November 2019Thinking back, looking forward In the blink of an eye, another year draws to an end.

The annual election for the Mayor and Deputy Mayor positions took place in November, but given our publishing timelines we are unable to announce the result; we will let you know as soon as possible.

Looking back, we can report that 2019 has been a big year that has seen success in council’s lobbying efforts and project delivery including the introduction of food scraps to the green bin service, the opening of a fully accessible changing places facility in Echuca, service requests moving online and lobbying for Federal investment in the Mitiamo Pipeline Project. You can read more about the Mitiamo Pipeline project on page ten.

Council has made a decision to withdraw from delivering aged and disability services due to reforms in the aged and disability service sector, making it unviable for council to effectively compete in the changing marketplace. This was a decision that

did not come lightly, you can read more about it on page seven.

Congratulations to our 14 winners in the 2019 #MyCampaspe photo competition. The stunning photographs successfully showcased all our great region has to offer. Our free 2020 community calendar will feature these photos and will be available from all customer service centres at the end of the month.

A couple of reminders as we lead into Christmas. Our offices will close at 3pm on Tuesday, 24 December and re-open on Thursday, 2 January. There will also be changes to Wednesday waste collections over Christmas and New Year. If your bins are usually collected on a Wednesday, the collection will be moved to the Saturday after. If this affects you, please share with your neighbours to ensure you don’t miss a collection.

Changes made to public pool operating guidelines

The Royal Lifesaving Society of Australia has recently introduced changes to public pool operating guidelines which will financially impact Campaspe Shire Council by around $145,000 per year.

The new guidelines no longer prescribe one lifeguard per 100 patrons and consider factors such as response times, line of sight, patrons’ swimming ability as well as the distance to emergency services. This means our low patronage outdoor pools in smaller towns can no longer operate with just the one lifeguard.

To reduce the cost impact, changes will be introduced to the temperature operating procedure and opening hours. The temperature operating procedure previously saw outdoor pools opening when the temperature was 20 degrees or higher. For the 2019/20 season this will be changed to opening at 25 degrees or higher. Statistics show this adjustment will affect about 14 days across the entire season.

These changes will not affect swimming club sessions, private bookings or programs.

Another change includes the Life Saving Victoria ‘Watch Around Water’ initiative. This campaign aims

to reduce the number of fatal and non-fatal drownings in public aquatic facilities across Victoria by instigating compulsory adult supervision. The campaign applies to children aged 0 – 14 and mandatory policies that have now been implemented at the Echuca War Memorial Aquatic Centre (EWMAC) include:

Children 10 years old and over:

• parents must use their knowledge of an individual child’s swimming ability and general development to determine the level of accompaniment required

Children under 10 years:

• must be accompanied into the centre by a responsible parent / guardian

• must be constantly and actively supervised

• parents / guardians must position themselves to have a clear view of the child with no physical or structural barriers between them and the child / children

Children under 5 years:

• must be accompanied into the centre and the water by a responsible parent / guardian

• must stay within arm’s reach during recreational play activities

It is also recommended the adult to child ratio for children under 10 years is 1:4. For children under five years, the adult to child ratio is 1:2.There are currently 170 Victoria Public Pools that have registered for the program, EWMAC is one of them.

GMCU Campaspe Murray Business Awards The biennial GMCU Allianz Campaspe Murray Business Awards recognises local businesses and individuals who are innovative and strive for business excellence. Awards are presented in 12 categories across a range of business and industry groups.

There are two independent external judges for each category who review applications and conduct onsite visits to gain a better understanding of the businesses.

Winning an award is a prestigious endorsement of a business. The awards ceremony pays tribute to our diverse and energetic business community, and was held at the Rich River Golf Club in October.

This year’s awards attracted 93

applications across 12 categories and saw the introduction of the People’s Choice Award which allowed members of the public to vote for their favourite business. 3,800 votes were cast by the

community with Echuca-based mobile first aid training company, TalkSmart Training taking out the prestigious award. They also secured the Best Home Based Business Award.

Come and Tri Community volunteers passionate about keeping fit and healthy started the Echuca Moama Triathlon Club more than 20 years ago. Starting with a membership of around 20, growing to today of around 120.

The annual triathlon event, swim, ride and run has also grown from around 30 competitors to in excess of 300.

Council’s Community Grants Program has helped the club across the past seven years grow the event from a triathlon, to a weekend multi sports festival. A junior duathlon Saturday morning, a triathlon Saturday evening, and a wharf to winery swim on Sunday. Club President, Steve Loader said this has helped the club attract locals as well as competitors from across Victoria and interstate. The variety of events has also helped us to attract people across all age groups.

And this year with the YMCA’s announcement to withdraw from hosting the annual Sweat v Steam running event, the club took it over.

“Again council’s Community Grants Program as well as other community support allowed us to take over this event,” Steve said.

“The triathlon club is looking forward to the January triathlon and with Warren Street in Echuca to be open, we are looking forward to returning to its original format of a swim, ride and run.”

The club hosts a local triathlon each Wednesday evening. For more details, visit their Facebook page.

Entries to the multi sports weekend, hosted across 18 and 19 January, open in November.

Summer time bliss #lovewhereyoulive No need to go chasing the sun this summer, the sun (and fun) is right here in Campaspe.A favourite season for many, summer time delivers longer days, blue skies, warm weather and the long awaited Christmas/New Year’s break a great opportunity to catch up with family and friends, relax or simply potter around.

For time out, go no further than your own back door with events planned across the region to celebrate the festive season with family friendly entertainment at the forefront.

During November, delve into local history with an insightful walk in Stanhope by day and a pop up cinema and free BBQ and entertainment night on the 23rd.

The Echuca Poetry Trail launches the same day (23 November). This is a unique opportunity to take a trip down memory lane. Follow the map to five locations, scan QR codes and listen to the poems relative to each destination. A great initiative by the Echuca Historical Society and proudly supported by council and Echuca Moama & District Tourism Association.

November also sees free community yoga in Rushworth, thanks to a Look Over the Farm Gate grant, with an emphasis on movement, breathing

techniques and meditation to promote emotional and physical wellbeing. The nearby Waranga Basin is a popular spot for water sports, fishing and recreation, with caravan, camping and boat ramp facilities – something for the whole family to enjoy.

Get into the Christmas spirit with community carols in various towns. Kyabram will again jingle all the way with Santa’s Cave at the Kyabram Town Hall during December.

Bring in the New Year with Echuca’s New Year’s Eve Celebrations at the Aquatic Reserve or if dressing up

and going to the races is more your style, the Echuca Racing Club has it covered with their NYE Kids Day Out Race Day.

And all the usual iconic attractions that our region has to offer including The Strawberry Pick, Kyabram Fauna Park, Billabong Ranch and the Port of Echuca Discovery Centre are open daily for fun family entertainment over the school holidays.

Is your Christmas shopping hurting the planet… and your pocket? The end of the year is traditionally a time for sharing our love and thanks for one another. However when it comes to the planet, the festive season is far from kind.

Rubbish volumes in Campaspe rise by more than 40 per cent around Christmas and New Year. Much of that

is made up of packaging, wrapping paper, plastic and styrofoam that go hand in hand with consumer gifts. Throw in the food waste that goes with the merry season and our bins are bursting at the seams.

Australians are also reported to spend an additional 60 per cent of their

incomes during this time. Are we really just buying gifts that are going to end up collecting dust or being thrown out?

Many families nowadays have opted out of this trend and instead adopt an alternate approach to gift giving. Here is what some of our community members do:

Have you ordered your green bin yet? Did you know you can save $25 on your rates by downsizing your red lid waste bin (to a small 80 litre) and ordering a green bin service where food scraps and garden waste is collected and sent for composting?You also receive a free food scrap caddy to help you get your leftovers from the kitchen to the green bin.And what better time to make the change than the approach of the summer holiday season. Make, bake or re-gift“I have a group of fun-loving friends who wanted to ‘give’ something to each other for birthdays each year, but didn’t necessarily want to risk purchasing duplicate or unwanted items. We knew that we all had too much ‘stuff’ in our homes already, so agreed that birthday gifts could only be re-gifted (books, clothing, or unwanted but useful items), handmade or home baked goods. It has been great and we have all received some wonderful books, yummy treats and some really nice items that have barely been used. Most importantly, we are not adding to the stuff we have in our homes.” Christy O’Brien – Echuca mother and co-director at The Splendid Word.

DonateDonate to worthwhile charities or purchase a practical gift such as a goat for an overseas family in need.

“In my family we use to buy every cousin, aunty and uncle a gift each Christmas. As we grew up we realised we didn’t need presents. Now we take turns in choosing a cause we’d like to donate towards and each chip in what we can. It really takes the pressure off at Christmas time and allows us to focus on spending quality time with one another.” Samantha Ferrier – Council’s Environmental Education Officer.

