For almost a year of the project operation, the 26 IP farmer beneficiaries in Sitio San Roque, Brgy. Paniki-an, Municipality of Banaybanay, faithfully imparted their efforts and time to invest in proper management and maintenance of their coffee plantation.

Through smooth implementation of the project, series of activities have been conducted. The farmer beneficiaries were exposed to training programmes to increase their technical know-how and improve their skills on coffee farming. Together with Nestle Philippines, who extend their support to the project by providing free coffee farming training to the farmer beneficiaries at Nestle Experimental and Demonstra-tion Farm (NEDF) in Tagum City, the DOSCST coffee team also work hand in hand with Nestlé’s coffee field technician in conducting actual visitations and monitoring to the farmer beneficiaries to ensure that techniques learned are properly applied in their respective farms. Furthermore, the beneficiaries also par-ticipated the training on Integrated Pest and Disease Management, which was conducted to help the coffee growers generate greater awareness and

to better inform them directly of a number of major pests & diseases that threaten coffee production. The farmers were also guided how to concoct bio-organic fertilizer and locally-made pesticides to support sustainable and organic farming practices.

Value strengthening seminars were also initiated to help the farmers identify their shortcomings, to encourage them to be motivated as well as to empower them to become self-sufficient.

There are, however, problems being encountered. Some of the coffee plants of the beneficiaries show signs of yellowing and wilting due to nutrient deficiency and lack of fertilizer application.

Despite the problems, the coffee team will continue its effort to support the IP farmers by giving assistance to help them achieve a better livelihood through coffee farming. The beneficiaries on the other hand, should also continue their devotion to the project, they have to put in mind that it is always fulfilling to see the results of labour and hard work after every harvest.

Lucatan, Tarragona, Davao Oriental - On May 25, 2013, a seminar was conducted to members of CORAL, an acronym for an organization called Coral Reef Advocates in Lucatan, Tarragona, Davao Oriental. The activity was in response to their request of providing CORAL members the technical knowledge on their coastal resources, so that they may be able to respond best to conserve them.

The activity was a collaboration of efforts of several individuals and organizations, to wit:

i. the LGU of Tarragona through the MENR Office who provided the vehicle to ferry participants from Mati to and from the area and financial assistance for the food require ment of the participants of the Camp.

ii. the Research & Extension Division of DOSCST who provided financial assistance for the food requirement of the participants of the Camp.

iii. Green Warriors who largely oversee the resource documentation in the area and the food preparation throughout the 2-day of the Camp.

iv. Mathematics and Natural Sciences Department who served as lecturers and facilitators of the seminar part of the Camp.

v. Masteral Ecology class of Dr. Bernadette J. Nanual of the Graduate School whose students acted as

lecturers and shared to the participants the infor-mation materials they made in their Ecology class.

A total of 57 individuals from both the facilitators’ group and representatives from various sectors within the community graced the ac-tivity. From the community, representatives from the following groups were in attendance: Women’s Group, Bantay Dagat, MFARMC, DepEd teachers, MILF and Brgy. Officials. The facilitator’s groups included faculty from the Mathematics and Natural Sciences Department, Green Warriors, students of the masteral ecology class, and some individual volunteers. The second day, May 26, 2013, of the activity, documentation of their coastal and marine resources including an underwater photography was made. This is to include these informa-tion in a biodiversity accounting book that RIC XI personnel is making. This latter activity is meant to come up with an inventory of coastal and marine resources in the province, the document of which is planned to be furnished to the offices of local resource managers as a guide in their management efforts.

Based on the result of the Needs Assessment conducted, a follow-up activity on Participatory Coastal Resource Assessment (PCRA) is already considered together with a formal launching of the partnership with CORAL and the local government of Brgy. Task Force Guang-guang Initiated to Conduct Massive Fish Kill Assessment

Report extracted fromTask Force Guang-guang through RIC-XI Center

“Task Force Guang-guang” was initiated by composite team of line agencies in Mati City after a massive fish floating and other dead marine invertebrates in Guang-guang inlet which causes considerable concern and alarm for the coastal people last January 10-14 2014. This scenario occurs after a week-long of continuous heavy rainfall and runoffs which drained and affect the water quality of Guang-guang inlet. Such conditions could be attributed from natural events; a combination of abiotic/biotic factors and other environmental conditions which contribute to such phe-nomena. These would include weather patterns, water temperature, salinity, dissolved oxygen, depth and quality of water. The fish community structure, amount and type of plant growth are also factors that can trigger fish kill. However, some could be results from anthropogenic activities such as agricultural/aqua-maricul-ture, domestic and industrial discharges of waste, toxic substances through canals and tributaries . To determine the extent of fish kill and status/condition of Guang-guang inlet, an assessment was done last January 14, 2014 by the composite team from different line agencies in Mati City. The team was organized regarding the urgent meeting called by City Councilor, Hon. Peter Pena, Committee on Envi-ronment, City of Mati on Jan. 14, 2014 at 8:30 A.M. The assess-ment Team composed of line agencies and multi-stakeholders;Regional Integrated Coastal Resource Management Cen-ter (RIC XI-DOSCST), BFAR PFO DVO. OR., CITY ENRO, DENR-CENRO, DENR-PENRO, PAGRI-Fisheries, BFARMC, Barangay Officials, Fishermen, and City Agriculture The team was divided according to the following fields of expertise; PAGRI–FISHERIES–Plankton sampling, RIC-XI/PENRO/FISHERMEN-Sediment, water sampling, and dead Marine Organisms, City ENRO/CityAgri-fish/CENRO/FARMC-shoreline assessment of landed fish, BFAR–Dead fish and other marine invertebrates sampling (hand-pick dead fish dead fin fish and shell fishes, CITY AGRI–Groups–Verification of upland activities (Mango plantation and Pome-lo, respectively. Initial Findings of the Field Assessment:

1. Days of continuous raining (7 days and nights) resulted to runoff/flood and sedimentation in the whole water area of Guang-guang inlet. 2. Floating fishes were first observed on Friday, January 10, 2014. Dead fishes were collected by coastal people; left-overs or not collected (because they were already rotting) weredumped/thrown back to the sea. 3. Floating dead fish collectedis estimated at 900 kilos and some of these were processed into dried danggit while others were sold to local consumers and markets. An estimated total of 3 Metric Tons (MT) of fish was picked by fishermen since last Saturday, January 11, 2014, up to the sampling period, January 14, 2014. Task Force Guang-guang has the following

Recommendations. 1. Executive order from the LGU to stop gathering/ processing and selling of dead finfish (Fish Kill) which are unfit for human consumption. 2. The most urgent is to inform the fisherfolks/stake holders not to throw the rotten dead fish back to the fish kill area (Guang-guang inlet). 3. Collect dead fish and other marine organisms trapped/stocked in the fish cages and bury the rotten dead fish away from households. 4. Livelihood assistance (Cash for work) from LGU for the affected coastal fisherfolks and gleaners in the Guang-guang inlet. 5. Inventory of aquaculture/mariculture activities in the area to determine the carrying capacity of Guang- guang inlet. 6. Limitation/regulations of fish cage and fish pen construction within the inlet. 7. Stop construction of houses within the shoreline areas. 8. Establishment/organize effective monitoring and surveillance system which accountability and compliance for coastal resource management specifically in Guang-guang inlet and its adjacent shores in Pujada Bay. 9. Empowerment of locals/BLGU for management of its coastal communities. 10. Enhancement of Education, Information Campaign for the fishers and stakeholders through forums/ trainings on the proper technologies and practices in aqua-mariculture. 11. Divert canals and tributaries which drain to Guang- guang inlet. 12. For water flushing within Guang-guang inlet, dismantle the fish pen/cages and other structures within the water areas. 13. Inclusion of media, DSWD, Engineering people in the Quick Task Force .

Fisher folks in Guang-guang try to salvage what they can for these dead dangit fishes which floated along Guang-guang inlet after a week long non-stop rain in the first week of January 2014.

The Research Unit of R & E Division, headed by Dr. Lillibeth S. Galvez conducted a two-day R & E Agenda Planning Workshop and Full Blown Proposal held at Regional ICRM Center-XI, DOSCST on November 21-22 2013. The the activity was done to push further the college’s thrust in the field of research particularly in the area of Agriculture and Educa-tion which had passed their Level III Phase 2 programs accredited by AACCUP(Accrediting Agency of Chartered Colleges and Universities in the Philippines), last July 7-10, 2013.

Other college departments (MNSD, SSHD, ETD, INHC, BMD, IT) were also required to attend and submit their detailed proposal for bud-geting. Proposals must be in conso-nance with their department’s agenda and the R & E thrusts and priorities.

Dr. Roy M. Padilla, Direc-tor for Instruction stressed in his message that the two departments should radiate what they do best to achieve the challenge posted by Dr. Manuel T. Corpuz, AACCUP

panel and answered the questions enthusiastically and emphasized that the consortium will do its best to help them. She also added that they( SMARRDEC) will also channel the concerns of the typhoon-devastated farmers as far as to the office of the president. The second day of the event was the regional symposium on research and development highlights. The event was partici-pated by research presenters from the region’s state universities and colleges. The researches are anchored on the consortium’s thrusts and priorities for SMARRDEC’s pursuit of R&D initiatives and S&T activities that would address development and narrow gaps in local agriculture and fishery sectors. Participating schools for research presentations include: UP Mindanao(Mintal, Davao City), University of Southeastern Philippines (Obrero, Davao City), Davao Del Norte State College( Panabo City), Southern Philippines Agri-Business and Marine and Aquatic School of Technology(Malita, Davao Del Sur), and Davao Oriental State College(Mati City, Davao Oriental), respectively. This year’s theme “Building Back Pablo-Stricken Communities Through Science and Technology” emphasizes the thrust to “bring back better” what has been devastated by the super typhoon Pablo last December 2012. Most of the com-munities in the region were laid to waste, leaving many death tolls and homeless citizens, including millions of damages to infrastruc-ture, fisheries and agriculture. NPPastolero

(INHC) and Institute of Agricul-ture & Rural Development (IARD). Fish and livestock commodi-ties are largely consumed as they are important sources of protein. Because they are introduced into the body, it is important to ensure their sanita-tion to lessen if not eliminate con-tamination from disease-causing or-ganisms such as worms, flukes and other parasites where they made the human body their host. One requisite in ensuring the safety and sanitation of these commodi-ties is to be knowledgeable or be aware of the nature of these pathogens or parasites. DOSCST through the Research & Extension Division and the Pro-vincial Office of the Department of Science & Technology (DOST) pro-vided the financial resources to fund the needed things for the said activity.
