Situated in central Iraq just south of Baghdad, Babil is part of the so-called “Cradle of Civilization”. The governorate is located on the site of the ancient Babylonian civilization, which dates back to the begin-ning of the 2nd millennium BC. King Nebuchadnezzar II built the fa-mous Hanging Gardens of Babylon around 600 BC, but the gardens were destroyed by successive earthquakes after the 2nd century BC. The tomb of the ancient prophet Ezekiel is also believed by many to be located 20km south of the capital, Hillah.
Over 80% of IDPs in Babil originate from neighbouring Baghdad. Less than half of Babil’s IDPs want to return to their homes, with many wishing to resettle in a third location. Babil was one of the few gover-norates to see an overall deterioration in the security situation in the second half of 2009.
Babil performs averagely according to most humanitarian and devel-opment indicators, but poorly according to some. Poverty and access to safe water are major problems in all districts except Hilla. Electricity supplies are poor in all districts. However, female labour force partici-pation and employment are well above average outside Hilla.
