1. INTRODUCTION
This guide will focus on the main steps to submit a tender using eSubmission
2. TO SUBMIT A TENDER IN TED-ETENDERING:
When clicking on it, you are redirected to eSubmission
3. ACCEPT THE TERMS AND CONDITIONS AND READ THE DATA NOTICE
- Click on 'New tender'

Afterwards, the metroline is displayed with the three milestones to create a tender in eSubmission:

4. WAYS TO SUBMIT A TENDER: SOLE TENDER OR JOINT TENDER

If joint tender selected, the first participant will be the group leader
If sole tender selected, you have a sole option: "Main tenderer"
In eSubmission, using the searching form, you can easily retrieve an existing PIC
It is not required to have a PIC for subcontractors, only an identity card or VAT.

Joint tenderSole tender
Attachments to upload the 'Declaration of Honour', technical and financial documents required by the contracting authority
Once it's done, in case of 'Joint tender' or 'tender with subcontractors', click +New party
For subcontractors, the PIC is not required
Once that all the parties are added, click on ‘Next>’ to go to the next step
5. SECTION TO DRAG AND DROP YOUR FINANCIAL AND TECHNICAL DOCUMENTS:
Only upload the documents that the contracting authority required to submit with the tender.
Click on 'Done' button to finish
Details about the attachments
- Formats: Word, Excel, Power Point documents, pdf documents, most common image types, email attachments, plain texts, zip files
- Size: 50MB per attachment
6. AMOUNTS
Once that every document is added, click on 'Next' to fill in the amounts

The fields to add the amounts are displayed
Then click on ‘Save’ to save the indicated amounts
Once the tender is correct and completed, click on ‘Next’ to finish
At this stage, your tender is in DRAFT and not yet submitted
You cannot consult the uploaded documents and but you can consult the list of uploaded documents by clicking on Tender documents in the left pane.
7. TENDER REPORT
Click on 'Next' to generate the tender report

If your tender is complete and ready for submission
Download the tender report
by clicking on
Have it signed by the authorized representative or the Group leader in case of Joint Tender
It can be hand-written signature or electronic signature.
About the electronic signature, it will have the same value as the hand-written one: it’s called “qualified electronic signature”. That means that you have to use a signature from a provider certified by the Commission. You can have more informations about the policies and so on using this URL:

The system will automatically validate the electronically signed report by using the Electronic
Signature Service Infrastructure (ESSI) of the European Commission.
8. UPLOAD YOUR TENDER REPORT
Select your tender report signed and upload it
Always verify that the Report ID is the same as the tender ID displayed
Click on ‘Next>’ to proceed
A warning pops up. Read it carefully

Click Yes to confirm.
This report is not a proof of submission because your tender is not yet submitted !
9. SUBMIT THE TENDER
Click on the button
After this you will no longer be able to make any changes to this tender.
Click Yes to finalise the submission
10. TENDER SUBMITTED
The tender is now submitted
- Email notification is sent

- Window pops up
The tender ID to insert in each mail exchange is displayed. Two hyperlinks are in blue. By clicking on it, it redirects to 'Funding and tenders opportunities' portal.
Then by unfold 'Action' and click on 'View Receipt', the user can check the receipt of the tender just created:
