the tariff petition. KPT submitted that it is required to obtain

• KPT requested the Commission to grant extension up to
31.01.2015 for filing of Tariff Petition for FY 2015-16.
• The Commission granted the time limit extension for filing the
tariff petition up to 31.12.2014.
• Further, KPT requested the Commission to grant extension up to
31.01.2015 stating that the Petition fees which is to be remitted
along with the Petition is under process for approval of competant
authority and may take atleast 3-4 week.
• Consequently, the Commission directed KPT to submit the
petition by 15.01.2015.
• KPT filed its Tariff Petition for FY 2015-16 on 12.01.2015 which
was registered by the Commission on 13.01.2015..
6 Aspen Infrastructures Limited (AIL)
• AIL submitted that it is in need of additional time to file the
Tariff Petition for FY 2015-16 on account of internal review and
finalization and approval.
• AIL requested the Commission to grant time till 31.01.2015 or
submission of Tariff Petition.
• The Commission granted the time limit extension for filing the
tariff petition up to 15.01.2015.
• AIL filed its Tariff Petition for FY 2015-16 on 19.01.2015 which
was registered by the Commission on 04.02.2015 due to shortfall
in petition fees submitted by AIL.
The State distribution utilities have been filing their tariff petitions every year since 2005-06. The Commission has taken effective steps to ensure that state distribution utilities
file their petitions in time for the respective year. In case of delay, the Commission had been asking them to file their petition.

• Showing the above reason, the utilities asked for time limit
extension for filing the petition for Mid-term Review of Business
Plan by 30.09.2013.
• Considering the genuine apprehension of the utilities, the
Commission granted the time limit extension for filing the tariff
petition up to 30.09.2013.
• Discoms filed their Petitions for Mid-term Review of Business
Plan on 30.09.2013.
• Discoms filed their Tariff Petitions for FY 2014-15 on time on
30.11.2013.

• KPT submitted that it does not have expertise for preparation
of Tariff Petition and has been utilizing service of Consultant for
the same. Since, the contract of Consultant had expired and is in
final stage for granting of extension, it is expected to take 4-5
weeks for the same.
• KPT requested the Commission to grant extension up to
31.01.2014 for filing of Tariff Petition for FY 2014-15.
• The Commission granted the time limit extension for filing the
tariff petition up to 31.12.2013.
• Further, KPT requested the Commission to grant extension up to
21.01.2014 stating that the Petition fees which is to be remitted
along with the Petition is under preocess for approval of
competant authority and may take atleast 3 week.
• Consequently, the Commission directed KPT to submit the
petition within week's time.
• KPT filed its Tariff Petition for FY 2014-15 on 07.01.2014.
• The Commission granted the time limit extension for filing the
petition for Mid-term Review of Business Plan up to 30.11.2013.
• TPL & TEL filed their Petitions for Mid-term Review of Business
Plan on 30.11.2013.
• TPL & TEL filed their Tariff Petitions for FY 2014-15 on
02.12.2013. after a delay of 2 days. The Commission condoned the
delay and registered the petitions.
• The production of gas from domestic sources has dwindled
considerably and currently there is no supply of domestic gas
from KG-D6 basin despite allocation by Empowered Group of
Ministers (EGoM) to SUGEN Mega Power Plant. Projections for
sources of power as part of Mid-term review of the Business
Plan for FY 2014-15 and FY 2015-16 would be more reliable once
there will be clarity on the EGoM’s decision on allocation of
domestic gas to Power Sector.
• They requested the Commission to permit them to submit the
Mid-term review of the Business Plan for FY 2014-15 and 2015-
16 by 30.11.2013.

• The Commission granted the time limit extension for filing thetariff petition up to 15.01.2016.• KPT filed its Tariff Petition for FY 2016-17 on 06.01.2016, whichwas registered by the Commission on 04.03.2016 due to non-submission of affidavit in line with the Regulations.
5 Aspen Infrastructures Limited (AIL)
• AIL submitted that it is in need of additional time to file theTariff Petition for FY 2016-17 on account of internal review andfinalization.• AIL requested the Commission to grant time till 31.01.2016 forsubmission of Tariff Petition.
• The Commission granted the time limit extension for filing thetariff petition up to 15.01.2016.• AIL filed its Tariff Petition for FY 2016-17 on 21.01.2016.
The State distribution utilities have been filing their tariff petitions every year since 2005-06. The Commission has taken effective steps to ensure that state distribution utilitiesfile their petitions in time for the respective year. In case of delay, the Commission had been asking them to file their petition.

