Record Notes of the discussions in the Special Meeting of Protection Co-Ordination Sub-Committee (PCSC)
held at SRPC, Bangalore on 19.08.2014
A Special Meeting of PCSC was held at SRPC, Bangalore on
19.08.2014. The list of participants is furnished at Annexure – I.
Shri S. R. Bhat, Member Secretary I/c., SRPC welcomed the
participants to the Meeting. He briefed the details about the need for early
implementation of the Protection Audit Recommendations and the directions
of Hon’ble CERC to SRPC and SRLDC for appraising the status of
implementation by SR constituents of Phase I and Phase II of Protection
Audit Remarks; Hon’ble CERC order dated 19.12.2013 in petition No
146/MP/2013 with I.A. 36/2013 and Hon’ble CERC order dated 31.07.2014
in Petition No 86/MP/2014.
Gist of the Minutes of the Special meeting of PCSC :
I. SPRC Secretariat
a) It is a matter of concern that most of the items are yet to be
implemented by SR constituents despite repeatedly taking up in all the
OCC / PCC and TCC meetings of SRPC since the year 2012.
b) Chairperson, SRPC (MD, KPTCL) had also addressed a letter
regarding the implementation of the above issues (Annexure II).

c) Implementation of Protection Audit recommendation was also an
agenda item in the Special meeting called by Additional Secretary,
MoP (Originally scheduled on 05.08.2014 and re-scheduled to later
date ).
d) Though the timeline for implementation of Phase-I was already over
(i.e. by 1.5.2014) and Phase-II would be over by 1.9.2014, only KSEB
had appraised the Hon’ble Commission about the action taken so far
and requested through a petition for time extension for pending items.
e) Hon’ble Commission had directed KSEB to submit an affidavit by
14.08.2014 with phase-wise details on action taken so far in
compliance of the Commission’s order dated 20.02.2014 in Petition
No.146/MP/2013 and proposed road map with time line for
implementation of remaining works along with PERT chart.
f) Similarly SRPC & SRLDC requested all other constituents also to
furnish the detailed road map with time line for implementation of
pending items.
g) The agenda of this special meeting was to review the status of
implementation by all the SR constituents and appraise the same to
Hon’ble CERC as directed in the RoP of petition no.86 / MP / 2014
and not for granting the extension of time limit for implementing the
Protection Audit recommendations. Extension of time limit was not in
the purview of SRPC or SRLDC.
h) The constituents those who have not completed the Protection Audit
recommendations as stipulated in the Hon’ble CERC order dated
19.12.2013 in petition No 146/MP/2013 with I.A. 36/2013 for Phase I

and Phase II items are requested to approach the Hon’ble commission
through Petition (or affidavit) at the earliest.
i) The constituents were requested to furnish the road map with the time
line for implementation of remaining works along with PERT chart in
the petition/affidavit seeking time extension for implementation of
Phase-I & Phase-II activities
j) In case any protection audit recommendation was not envisaged in the
regulations and guidelines of CERC/CEA/CBIP and the constituents
take a view that those have to be dropped, then such a proposal can be
submitted with the consent of PCSC forum and prayer made to
Hon’ble CERC to drop the protection audit recommendation.
k) As clearly brought out during various meetings of SRPC and hearings
of Hon’ble Commission, all the constituents were requested not to
link the financial assistance from PSDF for implementation of
protection audit recommendations. However, it is to mention that
action for PSDF assistance is progressing in positive direction and the
DPR submitted by KSEB was approved by the nodal agency, NLDC.
All other constituents who had not done so are also requested to
expedite submission of DPR to NLDC and attend clarifications /
details that may be required during scrutiny by the committee for
approval.

II. SRLDC
a) The implementation of protection audit recommendations were time
and again discussed in the various forum (i.e PCSC ,Sub Group/Spl
meetings of PCSC,OCC meetings of SRPC ). However, the progress
seen is marginal.
b) Only KSEB had discharged their responsibility of appraising the
status to Hon’ble CERC and submitted the detailed action plan for
individual itmes for implementing the Phase I and Phase II activities.
c) The Hon’ble Commission had also given extension to KSEB for
Phase I up to 31.12.2014 and directed SRPC & SRLDC to ascertain
the reasonability of time extension sought by KSEB in respect of
Phase – II items.
d) The other constituents were also requested to abide by Hon’ble
Commission’s order dated 20.2.2014 in Petition No. 146/MP/2013
and demonstrate their commitment for implementation of Protection
Audit Recommendations with clear road map and detailed PERT chart
/mile stone chart depicting the time line for individual items and
discharge the responsibility of appraising Hon’ble Commission
through affidavit / petition. Even after providing sufficient margin, the
maximum time required for any item that requires procurement action
would be about 10 months as per the understanding of SRLDC as
given below.

