1. EXECUTIVE SUMMARY
Application of mining for soil used in Brick Kiln M/S SHANKAR BRICK FIELD from
Khasra/Gata Nos–55,325,332, Area-2.41 Hectare at Village-Atrauli,Gaurajamon,Tehsil-
Gauriganj,District-Amethi,Uttar Pradesh.The project has been proposed for an annual production
of 7424 cubic meter soil by open cast manual mining from allotted Khasra/Gata Nos 55,325,332,
Area-2.41 Hectare at Village-Atrauli,Gaurajamon,Tehsil-Gauriganj,District-Amethi,Uttar
Pradesh.
The order of Hon‟ble Supreme Court dated the 27th
February, 2012 in I.A. No.1213 of 2011 in
Special Leave Petition (C) No.19628-19629 of 2009, in the matter of Deepak Kumar etc. Vs.
State of Haryana and Others etc., prior environmental clearance has now become mandatory for
mining of minor minerals irrespective of the area of mining lease. And whereas, the Hon‟ble
National Green Tribunal, vide its order dated the 13th
January, 2015 in the matter regarding sand
mining has directed for making a policy on environmental clearance for mining leases in cluster
for minor minerals.
As per Environment (Protection) Rules, 1986, MoEF & CC making certain amendments in EIA
Notification, 2006 vide number S.O. 2588(E), dated 15th
Jan, 2016, the applicant is seeking prior
environmental clearance for mining of minor minerals under category „B2‟ for less than and
equal to five hectare from DEIAA of concerning District.

As per brick kiln capacity (17 Paya), yearly production of bricks are
24.5 Lac/season for that the required volume of brick clay will be
7424 cum/ annum @330 bricks in one cubic meter .The total mineable
reserves of soil of area is 41819 m3 or 50182 ton with proposed rate of
production 7424 m3 the expected life of mine 5 years.

2.1 Identification of Project and Project Proponent

Brick kiln are seasonal unit are either in small sector or in cottage sector. Clay brick industry in
India uses soil as raw material and slack (small size) coal as fuel. Estimate of total mineable
reserve quantity comes to be 41819 m3 or 50182 ton up to permissible depth of 2 m. As per
Brick Kiln capacity yearly production of bricks are 24.5 Lac bricks/ season for that the required
volume of brick clay will be 7424 cum/Annum. .
2.3 Need for the project and its importance to the country and region
The production of Brick Earth will benefit to the state in the form of royalty. Apart from this
project operation will provide employment directly and indirectly to the people residing in
vicinity, thus improving the Socio-economic status of the area.
2.4 Demands-Supply Gap
Bricks are produced in India in small or cottage scale brick kilns and Clamps, operates
seasonally. The raw materials in the brick kilns include soil, coal, paddy husk, wood & locally
available agro wastes to some extent. There are large variations in quality of soils available in
different parts of the country and also in brick manufacturing process.
Brick are good building material for construction activities but quality of brick differs place to

2.5 Import vs. Indigenous:
Import does not apply in the present case as Brick is indigenously available at number of mines
under operation in Uttar Pradesh.
2.6 Export Possibility:
Export possibility is neither plausible nor there is any such demand.

Due to the increased industrial and infrastructural growth of the rural and urban areas demand of
Brick is very high. Construction companies and local vendors in the nearby town and cities are
the potential market for the brick made up of brick clay.
2.8 Employment Generation
About 20 local labors shall be engaged through project proponent for extraction of soil, molding
and loading of brick and handling of mineral in mining area, besides, watch and ward and
plantation activity with proper maintenance.
3. PROJECT DESCRIPTION
3.1 Type of project including, interlinked and interdependent projects, if any
This is a mining project for Brick Earth Excavation and the project shall not involve any
interlinked and interdependent projects.
3.2 Location (map showing general location and project boundary and project site) with
coordinates.
Soil miming area is located at Village Atrauli,Gaurajamon,Tehsil-Gauriganj,District-
Amethi,Uttar Pradesh which is connected NH 56 at a distance approx: : 8 Km in North.
Nearest Railway Station – Gauriganj R.St :14 Km (SW) from the Area and nearest
Airport is Lucknow Airport :100 Km (W).

