STATE TIMES NEWS JAMMU: Punjab National Bank celebrated its 125th Foundation Day with great enthusiasm. On the occasion, Thomas Mathew, Regional Director, Reserve Bank of India was the Chief Guest while Chander Mohan Gupta, Mayor Jammu Municipal Corporation was the Guest of Honour. Suresh Kumar Rana, Circle Head PNB, Vinay Bhandari Deputy Circle Head PNB J&K Circle and large number of staff members of the bank were also present. The function was also marked by the felicitation of esteemed customers and students of the bank by the chief guest. Speaking at the occasion, Suresh Kumar Rana high- lighted the history and achievements of the bank. Rana informed that the bank started with a mea- ger authorized Capital of Rs 2 lakh and working capital of Rs 20,000, the bank has crossed the total global business of Rs 11,16,743 crores as on March 31, 2019 and it reflects the confidence and trust of our esteemed cus- tomers. He further added that the bank has a pan India network of more 7,000 and 9,300 ATMs. Seven banks have been merged with PNB before & after nationalization giving fur- ther strength to the bank. The mother of girl (name withheld), resident of village Badhwal approached NGO Anti Crime Chairman Sham Lal Gupta with the request to provide some help to sol- emnize the marriage of her daughter. Gupta said that after verifi- cation, it was found that the father of the girl was an old and bedridden person and family did not have any source of income and the case was a genuine one. He further said that even the Social Welfare Department also did not come to their res- cue. The NGO therefore donated raw material includ- ing species, mustard oil, makeup kit, refined oil, sarees, utensils set, mattress, bed sheets, quilts, flour, rice, sugar, etc and some cash. SHO Bishnah Rattan Singh, who was the Chief Guest of the event, appreci- ated the efforts of Sham Lal Gupta and members og the NGO for facilitating the marriage of poor girls. Gupta informed that the NGO has already helped nine poor families of village Allah, Fatwal, Arnia, Miran Sahib, Bishnah, Kothey Kathar and Joian by providing the mate- rial for the marriage of their daughters and today it was tenth marriage by the NGO. STATE TIMES NEWS JAMMU: Chief Secretary BVR Subrahmanyam on Friday chaired a high-level meeting here to take a review of the arrangements on the eve of move of offices from Jammu to Srinagar for the summer season-2019. As per the orders issued by the General Administration Department (GAD), the offices observing 5-day week shall close at Jammu on 26th April, 2019 after office hours and offices observing 6-day week shall close on 27th April 2019 after office hours. All the offices will reopen at Srinagar on 6th May, 2019. All the Departments will depute their advance parties on 22nd April, 2019 who will receive the offi- cial records at Srinagar. The meeting was informed that adequate arrangements have been made to transport official records and employees on 27th April and 28th April, 2019 and 4th May and 5th May, 2019. The security and escort plan, availability of trucks and buses, recovery vans, mobile workshops, health facilities and ambu- lances along the highway were discussed threadbare. Chief Secretary directed the Traffic Department to ensure hassle free movement of employees from Jammu to Srinagar. In the event of late arrival of employee convoys on move days, Divisional Commissioner, Kashmir was asked to ensure that employ- ees do not face any inconven- ience in reaching to their des- tinations in Srinagar. Chief Secretary directed that all arrangements be ensured to make the Civil Secretariat, Srinagar func- tional from 6th May, 2019 i.e the first working day itself. Briefing media persons here, Rachhpal Singh informed that Baridars of Shri Mata Vaishno Devi have been worshipping their 'Ishat Kuldevi' for thousands of years. Singh further said, "During Governor's rule in 1986, a conspiracy was hatched to take control of the Shrine from Baridars. Following this, Shri Mata Vaishno Devi Shrine Board Act was enacted by the then Governor and with coming into being of this Act, all Baridars were dis- located and management of the Shrine and temples was taken over by a Board called 'Shrine Board' of which the Governor became the Ex-officio Chairman. All assets, moveable or immovable existing in the name of Shrine and managed by Dharmarth Trust were taken over and rights of Baridars, comprising near- ly 30,000 souls, were extin- guished. For last more than three decades, the Baridars of Shri Mata Vaishno Devi have been pleading their case for proper rehabilitation before top leadership of various political parties including National Conference, Congress, PDP and BJP from time to time, but nothing has been done for Baridars." STATE TIMES NEWS JAMMU: Justice Sanjay Kumar Gupta of State High Court’s Jammu Wing on Friday dismissed the petition submitted by DySP Shashi Thakur titled Shashi Thakur versus State of Jammu and Kashmir and others alleging outraging modesty and sexual harassment by the then Director State Vigilance Organisation and the then Deputy Director Prosecution under Sections 354 and 509 of the Ranbir Penal Code. The petitioner Dy SP Shashi Thakur alleged that the then Director SVO and the Deputy Director Prosecution SVO Jammu while exercising their powers in a complaint filed by her pertaining to land dispute, made an attempt to outrage her modesty and sex- ually harassed her. The counsels for the State in their objec- tions filed on behalf of the Director SVO and Deputy Director Prosecution submitted that the petition has been filed as counterblast proceedings just to put undue pressure upon respondents as well as to malign and defame their clear service career. The counsels also said that the petitioner had not complied the provisions of Sections 154 and 156 of the CrPC as such the same is not maintainable. The counsels also said that the petitioner is habitual of leveling the allegations against the officers who do not favour her. The court after hearing the counsels of both the parties and perusing the record including the petition, said that the com- plaint does not bear any date, time, month and year of alleged occurrence. "These allegations therefore cannot consti- tute offences under Sections 354 and 509 RPC," the court held. The court also observed that in this case the petitioner admittedly neither has complied with the mandatory provisions of Section 154 CrPC nor has approached the magistrate con- cerned before knocking the door of this court. In view of what has been discussed above and law on the subject, the justice held that the petition is not maintainable and the same is dismissed accordingly. STATE TIMES NEWSJAMMU: Justice Sanjay Kumar Gupta ofState High Court’s Jammu Wing on Fridaydismissed the petition submitted by DySPShashi Thakur titled Shashi Thakur versusState of Jammu and Kashmir and othersalleging outraging modesty and sexualharassment by the then Director StateVigilance Organisation and the then DeputyDirector Prosecution under Sections 354and 509 of the Ranbir Penal Code.