e) Only for items like CT / CVT / Circuit Breakers the supply &
Erection period may be 8 to 10 months in place of 3 to 4 months as
shown in the table. Thus no item shall take more than 15 to 16 months
while already more than 24 months passed away.
f) Being important / critical requirement, the constituents are expected to
use the spare materials if available, place repeat orders wherever
possible, process the procurement action for multiple items in parallel
and explore all possible ways to minimize the time required and
expedite the implementation.
III. APTRANSCO
a) The status of APTRANSCO w.r.t implementation of protection
Audit Recommendations is given as Annexure III.
b) The protection audit recommendations which were not requiring
fund mobilization like review of settings etc were done.

c) Due to Bifurcation of APTRANSCO/TTRANSCO and budget
issues the Procurement issues were delayed.
d) APTRANSCO would be approaching Hon’ble commission for
extension of time through affidavit latest by 06.09.2014.
IV. APGENCO
a) The status of APGENCO w.r.t to implementation of protection
Audit Recommendations is given as Annexure IV.
b) APGENCO requires minimum 8-9 months for implementing the
protection audit recommendations which require procurements.
c) The protection audit recommendations without involves monetary
requirements were attended.
d) APGENCO would be approaching Hon’ble commission for
extension of time through affidavit latest by 06.09.2014.
V. KPTCL
a) Informed that the implementing the protection audit
recommendations were taken seriously. All the items that do not
involve procurement were already completed.
b) KPTCL clubbed both Phase – I and Phase – II recommendations
that involve procurement and issue of NIT is scheduled on
05.09.2014. To expedite the implementation, the total work has
been split in to four geographical packages such that work could be
simultaneously implemented at four areas:

i. Placement of LOA expected by 15.01.2015 and the phase I and
Phase II protection audit recommendations expected completion
by 15.01.2016.
ii. The above completion schedule would be informed to Hon’ble
CERC vide affidavit latest by 23.08.2014.
VI. KPCL
a) The status of Implementation of Protection Audit recommendation
is enclosed as Annexure V ( Phase I) and Annexure VI (Phase
II).
b) KPCL would be approaching Hon’ble CERC for extension of time
for implementing the Protection Audit recommendation through
affidavit latest by 30.08.2014.
VII. TANTRANSCO
a) The status of implementation of Protection Audit
recommendations is given as Annexure VII (Phase I –completed),
Annexure VIII (Phase I-Pending), Annexure IX (Phase II-
completed), Annexure X (Phase II-pending) .
b) For the extension of time required for completion of activities, TN
would approach Hon’ble CERC through petition.
c) TN has completed all the items that do not involve financial
implication. Due to shortage of funds, the procurement action
could not be initiated so for. On receipt of details of PSDF
assistance from NLDC, procurement action will be initiated for
major items like CT / CVT / Breakers etc. Tender for procurement

of relays was already called for and thereby items like relay
replacement is expected completion by March 2015.
d) The extension of time required for completing the Phase I and
Phase II activities is as follows.
i. Activities requiring minor procurement: 31.03.2015 ii. Activities requiring procurement of CTs, CVTs, Bus Bar
etc: 30.06.2016. iii. Activities requiring retrofitting /R&M: 30.06.2017
e) Expressed their inability to proceed with the procurement of
protection audit recommendations for want of funds/budget and
waiting for PSDF fund /consent letter etc.
VIII. KSEB
a) KSEB would be completing the Phase I of the protection Audit
recommendations by 31.12.2014 except for two substations (viz.
Idukki and Sabarigiri) which are of major in nature and require
more time to implement the protection audit recommendations.
Thereby considered as a part of R&M works.
b) KSEB have filed the affidavit as stipulated in the Hon’ble CERC
order dated 31.07.2014 in Petition No 86/MP/2014 on 13.08.2014.
KSEB has initiated action for every individual item and furnished
the % of progress and action plan for completion of each item
through a detailed PERT chart in their reply to Hon’ble CERC.
c) KSEB would be completing Bus-bar protection works identified
for Kaniyambetta sub-station by March 2015 and all other items
of the Phase II activities by December 2015.

