Hard to believe it is time for another article when the last issue of the state paper just came out and yet here I am. I have only two more articles to write until I

am done as your President. I think back on the 25 years I have been writing these articles and at times it has been difficult to find new topics to provide information that is pertinent to you, or to find new ways to present it so that perhaps it will stick with you. Quite often we have given very detailed information on a topic such as edit books or how to calculate what you need for an increase in your evaluation, and the very next week or month we get a question about how to do it. So many things have changed over that time, new technology, new managers, and new operating procedures. But many of the issues still remain the same. There aren’t enough subs, many managers are still making a work day harder than it has to be and there aren’t enough vehicles. Back when I started 30 years ago, the rural routes had to provide their own vehicles. Now many of them have LLVs assigned to them. Because the demand for them diminished, fewer manufacturers are making right hand drive vehicles so for those that still have to provide them they are more difficult to obtain. The government provided vehicles have aged out and most probably should find their way to a scrap heap. The USPS is still in the prototype stage of a new vehicle so it will be awhile before the field sees them. Yet the expectation is for you to get the mail delivered in a timely manner, and safely. Your backs are up against it, so do what you can to keep whatever vehicle you are using properly maintained and ready for the elements. Don’t get disciplined for an accident you could have avoided with proper tires, brakes, etc. If your managers are making things more difficult, have you filed a grievance? Workplace climate is still a grievable issue. Yes managers have a job to do, and in the current climate it is very hard for them to get it done. But they don’t need to take that out on you. I have worked WITH some great managers, and I have been abused by a few others over the years. Don’t take it lying down. If they are demanding you do unsafe things, grieve it. If

you aren’t getting paid properly, grieve it. If they aren’t getting your LLV repaired promptly, grieve it. If you don’t have a sub because they aren’t actively trying to hire, grieve it. Don’t wait till you need the time off and it’s denied because of no sub coverage! There is little to be done with that short a notice. I have heard many complaints about the volume of political fliers and then the parcel volume increase causing you to have to work harder with no increase in pay. The problem with the mailcounts held when they are, is that even if you had counted, that volume would not have been there during that time. It is hoped we will have the

new time study results soon. It has certainly taken longer than the contract stipulated, but they want to make sure it’s done properly and of course the computer

systems needed updating to be able to handle the influx of data that is being uploaded. They will be able to capture your volume for the whole year to calculate your routes evaluation. It will be a lot more reliable than counting mail for two to four weeks in one month. So hold on, help is coming. Those routes that are feeling the pinch of being overburdened, you will be adjusted based on reliable information based on your route and not a standard from across the country. In closing, I hope you have marked your calendar for Sunday, April 23rd for the State Convention in Concord. Congratulations to Bill on his retirement the end of December, welcome to the club! Be safe in the New Year.

Happy New Year to all!! Well, did anyone notice the increase in the parcels this year? What a Christmas delivery season we just had!!!! Once again, we accomplished a record setting holiday season with excellent service to our customers. I must take a moment to thank each and every substitute out there for the outstanding job that they all did, some working seven days a week. That was certainly the case in my office. Just imagine what our days would have been like without them. Parcels are still up with returns and spending of those holiday gift cards. It seems that with the closings of many large retail stores such as Macy’s, Sears, and K-Mart’s across the nation that the internet shopping will not stop and this is the way of the future. We are hoping that the new time study, when completed, will reflect all of these changes to our route evaluations. The whole year will be included in evaluations and not just two or four weeks. Every route will be different and all the extra hours for the parcels, winter weather, heat in the summer, stop lights, railroad crossings, etc. will be included. In the meantime, the evaluated system is what we have, good or bad. The New Year is here and with that comes many resolutions. We all make them at some point. Are the goals you have set for yourself realistic, or are they out of reach? Moving from one year to the next makes us want to set new goals, assess our lives, and make positive changes for the future. Most resolutions revolve around finances, health, or overall well-being. Often it just takes small, practical steps to get you headed in the right direction. Think about taking one of those small steps and become more active in your Union. Think of making a resolution to present at our next meeting to go to National and see if you can work to make a change for us all. How about nominating yourself or someone else that you think would be an asset to our Board. All nominations must be received by February 7, 2017 and mailed to NHRLCA Election Committee, PO Box 161, Newmarket, NH 03857-0161. On a safety note, slips/trips/and falls don’t just happen out on the route on the ice and snow. There are many accidents that happen in the office. Watch out for the netting on the post-cons, loose straps at your case, rubber bands, metal sticking out on hampers, etc. These are hazards that also need to be reported to your

