was me, “just shot a hole in one.”

My words seemed to get the girl behind the counter all excited, too.

“He gets a jacket and some other stuff and his name on a plaque and ‘wow’ that is really great,” she said. She, too, seemed as pleased as punch.

And so there was more picture taking and, fi nal-ly, we had our drink and phoned a few people and

relived the moment once again and then we went our separate ways and ate our supper and watched a little TV and that was that.

It’s over now.The hole in one excite-

ment has dwindled down to another one of those ‘remember when’ mo-ments when the world as you know suddenly stops and something good, un-expected and really cool happens.

And, when such a mo-ment happens, it is good.

And when it happens to someone who belongs to your sometimes weird, and slightly wacky, but mostly wonderful family tree, it is even better than good.

Council paves way for infrastructure

repairTown council has cemented a deal that will see side-

walks in the downtown core repaired this summer.At its meeting, Monday, council agreed to spend the

$685,700 in the budget for three street overlays, three sidewalk replacements and one new sidewalk.

This project has been awarded to Border Paving Ltd.The contract price for the project is $614,300 leaving a

budget surplus of $71,400.Council agreed to go with the option of using the

remaining money to repair the sidewalks, curbs and gutters in the downtown commercial area. This would include grinding raised concrete to minimize trip haz-ards that have been identifi ed.

The possibility of carrying over the funds to the 2017 capital budget was also considered.

Administration pointed out the town will need to con-tribute $632,000 for a new water well project if a grant is received. Carrying the surplus over would mean the town would need $493,800 for the project.

Council would need to fund the entire project if the grant is not received.

However, council agreed to spend the extra money on street and sidewalk repair.

“I think we should spend it (on the repairs),” said Mayor Rick Pankiw.

Reuben Giebelhaus, who was in the gallery, questioned council about which sidewalks they planned to repair.

“I’m assuming you mean the downtown area,” he said. “Those sidewalks were torn up and redone 15 or 20 years ago. If you tear them up again and redo them, you’d bet-ter be sure they are done right.”

Helen Coers concurred.“I avoid going downtown because of those sidewalks,”

she said.Pankiw said many complaints regarding the sidewalks

have been received.

Rimbey Early Child Development Coalition

events happening in May

Rimbey Early Child Development Coalition will continue with this year’s speaker series this month.

On May 6, Dr. Robbin Gibb from the department of neuroscience at the University of Lethbridge will speak about the dif-ference between boys and girls, brains and the early years.

Dr. Gibb is an as-sociate professor in the Department of Neuroscience at the uni-versity.

Her research focus-es on parental infl uenc-es on brain development and recovery from early brain injury. She is cur-rently the president of the Lethbridge Chapter of Society for Neuroscience. Aside from teaching com-

mitments and research Dr. Gibb gives talks to pub-lic interest groups on the role of early experience in shaping brain develop-ment.

She is a member of the Early Childhood Education Advisory Committee for Lethbridge College and the Alberta Early Learning and Child Care Curriculum Advisory Committee.

On May 25 an early years round table din-ner with The Early Child Development Coalition will be held at 6 p.m.

Discussion will focus on what is happening and what is needed for 0-6 year old and their families.

Both the round table din-ner and the talk from Dr. Gibb will be held at Rimbey Provincial Building.

Sod turning for new lodge coming in June

A ribbon cutting and sod turning ceremony will be held June 6 to offi cially mark the building of a new senior’s lodge now under construction in Rimbey.

Rimoka Housing Authority board chairman Paul McLauchlin said the event is to be held at 11 a.m. on the site and will be followed by a reception at Rimbey Drop In Centre.

McLauchlin said Rimoka’s past and present boards have been invited, as have provincial representatives.

Presently, dirt work is ongoing at the site. Completion is slated for 2017.

The process of rezoning three lots owned by Stan Cummings continues to hit a few snags and will be further held up until town administration does some digging into past records.