d) There is limitation / constraint of space in sub-stations where
transfer bus is suggested by the audit recommendations. After
deliberation, it was suggested by the forum to have bus
sectionaliser arrangement in place of transfer bus. The same was
agreed by KSEB for implementation.
IX. PGCIL
a) PGCIL requested for dropping of provision of Numerical Bus Bar
Protection for the following substations
i. 400 KV Gooty Substation ii. 400 KV Hiriyur Substation
iii. 400 KV Kadapa Substation iv. 400 KV Puducherry Substation
b) PGCIL informed the forum that the Bus Bar protection requirements
as recommended in the CBIP guidelines were incorporated in the
static relays in the above substations.
c) SRLDC requested PGCIL to consider / implement the provision of
Numerical Bus Bar relays during the Renovation and Modernization
(R&M) of the substation.
X. NLC
a) The status of Implementation of Protection Audit recommendation
is enclosed as Annexure XI (Phase I) and Annexure XII (Phase
II).
b) NLC would be approaching the Hon’ble CERC in the form of
Affidavit latest by 28.08.2014.

XI. NPCIL, Kaiga
a) The status of NPCIL, Kaiga w.r.t to implementation of protection
Audit Recommendations is given as Annexure XIII.
b) Line relays of 220 KV side are provided with primary protection
i.e. Static Relay, and a backup protection is electro mechanical
relay with high set. Blocking of High set protection in the back up
relay was reviewed; Action has been completed during May 2014.
c) The installation of numerical relays is expected to be completed by
31st January 2015.
d) NPCIL, Kaiga would be approaching the Hon’ble CERC through
Affidavit latest by 06.09.2014.
XII. TSTRANSCO
a) The status of TSTRANSCO regarding the implementation of
Protection Audit Recommendation as submitted by Joint
Managing Director ,TSTRANCO , is enclosed herewith as
Annexure XIV.
b) It was informed that in April 2014 it was approved to take up the
protection audit recommendation works in phased manner.
c) Ist phase would be taken up with RMI budget of FY 2014-15
(R&M budget approved by APERC for FY 2014-15 is Rs
147.6 Crores) and 2nd phase would be taken up with PSDF fund
after reimbursement of Phase I fund.

d) The PCSC forum requested TSTRANSCO to approach Hon’ble
CERC through petition for extension of time to complete the Phase
I and Phase II activities.
XIII. TSGENCO
a) The status of TS GENCO vide Lr No CEG/SE (GEN)/EME-
III/ADE (P)/F.SRPC/D.No 16/14 dt 13.08.2014 (Annexure XV)
informed that half of the works were completed in phase I and
Phase II activities and the remaining works are held up due to the
state bifurcation.
b) Vide above stated letter TSGENCO requested to extend the time
for completion of Phase I & Phase II activities of Protection
recommendation items of TSGENCO.
c) The PCSC forum requested TSGENCO to approach Hon’ble
CERC through petition for extension of time to complete the Phase
I and Phase II activities.
Joint Comments of SRPC and SRLDC:
1. All the constituents have completed the items like revision of relay
setting, attending battery etc., that do not involve procurement action.
However, KPCL is yet to implement many of the Phase – I items that
did not involve any procurement action.
2. APTRANSCO is yet to start procurement action including finalization
of specification of materials, approval of competent authority,
tendering etc. It is confirmed that their management have advised to
go ahead without linking release of PSDF assistance. Though they

mention that entire works will be completed in 8 to 10 months, the
status does not reflect the same. APTRANSCO needs to submit the
detailed action plan with PERT chart.
3. Procurement action of APGENCO will be done independently by
thermal generation wing and Hydro generation wing. Action including
approval of competent authority for tendering is yet to start.
4. KPTCL is ready for tendering with NIT scheduled on 05.09.2014. It
envisages placement of LoA by January 2015 and completion of
work by January 2016 as the per the time line given in the tender
documents. KPTCL also confirmed to go ahead with implementation
without linking PSDF assistance.
5. KPCL is yet to initiate action for many of the non-procurement items
too. Regarding procurement oriented activities, the action are yet to be
commenced including approval of competent authority to go in for
tendering. The commitment for early completion is missing as per the
status review.
6. KSEB submitted details demonstrating their commitment to complete
the phase – I activities by December 2014. Regarding Phase – II
activities, Bus-bar protection work at Kaniyambetta is expected
completion by March 2015 and all other items by December 2015.
KSEB confirmed that administrative approvals for most of the
proposals were received and tendering is in progress. KSEB
mentioned that works mentioned at Idukki & Edamon will be done as
a part of R&M.
7. TN has not submitted the DPR to NLDC. However, they are waiting
for PSDF Fund /consent letter.