Experiences over thingsIf you can’t get away with not giving someone a present, especially children, think about giving them an experience. Buy them a concert ticket, plan a wild weekend adventure or take them out for breakfast. The experience doesn’t event need to cost you anything.

Aged & Disability ServicesPersonal care and essential meal preparation will be delivered as advised to individual clients. Home care, respite care and property maintenance will not be provided during the office closure period. New referrals for services will not be accepted after COB on 13 December. For emergency contact about rostered service provision during closure period, contact 1300 666 535. All new requests will be processed starting from 2 January. No community transport after COB 13 December, starting again on 13 January.

LibrariesLibrary branches close 3pm on Tuesday, 24 December. All branches will re-open Thursday, 2 January at usual opening times. Books can be returned in the after-hours chute at all libraries.

Meals On Wheels New meal requests need to be submitted by COB on 13 December. All new requests after this date will be attended to from 2 January.

Withdrawal from aged and disability services In October, council confirmed it will withdraw from delivering aged and disability services and have provided a recommendation to the Commonwealth Government of a preferred supplier.

This confirmation followed an in-principle decision where council agreed to undertake an expression of interest process to identify a suitable provider to deliver services currently provided through the Commonwealth Home Support Program.

In making the decision to withdraw, council was confident the preferred supplier met the guiding principles set to ensure any change was managed to protect the interests of clients, families and carers, staff and the community. The four principles set were:

• Ensuring equity of access to services based on need and regardless of geographic location

• Providers demonstrating a strong safety system to protect both staff and clients

• Providers holding a similar ethos or values as council, eg. a commitment to the health and wellbeing of our community and a commitment to reinvesting back into the community

• Providers demonstrating a commitment to quality care with proven results through Commonwealth Aged Care quality processes.

The decision to move away from providing aged and disability services follows a number of reforms in the sector. The reforms highlight local government will not be able to compete effectively or viably in the changing marketplace, and a growing number of Victorian municipalities have transitioned, or are in the process of

transitioning, out of aged care service delivery.

Council now awaits the decision of the Commonwealth Government who will undertake its own review. It is hoped an announcement of the new provider will be made before the end of the year. It is likely that council will cease delivering all funded and brokerage aged and disability services by the end of May 2020.

Australia Day Nominations Nominations for the 2020 Australia Day Awards are now open.Details and nomination forms can be downloaded from council’s website and are available from all customer service centres.

Nominations must be submitted to local Australia Day committees by Friday, 6 December.

Landholders protecting an endangered bird Patho Plains graziers, Andy and Judy McGillivray, have put legal protections on their property to ensure a critically endangered bird has a home forever.

The steps have been taken to protect the Plains-wanderer, a species that is critically endangered in Australia due to habitat clearing, cultivation and inappropriate grazing regimes. Less than 1,000 are estimated to be left in the wild.

The McGillivray’s are the latest landholders to put a conservation covenant on 129.5 hectares of their property with Trust for Nature. In the region, more than 400 hectares have been protected with conservation covenants, a voluntary agreement that is tied to titles and live on, even after a property changes hands.

Andy said, “Researchers have been on our property and recorded six Plains-wanderers.”

“This was an amazing find and we’re really proud to be able to provide habitat for them. Knowing that we can protect the land forever gives us peace

of mind that they will always have somewhere to live.”

Securing safe environments for the birds is critical to the success of breeding programs that aim to release the animals into the wild.

The Plains-wanderer is one of 27 threatened species identified in Zoos Victoria’s recently released Wildlife Conservation Master Plan.

Andy said, “Knowing that what we do on our property can potentially help prevent a species from becoming extinct is humbling and amazing.”

Campaspe Shire Council supports the Northern Plains Conservation Management Network, a network of agencies and landholders, including Trust for Nature, working together to protect the Plains-wanderer.

The Plains for Wanderers project is supported by the Australian Government’s National Landcare Program and the North Central Catchment Management Authority.

A $29 million pipeline project soon to begin at Mitiamo Campaspe landowners to the east of Mitiamo will soon experience improved water quality and supply with government funding approved for a new $29 million pipeline to be delivered by Goulburn-Murray Water.

Funding for the project was a key ask by council when lobbying to government leaders and decision makers prior to the Federal Election.

It is an important role of council to be the voice and support the community, lobbying on issues that matter. The Mitiamo Pipeline Project is one of those issues and will be highly beneficial to the area with flow-on economic impacts to the broader economy.

