NSRP National Lessons Learned Workshop Conducted

Success stories of DOLE’s Special Program for the Employment of Students (SPES) beneficiaries, better known as SPES Babies, were also presented in the Congress. It showcased how the program has made a difference in the lives of its beneficiaries.

The PESO is a non-fee charging multi-employment service facility or entity established or accredited pursuant to Republic Act No. 8759 otherwise known as the PESO Act of 1999. Employment services and programs provided by the PESO include job fairs, SPES, LMI, career guidance and employment coaching, job placement and referral, and livelihood and entrepreneurship, among others.

The Bureau of Local Employment (BLE) conducted the NSRP 4th Wave Implementation National Lessons Learned Workshop on 9-10 October 2014 at Eastwood Richmonde Hotel, Quezon City. The workshop gathered all Technical Services and Support Division (TSSD) Chiefs and NSRP focal persons in all DOLE Regional Offices (ROs).

DOLE Quezon City Field Office (FO) Director Lilibeth T. Cagara gave her welcome remarks in behalf of DOLE-NCR. This was followed by a message from DOLE Undersecretary Reydeluz D. Conferido.

The workshop is the culminating activity for the completion of each NSRP wave of implementation. Participants presented their milestones and highlights under the programs’s 4th wave of implementation. This was followed by a presentation on the findings of the NSRP Program Review conducted in Regions 4A, 4B, 5, 7, 10, and NCR in the months of August-September 2014.“The continuing success of this project depends on the commitment of our regional and local implementers. At the end of the day, decisions are based on data. With the NSRP, policy makers can create sound labor and employment plan given the data on available skills in the community level. This is one step in addressing the challenge of job-skill mismatch which compound the unemployment problem in the country,” Undersecretary Conferido said.

The second day involved presentations on the revised NSRP Field Operations Manual (FOM), forms and its reporting mechanism, and Skills Registry System (SRS) offline database. Workshops were conducted to involve the regional participants in the decision-making process of the Bureau. “We regularly conduct this kind Workshop for us to continuously provide efficient service delivery and address the challenges encountered by project implementers in the ground. DOLE conducted the 14th National PESO Congress on 22-23 October 2014 at the KCC Mall, General Santos City. The PESO Congress is annually held to showcase the milestones of PESOs, present good practices in PESO institutionalization, and to recognize the efforts of PESO Managers in providing public employment services.The theme of this year’s PESO Congress is “PESO for ASEAN Integration, 2015 and Beyond”. Different presentations concerning the role and mandate of the PESO relative to ASEAN integration were presented, specifically on the mobility of skilled workers and the Philippines’ game plan to boost its human resources’ competitiveness.

“As a complementary effort to DOLE’s National Skills Registration Program (NSRP), the data from the talent mapping will be used as basis for developing responsive programs in addressing skills gap in the country. I enjoin the PESOs to participate in this undertaking,” Secretary Baldoz said.Acknowledging the efforts of PESOs in addressing unemployment through effective public service delivery, the BLE led in the conduct of the Best PESO Awards Night. Nine (9) awards were conferred to awardees across different categories. Davao City, Province of Zambales, and Province of Southern Leyte were named as Hall-of-Famers. “Indeed, our PESOs have exceeded our expectations in providing employment facilitation services. Congratulations to all winners,” DOLE Secretary Baldoz said.

National Economic and Development Authority (NEDA) Deputy Director General Emmanuel Esguerra, Department of Trade and Industry (DTI) Assistant Secretary Ceferino Rodolfo, and Technical Education and Skills Development Authority (TESDA) Executive Director Marissa Legaspi served as resource speakers. One of DOLE’s private sector partners, Mr. Luis Alberto Anastacio, SFI Group of Companies President and COO, introduced the Philippine Talent Map, an inititative which aims to assess workplace competencies based on 21st Century Skills.