• AIL submitted that it is in need of additional time to file theTariff Petition for FY 2015-16 on account of internal review andfinalization and approval.• AIL requested the Commission to grant time till 31.01.2015 forsubmission of Tariff Petition.
• The Commission granted the time limit extension for filing thetariff petition up to 15.01.2015.• AIL filed its Tariff Petition for FY 2015-16 on 19.01.2015 whichwas registered by the Commission on 04.02.2015 due to shortfallin petition fees submitted by AIL.

1 DGVCL / MGVCL / PGVCL / UGVCL
• State Owned Discoms submitted that finalization of tariff petition by the Company & getting commitment for subsidy support from the Government may get delayed up to end of December 2017.• Subsequently, Discoms submitted that there is gap between ARR approved by the Commission for FY 2018-19 and revenue estimation at existing tariff. Therefore, matter requires referring to State Government by GUVNL for Government concurrence to ascertain subsidy support so that same can be considered in the Revenue of the Company and accordingly revision in the tariffs for different category of consumers can be proposed. • Discoms requested the Commission to grant extension up to 31.12.2017 and subsequently up to 15.01.2018, for filing of Tariff Petition.
• The Commission granted the time limit extension for filing the Tariff Petition as requested by Discoms.• Discoms filed the Tariff Petition on 15.01.2018.
2TPL - Generation and TPL - Distribution (Ahmedabad, Surat & Dahej)
• TPL requested the Commission to grant extension up to 31.12.2017 for filing of Tariff Petition.
• The Commission granted the time limit extension for filing the Tariff Petition up to 31.12.2017.• TPL filed the Tariff Petition on 30.12.2017.
3MPSEZ Utilities Private Limited (MUPL)
• MUPL requested the Commission to grant extension up to 15.12.2017 for filing of Tariff Petition.
• MUPL filed its Tariff Petition on 15.12.2017.

Annexure BThe State distribution utilities have been filing their tariff petitions every year since 2005-06. The Commission has taken effective steps to ensure that state distribution utilities file their petitions in time for the respective year. In case of delay, the Commission had been asking them to file their petition.
4Deendayal Port Trust (DPT) (formerly Kandla Port Trust (KPT))
• The MYT Petition for FY 2016-17 to 2020-21 was rejected by the Commission. The Commission directed DPT to re-submit the petition.• DPT submitted that the finalization of Audited Accounts or power distribution business of FY 2016-17 is still in progress. Hence, for revision of MYT petition it will require some more time.• DPT requested to grant extension in filing the petition up to 28.02.2018.• Subsequently, DPT submitted that it is in process of filing revised MYT petition, however, due to unavoidable circumstances it is not able to file it by 28.02.2018. • DPT submitted that at present, the department has no competency or expertise officer available to prepare MYT petition and engagement of consultant having expertise on the subject is under process. • DPT requested to grant extension up to 31.05.2018 for submission of revised MYT petition.
• The Commission granted the time limit extension for filing the Tariff Petition as requested by DPT.
5 Aspen Infrastructures Limited (AIL)
• AIL submitted that it is in need of additional time to file the Tariff Petition on account of internal review and finalization.• AIL requested the Commission to grant time till 31.01.2018 for submission of Tariff Petition.
• The Commission granted the time limit extension for filing the Tariff Petition as requested by AIL.• AIL filed its Tariff Petition on 31.01.2018 which was registered by the Commission on 07.03.2018 due to non-submission of affidavit and declaration in line with the Regulations. AIL submitted the revised affidavit on 01.03.2018.
6 GIFT Power Company Ltd. (GIFT PCL)
• GIFT PCL submitted that as it is filing its petition for the first time for approval of ARR and tariff for FY 2018-19, it need to formulate various data and compile the same in the requirement of Tariff petition, which needs time for preparation, formulation and submission of Tariff petition in requisite format. • GIFT PCL requested the Commission to grant a time limit extension up to 28.02.2018 for submission of its Tariff petition.
• The Commission granted the time limit extension for filing the Tariff Petition as requested by GIFT PCL.• GIFT PCL filed the Tariff Petition on 06.03.2018

