1. The Scaling Up Nutrition (SUN) in- country structures were still operational and functioning as pertheir Terms of References (TORs). These included: 1) The Special Committee of PermanentSecretaries on Nutrition that met twice during the reporting period. , 2) The National MultiStakeholder Platform (MSP) only met once in July 2019 3) Government Technical Network only metonce as well, however there were meeting held in the different sector technical working groups(SHN, Nutrition, Social Protection and Nutrition, Food and Nutrition, etc) 4) Provincial NutritionCoordinating Committees (PNCCs) in 8 out of 10 provinces established , though have not met due todelay in commencement of the SUN/MCDP 2 that firstly prioritised DNCCs 5) District NutritionCoordinating Committees (DNCC) are increased from 31 to 42 districts during the reporting period. 6)Ward Nutrition Coordinating Committees (WNCCs) in 17 SUN/MCDP 2 districts have been functionaland facilitating service delivery. 7) Donor/ Nutrition Cooperating Partners network held their monthlymeetings consistently and expanded membership. Continued with funding and advocacy to increasedomestic funding, as well as other high level consultations with GRZ. 8) Civil Society OrganizationsSUN Network Secretariat continued with advocacy for nutrition, and especially lobbied Governmentto provide relief food in 2019/2020 flood and drought affected areas. Also continued with financialtracking on government expenditure on nutrition, advocacy with parliamentarians on Food andNutrition Bill and nutrition budgetary allocation. However, CSO SUN have not expanded much onincluding more NGOs to complement government on delivery of nutrition specific and nutritionsensitive interventions. 9) SUN Business Network held 3 quarterly meetings and membership hascontinued to rise especially among SMEs. 10) UN Network continued with increased collaborationespecially with technical assistance to SUN/MCDP 2 at all levels Guidelines for community levelstructures (Nutrition Support Groups) and coordination mechanism has been agreed upon andimplementation commenced in 17 SUN/MCDP 2 districts .

Representation at Special Committee of Permanent Secretaries Committee remained consistent,while representation at the national MSP has been weak since most of the Directors from lineministries delegate to subordinates (technical officers). Guidelines were revised for PNCCs andDNCCs mainly to broaden membership to allow technical skills mix to enhance implementation ofnutrition specific and nutrition sensitive interventions. At sub national level, 42 districts will besupported by UNICEF, SUN TA, GIZ, SNV and WFP while 19 districts will be facilitated by theGovernment as a way of scaling up Nutrition to more districts even to those not supported by thedonors/cooperating partners. The Government of Zambia has targeted to reach all the 115 districts inthe country with Scaling Up Nutrition activities in a phased manner. However, actualising the ZMW400 per under five child per year worth of nutrition services as way of financing the roll out has beenslowed by limited fiscal space from the treasury. Guidelines for establishment of sub-nationalcoordinating structures were revised by broadening composition of Provincial and District NutritionCoordination Committees to ensure good skill mix among the membership for both nutrition specificand nutrition sensitive interventions. SBN has continued with its expansion and has seen increase inmembership from.......... to ....... during this reporting period.

The National Multi Stakeholder Platform has not been consistent in meeting and was affected byinadequate participation especially of Directors from line ministries that are key at guiding decisionmaking on issues either from the Special Committee of PSs on Nutrition or the sub national nutritioncoordinating committees. Consequently at its last meeting , the Chairperson directed Secretariat torelook at the way the MSP was conducting it business with aim to make it more effective.

Tracking of key actions was mainly done through the Special Committee of Permanent Secretaries onNutrition, the National Multi Stakeholder Platform, Nutrition Cooperating Partners (Donors), CSOSUN and SBN . Key issues tracked included: 1. Food and Nutrition Bill was tabled in Parliament early2020 and reached second reading stage before Parliament adjourned due to COVID 19. 2. Domesticfunding pledge of US$40 per under five child worth of nutrition services through the line ministries. 3.Approval of the the National Food and Nutrition Strategic plan 2017 – 2021 by Minister of Health 4.Rolling out of the SUN/MCDP 2 that has reached 42 districts against 70 district by end 2020. 5.National Food Consumption and Micronutrient survey whose data collection commenced in January2020 but was disrupted by COVID 19 and gassing between February and June 2020. 6. Developmentand operationalisation of strategy to strengthen on Home Grown School Meals 7. How the honeysector could play a crucial role in youth empowerment, poverty reduction, income generation andimproving nutrition outcomes.