supervisor or postmaster. Watch your surroundings when you leave your case to retrieve mail, don’t overload your hampers, and don’t pull them in the office or on the loading ramps. Safety first under all conditions. Security is a l s o important; remember to lock your POV or LLV when loading, even if you are just going to get another hamper. Keep all exterior office doors closed unless you are actively going through them. We all want to return home at the end of the day without injury or possibly discipline. The New Year brings historic changes to the New Hampshire political delegation. The first ever all-women, all Democratic delegation was sworn in on January 3, 2017. We have worked closely with Congresswoman Ann McLane Custer as well

as Senator Jeanne Shaheen. They have both backed us in our many trips to Legislative Seminars in DC. I am looking forward to contacting

Senator Maggie Hassan and Congresswoman Carol Shea-Porter to discuss the issues that are important to us as rural carriers. It would be nice to have 100 percent backing this year at the Legislative Seminar. Six day Delivery, Service Standards, Plant Closures, Pre-funding of retirees health care benefits, and our Federal Benefits are still tops on our lists. In the first session of the 115th Congress, Congressman Sam Graves (R-MO) and Congressman Gerry Connolly (D-VA) introduced House Res. 15, stating that the Postal Service needs to take all measures to ensure continued 6-day mail delivery. This is the same resolution that had 238 bipartisan cosponsors in the 114th Congress known as House Res. 12. If the need arises, we will keep you posted on any political action that may need to be taken. In the meantime, please remember to donate to PAC. I work diligently to keep our website updated. I did get a little behind during the holidays and I am doing my very best to bring it current. The contacts are checked daily so remember that we are there for you, not only at the meetings, but all year. Everyone does their very best to respond to all contacts within 24 to 48 hours. This year there will be changes in the state organization, the current president and secretary/

treasurer will not be seeking re-election. New members will be filling

those positions and others will become vacant. Please take the time to vote when you receive your ballot. The nomination forms are in this issue, if you know someone that would be a good person to help run this organization, nominate them. They will be notified and sent a description of the position they were nominated for, they can then make the decision whether to accept the nomination or reject it. Please don’t hesitate to send in your nominations, you never know who may just need that little push to get involved. The Holiday season is over and once again we proved that the rural carriers across the state are able to handle whatever they can throw at them. I want to thank all of the RCA’s that were helping out on a daily basis wherever they were needed, without them we might still be out there. Job well done everyone!

The new academy has been running classes every two weeks, when they leave the academy they are followed with an on the job packet which is part of the new system that managers need to follow to help ensure we are doing everything to help retain the new RCA’s. Please ask your manager and new RCA’s if they are using the packet. If not please let Paul DeFranc know that it is not being followed. Please remain cautious of the environment when you are out there walking up driveways and walkways, ice and hidden objects are covered in snow be very careful and wear your grippers if the path is unclear. Falls on snow and ice are up already and several carriers have been injured, don’t be another. Remember your family

wants you home safe and unhurt. Finally do you know a carrier that has gone above and beyond for this organization and fellow carriers? Nominate them for the Member of the Year, see the form in this issue for the

guidelines. Send it to the address on the nomination form and be sure to include your reasons for the nomination. Fraternally,Bill

Nomination Time

The U.S. Postal Service will commemorate the centennial of President John F. Kennedy's birth by dedicating a Forever stamp in his honor at the John F. Kennedy Presidential Library and Museum in Boston. On February 20th at 10 a.m. a Presidents Day ceremony will be held free and open to the public. There is a fee to enter the library and museum to attend the festival. Children 17 years old and under are free.