3.3 Details of alternate sites considered
Besides this any other alternative other than Brick Earth mining like mining of rock in-situ
quarry shall result in exorbitant cost, result in comparatively higher land degradation and cause
more environmental impacts.
3.4 Size or magnitude of operation
The proposed mine has lease agreement over an Area - 2.4100 hectare. The project has
been proposed for an annual production of 7424 cum soil by open cast manual mining
from the Khasra/Gata Nos – 55,325,332, Area-2.41 Hectare at Village-
Atrauli,Gaurajamon,Tehsil-Gauriganj,District-Amethi,Uttar Pradesh.
3.5 Project description with process details (a schematic diagram/ flow chart showing the
project layout, component of project etc. should be given)
The proposed project is to mine Brick Clay from plot (s) under agreement sustainably and
scientifically. Mining will be opencast and manual using hand tools only in the allotted plots
keeping the nearby plot (s) unaffected. Following geo-scientific methods are proposed to carry

out the activity. Mining will be confined to extraction of Brick Clay in its existing form from the
allotted plot(s) only. Mining of Brick Clay from the allotted plot(s) will be restricted to a
maximum depth of 2 m from the surface in proper bench form as per MCR-1960 and MMR
1961. The width and height of bench will be 1 m x 1 m. Top soil up to 6” depth will be preserved
to spread it after mining activity is completed to restore the fertility of land

Proposed method of mining:
Mining shall be carried out from top to downward through the formation of benches. The
height & width of benches shall be kept 1 m x 1 m with face slope 450.It shall be opencast
manual mine involves scooping the mineral through use of hand implements like spade, pick
axe, shovel and crowbar etc. In future top soil shall be scrapped by means manually and shall
be used for the purpose of plantation and rehabilitation. Indicate quantum of development &

3.7 Resource optimization/recycling and reuse envisaged in the project, if any, should be
briefly described.

3.8 Availability of water its source, energy/ power requirement and source
Water Requirement: Water requirement for human consumption, plantation and dust
suppression is 3.0 KLD, which shall be met from ground water resource from the nearby
village.
Power: No electrical power shall be required for operations.
3.9 Quantity of wastes to be generated (liquid and solid) and scheme for their management/
disposal.
Solid waste generation & its disposal: No solid waste other than negligible quantity of silt/silty
clay, which gets deposited as crust material on the bed profile, shall be scrapped and deposited
into the mine pits or in the upper terraces earmarked for plantation
Liquid Effluent: There will be no waste water generation from mining activities.
4. SITE ANALYSIS
4.1 Connectivity: Soil miming area is located at Village- Atrauli,Gaurajamon,Tehsil-
Gauriganj,District-Amethi,Uttar Pradesh which is connected NH 56 at a distance approx: :

4.2 Land form, land use and land ownership: The mine agreement area is agricultural private
land.
4.3 Topography (along with map): Agricultural plain
4.5 Existing infrastructure: The existing land use of mine lease area belongs to landuse
category “Uncultivated land” and shall continue to be so even after the current mining project is
over.
4.6 Geology: The geology of the district exposes nothing beyond Ordinary River borne alluvium
which is not old. The mineral products are few and unimportant. The minerals of commercial
value are the nodular limestone conglomerate known as kankar, brick and saltpetre. The soil in
the district is light sandy or dense clay of yellowish brown colour. The sand found in the rivers is
medium to coarse grained, greyish white to brownish in colour and is suitable for construction
purposes.
4.7 Geographical Structure
Location and Boundaries
District Amethi lies at the latitude 26°9‟ north and longitude 81°49‟ east at an average
elevation of 101 metres(331 feet) from mean sea level. The total geographic area of the
districts is about 3063 km2. The surface is generally level, being broken only by ravines in
the neighbourhood of the rivers. The principal river is Gomti, which passes through the
centre of the district. North side of this district is bounded by Faizabad District; South side
is bounded by Pratapgarh District. West side is bounded by Bara-Banki District and Rai
Bareilly District and the East side is bounded by Amethi District.
The land of Amethi district is generally plane except some regions around the Gomti River
which drains almost the whole district. It may be called an agrarian area as agriculture is
the main occupation of the people. Amethi district has a wet and dry cl imate with average
temperatures ranging between 23 °C to 28 °C. Amethi experiences three distinct seasons:
summer, monsoon and a mild autumn.

