District Heating is on the move. A large number of local authorities in the UK are currently involved in planning and installing small scale heating networks. This development is expected to accelerate in the years to come, driven by rising energy costs and growing focus on heat in policies on energy efficiency, climate change and energy security.
Installing district heating involves some significant challenges – developing a competitive commercial offer to attract the targeted customers, defining the optimal design of the system, managing risks and secure financing, procuring and installing technologies and managing operations maximizing ROI while minimizing risks and environmental impact.
In spite of these challenges, local authorities across the UK have come a long way down the road in preparing competitive district heating solutions. Extensive investigations and feasibility studies have confirmed the significant opportunities offered by district heating in terms of energy savings, ROI, job creation locally and environmental benefits. As a consequence the focus is now shifting to the more practical questions of how to transform visions and plans into projects and operations. Procuring technologies and services related to investments in district heating is becoming the new priority. The UK is about to become a major market for consultants, technology suppliers and installers in the district heating sector.
You are invited to a one day workshop during which we will focus on DEPA and the emerging opportunities in the district energy market in the UK. Examples of topics and speakers are:
• The Need for DEPA – Julian Packer – Director - Greater Manchester Combined Authority • Establishing DEPA – Peter Anderberg – DEPA European Lead & HEATNET • VÄRMEK-DEPA co-operation – Peter Dahl – CEO VÄRMEK • Differences in the UK vs. Scandinavian Heat markets – Michael King – DEPA UK Lead & HEATNET • DE project in Stoke-on-Trent – Andrew Briggs – Client Manager Energy • DE project in Haringey – Simone Sullivan – Environmental Resources Manager • DE project in Islington – Lucy Padfield – Energy Services Manager • Supporting companies investing in the UK – UKTI (speaker to be confirmed)

DEPA is a OJEU compliant procurement organization for products and services related to district
energy. It is based on a non-profit co-operative model, jointly owned by local authorities involved in district energy in the UK. By establishing a formal co-operation in procurement, members of DEPA will benefit from significantly improved conditions in terms of procurement and life cycle costs, access to competence, standardization and risk management. This in turn will make district energy a much more appealing investment boosting growth in the sector.
Procurement is one of the most critical obstacles for district energy in the UK. The current approach of each local authority individually going through the process of selecting technologies and suppliers and negotiating prices and conditions is very time consuming, inefficient and costly. Above all, comparative studies with other DE markets underscores that the current UK procurement model results in excessively high prices in turn undermining the business cases of DE, thereby holding back the growth in the sector.
Co-operation is the solution to the procurement challenges. By replacing the current individual “One-by-One” model with a combined “One-for-All” approach, local authorities will benefit from significantly improved conditions when procuring district energy related technologies and services. Increased peer-to-peer co-operation will also facilitate sharing of know-how and experiences, reduce risks, and provide additional boost to key areas such as standardization and development of technologies, business models and practices.
The organization of DEPA is currently under way. To date some 40 local authorities in England have decided to support the co-operation. The aim is to reach min. 150 members throughout the UK by the end of 2016. There is also a strong Interest for the initiative on the supply side with a range of technology and service providers lining up driven by opportunities offered, e.g. stronger market growth and reduced sales costs.
Governance will be secured by the members. DECC has decided to financially support the development of DEPA up to its establishment. Manchester City Council will initially host and manage the activity. Furthermore a formal co-operation with the Swedish counterpart VÄRMEK will be established providing DEPA with access to its know-how, experience and network.
The formal establishment of DEPA will be launched in October 2015. The aim is to become operational as of 2016-Q2.

THE HEAT IS ON in the W2E and District Energy sectors world wide. Having proven their case in Scandinavia – commercially, financially and environmentally – they are now attracting interest from a broad range of stakeholders across Europe and beyond. W2E and District Energy are no longer theoretical concepts being studied and advocated by politicians, energy experts and environmentalists. Pipes are in the ground, and sub-stations connected. Experiences are being accumulated. And they are positive. Energy customers, politicians, operators, investors, media, environmentalists all agree. W2E and District Energy is here to stay. And to grow. Driven by end user convenience, political demands for energy efficiency and security, public concerns for the environment, and unexplored commercial opportunities.
There is No Time to Waste for those who want to establish a position in the emerging W2E and District Energy markets. Now is the time to enter the market, and to find the answers to all the key questions for anyone involved in sales • What do the new markets look like in practice – volumes, driving forces, trends? • Where is the market – which are the companies behind the macro statistics? • Who are individuals to approach – how to access the key decision makers? • How to serve – how can my products and services match these needs? • Whom to establish partnerships with to build a long term market position?