The stamp features a 1960 photograph by Ted Spiegel. The artwork accompanying the stamp, showing Kennedy in a reflective pose, is a 1970 oil painting by Aaron Shikler. The Forever stamp, will be available nation-wide on February 21

Happy New Year! Welcome to 2017. I am writing this after clearing my driveway of snow. Again. It is amazing how such a small amount of snow can cause so many problems. Just the couple of inches of snow we just received now covers the ice in driveways and in front of customer’s mailboxes. Please use caution when approaching those boxes, leaving extra room to maneuver if the LLV/POV does start to slide. I want to say a HUGE Thank You to all the RCAs who were instrumental in Christmas delivery. I was amazed at the package volume just in my office alone, never mind the numbers Margaret reported. Does your office have a full complement of RCAs? Ours does not. The District does have sandwich boards available to advertise for open positions. We had one in front of our office for a couple of weeks at Christmas, which generated a few leads just from local foot traffic. Are your Postmasters doing everything they can to hire? And are the regulars doing everything we can to help retain the new hires? Are the

case labels neat and up to date with names and addresses? Is the line of travel accurate? I want to also congratulate Bill LeBeau on his recent retirement. We will miss seeing those Hawaiian shirts. Pat Grandmaison also retired this Fall. Their knowledge, leadership, and

years of experience will be sorely missed. Now is the time to consider getting involved. There are board positions to be filled.

If holding a board position is not for you, please have your voice heard by voting in the upcoming elections, and by giving us feedback. What would you like to hear about at the meetings? What speakers would you like us to bring in? Is there a topic you would like us to cover in these DOINs issues? How can we better disseminate information to you that is pertinent and timely? I have met some of the new RCAs at Orientation. Are you getting the information you need at Orientation and Academy? Is there something we could be doing better? What should we spend more time on? Or less time? As Paul DeFranc mentioned at the Fall Meeting, I am one of the people working on the RSD Team as part of the nationwide engineering study. We took a short hiatus for Christmas, but will be back doing the data entry and route certifications in a few weeks. I am looking forward to meeting the carriers from the study offices.

Saturday LWOP Just a reminder to rural carriers that we have a contractual

right to approved LWOP on Saturdays. Remember that Article

10.4.B of the USPS/NRLCA National Bargaining Unit Agreement states, “Upon request, a rural carrier shall be granted annual leave or leave without pay on Saturday, at the carrier’s option, provided a leave replacement is available.” This language is also contained in the ELM (Employee Labor Manual), Section 512.532. c, which states, “upon request, a rural carrier is granted annual leave or LWOP on Saturday, at the carrier’s option, provided a leave replacement is available.” There are many managers who routinely disapprove LWOP to the rural carriers with the excuse that they must exhaust all their annual leave prior to granting the LWOP request or that LWOP is discretionary and will use that excuse as well to disapprove an LWOP request. In both instances, this is incorrect. Management has the discretionary approval of LWOP Monday through Friday. However, if there is a leave replacement available, Saturday LWOP must not be denied. It is also unreasonable for a manager to create a situation where Saturdays are improperly covered and then arbitrarily deny carriers their right to approved LWOP. If you are assigned to an H or J route and you are being denied Saturday LWOP, please grieve each instance where it is denied.

Regular Carriers without an Assigned Leave Replacement. Have you submitted a letter requesting, a leave replacement be assigned to your route, filed a “Request for Action” or filed a grievance that a leave replacement be hired for your route to your local manager? If not, do so, sign it, date it and keep a copy. EL 902 Article 30.2.A.2 states “The Employer shall make every effort to expeditiously fill leave replacement vacancies when they occur. Regular rural carriers shall have the right to require that a leave replacement be assigned to their route.” It makes NO difference in the evaluation of a regular route as to whether the route qualifies for a leave replacement. EL-902 Article 30.2.C.3 states” Not more than one part-time flexible rural carrier, substitute,

rural carrier associate or rural carrier relief employee

will be assigned for each regular route.” The ONLY qualifier is that the route in need of a leave replacement is a REGULAR route.