On March 30 council gave fi rst reading to a bylaw to change the zoning of the lots from R3 to R1.

Under the R1 zoning, new detached residences, ready to move modular homes, rental suites, granny suites, home offi ces, public parks and recreation areas are al-lowed.

R3 allows for duplex-es, triplexes, fourplexes, row housing, multiple unit housing, granny suits, home offi ces and public parks and recreation uses.

The land surrounding the lots up for rezoning is coun-try residential and institu-tional and public uses lands which will house the future Rimoka seniors’ lodge.

Cummings said he never intended for these lands to be zoned R3 and his appli-cation in 2014 did not speci-fy the re-designation.

However, town develop-ment offi cer Liz Armitage said a new bylaw is needed

to designate the lots back to R1 regardless of the fact there may have been an error.

On March 9 of this year Cummings applied for the re-designation. His fees were, however, waived due to the potential error.

In accordance with a new bylaw being passed, fi rst reading was given and a public hearing was held on April 25 in council cham-bers.

The public hearing was well attended, with people speaking for and against the issue.

Housing Authority Board Paul McLauchlin spoke in favor of the rezoning.

“It (the rezoning) doesn’t affect our development (the new lodge),” he said.

However, Earl Repas, ad-jacent landowner spoke against the rezoning.

“R1 is an incompati-ble land use to the exist-ing land use of my acreage and also the other adjacent land owner, Mr. Grutterink, whom operates a cattle feed lot. I own and operate a le-gitimate business (Rimbey Towing) on my acreage

Repas noted he was con-tacted by Rimbey’s peace offi cer in regards to a com-plaint made by Cummings about the wrecked vehicles in his yard.

“This leads me to be-lieve that future residents of these new lots will also complain about my storage operation, effectively shut-ting down my business and causing me fi nancial hard-ship.”

In a letter to council, Repas quoted a section of the municipal government act which says a new de-velopment cannot materi-ally interfere with, or affect the use, enjoyment or value of neighbouring parcels of land.

Repas also pointed out po-tential lot owners would be faced with a feedlot next door, which he is convinced would cause problems.

“They are there 12 months of the year. When they look out their living room win-dow they would have a cow 10 feet away.”

sliding and having a great lunch with mom and dad and their friends are good.

But, what I saw around 1 in the afternoon recently wasn’t good and I’m grateful no little ones were around.

“It was originally desig-nated as R1 property and changed to R3 without my consent,” said Cummings.

However, Repas said he doesn’t believe the lots were ever designated as R1.

He said the lots were pre-viously classifi ed as urban expansion.

After the meeting, Repas said he would like to see the property turned into munic-ipal reserve and trees plant-ed. He believes that would be a win/win situation for everyone involved.

The issue will be dis-cussed at the next council meeting.

and criminal justice professionals give information and meaningful support to victims and survivors and their families as they navigate the criminal justice system.

A mental health fi rst aid program, sponsored by Rimbey & Area Community Wellness Association, Rimbey & District Victim Services and Ponoka Rimbey Adult Learning is coming to Rimbey on May 10 and 11.

The program will be held from 8:30 a.m. to 4:30 p.m. at the Rimbey Provincial Building.

The program will not teach participants how to be therapists, but will teach them how to recog-nize the signs and symp-toms of mental health problems and provide ini-tial help.

Leanne Evans, program co-ordinator for Rimbey & Area Community Wellness Association said the course has been offered three times in the last four years with different groups hosting it and partnering to bring it in.

“We usually have 12 or more people attend but

can take a few more. The last time it was offered, the course was full,” she said.

One in three people will be affected by mental ill-ness at some point in their lives.

“So if you only know one other person, it might not affect you, but if you have two or more people in your life, chances are it will be useful at some point. That is why we offer it and ev-eryone can benefi t from it”, she added.

The course provides awareness and knowl-edge in order to feel more comfortable having con-versations about mental health that are invaluable in breaking down the stig-ma even if you never need it on a personal level.

