Letter from the Mayor
August 2015
Hillsboro has always been a forward-thinking community with an
exceponal ability to adapt to changing mes and circumstances.
Decades ago, when Hillsboro was sll a small town, our leadersrecognized growth was coming and had the foresight to secure land,
water and transit to support the economic growth we enjoy today.
Hillsboro became a complete community. As the populaon soared
toward 70,000 in the late 1990s, the City invited community members
to help dene how they wanted Hillsboro to grow and evolve in the
years ahead.
The resulng Hillsboro 2020 Vision and Acton Plan, adopted in 2000,
has had a profound inuence over the last een years. You might
be surprised just how many Hillsboro landmarks were born from that
original community visioning iniave. Examples include the Hillsboro
Civic Center and Tom Hughes Plaza, Hondo Dog Park, Walters CulturalArts Center, Venean Theatre, community gardens, and even Ron
Tonkin Field, to name just a few.
But underlying all of the visible accomplishments is an even more impressive outcome: stronger community
partnerships and collaboraon. Dozens of local organizaons and hundreds of volunteers have had a hand in
implemenng the Hillsboro 2020 Vision and Acon Plan. In fact, we have been so procient that our twenty-year
plan was nearly complete in een.
But this is Hillsboro, where we are always looking forward and planning ahead. Like its predecessor, the Hillsboro
2035 Community Plan is built on values, goals and aspiraons shared by thousands of our friends, families,
neighbors and businesses, including many who are newly-arrived to Hillsboro. It sets a bold vision for the next
twenty years and species near-term steps we can take to get there. As the tle indicates, it is truly acommunity plan, with mulple partners volunteering to play a role in its implementaon.
I hope you are as inspired as I am by the Hillsboro 2035 Community Plan. It is reecve of our growing and
changing community. It strikes a balance between accommodang future growth – Hillsboro is projected to be
home to as many as 140,000 residents by 2035 – and nding ways to maintain our sense of place and identy.
It clearly arculates the kind of community people want to see: safe, smart, and easy to get around with strong
employment and plenty of things to see and do.
Finally, I want to thank all the volunteers, sta and partner organizaons who have contributed so much me
and energy to this endeavor. You make Hillsboro a beer place and inspire all of us to serve.

Letter from the Hillsboro 2035 Task Force Chair
Creang the Hillsboro 2035 Community Plan has been an incredible
and rewarding journey. Over the past three years, our Task Force has
overseen an extensive research exercise to idenfy key trends and
condions, conducted a comprehensive community engagement
process, and worked with dozens of wonderful community membersand stakeholders to turn people’s ideas into implementable acons.
In all, more than 5,000 individuals contributed ideas for making
Hillsboro an even beer place to live, work, play, learn and visit. To
accomplish this level of engagement, we communicated using a variety
of methods and avenues. We interviewed people at fesvals and
events, promoted online input opportunies and installed “idea boxes”
at various locaons throughout town. We made presentaons, hosted
discussions and even asked people to text us their thoughts from a
Hillsboro Hops ball game. We talked to people in every age group from
all walks of life. Needless to say, we heard a lot of great ideas.
The Task Force has worked diligently to ensure community priories
are incorporated into the vision language and acon ideas displayed
on the following pages. Similar to the Hillsboro 2020 Vision and Acton
Plan, we have recruited partner organizaons to help us move things
forward and established an oversight body to hold all of us accountable
for progress. We have also designed an implementaon program
that enables us to periodically update the acon plan as new ideas
and opportunies arise. As we have learned from the Hillsboro 2020
experience, this is a community that gets things done.
We are grateful to every person who took the me to share their
thoughts on Hillsboro’s future. We want you to know we listened,and are excited to see many of those ideas become reality in the near
future.
We want to thank the Hillsboro City Council for providing the
encouragement and nancial support necessary to execute a project
of this magnitude. We also want to thank the Hillsboro 2020 Vision
Implementaon Commiee and, in parcular, Chairs John Coulter,
Steve Callaway and Doug Johnson, who have skillfully led that eort
since 1999. Their commitment, leadership and successes paved the
way for our Hillsboro 2035 Community Plan.