FILING A GRIEVANCE Article 15 of the National Agreement gives all rural craft employee access to the grievance arbitration process. Any rural craft employee who feels aggrieved must discuss the grievance with his or her immediate supervisor within 14 days of the date on which the employee or the union has learned or may reasonably have been expected to have learned of its’ cause. When it has been determined that you have a grievance issue you must:Meet with your immediate supervisor and state at the beginning of the meeting that you are filing a grievance.The grievance MUST be filed within 14 days of the

incident by the aggrieved party.It is the responsibility of the aggrieved party to initiate the grievance (unless physically

unable).You may request to be accompanied by a steward at the Step 1 meeting, if you choose. For other than disciplinary actions the Union may initiate a Step 1 grievance. The Union may also initiate a class action grievance at the Step 1 level when the complaint concerns more than one employee in the office. A potential grievant must make a sincere effort to clarify facts and resolve issue (s) with the immediate supervisor. If successful in clarifying the misunderstanding and / or coming to an agreement document the mutual agreement on the NRLCA Settlement Form. If a resolution is not forthcoming, only fill out sections 1 thru 4 on PS Form 8191, Joint Step 1 Grievance Form. Be sure to indicate in Section 3b on PS form 8191 the date of discussion with the immediate supervisor and indicate the date is correct by both you and your supervisor initialing directly above the date. (An example of sections 1 through 4 of the PS 8191 is included in this issue). Frame the issue (in a question format) in Section 4 of the PS 8191. Include “Who”, “What” and “When”. Example: “Was there Just Cause to issue a 14 day suspension on 7/5/05 for missing an Express Mail scan?” Or “Did management violate the EL-902 when they utilized XXX on R001 on 7/5 instead of YYY? If so, what shall the remedy be?”

Happy New Year to all of you and a very huge thank you to every single carrier for the outstanding accomplishments you have all just

completed with our holiday delivery period! We delivered more parcels this holiday season than ever before in the history of the USPS. Here are the breakdowns on the parcels we received/delivered for the holiday period:TOTAL PARCEL SELECT PIECES: 266,125,281 Between Thanksgiving and Christmas across the country!MOST DELIVERED SCANS IN A SINGLE DAY: 37,362,947 pieces delivered on 12/19/16 (The MOST EVER by the USPS!)MOST DELIVERED BY NNE IN A SINGLE DAY: 530,195 on 12/19/16AMAZON SAME DAY VOLUME: 124,479,910 Parcels peak to date across the country.AMAZON FOR NNE DISTRICT: 1,608,384 pieces to peak date!NNE ON-TIME PERCENTAGE: 99.29% Without the help of the RCA employees, we would never have been able to be so successful. We have some RCA employees who worked an amazingly exorbitant amount of hours as well as seven days each week! Amazon has completely changed the landscape at the Postal Service especially in regards to the holiday delivery period. We will continue to see more and more parcels every holiday season as we continue to accrue more companies interested in same day delivery, as well as customers who enjoy the ease and availability of click and ship to have something they order delivered the same day if not the next. This was definitely a year of milestones for the Postal Service in many ways. SAFETY I apologize for reiterating this information, but we are still having a phenomenal amount of accidents. Make certain when you arrive to work in the morning to check your LLV/POV to ensure that everything is in proper working condition for your daily deliveries. Once out on the road, always keep your mind on the road, traffic and weather conditions. If you need to slow down to effect

deliveries in a safer manner, do so. When you hurry

to the next box, especially if the weather is inclement it will only increase the possibility of an accident. Watch for the children and the ice on the road ways, familiarize yourself with your route and the conditions of it. If there are boxes that need attention due to rotting posts, boxes falling off or just barely hanging on to the post or debris around the box, tree branches, toys, rubbish containers, snow and/or ice, leave the customer a Form 4056 indicating what needs to be corrected for continued delivery to be possible. When you return to the office inform the P.M. or Supervisor of the notices you left for customers so that they are aware of the situation as well. Make certain to always carry an accident kit in your vehicle and always call the P.M. immediately upon any accident that happens. This means if you hit a mailbox, a tree branch scratching the LLV/POV or the mailbox door falling open and scratching the