“Our society has a long way to go when it comes to acceptance – if someone is diagnosed with cancer(for example) the immediate reaction is sympathy and compassion, often with a mental health issue, the reaction is fear and a lack of understanding and we hope to help change that.”

Alberta country music show offers star studded performance

An impressive line up of musical talent is waiting and ready on deck for Alberta’s Men and Women of Country Music.

This year’s exciting show will take place at the Hoadley Hall May 7 from 11 a.m. to 8 p.m.

While the focus has always been on Alberta talent, this year’s performance will also include the talent of special guests from Paddockwood, Saskatchewan and Toston, Montana.

Larry Krause, the guest from Saskatchewan is a western roots singer/songwriter who has many performances and concerts in western Canada community halls under his belt including perform-ing at The Calgary Stampede.

Krause is host and producer of The Timberline Music Show, an award winning television series shown on the Shaw network.

The Divine Bovines from Montana will, no doubt, add a spark of unique fun and laughter to this year’s show.

The two ladies will appear on stage complete with cow ears, tails and fl uttering eyelashes and promise to entertain and delight the audience with musical comedy as they sing songs from the cow’s point of view.

This year, Hugh Kelly from Lacombe has been rec-ognized as the male lifetime achievement award recipient and Sandy Hirth from Calgary, who now resides in Penticton, is the female lifetime achieve-ment award recipient.

Hirth’s husband Norbert, who plays the accordi-on, will also be part of the entertainment in this year’s lineup.

Brianna Lizottee, a 15-year-old fi ddle player, who excels at old time fi ddle music and also plays clar-inet with the Red Deer Royals, is the rising star award recipient.

Colleen Lazoruk, who has spent much of her life in health care and therapy music programs, will entertain in a surprising and delightful way, with her saxophone.

Wet pond costquestioned

A question regarding the cost of a wet pond, which will be construct-ed near the new senior’s lodge, was brought up at last Monday’s council meeting.

Florence Stemo, who was in the gallery, asked Paul McLauchlin, board chairman of Rimoka housing about a state-ment he had made re-garding the fact the cost of the pond was more than the cost of the prop-erty.

McLauchlin concurred that the pond will, in-deed, cost more than the purchase of the land.

The cost of the pond is covered by Ponoka County.

Spartans football players

selected forall-star team

Several Rimbey Spartan football players have been select-ed for an all star football team.

Joel Bender, Cory Cech, Travis Hunt, Spencer Pearman, Bryce Sargeant, Naithan Schultz and Brett Scott were se-lected after tryouts held in Edmonton April 1 to 3.

Tryouts were held with other six man football players from schools such as Hinton, Jasper, Buck Mountain and Breton.

The boys have been selected as the fi nal players making up the roster of the ‘north’ team for the second annual football Alberta six-man all star game scheduled for Mon., May 23.

The game will be held at the Foote Field in Edmonton and starts at noon.

These young men are part of the top one per cent of six man football players at the high school level in Alberta.

Head coach for the team is Bill Bramfi eld, Rimbey Spartans, offensive coordinator, Corey Colwell, assistant offensive coach, Michael Bachinsky from The Holy Redeemer Rebels, assistant defense coach Chris Johnstone from Hinton Wolfpack and special teams coach, Chuck MacKinnon.

Rimbey Food Bank is appealing to community members for support During EveryPlateFull Campaign

Rimbey Food Bank is raising food and funds to ensure shelves are stocked for the summer

In its second year, the EveryPlateFull cam-paign, is once again urg-ing Canadians to address the 26,548,725 summer meal gap that is facing Canadians struggling with hunger and Rimbey food bank is joining in to raise support in Rimbey. During the month of May, over 120 food bank organizations are raising much needed food and funds to ensure shelves are full during the sum-mer months.

Food donations are at their lowest from June to August, and Rimbey food bank shelves often go close to empty at a time when the need doesn’t diminish. The EveryPlateFull campaign

SUBMITTED aims to raise awareness of the continued need for support while asking residents of Rimbey to help raise the essential food and funds to get the organization through this challenging period.