Government remained committed by ensuring that the Special Committee of Permanent Secretarieson Nutrition continued to function and has made provision in the Food and Nutrition Bill that hasdefined composition and function as way to enhance multisectoral coordination and collaboration aswell as to sustain its existence and operations. Mainstreaming nutrition in key line ministries\\\\\\\'plans has been emphasized in the 7th National Development Plan 2017 to 2021.

Please describe overall achievements, positive developments, key challenges and suggestions forimprovement towards ensuring a coherent policy and legal framework seen the past year (April 2019 -April 2020). Note that this section will be used to draft your individual country profiles in the SUNMovement annual progress report.

 Final score: 4 In-country SUN Networks including Civil Society, Donor, UN, Business and Governmentcontinued to operate while the National Monitoring and Evaluation Technical Working group presidedover matters of evidence generation and dissemination. More District / Provincial Nutrition CoordinatingCommittees (DNCCs /PNCCs ) were established with commencement of MCDP 2 targeting all theprovinces of Zambia. District Nutrition Coordinating Committees increased from 31 to 46 as at April2020. At provincial level plans underway to establish the remaining 2 by mid 2020. The SpecialCommittee of Permanent Secretaries on Nutrition has been consistent in tracking progress including theimplementation of the 2018 commitments of ZMW400 worth of nutrition services per under five childper year; the enactment of the Food and Nutrition Bill; and other Food and Nutrition Policy measures.The National MSP only met once (16th July 2019) and at that meeting agreed to reorganise the way ofconducting its business so as to make the MSP effective. Guidelines for sub national nutritioncoordinating committees (provincial and district) were revised to broaden representation. In additionalcommunity level coordination structure and coordination mechanism has been developed and beingimplemented in 17 SUN/MCDP 2 districts to enhance coverage and convergence of interventions.. Donornetwork continued to expand membership and consistently held their monthly meetings. SBN heldquarterly meetings and membership has continued to rise especially among SMEs. CSO SUN Secretariatcontinued with advocacy and expanded their network by embracing the youth nutrition champions. Tosustain political commitment government has enshrined in the Food and Nutrition Bill establishment ofthe Food and Nutrition Coordinating Committee that will replace the Special Committee of PS onNutrition.

1) The Food Safety Bill was enacted and accented to on 12 August 2019 as the Food Safety Act of2019. The Minister of Health issued Statutory Instrument and commencement order in 2020 to kickstart implementation of the Food Safety Act. Stakeholders consultation commenced the developmentof the Food Safety Regulations to aid operationalisation of the Act. 2) Cabinet approved submissionFood and Nutrition Bill to Parliament in November 2019. On 11th March 2020, the Minister of Healthpresented the Food and Nutrition Bill in Parliament. The Bill seeks to provide for the implementationof a national food and nutrition programme; continue the existence of the National Food andNutrition Commission and re-define its functions; establish the Board of the Commission and defineits functions; re-constitute the Board of the Commission and re-define its functions; establish theFood and Nutrition Coordinating Committee and provide for its functions; repeal and replace theNational Food and Nutrition Commission Act, 1967; and provide for matters connected with, orincidental to, the foregoing. By end April 2020 the Food and Nutrition Bill was at Committee stagewhere stakeholders made their submissions on the Bill. 3) The Regulatory Impact Assessment for theNational Food and Nutrition Policy (2006) commenced in mid 2029 and 5 line ministries providedfeedback as at end March 2020. Process was derailed by lock down due to COVID 19.

