(2)Toreachthistarget,theCommissionadoptedaRoadmapformovingtoacompetitivelowcarboneconomyin 2050,whichwasnotedbytheCouncilinitsConclusionsof17May2011,andendorsedbytheEuropean ParliamentinitsResolutionof15March2012.InthatRoadmap,theCommissionlaidoutacost-effectivewayof achievingthenecessaryoverallemissionreductionsintheUnionby2050.Thatroadmapestablishesthesectoral contributionsneededinsixareas.Non-CO 2 emissions,includingfluorinatedgreenhousegasesbutexcludingnon- CO 2 emissionsfromagriculture,shouldbereducedby72%to73 %by2030andby70%to78 %by2050, comparedto1990levels.Ifbasedonthereferenceyear2005,areductioninnon-CO 2 emissions,exceptthose fromagriculture,of60 %to61%by2030isrequired.Fluorinatedgreenhousegasemissionswereestimatedat90 milliontonnes(Mt)ofCO 2 equivalentin2005.A60 %reductionmeansthatemissionswouldhavetobereduced toapproximately35MtofCO 2 equivalentby2030.Givenestimatedemissionsof104MtofCO 2 equivalentin 2030basedonthefullapplicationofcurrentUnionlegislation,afurtherdecreaseofapproximately70 MtofCO 2 equivalentisrequired. (3)TheCommissionreportof26September2011ontheapplication,effectsandadequacyofRegulation(EC)No 842/2006oftheEuropeanParliamentandoftheCouncil ( 4 )concludedthatthecurrentcontainmentmeasures,if fullyapplied,havethepotentialtoreduceemissionsoffluorinatedgreenhousegases.Thosemeasuresshould thereforebemaintainedandclarifiedonthebasisoftheexperiencegainedinimplementingthem.Certain measuresshouldalsobeextendedtootherappliancesinwhichsubstantialquantitiesoffluorinatedgreenhouse gasesareused,suchasrefrigeratedtrucksandtrailers.Theobligationtoestablishandmaintainrecordsof equipmentthatcontainssuchgasesshouldalsocoverelectricalswitchgear.Giventheimportanceofcontainment measuresattheendoflifeofproductsandequipmentcontainingfluorinatedgreenhousegases,MemberStates shouldtakeaccountofthevalueofproducerresponsibilityschemesandencouragetheirestablishment,basedon existingbestpractices. (4)Thatreportalsoconcludedthatmorecanbedonetoreduceemissionsoffluorinatedgreenhousegasesinthe Union,inparticularbyavoidingtheuseofsuchgaseswheretherearesafeandenergy-efficientalternative technologieswithnoimpactoralowerimpactontheclimate.Adecreaseofuptotwothirdsofthe2010 emissionsby2030iscost-effectivebecauseprovenandtestedalternativesareavailableinmanysectors.EN 20.5.2014Official Journal ofthe European UnionL150/195 ( 1 )OJC271,19.9.2013,p.138.