”The summer is a par-ticularly diffi cult time for families living with food insecurity as school based meal programs take a break for the hol-idays often leaving fami-lies with fewer supports,” says Katherine Winters of Rimbey Food Bank. “We want to ensure that our food bank can meet the needs of our com-munity and being pre-pared for the summer will allow us to do that.”

To show support for Canada’s hungry and raise awareness of this campaign, Rimbey Food Bank is asking commu-nity members for sup-port in a number of

ways:• Spread the word

on social media using EveryPlateFull

• Start a campaign page at www.everyplatefull.ca to encourage donations from friends, family and peers

• Make a monetary do-nation through www.ev-eryplatefull.ca to Rimbey Food Bank.

With every dol-lar donated during EveryPlateFull, organiza-tions are able to provide three meals to people in need. Summer is a time to enjoy the good weath-er and holidays but sadly hunger will not be on the radar of most Canadians.

“Over 200 men, women and children in our com-munity will have a really diffi cult time accessing enough food during the summer months,” says Winters. “Our communi-ty can ensure no one’s

So why does it happen in the world of cable TV?

Cable TV services tra-ditionally offer tiers or groups of channels and, for the most part, the better the channels (Animal Planet, HBO) the more expensive the tiers. However, the tiers don’t allow you to choose what you want. Some providers “allow choice” by charging extra fees for stand-

alone channels you want. The last time I subscribed to cable, good for-tune granted me a few channels I liked, but bad fortune ensured I was stuck with the shopping net-work, Oprah TV, three sports net-works that only reported on what the Toronto Maple Leafs were doing (losing games, mostly), the Sun news network, a golf channel, a franco-phone channel (regardless of how much I try I can’t speak French) and other junk that I didn’t want and

wasn’t interested in. But I had to pay for it, and pay substantially. It’s not unusual for cable bundles to be $70 a month or more. Some bundles can be up to $140 a month, which is ab-solutely ridiculous.

The CRTC is introducing new chang-es this year to Canadian cable TV, in-cluding a mandatory “skinny” pack-age for $25 a month plus a number of new rules that revolve around clarity of billing and protection of consum-ers from overbilling. But again, that’s not preventing more and more peo-ple from fl eeing cable TV.

The fact that online streaming ser-vices like Netfl ix allow people to pay a reasonable monthly fee, around $10 a month, should come as no sur-prise. The time was ripe for a better, cheaper service, and new high-speed Internet made such services feasible.

So to all you cable companies with your generic sandpapery toilet paper, spinach and Toronto Maple Leafs: I’m changing the channel on you.

Cable TV needs massive facelift

It seems cable TV rates are con-tinually going up. Many cable TV subscribers were told a few weeks back rates for subscriptions were get-ting hiked. That may explain recent media coverage that more and more Canadian TV watchers are “cutting the cable” and using other methods for televised entertainment.

I’m not a TV watcher; I like watch-ing homemade videos on Youtube and enjoy scientifi c or historical doc-umentaries, but I’m a movie buff. Nowadays, those of us who love movies can have a living room home theatre to rival anything at the cin-ema.

Cable TV has, for most of my adult life, rubbed me the wrong way. When I was in college my roommate and I had cable in Calgary, and I was also a cable subscriber shortly after leaving college. One major problem impelled me to cut cable off permanently.

Look at it this way: when you go into the grocery store, brows-ing around with your shopping list and pick-ing up your bread, milk and eggs…does a store employee follow you around the supermar-ket putting unwanted groceries like frozen pie crusts, generic sand-papery toilet paper or spinach in your shop-ping cart? And when you get to the checkout, does the clerk say to you, “Okay Mr. Salkeld, you owe us cash for the items you placed in your cart, and you also have to pay us for the fro-zen pie crusts and the rest of that garbage.”

No. That generally doesn’t happen at the supermarket.

