Regarding the demand forconvening a special sessionof Man ipur Legis lativeAssembly, he said that theState government is notunwill ing to con vene aspecial Assembly session.Within the short tenure ofthe present Government,Assemb ly reso lu t ion onprotecting State’s territorialin tegrity had been takentwice and similar resolutions

Replying to the query aboutdisclosing the contents ofthe Indo-Naga peace talks,Chief Minister maintainedthat we had asked about thecontents of the peace talks,however the Central leadersreiterated that the Indo-Nagadeal wouldn’t affect theAdministrative structure ofManipur and won’t led theformation of districts basedon ethnic lines etc. Responding on the recentban on f inan cialtransactions of the Stategovernment, Chief Minister

said that the ban was just aprecautionary measure tooverco me the excessiveoverdraft of the governmentaccount so that the ReserveBank of India would notimpose ban on f in ancialtransactions of the State. Hemaintained that the Centre’sshare of around Rs. 161crores was credited to theState government’s accountyesterday which was due tobe credited on the first weekof every month. He assuredthat the ban would be liftedsoon. The Chief Minister heardaround 300 complaints andmet around 1000 people from9:15 am to 12:15 pm. Manydifferently-abled persons,widows an d peoplebelonging to poor familieswere instantly enrolled underGover nment’s nobleschemes like Chief Minister-gi Hak shel-gi Tengbang(CMHT) and Chief Minister-gi So tharabashing-giTengb ang (CMST) etc.Many educated and skilledyouths were also identifiedto provide soft loans fromdifferent banks. Off icials of HealthDepartment and JNIMS werethere to attend to the people,who seek med icalassistance, reimbursementand h ealth ca re inGover nment medicalhospitals . OtherDepartments includingMinority, Other BackwardClasses and ScheduledCastes, Social Welfare,Education (S), Manipur StateCo-operative Bank Ltd. andManipur Police were alsopresent to help reso lvepeople’s grievances. Around 1500 tree saplingswere also distributed by theForest Depar tment to thepeople who turned up tohighlight their grievances onjoint Meeyamgi Numit and HillLeaders’ Day. The saplingsincluded Champaka (Leihao),Jackfruit (Theibong), IndianOlive (Chorphon), YellowMyrobalan (Manahi), Arjuna(Mayokpha), IndianGooseberry (Heikru) and TreeBean (Yongchak).

Altogether 150participants class IX andX standardand10 teaching and nonteaching staffs attendedo the said program. Themain purpose of theprogram is to sensitizethe students andteachers about theincreasing crime againstwomen and children inthe state and how toprevent and protect ourmothers and futuregeneration with theinvolvement of teachersand students etc.Gender, Gender BasedViolence, POCSO Act2012 and Child Marriageact 2006 etc were thecontents of the programand the resourcepersons are SobitaMangsatabam, KamalaUrikkhinbam, KiranmalaLaishram and NomitaTakhenchangbam. While the Centre is lookingfor ways to wrap up thedecades-o ld Naga PeaceTalks, Manipuri studentgroups have expressed theirapprehensions in regard tothe negotiations demandingthat the territorial integrity ofManipur should not beaffected.The Nikhil BishnupriyaManipuri StudentsUnion(NMBSU) andBishnupriya ManipuriG a n a d s a n g r a mParishad(BMGP) onNovember 14 th, 2019submitted a memorandum toPrime Minister NarendraModi through Cachar DeputyCommissioner demanding‘not to include any part ofManipur state in theboundary of proposedNagalim through peace talks’.The student bodies in thememorandum mentioned that‘Manipur has never been apar t of Nagaland or otheradjacent state’ and that‘inclusion of any par t ofManipur for creation of

proposed Nagalim is quite anin justice to theManipuri(both Bishnupriya& Meithei) belonging to thestate or other parts of thecountry’.It may be mentioned that theNaga peace talks are going onwith the Centre where the laterhas finally decided to acceptthe demands of the Isak-Muivah faction of theNational Socialist Council ofNagaland, NSCN-IM but withcertain conditions. However,there has been no official

announcement on the end orfinal settlement in this regard.The NSCN-IM has beendemanding a greater Nagalimand a separate f lag whichconsists of the Naga-inhabited areas of theneighboring states of Assam,Manipur, Arunachal Pradesh.The Centre had earlier setOctober 31st, 2019 deadlinefor the signing of the peaceagreement but there has beenno official announcement onthe end or final settlement onthis regard.
