Governor's Secretariat commences functioning at Jammu

JAMMU, Nov 9: TheGovernor's Secretariat in the Raj

Bhavan, Jammu, commencedfunctioning here today. TheSecretariat had closed at Srinagaron October 30.

Governor N. N. Vohra wentaround the various wings of theRaj Bhavan Secretariat anddirected the officers and staff toensure cleanliness, courteousconduct in regard to all visitors,prompt disposal of all references,methodical record keeping, disas-ter management preparednessand proper maintenance of theentire Raj Bhavan estate. He alsoinspected the Raj Bhavan lawnsand gardens and directed furtherimprovement.

The Governor visited andreviewed the functioning of theSolar Power Plant and also wentaround the CRPF and J&K PoliceCamps in the Raj Bhavan.

Officers of the Governor'sSecretariat accompanied Mr Vohraduring his rounds of the offices,gardens, security camp and otherareas of the Raj Bhavan estate.

After inspecting 200 acres ofland identified for AIIMS atJammu, the Minister interactedwith officers and informed thatUnion Government has approvedRs 1900 crore for upgradation ofhealthcare facilities and construc-tion of new hospitals across the

State and Rs 3000 crore for con-struction of two AIIMS inKashmir and Jammu.

Lal Singh said that the UnionMinistry of Health and FamilyWelfare has asked the StateGovernment to identify suitablesites for setting up of AIIMS inJammu and Srinagar, addingthat in this regard Revenue offi-cers at both the capital citieshave been directed to identifysuitable land sites for construc-tion of AIIMS.

Government has also okayed theproposal for establishment offive more new medical collegesin Kashmir and Jammu. He saidfor this purpose, medical author-ities have identified suitableland under the project, addingthat the construction work onprojects will be started aftercompletion of tendering formal-ities.

The Minister said thatGovernment was working on acomprehensive plan to upgradehealth infrastructure in a phasedmanner in rural as well asremote areas of the State. Hesaid Health and MedicalDepartments has set new bench-marks during the past sevenmonths and tangible transforma-tion was being duly acknowl-edged by the masses under thesector.

Dy CM inaugurates DobaniyarBridge at Nowshera

RAJOURI, Nov 9:Stressing that the economicpackage announced by thePrime Minister Narendra Modiwill give new fillip to theState’s economy, the DeputyChief Minister Dr NirmalSingh today said that it would

provide the much needed impe-tus to the development worksin the state.

The Deputy Chief Ministersaid this after inaugurating theDobaniyar Bridge to the peopleof Nowshera at Beripattan. The55 m bridge constructed by theBorder Roads Organization at acost of Rs 4.5 crore will connectvillages of Dobaniyar, Minka-Mahadev, Kangri, JabraBajabhan and others.

JAMMU, Nov 9: As part ofthe National Mission forCapacity Building of Bankersfor financing MSME Sector(NAMCABS), a pilot workshopfor capacity building of branchmanagers of Specialised MSMEBranches and heads of RegionalTraining Centres of banks wasinaugurated by D. Sethy,Regional Director for Jammu &Kashmir, RBI Jammu heretoday.

The workshop was attendedby 33 participants, comprisingBranch Managers of SpecialisedMSME Branches and in-charges of MSME Divisions inthe Controlling Offices of 11major banks functioning in theState.

In his inaugural address MrSethy highlighted the impor-tance of MSME sector especial-ly in view of "Make in India",Digital India, Start-up India etc.programmes of GoI. He men-tioned that MSMEs constitutethe dominant form of businessorganization even across theworld and are the majorproviders of employment. Thebroad objectives of NAMCABS

are to build skills for MSMElending and develop entrepre-neurial sensitivity among thefield level functionaries of spe-cialized MSME branches ofcommercial banks. The missionis to train Branch Managers ofspecialised MSME branches ofall banks in the State of Jammu& Kashmir, dealing directlywith MSME lending as well asControllers and trainers of thebanks through this initiative inthe coming months. He appealedto the bank officials present toenhance lending to MSMEs inthe State and be more sensitiveto the needs of the small entre-preneurs, particularly the firstgeneration entrepreneurs as theyare the backbone of economykeeping in view negligible pres-ence of large industries or cor-porate houses.

PoJK DPs hold welcome rally for financial package

JAMMU, Nov 9: The dis-placed persons (DPs) from Pakoccupied Jammu and Kashmir(PoJK) today held welcomerally over the announcement ofrelief package by PrimeMinister on Nov 7, at ExhibitionGround near Press Club heretoday.