The district has four rain-gauge stations with record of three of them extending back to about 100
years.. The south-west monsoon usually arrives over the district by about the middle of June and
withdraws by the end of September. The average rainfall of the district is 1393.1 mm. About 87
percent of the annual rainfall is recorded during the period June to September, July being the
rainiest. The monsoon in the district generally advances from the south-west to the north-east.
4.9 Social Infrastructure
The social infrastructure like educational facilities (primary and higher secondary schools,
degree college), drinking water supply, post and telegraph, public transportation and hospitals
are by and large are available in the study area.
5. PLANNING BRIEF
5.1 Planning Concept
The proposed project is to mine brick clay from plot(s) sustainably and scientifically. The minor
mineral (clay) will be excavated from the plot(s) as per mining rules and casting of raw bricks
will be done which will be transported to the kiln through horse cart, trolleys etc. through village
chak roads. Mining will be opencast Manual keeping nearby plot(s) unaffected. Maximum depth
of mining will be only up to 2 m as per agreement.
5.2 Population Projection
There is no projection of population as the mining activity will be carried out during day time
only.
5.3 Assessment of Infrastructure Demand (Physical & Social)
Adequate infrastructure facilities are available in the vicinity of mine lease area and due to the
mining activities; no extra infrastructure over and above the existing infrastructure is required.
5.4 Amenities/Facilities
Rest Shelter: Rest shelter along with first-aid station complying with all the provisions
of Mines Rules shall be provided by project proponent outside lease area
Water Supply: Water will be supplied for human consumption, dust suppression and for
plantation.

Transport of Man and Material: The material from the mine will be transported by
trucks / tippers / tractor trolleys.
Security Arrangements: Appropriate security arrangement shall be made.
6.0 PROPOSED INFRASTRUCTURE:-
6.1 Industrial area (Processing Area): Temporary arrangements like site office, rest shelters &
approach roads etc shall be provided. No permanent infrastructure is proposed.
6.2 Residential Area (Non Processing Area): As the local person shall be employed, no
residential building / housing are proposed.
6.3 Green Belt: Plantation of soil binding grasses like Agave nector, Saccharum officinarum
(Munja), Cassia tora (Charata), Opuntia ficus indica, Aloe vera (Gheekwar), Euphorbia hirta
across the benches.
6.4 Connectivity: The lease area is connected to which are connected to rail and road
6.5 Social Infrastructure: In-line with the Social Responsibility Activities at other operational
sites, relevant developmental assistance shall be rendered depending on the local needs identified
through studies.
6.6 Drinking Water Management: Water requirement for drinking and operations will be 5.0
KLD, which will be met from underground water resource.
6.7 Sewerage System: No sewerage system is required as there is no domestic waste water will
be disposed.
6.8 Industrial Waste Management: Not applicable, as the mining activity will not be
generating any overburden or waste materials.
6.9 Solid Waste management: No solid waste generation is expected from the mining
operation.
6.10 Power Requirement & Supply/ Source: No electrical power requirement for mining
activities.

Rehabilitation and Resettlement (R&R) Plan
The existing mine lease area is designated as private land and has no human settlements and
hence, no R & R is envisaged.
COST ESTIMATES
The capital cost of proposed project is estimated as Rs. 22.0 Lac.
CSR Cost- 3% of the project cost.: .66 Lac
ANALYSIS OF PROPOSAL (FINAL RECOMMENDATION)
The proposed project is expected to provide employment to local people in different activities
such as Mining, sizing (sieving), transportation and plantation activities. The project activity will
not have any major impact on the environment.