• State Owned Discoms submitted that finalization of tariff petition by the Company & getting commitment for subsidy support from the Government may get delayed up to end of December 2017.• Subsequently, Discoms submitted that there is gap between ARR approved by the Commission for FY 2018-19 and revenue estimation at existing tariff. Therefore, matter requires referring to State Government by GUVNL for Government concurrence to ascertain subsidy support so that same can be considered in the Revenue of the Company and accordingly revision in the tariffs for different category of consumers can be proposed. • Discoms requested the Commission to grant extension up to 31.12.2017 and subsequently up to 15.01.2018, for filing of Tariff Petition.
• The Commission granted the time limit extension for filing the Tariff Petition as requested by Discoms.• Discoms filed the Tariff Petition on 15.01.2018.
2 TPL - Distribution (Ahmedabad, Surat & Dahej)
• TPL requested the Commission to grant extension up to 31.12.2017 for filing of Tariff Petition.
• The Commission granted the time limit extension for filing the Tariff Petition up to 31.12.2017.• TPL filed the Tariff Petition on 30.12.2017.

• The MYT Petition for FY 2016-17 to 2020-21 was rejected by the Commission. The Commission directed DPT to re-submit the petition.• DPT submitted that the finalization of Audited Accounts or power distribution business of FY 2016-17 is still in progress. Hence, for revision of MYT petition it will require some more time.• DPT requested to grant extension in filing the petition up to 28.02.2018.• Subsequently, DPT submitted that it is in process of filing revised MYT petition, however, due to unavoidable circumstances it is not able to file it by 28.02.2018. • DPT submitted that at present, the department has no competency or expertise officer available to prepare MYT petition and engagement of consultant having expertise on the subject is under process. • DPT requested to grant extension up to 31.05.2018 for submission of revised MYT petition.
• The Commission granted the time limit extension for filing the Tariff Petition as requested by DPT.
5 Aspen Infrastructures Limited (AIL)
• AIL submitted that it is in need of additional time to file the Tariff Petition on account of internal review and finalization.• AIL requested the Commission to grant time till 31.01.2018 for submission of Tariff Petition.
• The Commission granted the time limit extension for filing the Tariff Petition as requested by AIL.• AIL filed its Tariff Petition on 31.01.2018 which was registered by the Commission on 07.03.2018 due to non-submission of affidavit and declaration in line with the Regulations. AIL submitted the revised affidavit on 01.03.2018.
6 GIFT Power Company Ltd. (GIFT PCL)
• GIFT PCL submitted that as it is filing its petition for the first time for approval of ARR and tariff for FY 2018-19, it need to formulate various data and compile the same in the requirement of Tariff petition, which needs time for preparation, formulation and submission of Tariff petition in requisite format. • GIFT PCL requested the Commission to grant a time limit extension up to 28.02.2018 for submission of its Tariff petition.
• The Commission granted the time limit extension for filing the Tariff Petition as requested by GIFT PCL.• GIFT PCL filed the Tariff Petition on 06.03.2018

Licensees filed their petitions for True up, Mid-Term Review and Determination of Tariff for FY 2019-20 within the time-limit specified in the Regulations. The Commission issued Orders after 144 days i.e. delayed by 24 days as the Central Election Commission directed to issue the Tariff Orders after completion of the Poll in the respective State. The Poll in the Gujarat State completed on 23.04.2019. The Commission issued the Orders on 24.04.2014, which is with effective from 01.05.2019.
As all the utilities except TPL-Dahej have filed their petitions delayed by 30 days. Further, the Commission have asked some additional details with related to their tariff petitions. The Utilities have now submitted those details. The Commission will issue the tariff orders of these utilities in due course of time
