Governor's Secretariat commences functioning at Jammu Excelsior Correspondent JAMMU, Nov 9: The Governor's Secretariat in the Raj Bhavan, Jammu, commenced functioning here today. The Secretariat had closed at Srinagar on October 30. Governor N. N. Vohra went around the various wings of the Raj Bhavan Secretariat and directed the officers and staff to ensure cleanliness, courteous conduct in regard to all visitors, prompt disposal of all references, methodical record keeping, disas- ter management preparedness and proper maintenance of the entire Raj Bhavan estate. He also inspected the Raj Bhavan lawns and gardens and directed further improvement. The Governor visited and reviewed the functioning of the Solar Power Plant and also went around the CRPF and J&K Police Camps in the Raj Bhavan. Officers of the Governor's Secretariat accompanied Mr Vohra during his rounds of the offices, gardens, security camp and other areas of the Raj Bhavan estate. Lal Singh inspects sites for AIIMS at Jammu Excelsior Correspondent JAMMU, Nov 9: Minister for Health and Medical Education, ARI and Training, Ch Lal Singh today inspected two sites measuring 200 acres land at Raika in Gandhi Nagar zone and Jagti in Nagrota tehsil for construction of AIIMS at Jammu. MLA East Rajesh Gupta, Divisional Commissioner Dr. Pawan Kotwal, Secretary Health and Medical Education Dr. Mandeep K Bhandari, District Development Commissioner, Jammu, Simrandeep Singh, Director Health Services, Jammu, Dr. Baljeet Singh Pathania, Mission Director NHM, Dr. Mohan Singh, Director Family Welfare, Dr. Baldev Raj Sharma, Controller Drugs and Food, Nazir Wani, Deputy Director Drugs and Food Organisation, Lotika Khajuria, President Chamber of Commerce, Rakesh Gupta besides other senior officers of Health and Revenue Departments accompanied the Minister. After inspecting 200 acres of land identified for AIIMS at Jammu, the Minister interacted with officers and informed that Union Government has approved Rs 1900 crore for upgradation of healthcare facilities and construc- tion of new hospitals across the State and Rs 3000 crore for con- struction of two AIIMS in Kashmir and Jammu. Lal Singh said that the Union Ministry of Health and Family Welfare has asked the State Government to identify suitable sites for setting up of AIIMS in Jammu and Srinagar, adding that in this regard Revenue offi- cers at both the capital cities have been directed to identify suitable land sites for construc- tion of AIIMS. The Minister informed that Government has also okayed the proposal for establishment of five more new medical colleges in Kashmir and Jammu. He said for this purpose, medical author- ities have identified suitable land under the project, adding that the construction work on projects will be started after completion of tendering formal- ities. Ch Lal Singh said that Government is committed to provide best healthcare facilities to the people across the State. The Minister said that Government was working on a comprehensive plan to upgrade health infrastructure in a phased manner in rural as well as remote areas of the State. He said Health and Medical Departments has set new bench- marks during the past seven months and tangible transforma- tion was being duly acknowl- edged by the masses under the sector. Dy CM inaugurates Dobaniyar Bridge at Nowshera Excelsior Correspondent RAJOURI, Nov 9: Stressing that the economic package announced by the Prime Minister Narendra Modi will give new fillip to the State’s economy, the Deputy Chief Minister Dr Nirmal Singh today said that it would provide the much needed impe- tus to the development works in the state. The Deputy Chief Minister said this after inaugurating the Dobaniyar Bridge to the people of Nowshera at Beripattan. The 55 m bridge constructed by the Border Roads Organization at a cost of Rs 4.5 crore will connect villages of Dobaniyar, Minka- Mahadev, Kangri, Jabra Bajabhan and others. Member Parliament, Jugal Kishore Sharma, Minister for Transport Ab. Gani Kohli, MLA Ravinder Raina, MLC Vibodh Gupta, Deputy Commissioner Rajouri Shabir Ahmed Bhat, SSP Rajeshwar Singh, Chief Engineer BRO Brigadier Vishvajeet Bhattachrya and other senior officers were pres- ent on the occasion. Dr Nirmal Singh said that the Central and State Governments have envisaged a well knit developmental plan for the overall development of the state and concerted efforts are being made to achieve tangible results on ground. RBI organises workshop on Capacity Building of Bankers Excelsior Correspondent JAMMU, Nov 9: As part of the National Mission for Capacity Building of Bankers for financing MSME Sector (NAMCABS), a pilot workshop for capacity building of branch managers of Specialised MSME Branches and heads of Regional Training Centres of banks was inaugurated by D. Sethy, Regional Director for Jammu & Kashmir, RBI Jammu here today. The workshop was attended by 33 participants, comprising Branch Managers of Specialised MSME Branches and in- charges of MSME Divisions in the Controlling Offices of 11 major banks functioning in the State. In his inaugural address Mr Sethy highlighted the impor- tance of MSME sector especial- ly in view of "Make in India", Digital India, Start-up India etc. programmes of GoI. He men- tioned that MSMEs constitute the dominant form of business organization even across the world and are the major providers of employment. The broad objectives of NAMCABS are to build skills for MSME lending and develop entrepre- neurial sensitivity among the field level functionaries of spe- cialized MSME branches of commercial banks. The mission is to train Branch Managers of specialised MSME branches of all banks in the State of Jammu & Kashmir, dealing directly with MSME lending as well as Controllers and trainers of the banks through this initiative in the coming months. A large number of displaced persons including women activists under the banner of Jammu and Kashmir PoJK DPs Front-1947, 65 & 71 assembled at Exhibition Ground and held welcome rally. PCR Jammu to introduce hi-tech Dial 100 system Excelsior Correspondent JAMMU, Nov 9: The Police Control