A large number of displacedpersons including womenactivists under the banner ofJammu and Kashmir PoJK DPsFront-1947, 65 & 71 assembledat Exhibition Ground and heldwelcome rally. They extendedgratitude to the Prime MinisterNarendra Modi, for announcingRs 5263 crore financial packageas one time settlement of thePoJK refugee families. Thespeakers during the rallyexpressed their pleasure of theannouncement by PM and cele-brated the occasion.

JAMMU, Nov 9: Deputy Chairman, Legislative Council,Jehangir Mir on re-opening of offices after Darbar Move here inthe Winter Capital today, inspected various sections of CouncilSecretariat and took stock of arrangements made for their smoothfunctioning.

Mr. Mir along with Secretary Council Abdul Majid Bhatinspected various sections of the Council Secretariat. He instruct-ed the Secretary to sort out issues of the Council employees if any,on priority, so as to allow them to discharge their duties smoothly.

While chairing officers meeting, Mr. Mir asked them to workwith zeal and dedication. He also directed them to obtain ActionTaken Reports with regard to different committees in time.

Additional Secretaries, Deputy Secretaries and other seniorofficers of Council Secretariat accompanied the Deputy Chairmanduring the inspection.

PCR Jammu to introducehi-tech Dial 100 system

JAMMU, Nov 9: The PoliceControl Room (PCR) will shortlyintroduce new hi- tech Dial-100system, which enables prompthandling of emergency situationthrough use of latest advance-ments in Information andCommunication Technology.

SSP PCR Jammu AshokSharma said the new technologywill provide the public uninter-rupted 24x7 access to the PoliceControl Room through multi-channel Dial-100 dialing facility.

“It minimize the responsetime of police to any situationrequiring immediate policeintervention through quick andefficient transmission of infor-mation from the Control Roomto PCR vehicles and vice-versa

which bridges the gap betweenpolice and citizens to resolve thesituation & also helps in preven-tion of crime,’’ Sharma said .

It will also ensure trans-parency and accountability ofthe police personnel, manningthe Modern Police ControlRoom as well as PCR vehicles.“Women helpline is also inte-grated in this system to helpwomen’s across the city againstdomestic violence, sexualharassment , eve teasing , chainsnatching impersonation ,cheaters , prevention againstcorruption and depression,’’ theSSP PCR said.

Sharma added that the newmeasure was aimed at improv-ing further the relations betweenpolice and citizens and help thepeople in need.

Political parties should not interfere in religious affairs: VHP

The Governments in State aswell as at the Centre should limittheir activities to their adopted pro-grammes and not try to cross thelimits especially which are linkedto the religious sentiments of oth-ers, Dr Dubey told reporters heretoday along with VHP State chiefLeela Karan Sharma, Sukh RamSharma and Bal Kirshan Guptawhile commenting on a cartoonpublished in a national daily.

He said it is known fact thatHindus all over the country wor-ship cow considering it as mostholy animal. They also perform itspooja on various religious occa-sions, he added.

He said the cartoon has hurt thesentiments of Hindus. Dr Dubeyasked the Hindus to see throughthe nefarious designs of anti Hindumindset in the guise of secularism.He said no body should be allowedto interfere in the religious affairsof others as this trend will provedangerous for the nation as awhole.

The people all over the worldshould respect the feelings andsentiments of others, he said,adding unless this spirit of co-exis-tence, mutual trust and respect forothers is maintained, the nation cannot survive.

He also said the cartoonistshould tender his apology for theCartoon published by him as it hahurt the sentiments of Hindus.

DGP visits police martyrs memorial,inspects move offices

JAMMU, Nov 9: On open-ing of biannual durbar in win-ter capital today, DirectorGeneral of Police (DGP), K.Rajendra Kumar, paid tributesto brave martyrs at PoliceMartyrs Memorial, Railheadalong with senior police offi-cers and inspected PoliceHeadquarters (PHQ) and othermoving police establishments,that resumed functioning herethis morning.

At the memorial, Mr.

Rajendra highlighted sacrificesmade by the brave cops in theline of duty and said that JKPhas a rich tradition of sacrificesin safeguarding people andmaintaining law and order in theState.

Mr. Rajendra later visitedPHQ where he was received bysenior police officers and pre-sented guard of honour by a con-tingent of Armed Police.

Accompanied by ADGPHeadquarters, S.P. Vaid andother senior police officers, theDGP visited various sections of

PHQ and took stock of theirfunctioning.