The petitioner Dy SP Shashi Thakuralleged that the then Director SVO and theDeputy Director Prosecution SVO Jammuwhile exercising their powers in a complaintfiled by her pertaining to land dispute, madean attempt to outrage her modesty and sex-ually harassed her.

The counsels for the State in their objec-tions filed on behalf of the Director SVO andDeputy Director Prosecution submitted thatthe petition has been filed as counterblastproceedings just to put undue pressure uponrespondents as well as to malign and defametheir clear service career.

The counsels also said that the petitionerhad not complied the provisions of Sections154 and 156 of the CrPC as such the same

is not maintainable. The counsels also saidthat the petitioner is habitual of leveling theallegations against the officers who do notfavour her.

The court after hearing the counsels ofboth the parties and perusing the recordincluding the petition, said that the com-plaint does not bear any date, time, monthand year of alleged occurrence.

"These allegations therefore cannot consti-tute offences under Sections 354 and 509RPC," the court held. The court alsoobserved that in this case the petitioneradmittedly neither has complied with themandatory provisions of Section 154 CrPCnor has approached the magistrate con-cerned before knocking the door of thiscourt. In view of what has been discussedabove and law on the subject, the justice heldthat the petition is not maintainable and thesame is dismissed accordingly.

The counsels who appeared for the peti-tioner include Senior Advocate R S Thakurand Advocate D S Parihar while Dy AG A MMalik, Advocates Himanshu Beotra, AnujDewan Raina, Senior Advocate B SSalathia and Ashish Sharma appeared forthe respondents.