Currently large amounts of water are lost through water seepage and evaporation. The project will reduce

public and private water losses by approximately 1,026 ML per year and includes installing 375 km of pipeline, a pump station and a 90 ML storage facility.

The pipeline is proposed to supply 75,000 hectares north of Bendigo and south west of Echuca near the townships of Mitiamo, Tennyson and Dingee. The new pipeline will provide a year round service to 180 customers and 87 rural houses delivering approximately 528 ML of piped domestic and stock water each year.

The project means residents will benefit from being able to tend to their gardens and will also have access to better quality, clean and reliable water. For cropping purposes, the clean and reliable supply will see a reduction in chemical usage bringing with it benefits to the environment.

Water savings resulting from the project mean open channels won’t need to be running all through the countryside due to improved efficiency.

Once completed the newly created Mitiamo Piped Water District will be owned and operated by Goulburn-Murray Water.

Council is continuing its campaign to raise awareness of domestic and family violence with an open invitation to a whole of community event – a DASH.

The 100 metre non-competitive DASH will see men and women from a range of community groups and organisations participating.

The event coincides with the

International Day for the Elimination of Violence against Women and the start of the 16 Days of Activism Against Gender Based Violence, a global initiative running from 25 November through to 10 December, annually.

“Council’s focus is to raise awareness of the issues in our community and what we can all do to prevent domestic and family violence,” Cr Adrian Weston said.

“If we can change the conversation, we can change the culture that allows family violence and violence against

women to happen in the first place.”

“The issue is real in our community and across Australia, with one in three women having experienced physical and/or sexual violence from someone they know. We want to play our part in generating a greater awareness of the issue and support services available.”

“I encourage the community to join together in this event and help raise awareness of this important issue.”

DesignThis project will repair/replace the four main roof trusses in the Kyabram Plaza Theatre and is currently in the design phase.

CompletedA section of Lockington Road has been widened to increase safety. Traffic has been separated and trees removed to decrease the amount of accidents happening on the road.

DesignPlanning is in progress to update the Campaspe Animal Shelter including new shade sails for the dog exercise yards, acoustic treatments to the dog housing areas, reception refurbishment, and installation of a new grassed area for animal enrichment.

Project updateCouncil’s Capital Works Program carried out this financial year has a total budget of almost $39 million.

Capital works include both physical works and vehicle and equipment replacement, a combination of restoration/repair (renewal) projects as well as new and upgraded projects.

As we near the half way point at the end of the year, more than 100 capital works projects are ongoing across the shire. This includes $1.5 million in kerb and channel works, $8.5 million in resheeting and road rehabilitation

and $4.5 million in building and recreation projects.

The below provides a snapshot of some of our current projects in the project lifecycle:

Service profileEnvironmental Health The Environmental Health Unit includes many areas related to public health, preventable disease and the spread of illness.

The role of the Environmental Health team is to protect and enhance the health and wellbeing of the residents and visitors to Campaspe Shire. This is achieved through the delivery of quality public health programs by providing services that minimise the spread of preventable disease and illness and improve community health outcomes.

Just some of the services covered by the team involve:

Food safety management – checking our food businesses meet all regulations to ensure the food served continues to be safe and following up any complaints.

Arbovirus program – monitoring mosquito populations and identifying breeding locations which spread the virus.

Health businesses – supporting businesses to meet regulations to ensure they are hygienic and compliant and following up any complaints.

Tobacco education and enforcement – checking the sales of tobacco align with regulations.

Immunisation program – coordinating a program across the shire to offer a range of immunisations to protect children and adults as well as providing education.

Noise and nuisance complaints – investigating complaints.

2020 immunisation program Council’s immunisation program is a free service providing the local community with specialised care in a relaxed environment. A place where families can interact with each other without the clinical feel.

Campaspe Shire Council will continue to offer immunisation sessions in Echuca, Kyabram, Lockington, Rochester, Rushworth, Stanhope and Tongala in 2020.

Due to no bookings in Girgarre and very low numbers in Gunbower throughout 2018/19, council has decided to stop the service in these locations.

Campaspe holds a strong immunisation rate within our shire with 97 per cent of children aged 0 – 5 vaccinated, which is up on last year.

‘No Jab, No Play’ is state legislation that requires all children to be fully vaccinated, unless they have a medical exemption, to be enrolled in child care or kindergarten in Victoria.

The 2020 immunisation schedule is available through council’s website, customer service centres, immunisation sessions or the maternal and child health service. You can also follow Campaspe Shire on facebook to get monthly reminders of upcoming immunisation sessions.