DGP also visited other mov-ing police offices includingArmed, CID, Security,Railways, Crime Headquartersand Police HousingCorporation. While interactingwith staff, Mr. Rajendra stressedupon them to render their dutieswith zeal, enthusiasm and disci-pline. During inspection of vari-ous establishments, he discusseddifferent matters with heads ofwings and gave on spot instruc-tions for better working environ-

ment. He said suffi-cient and separateaccommodation willbe provided to eachwing of the organiza-tion for effective func-tioning.

Later, Mr. Rajendraconvened a meeting ofsenior police officersat PHQ and reviewedworking of differentpolice establishments.He instructed officersto maintain close coor-dination at all levels tokeep law and ordermaintained.

Emphasising uponbetter traffic manage-ment in cities andtowns of the State, Mr.Rajendra asked offi-cers to put in placeefficient arrangementand ensure smoothmovement of traffic.

JKBWA seeks development of Batwal community

JAMMU, Nov 9: The Jammuand Kashmir Batwal WelfareAssociation held its general bodymeeting at Village Garhi todayunder the chairmanship of Sub MajRomesh Sargotra.

Maintaining that a huge seg-ment of Batwal population, puttingup in hilly areas of the State, is edu-cationally, economically and social-ly most backward, the Associationstrongly urged upon the UnionGovernment to appoint aCommission in the light of Article340 of the Constitution of India toinvestigate their conditions to takesteps for their social and economicupliftment.

The Association also urged theUnion Government to implementthe report of survey of ethnographicstudy of J&K Batwal Communityundertaken by the Central PlanningCommission in 1994.

Association president and for-mer MLA Sat Paul Lakhotra saidduring January 1994, the Govt ofIndia with an object to amelioratethe living standard of the BatwalCommunity members, launched astudy to assess their socio, eco-nomic and cultural life in the J&KState but even after passage of

twenty one years, nothing for theupliftment of the BatwalCommunity had been done by theGovt. He urged Chief MinisterMufti Mohammad Sayeed to con-sider genuine demands of theBatwal community.

On the occasion, the meet nom-inated Sarpanch Jagdish Sandhuand Naib Sarpanch Shamsher SinghSargotra to act as vice-president andjoint secretary of the Association,respectively.

CUJ Executive Council accords approval to several items

JAMMU, Nov 9: 10thExecutive Council meeting ofCentral University Jammu washeld today wherein severalimportant agenda items wereaccorded approval.

Finance Committee,Annual Report and AnnualAccount were also presentedin the meeting, which waschaired by Vice-ChancellorProf Ashok Aima and attendedby all the members, includingProf Amitabh Mattoo, Advisorto Chief Minister Mufti MohdSayed.

The Executive Councilaccorded approval for consti-tution of CUJ Court, con-struction of Boys and Girlshostels, conversion of IQACinto Directorate of IQA, estab-

lishing of Placement Cell,creation of posts like Editor,Cameraman and Producer inthe Department of MassCommunication, starting ofnew programs in the next aca-demic session and adoption ofChoice Based Credit System(CBCS).

DB’s directive in murder caseExcelsior Correspondent

JAMMU, Nov 9: DivisionBench of State High Court com-prising Justice Hasnain Massodiand Justice Janak Raj Kotwaltoday sent a murder case back tothe Trial Court, which had award-ed death penalty to the accusedwith the direction to enquire intothe question of juvenility of theappellant at the time of allegedcommission of offence.

The accused Mohd Rashidalias Abdul Rashid, son ofGhulam Mohd of Magam wasawarded death penalty by the trialcourt and an appeal was filed inthe Division Bench against theverdict of trial court.

After hearing SeniorAdvocate P N Raina withAdvocates YE Tak and JA Hamalappearing for the appellantwhereas Senior AAG SeemaShekhar appearing for the State,DB sent the case back to trialcourt with the direction that thequestion of juvenility of theappellant at the time of alleged

commission of offence isrequired to be inquired into anddecided afresh.

“We direct the Court of 3rdAdditional Sessions JudgeJammu to inquire into and deter-mine age of the appellant as on28.08.2005, exactly or as nearlyas may be, in accordance with thestatutory provisions within a peri-od of two months”.

Division Bench observed thatSection 8 of the Act of 2013 readwith Rules 74 and 75 of the Rulesof 2014 lays down the procedurefor dealing with the question ofdetermination of the age of theaccused for the purpose of find-ing out whether he is juvenile ornot.

“Care must be taken to ensurethat any document or documentsobtained in the process of inquirypertains to the accused and toensure that the prosecutionshould be given opportunity offiling objections to the claim ofjuvenility and court should takeall such evidence as may be nec-essary”, the DB directed.
