On the auspicious occasion of 74th"Independence Day", I convey my heartiestgreeting and best wishes to all the residents ofA&N Islands. I also pay my homages to allfreedom fighters and countrymen who sacrificedtheir lives for the independence of our Nation.

A&N Islands have played an importantrole in the independence struggle. The Islandshave witnessed to the struggles and sacrificesby many of our freedom fighters. The tri-colorwas hoisted for the first time on the soil of A&NIslands by Netaji Subash Chandra Bose on 30thDecember, 1943. The Independence Day celebration inspires us to participatein the progress of our Nation.

On this pious day, let's come forward, drawing inspiration fromthe sacrifices and struggles of our great martyrs, pledge to usher theseIslands towards happiness, prosperity and development.

MESSAGE On the occasion of the 74th Independence day,I extend my heartiest and warm greetings to allthe Islanders. 15th August is celebrated every yearto commemorate the greatest moment in ourhistory, very joyfully, as on this day, our countrygot freedom from the British rule. Today, we paycollective tributes to those brave and courageousfreedom fighters and nationalists who laid downtheir lives to free our Country. I urge my fellowIslanders to come forward and get inspired fromthe sacrifices made by our great patriots. On this very special day, let all of us take a vowto work in harmony to protect our Islands' socialand cultural heritage, monuments, our tribes, ourenvironment and be a personal soldier of ourIslands. With all confidence, I say that our Islandswill march forward towards the path of all rounddevelopment in the coming years. In these days ofPandemic, we have to keep in mind that we haveto maintain "Do Gaz ki Doori" and follow the normsprescribed to fight against COVID-19. Port Blair, Aug 14 The Government of India/ Ministry ofAgriculture & Farmers Welfare, on therequest of A&N Administration, have includedPort Meadows and Nancowry as PlantQuarantine Ports for import of stoneaggregates under the Plant QuarantineRegulations, vide a Memorandum dated 13thAug, 2020. As per existing arrangements onlyPort Blair was the notified port for the purposeof Plant Quarantine Regulations and all thecargo ships carrying stones, sand andaggregate had to mandatorily touch Port Blairfor clearances, which was not onlycumbersome/ time consuming but alsoeconomically disadvantageous. Thenotification would ease the procedures forimport of stone aggregates for infrastructureprojects especially in the Nicobar Islands andwould lead to considerable savings in thetransportation costs and time.

The endeavour of the A&N Administrationis to include more and more ports of the A&NIslands for direct clearances of Customs,Plant Quarantine and other formalities, so thatmore products could be directly importedthrough ships to all the major Islands, withouthaving to first call at Port Blair for theseformalities. This would help in speedyprogress of all infrastructure projects,especially in the far flung Islands, a pressrelease from A&N Administration said.

Port Blair, Aug 14 As theIndependence Day willbe celebratedtomorrow (15thAugust) in variousparts of SouthAndaman, the DistrictMagistrate, SouthAndaman District hasissued order forrelaxation of lockdownbetween 6 am & 10 am(For Flag HoistingProgramme) andbetween 4.30 pm & 6pm (For Lowering ofthe Flag at sunset) on15th August. It has alsobeen clarified that thisrelaxation is only forenabling themovement of personsfor the smooth conductof the Independence

Day Celebrations atvarious locations /Islands of the SouthAndaman District. It is also clarified thatin the remaining hoursof the day on 15thAugust and on 16thAugust, 2020 thereshall be completelockdown as per theterms and conditions ofthe orders of the A&NAdministration issuedvide F.No.CS/Sr.PS/05/2020 dated 28.07.2020.For the remainingperiod between the17th of August and tillthe Midnight of 18thAugust, 2020lockdown will remain asper DC (SA) Order No.890 dated 10.08.2020till further orders.

The Lt Governorsaid that for thedevelopment ofTourism in A&NIslands, abolition ofRestricted AreaPermit (RAP), facilityfor immigration/visaon arrival and settingup of PPP eco-tourismresorts through NITIAayog in Long, Aves,Smith Islands andShaheed Dweep whichhas changed theprofile of theseIslands resulting in

arrival of more than 5lakh tourists to theIslands for the firsttime in 2018 & 2019. The Lt Governorfurther disclosed thatfor the next IDAprojects, Consultant isbeing appointed byNITI Aayog forsetting up 12 morePPP projects atAmkunj, Radhanagar,Karmatang, Kalipur,Ramnagar Beach,Rutland Island, NorthBay, Goodwill Estate,Beodnabad, Flat BayIsland, Wright MyoCreek, Buttler Bayand Kalapathar Beach.Apart from these,mega projects at LittleAndaman and GreatNicobar are underconsideration. The Lt Governorsaid that the