LLV/POV, a slip and fall on ice in a customer’s driveway or walkway area. ALL ACCIDENTS must be reported upon happening, not when you return to the office. Always

remember safety first, second and last. There is nothing any of us want more than to return home safely at the end of each delivery day. It is your job that you are protecting as well as yourself. Be cognizant of your surroundings at all times! Stay safe throughout the remainder of the winter and remember to wear your grippers when you are out of the vehicle delivering! If you do not have a pair, get to your P.M. immediately and request some so that you do not become the next statistic. Union Membership Well, what would a news article be if it did not have at least one mention in it about how fortunate each of us are to have our union and all it offers to us. We have two of our long time career dedicated union members who have just retired this last month. Bill LeBeau, who worked phenomenally throughout the years in many capacities to do all he could to enable our membership the best there is to be had in every way he could and more, and our President Pat Grandmaison who also dedicated her career at the USPS to our union as well. Both Bill & Pat will be deeply missed as their expertise, knowledge base and unfailing dedication goes with them into their respective retirements. With both of them departing it is imperative that more of us come up in the ranks and play a part in our union, be participants and let your voice be heard! Be more

involved and strengthen our standing not only in the USPS but with our fellow brother and sister carriers too. There are many ways you can become more involved in your union, one way would be to become a local steward in your office, or perhaps become an area steward overseeing several offices, run for a position on the Executive Committee or even help with getting non-members in your office to join. If you have an interest in any of these things, please feel free to talk to any one of us and we would be more than happy to assist you. The stronger our numbers are, the better our voices will be heard. (You will also find nomination forms in this newsletter to enable you to run or to place another carriers name in for the running that you feel would be a good representative.)This is our careers, our paychecks and our livelihoods that we are talking about here so please take the time to at least look at our websites if you haven’t lately, take in the wealth of information that is there for you. See all that your union has done for you and what it continues to do for each and every one of us on a daily basis. Exercise and stretching are important for your body to recover from a fall, gives your body elasticity to “bounce back”. I have fallen three times so far this year, all three have not been work related, and luckily have not hurt anything other than my pride. There have been several falls at work also in our office, I can only imagine how many more are happening out in the field. This is just the beginning folks….. we are far from out of the woods, it is going to be a long winter. Please use tools that are

available to help ensure SAFE delivery reducing as much as you can the possibility of slips, trips and falls.

On another note, elections will be coming up this spring. It is important for all of us to work together to make this organization stronger and the best it can be. What are you doing to help make the union stronger and better, what is your contribution??? Every little bit helps, many hands make light work. This union needs your support! GET INVOLVED!

Winter is upon us, and it is that time of the year once again.

Yet another big storm looms in the waiting as I am writing this article.

Slips, trips, and falls are very sneaky and happen quite unexpectedly. It doesn’t take much for conditions to change to create a perfect environment for them to happen. Can they be prevented??? Possibly not…but can we do our best to work safely and take advantage of resources to help lessen the possibility???? Absolutely! Grippers are a great tool to use in slippery conditions and should be provided by management. Be careful because although they give you some extra traction, they can provide a false sense of security. Making you feel invincible of falling. Everyone should be using railings when going up or down stairs that are exposed to the elements, a great tool to give you extra support. The best thing you can do to avoid a slip, trip or fall is to use your best judgment. If the stairway, walkway or driveway is not clear, save the delivery for the next day. Stretching at the mailboxes, delivering to boxes that are not properly cleared can create a hazard, one that by the end of the winter season your back will be feeling. The notice 56 is a great tool that shows our customer exactly how the box should be cleared. Keeping these in the truck nearby for those hard to reach boxes can help save you on medical bills or sick days. I cannot stress it enough, BE PREPARED! Even though it may be a nice and sunny day when you leave the office, the weather can change so very quickly. Watch the weather report on a routine basis, wear or bring grippers with you when making deliveries, work smarter not harder! If you slip trip and fall, you could risk breaking an arm, leg or a hip! That would equal time out of work, not fun recreation time… sitting boring healing time. Every action has a reaction. If I walk on this icy walk way, I could fall. If I fall I could get injured. If I become injured then I will have medical bills.