Hillsboro 2035 Vision
In 2035, Hillsboro is a diverse, sustainable city known
for success in blending urban lifestyle, a world-class
local economy, agricultural heritage and a welcoming,
family-friendly community for an outstanding quality of life.
The Hillsboro 2035 Community Plan is our shared Vision for Hillsboro’s
future and a detailed acon plan for working toward that collecve
Vision. The ideas in the Plan are based on input from thousands of
community members in cooperaon with local organizaons who have
agreed to share implementaon responsibilies. The Plan was developed
by a volunteer, community-led task force represenng a wide variety of
interests to ensure the Vision retained a broad community focus.
The Hillsboro 2035 Community Plan is modeled aer Hillsboro’s original
award-winning visioning eort, the Hillsboro 2020 Vision and Acton Plan.
For the past een years, Hillsboro 2020 has served as a catalyst for a
wide range of community enhancements, partnerships and investments.
The overarching goal of the Hillsboro 2035 Community Plan is to extend
that success into the future, and guide Hillsboro’s future growth and
evoluon through coordinated, collaborave community engagement.

ENVIRONMENTAL SUSTAINABILITY
Hillsboro Environmental Sustainability Plan
Sustainability has long been an integral component
of Hillsboro’s community vision and identy. The
six focus areas of the Hillsboro 2020 Vision and
Acton Plan have successfully addressed many
aspects of environmental, social and economic
livability. Under the Hillsboro 2020 “Preserving the
Environment” umbrella, more than a dozen acons
were implemented to advance environmental
sustainability, from acquiring and restoring crical
habitat to promong environmentally-friendly
construcon and increasing the proporon of
Hillsboro’s energy derived from renewable sources.
In 2010, a new vision acon led to the creaon of
a task force to expand upon and coordinate the
implementaon of environmental sustainabilityiniaves idened through visioning outreach.
Over the past few years, the Hillsboro Sustainability
Task Force has used that visioning input and
worked with a variety of public and private sector
partners to develop a new Hillsboro Environmental
Sustainability Plan (ESP). While the Hillsboro 2035
Community Plan sets a broad road map for building

implementaon stewards to develop an annual
progress report as part of the overall Hillsboro 2035

COMMUNITY PLAN CONTEXT ANDPROCESSThe Hillsboro 2035 Community Plan was developed
over a three-stage process as depicted in the graphic
below. Early demographic and trend research in 2013
helped frame extensive public outreach, community
conversaons and input on Hillsboro’s future by over
5,000 community members. The resulng feedback
was then sorted into idea themes and referenced by
teams of over 60 community volunteers and topic-
area experts to create specic acon proposals.
Those proposals were priorized through a
community review survey, and the highly-supported
acons were adopted by community partners forimplementaon. The Hillsboro City Council adopted
the Plan in July 2015.
The Hillsboro 2035 Community Plan was developed
in advance of updates to the City’s Comprehensive
Plan and Transportaon System Plan. The laer
documents inform the way the City plans and funds
land use and infrastructure improvements. Engaging
the public at the community vision level generated a
list of public ideas, goals, preferences and priories
related to mobility, housing, exisng and future
neighborhood character and many other planning
topics. City of Hillsboro Planning and Transportaon
sta will conduct addional outreach associated with
both Plan updates.

Community Outreach and Involvement
Between 2013 and 2015 over 5,000 individuals
directly parcipated in the development of the
Hillsboro 2035 Community Plan. The Hillsboro
2035 Task Force employed a variety of outreach
approaches to make engaging easy. Key documentsand surveys were also translated into Spanish to
facilitate access for a growing segment of Hillsboro’s
populaon. The majority of outreach took place
during the second phase of planning, referred to
as “Imagine Hillsboro 2035!” Some of the ways
the Task Force connected with the community
are outlined below. In addion, during the nal
phase of the project, approximately 800 individuals
completed a survey to idenfy their top priories
among proposed acons in the various Hillsboro
2035 focus areas.

Hillsboro 2035 Community Plan implementaonwill be guided by a cizen-led Oversight Commiee
appointed by the Mayor and City Council, with
administrave support provided by the City of
Hillsboro. The Commiee will consist of members as
follows:

• Two Community Partners from each of the ve
focus areas (invitaons to parcipate in the
Oversight Commiee will be rotated to include a
diversity of partners)