Room (PCR) will shortly introduce new hi- tech Dial-100 system, which enables prompt handling of emergency situation through use of latest advance- ments in Information and Communication Technology. SSP PCR Jammu Ashok Sharma said the new technology will provide the public uninter- rupted 24x7 access to the Police Control Room through multi- channel Dial-100 dialing facility. “It minimize the response time of police to any situation requiring immediate police intervention through quick and efficient transmission of infor- mation from the Control Room to PCR vehicles and vice-versa which bridges the gap between police and citizens to resolve the situation & also helps in preven- tion of crime,’’ Sharma said . It will also ensure trans- parency and accountability of the police personnel, manning the Modern Police Control Room as well as PCR vehicles. “Women helpline is also inte- grated in this system to help women’s across the city against domestic violence, sexual harassment , eve teasing , chain snatching impersonation , cheaters , prevention against corruption and depression,’’ the SSP PCR said. Political parties should not interfere in religious affairs: VHP Excelsior Correspondent JAMMU, Nov 9: VHP State patron, Dr Rama Kant Dubey appealed the political par- ties to remain confined to their respec- tive fields and not to disrespect the feelings of others and interfere in religious affairs. The Governments in State as well as at the Centre should limit their activities to their adopted pro- grammes and not try to cross the limits especially which are linked to the religious sentiments of oth- ers, Dr Dubey told reporters here today along with VHP State chief Leela Karan Sharma, Sukh Ram Sharma and Bal Kirshan Gupta while commenting on a cartoon published in a national daily. He said it is known fact that Hindus all over the country wor- ship cow considering it as most holy animal. They also perform its pooja on various religious occa- sions, he added. DGP visits police martyrs memorial, inspects move offices Excelsior Correspondent JAMMU, Nov 9: On open- ing of biannual durbar in win- ter capital today, Director General of Police (DGP), K. Rajendra Kumar, paid tributes to brave martyrs at Police Martyrs Memorial, Railhead along with senior police offi- cers and inspected Police Headquarters (PHQ) and other moving police establishments, that resumed functioning here this morning. At the memorial, Mr. Rajendra highlighted sacrifices made by the brave cops in the line of duty and said that JKP has a rich tradition of sacrifices in safeguarding people and maintaining law and order in the State. Mr. Rajendra later visited PHQ where he was received by senior police officers and pre- sented guard of honour by a con- tingent of Armed Police. Accompanied by ADGP Headquarters, S.P. Vaid and other senior police officers, the DGP visited various sections of PHQ and took stock of their functioning. DGP also visited other mov- ing police offices including Armed, CID, Security, Railways, Crime Headquarters and Police Housing Corporation. JKBWA seeks development of Batwal community Excelsior Correspondent JAMMU, Nov 9: The Jammu and Kashmir Batwal Welfare Association held its general body meeting at Village Garhi today under the chairmanship of Sub Maj Romesh Sargotra. Maintaining that a huge seg- ment of Batwal population, putting up in hilly areas of the State, is edu- cationally, economically and social- ly most backward, the Association strongly urged upon the Union Government to appoint a Commission in the light of Article 340 of the Constitution of India to investigate their conditions to take steps for their social and economic upliftment. The Association also urged the Union Government to implement the report of survey of ethnographic study of J&K Batwal Community undertaken by the Central Planning Commission in 1994. Association president and for- mer MLA Sat Paul Lakhotra said during January 1994, the Govt of India with an object to ameliorate the living standard of the Batwal Community members, launched a study to assess their socio, eco- nomic and cultural life in the J&K State but even after passage of twenty one years, nothing for the upliftment of the Batwal Community had been done by the Govt. He urged Chief Minister Mufti Mohammad Sayeed to con- sider genuine demands of the Batwal community. DB’s directive in murder case Excelsior Correspondent JAMMU, Nov 9: Division Bench of State High Court com- prising Justice Hasnain Massodi and Justice Janak Raj Kotwal today sent a murder case back to the Trial Court, which had award- ed death penalty to the accused with the direction to enquire into the question of juvenility of the appellant at the time of alleged commission of offence. The accused Mohd Rashid alias Abdul Rashid, son of Ghulam Mohd of Magam was awarded death penalty by the trial court and an appeal was filed in the Division Bench against the verdict of trial court. After hearing Senior Advocate P N Raina with Advocates YE Tak and JA Hamal appearing for the appellant whereas Senior AAG Seema Shekhar appearing for the State, DB sent the case back to trial court with the direction that the question of juvenility of the appellant at the time of alleged commission of offence is required to be inquired into and decided afresh. “We direct the Court of 3rd Additional Sessions Judge Jammu to inquire into and deter- mine age of the appellant as on 28.08.2005, exactly or as nearly as may be, in accordance with the statutory provisions within a peri- od of two months”. Division Bench observed that Section 8 of the Act of 2013 read with Rules 74 and 75 of the Rules of 2014 lays down the procedure for dealing with the question of determination of the age of the accused for the purpose of find- ing out whether he is juvenile or not. “Care must be taken to ensure that any document or documents obtained in the process of inquiry pertains to the accused and to ensure that the prosecution should be given opportunity of filing objections to the claim of juvenility and court should take all such evidence as may be nec- essary”, the DB directed.