On Day One, the OJT should be showing the carrier about filling out their time accurately whether on a 4240 or the green card, doing

the vehicle inspection using the buddy system and reporting any issues with the LLV. Teach them where to retrieve the scanner

and the procedures of setting it up for themselves. REMEMBER THAT WHEN SETTING UP THE SCANNER, YOU ARE TO ENTER “ON STREET MOTORIZED WHEN DRIVING YOUR POV AND ENTER ALL 0s IN THE VEHICLE ID. Show them the Route Book, where to withdraw the mail, practice casing mail; explain what to do with miss sorts while they are casing the mail and then once completed casing the mail. How to handle accountable mail in the morning and the importance of filling out the 3849 if a notice is to be left in the mailbox. Discuss the importance of obtaining the Arrow key and protecting it. Demonstrate parcel procedures and the importance of sequencing them in the order of the route. Cover pulling down the mail. This may be different depending on what the carrier is driving for their POV. Show the carrier what to do with UAA mail; withdrawing from the Hot Case and retrieving the DPS. Next, the carrier will learn to load the vehicle and prepare to leave for the route reminding them of the LIFO (Last In First Out) procedures. If driving the LLV, then show them how to scan the vehicle for departure to the route. Once on the street, they should see all different types of deliveries depending on the route. For example: my route is pretty simple with only a couple of authorized dismounts as other routes will have collection boxes, NDCBUs, CBUs etc.

They need to be shown how and what to scan on a parcel or envelope. Sometimes the new carrier will try to scan the barcode that is imprinted on a box and the scanner doesn’t accept it as a regular scan. They need to be told while on the route that every scan is to be done at the point of delivery and NOT in the vehicle if the carrier is getting out of the vehicle.

Well, we have made it through the holidays and I hope you were able to enjoy time with your friends and families. Happy 2017! As we have gotten through the holidays we must remember to stay safe out there in this weather we have been dealing with. Please remember to wear your grippers out there as the snow has been covering the ice and it’s difficult to tell if it is slippery. Make sure you all have grippers supplied by your postmaster. If you or any of your fellow carriers do not have them, please let your postmaster know immediately. Be careful going into driveways that are icy. There have been many carriers getting stuck in driveways and on icy roads. Use your judgment and if it’s not safe to go then do not attempt. Be sure to contact your postmaster/supervisor when you get back to the office and write any circumstances on your 4240.

In my last article, I talked about the new and improved Rural Academy. In this article, I am going to discuss the procedures after the academy. Before the new RCAs leave the academy, we discuss the importance of the OJT (On the Job Training Guide) packet being brought to their office and given to their postmasters. The new RCAs WILL NOT GET CREDIT if the training and the packet are not completed and returned to district in a timely manner. These packets need to be signed off by both the postmaster and the new RCA and returned to: Jolene Swett in Portland Maine.

What’s included in the OJT packet? A letter to the postmaster with a return envelope, a form that needs to be filled out and signed by the postmaster and the new RCA stating that the training has been completed, and a booklet with instructions on the training and a checklist of ALL items to be taught while on the job. The postmaster must give the carrier a minimum of 24 hours of training on the job and may give the carrier an additional amount of time totaling 40 hours.

The OJT booklet consists of instructions for management, what duties the On the Job Instructor is responsible for and as mentioned earlier, the OJT checklist.

Medigap: Unfortunately Medicare won’t cover all your health-related expenses, such as deductibles and copayments. Unless you can afford to pay for these you might want to consider a Medigap plan. In your state you will need to find a plan that fits your needs and budget. When you first enroll in Medicare Part B at age 65 or older, you have a six-month Medigap open enrollment period. During that time you have a right to buy the Medigap policy of your choice from a private

insurance company, regardless of any health problems you might have.

Long-term care: Long-term care is expensive. Purchasing a long-term care insurance policy allows you to elect where you receive your care, the type of care, and who provides care to you. You might have the option of home, assisted living and nursing home care. Most policies allow you to select an elimination period during which time you are responsible for the cost of care. You might also select the daily or monthly maximum amount, benefits period and inflation protection. Beware that insurers can increase premiums in the future with approval from the state. Some states have enacted Partnership Programs that authorize private insurers to sell state-approved long-term care Partnership policies. Partnership policy owners who expend policy benefits on long-term care services will protect additional assets for the stay-at-home spouse.

Medicaid and government benefits: To qualify for Medicaid, you need to fall below certain assets and income limits. This might mean spending down assets before qualifying. If you are a veteran, it makes sense to explore any health or long-term care services available to you. The Department of Veterans Affairs will have more information.