construction work ofthe 'New IntegratedTerminal Building' atVeer SavarkarInternational Airport,Port Blair at anestimated cost of Rs.710 Crores isprogressing well andwill be completedsoon. The NewTerminal Building willbe capable of handling1200 passengers perhour which willfacilitate smoothmovement ofpassengers. The LtGovernor alsomentioned about theproposal forconstructing 'NewGreenfield Airports' atPort Blair andCampbell Baybesides, theextension work of

railway and aviation personnel, providers of various services,Government employees, social service organisations and generouscitizens who went much beyond their call of duty to save lives andensure essential services. The President highlighted some of the flagship schemes of theGovernment including Pradhan Mantri Gareeb Kalyan Yojana, OneNation, One Ration Card, Vande Bharat Mission and Shramik SpecialTrains among others, which he said, have eased people's lives amidthese testing times. Reaffirming, India's belief in the principle of Vasudhaiv Kutumbakam,World is One family, President said that the country, apart from takingcare of its own citizens, also extended helping hand to many foreigncountries. He said, the overwhelming support India got at the electionsfor the non-permanent seat of the United Nations Security Councilbears testimony to the goodwill the country enjoys internationally. Speaking about the impetus to self-reliance, Shri Kovind said thatIndia's push to Atma-Nirbharta comes without alienation or distancingfrom the world. He said, the country will continue to engage with theworld economy while maintaining its own identity. Hinting at the recentborder skirmishes, Shri Kovind said that Indian soldiers gallantlydefended the borders of the country from all misadventures ofexpansion. He remembered the martyrs who sacrificed their livesprotecting the nation's pride and said that the entire nation salutesthem for their brevity. He also mentioned that the country has takenthe current crisis as an opportunity and numerous landmark reformsbenefitting all spheres of life have been introduced by the Government. President exhorted on the lessons which the pandemic has unveiledto the humanity. He also stressed on the importance and adoption ofhuman-centric collaborations over economy-centric inclusions. He said,these testing times have brought all sections of people together apartfrom highlighting the need to develop a robust health infrastructurein the country. The President also called for accelerating developmentsin science and technology which he said helped meet the twinobjectives of saving lives and resumption of activities in midst of aglobal pandemic. Speaking about the New Education Policy, Shri Kovind said that itsimplementation will lead to a new quality education system which willhelp transform the future challenges into opportunities, paving theway for a New India. He also lauded the unflinching belief of countrymenin the judicial system, which he said was depicted in the restraint andpatience shown by the people during the long drawn Ayodhya Ramjanmbhoomi case. He said, Indian ethos of peace, non-violence, loveand harmony emerged victorious globally when all the concernedparties and people respectfully accepted the verdict of the SupremeCourt in the matter. Dwelling upon the air connectivityinfrastructure development in A&N Islands,the Lt Governor said under 'UDAAN' scheme,water-aerodromes are being developed atSwaraj Dweep, Shaheed Dweep and Long Islandto facilitate the services of seaplanes, for whichthe tender has been floated for constructionof floating jetties etc. The infrastructurefacilities are likely to be completed within ayear. The Lt Governor said the Administration isvigorously pursuing the proposal for inductionof 2 Heavy Lift (minimum 18 passengercapacity) Helicopters and 2 Medium Lift (10passenger capacity) Helicopters on wet leasebasis from Pawan Hans Ltd. Highlighting about the two major bridgesbeing constructed in ATR, the Lt Governor saidthe Humphrey Strait Bridge is expected to becompleted by January, 2021 while the MiddleStrait Bridge will be ready by January, 2022. Throwing light on the initiatives undertakenin strengthening the waterway connectivity, theLt Governor said in the Shipping sector, theconstruction work of four major vessels viz.2x500 Pax and 2x1200 Pax vessels are inprogress at Cochin Shipyard Ltd. and areexpected to be delivered by 2021-22. The Lt Governor remarked that thepreparation of DPR for 'Andaman MarineDrive' will be ready by October, 2020. Speaking about the steps taken towardstransforming A&N Islands into green energyIslands, the Lt Governor said, “under de-dieselization, in the next three years, from theexisting 9%, we have to achieve the target of93% green energy”. He said, for setting up of50 MW LNG Power Plant, all necessaryclearances have been obtained and the revisedbid has been prepared. This power project isexpected to be completed by April, 2022, theLt Governor added. The Lt Governor said that for thecommercialization of sea weed in A&N Islands,a pilot project on seaweed farming has beenstarted in the Islands in association withCentral Salt & Marine Chemical ResearchInstitute (CSMCRI), Gujarat. The Lt Governor disclosed that the tenderfor Rutland Submarine Pipeline project hasbeen awarded and the preliminary works suchas survey, mobilization of materials/machineries are under progress and expectedto be completed by March, 2021. Apart fromthis, construction work for an additional 10MCD water treatment plant at Garacharma isalso under progress, the Lt Governor said.Under 'Jal Jeevan Mission Scheme', it has beenplanned to provide 'Functional HouseholdConnection' in 217 Revenue villages coveringabout 56,682 households. The Lt Governor said to maintain sanitationvalue chain and to improve the quality of livesof the citizens, tender has been awarded at acost of Rs. 2.9 Crores for development of a 42KLD Faecal Sludge and Septage TreatmentPlant at Brookshabad. The Lt Governor stated that the wholeAdministration is with the Health Departmentin the fight against COVID-19 pandemic andwe have to be well prepared for a long durationbattle against the pandemic. Empathizing withthe families who have lost their loved ones dueto the pandemic, the Lt Governor said "I sharethe grief of losing your loved ones". Reiterating the appeal made to the public onseveral times, the Lt Governor urged theIslanders to fight against the pandemic withstrong will power and patience. He also calledupon the Is landers to shoulder theirresponsibility and maintain 'Do gaz ki doori'in all social transactions, follow all safetyprotocols and avoid unnecessary travels. The Lt Governor said that on this piousoccasion, let us pledge for the progress andglory of India and strive to dedicate ourselvesto fulfill the dreams of our ancestors. Summing up his address to the Islanders,the Lt. Governor said, with the slogan "Sabka Saath - Sab ka Vikas", we must forge aheadand overcome all the hurdles with the sole aimof committing ourselves to work towards thewelfare of the people.