It is with great sadness we announce the passing of Barry Douglas Raymond of Bentley, Alberta. Barry passed away on Friday, April 22, 2016 at 8:15 p.m. at the Rimbey Hospital and Care Centre at the age of 70 years, after a long and courageous battle with cancer. Barry was born on June 1, 1945 in Lacombe, Alberta to parents, Thelma (nee Cole)

and Clinton ‘Pat’ Raymond. He lived on the family farm in the Forshee area throughout his childhood. Barry later met the love of his life, Wendy Scott, and they were united in marriage in 1970. Barry worked a variety of jobs until he started his career with Northwestern Utilities (Atco Gas) in 1974 in Edson, Alberta. In 1975, he was transferred to Red Deer where he retired from the company in 2005 after 32 years of service. Barry had many passions in his life; such as his Edmonton Eskimos and Oilers, but none were as strong as his love of farming. In 1980, he moved his family back to the family homestead. Although Barry continued to work in Red Deer, he would always fi nd the time to work after hours to help the neighbours with harvest, and always kept a close eye on their crops every year. Barry is survived by his loving wife of 46 years, Wendy; his son, Scott of Eckville; and his daughter, Teryl (Jason) McDonagh of Red Deer; as well as three cherished grandchildren: Tyson, Jared, and Jenna. He is also survived by his brother, Lorne (Vicki) Raymond of Red Deer; in addition to other relatives and many treasured friends. Barry was predeceased by his parents, Thelma and Pat.With respect for Barry’s wishes, no formal Funeral Service will be held. Cremation took place at the Central Alberta Crematorium, Red Deer, Alberta. If friends desire, memorial tributes in Barry’s Memory may be made directly to the Rimbey Hospital and Care Centre - Administration, Box 440, Rimbey, Alberta T0C 2J0. The federal government’s news closely follows the Team Alberta outreach mission, a week on parlia-ment hill where represen-tatives from the crop com-

missions including Alberta Wheat Commission, Alberta Barley, Alberta Canola Producers and Alberta Pulse Growers, along with our colleagues at Grain Growers of Canada, met with top deci-sion makers from Canada’s major political parties to discuss priorities for Alberta grain producers. Long-term transportation provisions and the exten-sion of Bill C-30, the Fair Rail for Grain Farmers Act, were top priorities during the meetings.

“We made it a priority to develop relationships with key federal policy makers during the Team Alberta outreach mission. In doing so, we encour-aged decision makers to take steps forward to fos-ter long-term improve-ments to the reliability and predictability of our grain and oilseed transportation system,” said Terry Young, Alberta Canola Producers Commission director.

“The movement of our

crops continues to be a priority for farmers,” said Allison Ammeter, Chair of Alberta Pulse Growers. “The global demand for our products and our ex-port capabilities rely on farmers and shippers get-ting product to port. Rail use is a huge part of the chain. The signaled intent from government to keep these tools available for farmers and shippers is very positive.”

The extension of these provisions is an important step in promoting long-term improvement of rail service for the grain indus-try. The crop commissions look forward to further ad-vancing our working rela-tionship with the Federal Government and advocat-ing for additional railway accountability measures such as reciprocal penal-ties to ensure that railways and shippers receive fair service through service level agreements and im-proved accountability from both parties.

Calgary, Alberta) April 25, 2016 – Alberta’s crop commissions are pleased to learn that the federal government has signaled its intension to extend measures within the Fair Rail for Grain Farmers Act that have helped improve railway accountability and competition. The post-ponement of the August 1, 2016 repeal of these mea-sures aligns with recom-mendations made by Team Alberta during its outreach mission to Ottawa last week.

The year-long extension of provisions within the Canada Transportation Act (CTA) includes maintain-ing current interswitching limits of 160kms which has promoted railway compe-tition and fl exibility for shippers. Additionally, the Government of Canada will retain its ability to prescribe minimum grain movement by rail, an im-portant mechanism of rail-