Other factors: In order to assess your needs, evaluate your present health and protect your future medical needs as best you can. Consider your family’s medical history as well. Don’t presume Medicare and Medigap will cover all the costs and factor in any additions to your planning. Be aware there are premiums, deductibles and copayments to consider.

As I move forward and look into the New Year I also like to reflect on the past and wonder what could I have done different

and what kind of change would that have created. How well were

you recognized by your customers during this holiday season? Do you do the bare minimum when delivering? Do you greet your customers with a smile and appreciation for the business they have given the USPS or are you the grumbler? If a package is received damaged do you have it marked up and scan it as such? When you hand it to the customer do you point it out and apologize for the condition? How is your work floor climate? Anything you can do to promote a more positive friendly atmosphere. A little thought and encouragement can change a day completely. Just a few things to consider as we continue through our day. When considering retirement, factor in health care costs. At any age, health care insurance coverage is a priority for most people. When you enter retirement it becomes even more of a concern. How much you will spend on health care depends on a number of variables such as when you retire, how long you live, your health and the cost of medical care in your area. If you retire before being eligible for Medicare, generally at age 65, you will need to decide how to pay for medical costs during the interim. This might consist of employer retiree health care, COBRA, coverage on your spouse’s plan if still working or purchasing private insurance. When reviewing health care for retirement, it is important to consider the available options. Here are the basics:

Medicare: Most Americans automatically become entitled to Medicare when they turn 65. Medicare has several parts. Part A for most is premium-free and is the hospital insurance portion of Medicare. It can help pay for the inpatient hospital care, certain home health care and hospice care. Part B covers such things as physician services, laboratory tests and physical therapy. Part B has a premium associated with the coverage. You also can choose to enroll in a manage care plan or a private fee-for-service plan under Medicare Part C. For drug

As you plan retirement, make sure to factor in the cost of health care. These costs can use up retirement assets in a hurry and leave you in a cash crunch.

As we are talking retirement, CONGRATULATIONS AND KUDOS to our recently retired members; Pat and Bill, both will be sorely missed. Now would be a great time for any member to become more involved and nominate themselves for open positions on the Board.

Finally a great big pat on the back to all regular and RCA’s for such a great delivery job during this past holiday season. We proved once again we are a remarkable force to be reckoned with.

They will be shown how to collect mail whether from the mailbox, collection box or other places.

While collecting mail, they may encounter prepaid acceptance. This procedure needs to be explained.

On day two, the OJT will then Observe and coach the new RCA of all the events from Day One along with showing them the edit book, talking about marketing postal products, things to do when returning to the office such as unloading the vehicle, where to put the outgoing mail, and clearing themselves of their accountable mail. Accountable mail clearance will consist of filling out the 3821 and what to do with the accountable mail if there is no one in the office on Saturday when they return. They will need to know what to do with Undeliverable Mail upon return. During this day they will need feedback and encouragement. The OJT will be assisting the new RCA in all of these duties and verifying that they are completing each task correctly. This will include casing the mail and verifying they are accurate. The new RCAS should have about an hour and a half of casing practice in the morning. If there is any casing to be done once completing the days works, they will then have more casing practice. Again the OJT will observe and coach all aspects of the job.

On Day three, the OJT will stay with the new RCA for the entire day and provide assistance and coaching that will be needed during this time. They will answer any questions throughout the whole process that the new RCA will have.

During the process, the OJT will be filling out the Task Checklist and it is to be kept with the new carrier’s Individual Training Record Supplemental Sheet (PS form 2548). The OJT will then need to complete the certification form and the postmaster will need to submit it to Jolene Swett in district.

The deadline for reg-istering is March 17, 2017. Registrations received after March 17 or "at the door" will be $40 for conference attendees and $20 for non-conference guest wishing to participate in the meet-and-greet, breakfasts and all other program activities. Registration will include the meet-and-greet on Friday evening, continental breakfast on Friday, Saturday and Sunday and all program activities. The Saturday evening Banquet will be $35.

There will be an Executive Committee meeting on Thursday at 4:00 p.m. (time subject to change).

The Election Committee is now accepting Nominations for the following offices on the NHRLCA Board:

The positions are for a two year term.
