Challenges facing Housing Associations• Budgets are under pressure:
• Welfare Reform – pressure on voids, arrears and bad debts• Reduced SHG for development• Component accounting has reduced ETG’s surplus by c £3m
• Environmental improvements do not have a direct financial benefit to the Association
• Lack of awareness in the sector• Uncertainty caused by the annuality of programmes• Loss of confidence due to withdrawal of the FIT results in reluctance to invest in
new initiatives

Considerations• Boundaries of LSOAs very rigid under CESP, more flexibility suggested under ECO
• Consultation with residents vital – work is disruptive and changes external appearance
• Bespoke detailing required for every home
• Concentrated stock reduces cost and complexity
• None of our properties were in conservation areas so able to undertake as Permitted Development

ECO funding• ECO will cover the lower 15% LSOAs
• Boundaries may be slightly more flexible to allow whole street solutions
• Currently assessing our stock against the LSOAs with Sustain and Interserve
• Funding likely to be lower – at approx 60% of costs
• Opportunities to work in partnership with other RPs and LAs to increase efficiency
