On the occasion, ThomasMathew, RegionalDirector, Reserve Bank ofIndia was the Chief Guestwhile Chander MohanGupta, Mayor JammuMunicipal Corporationwas the Guest of Honour.

Suresh Kumar Rana,Circle Head PNB, VinayBhandari Deputy CircleHead PNB J&K Circle and

large number of staffmembers of the bank werealso present. The functionwas also marked by thefelicitation of esteemedcustomers and students ofthe bank by the chiefguest.

Speaking at the occasion,Suresh Kumar Rana high-lighted the history andachievements of the bank.

Rana informed that thebank started with a mea-ger authorized Capital ofRs 2 lakh and workingcapital of Rs 20,000, the

bank has crossed the totalglobal business of Rs11,16,743 crores as onMarch 31, 2019 and itreflects the confidence andtrust of our esteemed cus-tomers.

He further added thatthe bank has a pan Indianetwork of more 7,000 and9,300 ATMs. Seven bankshave been merged withPNB before & afternationalization giving fur-ther strength to the bank.In J&K Bank has 114branches working on CBSplatform complimentedwith 137 ATMs givingPNB a Digital edge overother banks

STATE TIMES NEWSBISHNAH: NGO, ThirdEye Anti Crime Team onFriday donated marriagematerial to a needy girl of vil-lage Badhwal by providingration and other items to theparents of the girl.

The mother of girl (namewithheld), resident of villageBadhwal approached NGOAnti Crime Chairman ShamLal Gupta with the requestto provide some help to sol-

emnize the marriage of herdaughter.

Gupta said that after verifi-cation, it was found that thefather of the girl was an oldand bedridden person andfamily did not have anysource of income and thecase was a genuine one. Hefurther said that even theSocial Welfare Departmentalso did not come to their res-cue. The NGO thereforedonated raw material includ-

ing species, mustard oil,makeup kit, refined oil,sarees, utensils set, mattress,bed sheets, quilts, flour, rice,sugar, etc and some cash.

SHO Bishnah RattanSingh, who was the ChiefGuest of the event, appreci-ated the efforts of Sham LalGupta and members og theNGO for facilitating themarriage of poor girls. Guptainformed that the NGO hasalready helped nine poorfamilies of village Allah,Fatwal, Arnia, Miran Sahib,Bishnah, Kothey Kathar andJoian by providing the mate-rial for the marriage of theirdaughters and today it wastenth marriage by the NGO.

Prominent among otherspresent include RakeshKumar, Ravi, Jasvinder,Sunny, Seema, Neha,Sansar, Rajesh, Mohan andKulwant.

valuable time out of his hecticelection schedule to address apublic rally at Kathua. "Modiwill address a public rally on14th April, morning 10 AM atKathua Stadium in the heartof city. Around 2 lakh peoplefrom Kathua, Hiranagar,Bani, Billawar, Basohli,Ramnagar and other sur-rounding areas will throng thevenue to listen to theirfavourite Prime Minister. Weinvite people to listen to thegolden words of charismaticPrime Minister on April 14,"he informed.

Raina further said that DrJatinder Singh (Union MoS inPMO) supported by party'sdedicated MLAs, has donemany developmental works andvoters of Udhampur-DodaParliamentary constituency willvote heavily for Dr JitendraSingh, once again on April 18."Congress has been completelywashed out in this phase alongwith other political parties andBJP is going to win Jammu-Poonch Parliamentary seatwith approximate margin of 5lakh votes. In first phase,Congress fell short of pollingagents in polling booths. Peoplehave rejected Congress for itspolicies and manifesto, whichspeak against Army andnational interests. Congresshas supported separatists,Pakistan and terrorists besidesinsulting Maharaja HariSingh. Nationalist public willsurely teach a lesson toCongress, NC, PDP duringpolls in Udhampur-Doda andother Parliamentary seats," heclaimed.

STATE TIMES NEWSJAMMU: Chief SecretaryBVR Subrahmanyam onFriday chaired a high-levelmeeting here to take a reviewof the arrangements on the eveof move of offices from Jammuto Srinagar for the summerseason-2019.

As per the orders issued bythe General AdministrationDepartment (GAD), theoffices observing 5-day weekshall close at Jammu on 26thApril, 2019 after office hoursand offices observing 6-dayweek shall close on 27th April2019 after office hours. All theoffices will reopen at Srinagaron 6th May, 2019. All theDepartments will depute their

advance parties on 22nd April,2019 who will receive the offi-cial records at Srinagar.

The meeting was informedthat adequate arrangementshave been made to transportofficial records and employeeson 27th April and 28th April,2019 and 4th May and 5thMay, 2019. The security andescort plan, availability oftrucks and buses, recoveryvans, mobile workshops,health facilities and ambu-lances along the highway werediscussed threadbare.

Chief Secretary directed theTraffic Department to ensurehassle free movement ofemployees from Jammu toSrinagar. In the event of late

arrival of employee convoys onmove days, DivisionalCommissioner, Kashmir wasasked to ensure that employ-ees do not face any inconven-ience in reaching to their des-tinations in Srinagar.

Chief Secretary directedthat all arrangements beensured to make the CivilSecretariat, Srinagar func-tional from 6th May, 2019 i.ethe first working day itself.He directed that Nodal offi-cers nominated by eachdepartment for AdvanceParty be made responsible forreceipt & safe custody of offi-cial record and stacking/stor-age of empty trunks/boxes inthe designated places.

Hetalked to doctors treatinginjured personnel andimpressed upon them toprovide every availablemedical treatment for earlyrecovery of injured person-nel. The DGP also distrib-uted welfare relief amonginjured personnel.

The DGP also sanctioneda cash-reward of Rs 10,000for an ASI of CRPF for hisalertness and presence ofmind for foiling a weaponsnatching attempt by themiscreants at Warpora.

Speaking on the occa-sion, the former Ministermaintained that youth canbring J&K out of morassby rendering their contri-bution. He emphasizedthem to gear up for a bigchange, as their vote canbring a better change inthe society, which is theneed of the hour.

FOR INFORMATION OF ALL PRIVATE EDUCATIONAL INSTITUTIONS1. All Private Educational Institutions (‘the Schools’) are informed and directed that while

making fresh admissions/starting new classes, only such fees shall be charged from thestudents/parents as has been approved by this Committee.

2. The Schools shall display conspicuously the fee structure and inform the students/parentsabout the same and also send a copy of the same to this Committee through email ([email protected])

3. The Schools are permitted to charge only tuition fee and annual charges as approved bythe Committee.

4. No School shall charge admission/re-admission fee or any other type of fee from the stu-dents/parents without proper permission from this Committee.

5. The Schools shall not force the students/parents to purchase uniform or books from theShops/Outlets arranged by the School.

6. Any School which contravenes these directions or any other order of this Committee or theGovernment may attract such action as may be required including withdrawal/cancellationof affiliation/recognition by the concerned Board or the Directorate. If any Central Board ofSecondary Education (CBSE) School contravenes the directions, Director, CBSE will beasked to initiate action against such Schools.

7. If any student/parent finds that any Private Educational Institutions contravenes any of thedirections, he/she may lodge a complaint before this Committee at its Offices (Jammu:Ground floor, Directorate of School Education, Muthi Camp, Jammu: Kashmir: H.No 46/1,near J&K Bank Hyderpora, Srinagar) or through email: [email protected] so thatappropriate action can be initiated against such School. STATE TIMES NEWSJAMMU: Highlighting var-ious problems being facedby Baridars of ShriVaishno Devi, thePresident, Seva CommitteeBaridaran (SCB),Rachhpal Singh on Fridayalleged that Baridars wererepeatedly deceived bypolitical parties and noth-ing was done to mitigatetheir sufferings.

Briefing media personshere, Rachhpal Singhinformed that Baridars ofShri Mata Vaishno Devihave been worshippingtheir 'Ishat Kuldevi' forthousands of years.

Singh further said,"During Governor's rule in1986, a conspiracy washatched to take control ofthe Shrine from Baridars.Following this, Shri MataVaishno Devi Shrine BoardAct was enacted by thethen Governor and withcoming into being of thisAct, all Baridars were dis-located and managementof the Shrine and templeswas taken over by a Boardcalled 'Shrine Board' ofwhich the Governorbecame the Ex-officioChairman. All assets,moveable or immovableexisting in the name ofShrine and managed byDharmarth Trust weretaken over and rights ofBaridars, comprising near-ly 30,000 souls, were extin-guished. For last morethan three decades, theBaridars of Shri Mata

Vaishno Devi have beenpleading their case forproper rehabilitationbefore top leadership ofvarious political partiesincluding NationalConference, Congress,PDP and BJP from timeto time, but nothing hasbeen done for Baridars."

STATE TIMES NEWSJAMMU: Justice Sanjay Kumar Gupta ofState High Court’s Jammu Wing on Fridaydismissed the petition submitted by DySPShashi Thakur titled Shashi Thakur versusState of Jammu and Kashmir and othersalleging outraging modesty and sexualharassment by the then Director StateVigilance Organisation and the then DeputyDirector Prosecution under Sections 354and 509 of the Ranbir Penal Code.

The petitioner Dy SP Shashi Thakuralleged that the then Director SVO and theDeputy Director Prosecution SVO Jammuwhile exercising their powers in a complaintfiled by her pertaining to land dispute, madean attempt to outrage her modesty and sex-ually harassed her.

The counsels for the State in their objec-tions filed on behalf of the Director SVO andDeputy Director Prosecution submitted thatthe petition has been filed as counterblastproceedings just to put undue pressure uponrespondents as well as to malign and defametheir clear service career.

The counsels also said that the petitionerhad not complied the provisions of Sections154 and 156 of the CrPC as such the same

is not maintainable. The counsels also saidthat the petitioner is habitual of leveling theallegations against the officers who do notfavour her.

The court after hearing the counsels ofboth the parties and perusing the recordincluding the petition, said that the com-plaint does not bear any date, time, monthand year of alleged occurrence.

"These allegations therefore cannot consti-tute offences under Sections 354 and 509RPC," the court held. The court alsoobserved that in this case the petitioneradmittedly neither has complied with themandatory provisions of Section 154 CrPCnor has approached the magistrate con-cerned before knocking the door of thiscourt. In view of what has been discussedabove and law on the subject, the justice heldthat the petition is not maintainable and thesame is dismissed accordingly.

The counsels who appeared for the peti-tioner include Senior Advocate R S Thakurand Advocate D S Parihar while Dy AG A MMalik, Advocates Himanshu Beotra, AnujDewan Raina, Senior Advocate B SSalathia and Ashish Sharma appeared forthe respondents.
