Black Stone, Red Fire Basement And Ground Floor 84 Westbourne

Bayswater
Variation: The premises will be a new local pizzeria and restaurant selling Sicilian style fish and meat dishes; it will trade under the name 'Black Stone, Red Fire'.
It will be split over 2 floors; ground floor will be an open dining area for approx. 55 people with a wood fired pizza oven, the basement will be a more private
area with a small bar for approx. 40 people. Downstairs is where the toilets and alcohol store will be situated. The restaurant will be focused on providing
quality food and drink, it does not intend to be used for live music or parties that do not involve the consumption of food, therefore the consumption of
alcohol will be served as an ancillary to the table meals. We will also want to provide a delivery service to the local area using online applications such as
Ubereats and Deliveroo, therefore it would be very beneficial to be able to offer alcohol to be delivered with the food i.e.: off-premises license. We do not
intend to sell alcohol takeaway without food also being purchased. We are aware a premises license was previously granted in 2011; license number
11/00195/LIPRW but it was not transferred when the previous tenants left the premises. We would like to open every day.

Variation: We would like to propose changes to the following clauses: 21. The supply of alcohol at the premises shall only be to a person seated taking a table
meal there and for consumption by such a person as ancillary to their meal. 22. The supply of alcohol shall be by waiter or waitress service only. Our facilities
are sports facilities with limited seating facilities and limiting sales of alcohol to address this condition is quite challenging. What is more, our facility has a lot
of perfect spots for picnic that people take advance of in summer months. Allowing our customers to have a glass of Pimms on a picnic blanket would make a
big difference to us. Our customers visit the centre to take part in sports activities and allowing customer to have a drink while taking part in games like lawn
bowls would be appreciated. It is not so common that our visitors purchase a sit down meal and them move on to playing sports. Allowing a leisurely drinks
for our customers while exploring and taking advantage of the outdoor facilities would translate into more customers coming to use our facilities and while
doing so, they would remain active. As part of our operations we also run sports events during summer months. Many of them revolve around sports activities
where the guests are after the activity, not the sit down meal. The clause about alcohol being sold by waiter or waitress service only is also very challenging for
us. The current size of our cafe stipulates the size of our catering team and waiting service is currently not offered, with the exception of the supply of alcohol.
It is not likely that the increased consumption of alcohol would translate into any alcohol related issues and our staff are regularly trained on our alcohol
policy. We feel that amending these clauses would be a win-win change for everyone involved.

areas are let to external hirers for private events through the University's Commercial Services Team. The University also holds private events for staff and
students of the University in these areas, such as seminars, lectures and some theatrical performance, all of which may or may not have alcohol available and
occasional regulated entertainment as part of the event. The majority of events are conference or lecture based but there are occasional amateur dramatic
shows performed by student and staff societies affiliated with the University. Portland Hall and the G.03 Lecture Theatre are both popular facilities that are
hired top external clients, which are, respected businesses hosting conferences. It is common for the Refectory to support both locations for hospitality

Kaya, 10 Little Newport Street, London, WC2H 7JJ, 18/04929/LIPN (St James’s Ward/ West End Cumulative Impact Area)
This was an application for a new premises licences, the premises currently operates as a small convince store that provides non-alcoholic drinks and snacks.
The Applicant was applying for a premises licence to enable them to sell alcoholic drinks for consumption off the premises. Environmental Health and the
Metropolitan Police had made representations, but these had been subsequently withdrawn, after conditions were agreed with the Applicant. The Licensing
Authority maintained its representation, raising concerns regarding the licensing objectives and impact in the CIA. The Sub-Committee ensured that the
Applicant fully understood condition 20, regarding the personal licence holder. After very careful consideration, the Sub-Committee decided to approve the
application. The Sub-Committee felt confident that the Applicant would not add to the CIA and would fulfil and promote the licensing objectives.
