KOINCommunicationSurvey2010:TechnologyandCapabilitiesSummaryReportBackgroundTheKentuckyCabinetforHealthandFamilyServices/DepartmentforPublicHealth(CHFS/DPH),throughJaneMobleyAssociates,conductedanonlinecommunicationandtechnologysurveyofmembersoftheKentuckyOutreachandInformationNetwork(KOIN)inMay2010.The“KOINCommunicationSurvey2010‐TechnologyandCapabilities”evolvedfromthe“KOINCommunicationInfrastructureSurvey”conductedinSeptember2009.Administeringthesurveyonanannualbasiswillmakeitpossibletotrackthecompositionofthenetworkanditscapabilitytofunctioninemergencies.ThesurveywassenttoeverymemberoftheKOIN(334people),and86surveyswerereturned(25.7percentresponserate).Ofthesurveysreturned,71werefullycompleted(82.6percentcompletionrate).ThesurveysweredistributedtoKOINmembersaccordingtolocation(Central,Southern,Western,NorthernandEastern)toallowforanalysisbyregion.Questions8(relationshiptoothercommunityinformationnetworks)and9(populationsserved)wereanalyzedregionallytodeterminewhetheroutreachstrategiesshouldbetargetedtodifferentgroupsbasedonregion.MajorFindingsFinding AreasforFurtherResearch
RELYINGONEMAILAlmostthree‐quartersofrespondentsreportedthelossofe‐mailcapabilityafter24hourswithoutelectricity.BecauseKOINalertsareessentiallye‐mailalerts,thepenetrationofKOINalertsdecreasesdrasticallyifthereisnotelectricity.
InvestigateadditionalchannelsofdeliveryforKOINalertsfromtheCabinetintheeventoflong‐termpoweroutages.
CELLPHONESTOSERVEASBACKUPThepercentageofrespondentswhowouldusetheircellphones(voiceandtext)toreceiveandsendKOINalertsremainedfairlyconstantregardlessofwhetherthereiselectricityorwhetherithasbeenoutfor24hours(82to92percent).Theexperienceofthe2009
Cross‐referencethebatterybackupquestionwiththisone.Continuetomonitorboththelevelofconfidenceincellphoneusageandactualperformanceduringadverseevents.

stillunclearabouttheirroleduring“offduty”hours.

Findoutwhythe“offduty”hoursresponsibilitiesareunclearandidentifywaystoaddresstheissue.
SOCIALMEDIAUSE31percentofrespondentsusedsomeformofsocialmediaintheirjobs,andmorethan40percentofthoserespondentsusedFacebookspecificallyaspartoftheirjobs.Socialmediasiteswereblockedin29percentofrespondents’workplaces.26percentofemployerswereconsideringtheuseofsocialmedia.