The Special Committee of Permanent Secretaries had the Food and Nutrition Bill on its agenda andcontinued reminding the Ministry of Health to speed up the stakeholder consultative processes. CivilSociety Organisations SUN Network continued advocating for the enactment of the Food andNutrition Bill with the Parliamentary Caucus for MPS to support the this Bill. Further engaged theMinistry of Justice mainly to speed up the process of stakeholder consultations so that the Bill wassubmitted to Parliament. as well as inclusion of certain provisions in the Bill such as placement of theNFNC under higher government portfolio such as Office of the Vice President. Nutrition CooperatingPartners continued following up with with enactment of the Food and Nutrition Bill with high leveloffices. As follow up to the 2019 SUN GG interactions with the Global Panel on Agriculture and FoodSystems on Nutrition, the The Office of the Vice President and the NFNC engaged the Global Panelto host High-Level Round-table even on healthy diets and nutrition in Zambia. The event will reviewcurrent policies around the food systems in view of climate change impact. The meeting wasschedule to take place in May/June 2020, but event was postponed due to COVID 19.

Stakeholders held consensus meetings to refine the Food Safety Bill that was returned to governmentfrom Parliament. The Food Safety Act is now in place after these meeting hosted by Ministry ofHealth. Similarly Ministry of Health arranged two stakeholder consultation meetings on the Food andNutrition Bill that was returned to MoH from Ministry of Justice (MoJ) where it was submitted forinternal legislation. Consensus was reached and subsequently the Food and Nutrition Bill was clearedby cabinet late 2019 and submitted to parliament for legislation.

The National Food and Nutrition Commission Act of 1967 and Amended in 1975 was reviewed andhave considered progressive provisions in the Food and Nutrition Bill that will improve delivery offood and nutrition services in the country . Best practice e.g. for coordination at high-level (SpecialCommittee of PSs on Nutrition) has has been considered and included provisions in the Food andNutrition Bill to enhance coordination and sustain multisectoral action for food and nutrition.

Please describe overall achievements, positive developments, key challenges and suggestions forimprovement towards bringing people together in the same space seen the past year (April 2019 - April2020). Note that this section will be used to draft your individual country profiles in the SUN Movementannual progress report.

The Food Safety Bill was enacted and ascented to on 12 August 2019. Commencement order issued in2020 and Food Safety Act is in force and being implemented commencong with development ofRegulations . The Food and Nutrition Bill was presented to Parliament in November 2019. It passed firstreading and reached committee stage during the reporting period. Regulatory impact assessment for the2006 National Food and Nutrition Policy has continued and 5 ministries provided feedback on status ofthe policy measures related to their mandate . There are plans to accelerate this review once the Foodand NUtrition Bill is passed sometime this year. The Special Committee of Permanent Secretaries had theFood and Nutrition Bill on its agenda for the two meetings it held. The Committee urged the Ministry ofHealth to speed up the stakeholder consultative processes so that the Bill is enacted before the end of2020. Civil Society Organisations SUN Network continued advocating for the enactment of the Food andNutrition Bill and engaged the Ministry of Justice to speed up the process of stakeholder consultations.Has also lobbied for inclusion of certain provisions in the Bill such as placement of the NFNC under theOffice of the Vice President. Nutrition Cooperating Partners continued following up with with enactmentof the Food and Nutrition Bill with high level offices Government engaged the Global Panel onAgriculture and Food Systems on Nutrition, to host High-Level Round-table on healthy diets andnutrition in Zambia. This will analyse current policies around the food systems in view of the impact ofclimate change