DGP visits police martyrs memorial,inspects move offices

JKBWA seeks development of Batwal community

JAMMU, Nov 9: The Jammuand Kashmir Batwal WelfareAssociation held its general bodymeeting at Village Garhi todayunder the chairmanship of Sub MajRomesh Sargotra.

Maintaining that a huge seg-ment of Batwal population, puttingup in hilly areas of the State, is edu-cationally, economically and social-ly most backward, the Associationstrongly urged upon the UnionGovernment to appoint aCommission in the light of Article340 of the Constitution of India toinvestigate their conditions to takesteps for their social and economicupliftment.

The Association also urged theUnion Government to implementthe report of survey of ethnographicstudy of J&K Batwal Communityundertaken by the Central PlanningCommission in 1994.

Association president and for-mer MLA Sat Paul Lakhotra saidduring January 1994, the Govt ofIndia with an object to amelioratethe living standard of the BatwalCommunity members, launched astudy to assess their socio, eco-nomic and cultural life in the J&KState but even after passage of

DB’s directive in murder caseExcelsior Correspondent

JAMMU, Nov 9: DivisionBench of State High Court com-prising Justice Hasnain Massodiand Justice Janak Raj Kotwaltoday sent a murder case back tothe Trial Court, which had award-ed death penalty to the accusedwith the direction to enquire intothe question of juvenility of theappellant at the time of allegedcommission of offence.

The accused Mohd Rashidalias Abdul Rashid, son ofGhulam Mohd of Magam wasawarded death penalty by the trialcourt and an appeal was filed inthe Division Bench against theverdict of trial court.

After hearing SeniorAdvocate P N Raina withAdvocates YE Tak and JA Hamalappearing for the appellantwhereas Senior AAG SeemaShekhar appearing for the State,DB sent the case back to trialcourt with the direction that thequestion of juvenility of theappellant at the time of alleged

commission of offence isrequired to be inquired into anddecided afresh.

“We direct the Court of 3rdAdditional Sessions JudgeJammu to inquire into and deter-mine age of the appellant as on28.08.2005, exactly or as nearlyas may be, in accordance with thestatutory provisions within a peri-od of two months”.

Division Bench observed thatSection 8 of the Act of 2013 readwith Rules 74 and 75 of the Rulesof 2014 lays down the procedurefor dealing with the question ofdetermination of the age of theaccused for the purpose of find-ing out whether he is juvenile ornot.

“Care must be taken to ensurethat any document or documentsobtained in the process of inquirypertains to the accused and toensure that the prosecutionshould be given opportunity offiling objections to the claim ofjuvenility and court should takeall such evidence as may be nec-essary”, the DB directed.
