With 53 world leaders arriv-ing for the stadium event, De-fence Minister NosiviweMapisa-Nqakula said Johann-esburg was heading into lock-down in an effort to protectthem.

‘‘We are rolling out a planwhich has been in place forthe past three or four years,’’he said.

One notable absentee willbe the Dalai Lama, who hasbeen twice been refused avisa for South Africa in re-cent years because of appar-ent fears in Pretoria that itwould offend China.

Most of the world leaders, including a host of Africanheads of state, will attend theservice at the magnificentFNB Stadium near Soweto, onthe southwestern edges ofJohannesburg. It was builtfor the 2010 soccer World Cup,and can hold 94,000.

The leaders are not ex-pected to attend the actual fu-neral service for Mr Mandela, which will take place on Sun-day in Qunu in the far southof the country.