PRESS NOTEIt is notified for the information of the General Public that the

following Traffic arrangements have been made for the main function

of Independence Day on 15th August, 2020 (Saturday).

1. The movement of all vehicular traffic shall be closed from 0830 Hrs at

the following points.

(i) Raj Niwas to National Memorial Cellular Jail via Old Telephone

Exchange, Vikas Bhavan (ANIIDCO), Scouts Huts Crossing, Andaman

Club, Y-Narayan Junction and CRPF Barrack.

(ii) Gymkhana Crossing to R. K. Mission via Dharamshala and Girls

School Crossing.

(iii) R. K. Mission to Government Press.

(iv) Clock Tower to Dharamshala

(v) R. K. Mission to Raj Niwas via Machi Line, Murugan Temple and

Gandhi Park.

2. The carcade of Hon'ble Lt Governor and other special invitees shall be

parked inside the Netaji Stadium.

3. After the departure of the Chief Guest from the place of function, the

vehicles of the special invitees shall follow the route Scout Hut

Junction-Vikas Bhawan-Fire Brigade-Old Telephone Exchange-APWD

Crossing to their destinations.

4.The vehicles intending to proceed to South Point from Aberdeen Bazar

shall be diverted towards Model School Crossing - Bengali Club -

Goalghar- Secretariat Junction - Police Line and Nayagaon.

5. No heavy vehicles including Private and STS buses will be allowed to

proceed to Aberdeen Bazar from Gandhi Statue and Bengali Club Junction

from 0700 hrs to 1100 hrs.

6. The vehicles intending to proceed to Aberdeen Bazar from South Point

shall follow the route of South Point-Shadipur-Nayagaon Junction-Police

Line-RBV-Secretariat Junction and Goalghar.

7. Heavy vehicles proceeding to long route shall be diverted to Goal

Ghar and Junglighat from Bengali Club.

8. All the vehicular traffic shall remain suspended in the stretches from

Annapurna to Clock Tower, Clock Tower to Dharamshala, Dharamshala

to R.K. Mission and Raj Niwas to National Memorial via Netaji Stadium

from 0830 hrs.

9. No vehicles shall be allowed to proceed towards the place of function

from any side after 0830 hrs.

10. No vehicle shall be allowed to proceed to Aberdeen Bazar after the

function from any direction till the crowd gets dispersed.

11. The vehicles carrying parade contingents after dropping the contingents

in front of Netaji Stadium shall proceed to Water Sports Complex at

Aberdeen Jetty and will remain stationed there. After culmination of parade

they will come to Netaji Stadium via Y- Narayan Junction and proceed to

their respective units with the parade contingents.

12. Further vehicles intending to proceed to GB Pant Hospital shall follow

the route of Gandhi Statue- Marine Gate - Sisty Nagar - Dignabad - Sea

Shore Road - Khan Jn. -exit gate of Hospital and then GB Pant Hospital.

1. The Doctors will obtain detail of the person/patient including the address and Phone Nos. and

prepare a prescription. Patients to indicate their nearest UHC during the consultation.

2. The hospital staff will collect these prescriptions from the consulting Doctor at the closure hours

of OPD i.e. 01.30 PM and obtain medicines from the pharmacy counter of the hospital and

dispatch the same to the nearest UHC from where the patient can collect it between 5 PM to

8 PM 3. Home delivery of medicines shall be operationalized for senior citizens except in the

containment zone.

In order to minimize exposure to the virus, people are advised to use tele-consultation as far as