A stakeholder technical meeting was held on 10th February 2020, where it was agreed on thepackage of high impact nutrition interventions that should be prioritized for implementation duringSUN/MCDP 2. This was based on lessons from MCDP 1 and evidence generated from the baselinesurvey results for 30 SUN/MCDP 2 districts, and other evidence supporting the need for scaling upHigh Impact Nutrition Specific and Nutrition Sensitive interventions to reduce stunting. These priorityinterventions are in line with sector policies and strategic plans or sector plans including Health,Water and Sanitation , Agriculture, Fisheries and Livestock, Education, and social protection.Implementation of high impact nutrition specific and nutrition sensitive priority interventionscommenced and ongoing in 17 SUN Districts by end 2019 while preparation for commencing action inthe other 17 districts was initiated in early 2020. SUN Government Focal Point (NFNC) facilitateddiscussions to align some food security project with the SUN/MCDP 2 log frame such as the GermanyTechnical Assistance (GIZ) supported Food and Nutrition Security Enhanced Resilience Project(FANSER), and SNV supported Scaling Sustainable Nutrition for All (Scaling SN4A) project funded byDFID, and the World Food Programme facilitated project \\\" Promotion and Consumption ofNutritious Foods\\\" funded by SIDA.

The National Food and Nutrition Strategic Plan 2017-2021 with theme \\\"Toward Eliminating AllForms of Malnutrition Across Zambian Population by 2030\\\" was officially launched in June 2019.SUN/MCDP 2 commenced operationalization of the Operation Strategic Direction 1 (OSD 1) of theNFNSP in 2019 in 13 districts. The SUN GFP (NFNC) mobilsed support from USAID through theScaling Up Nutrition Learning and Evaluation to Project (SUN L&E) to develop a Common ResultFramework for food and nutrition as well as the sub national nutrition score card. It is anticipated thatactual development of the CRF and score card will be done in the last half of 2020. These will bedeveloped using the resource documents including the National Food and Nutrition Strategic Plan2017 to 2021, the SUN/MCDP II programme documents and other sector strategic plans and policies.

Even though the CRF is not yet in place, stakeholders continued to implement annual priority actionsthat are anchored in the national guiding documents including the sector strategic plans (WASH,Health, Agriculture, Fisheries and Livestock, Education and Community Development), the ScalingUp Nutrition / 1000 Most Critical Days Programme Phase II (2018-2022), NFNSP 2017-2021 and the 7thNDP (2017-2021). Priorities for sub national level are drawn from the MCDP 2 Baseline findings in theSUN/MCDP 30 districts that will inform planning for 2021 as well as successes stories from MCDP I .Further the NFNC and the USAID funded SUN LE project conducted learning and disseminationworkshops in 23 districts with intention to build capacity of the DNCCs on how they could use dataand learning from evidence, for use in planning SUN activities for their respective districts. While theworkforce report has not been updated as yet, Government pledged to continue recruiting personnelin key sectors implementing nutrition specific and nutrition sensitive intervention. Recruitment hasbeen hampered by limited fiscal space from the treasury such that sectors were unable to meethuman resource needs in view of government\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\'s intention to reach allthe 115 districts in the country with SUN/MCDP interventions.

The late commencement of SUN/MCDP 2 resulted in disruption to the Quarterly Data reporting usingthe Multisectoral Activity Reporting Form (MARF) that was developed in SUN/MCDP I. This is sobecause the Minimum package of nutrition interventions has been revised in SUN/MCDP 2. Plansunderway to update the M&E plan to align it with SUN/MCDP II before the end of 2021. An analysis on factors associated with stunting in Zambia was done early 2020 and results sharedwith the SUN Technical committee in February 2020. This presentation helped to build consensus onthe high impact priority intervention to pursue in MCDP II. Baseline survey on SUN MCDP 2 wasundertaken in 35 districts (that included the initial 14 districts from phase I) between May 2019 andMarch 2020. Dissemination was done at national level in October 2019 while plans for district leveldissemination pegged for 2020. The Monitoring, Evaluation and Research Technical Working Groupmet in April and November 2019, with key agenda being validation of MCDP II baseline surveyresults, consensus on research agenda. Further the NFNC and the USAID funded SUN LE projectconducted learning and dissemination workshops in 23 districts with intention to build capacity of theDNCCs on how they could use data and learning from evidence, for use in planning SUN activities fortheir respective districts. Key performance targets for the line ministries implementing nutritionspecific and nutrition sensitive was done during the Mid-term review of the 7th NDP. Notably the lineministries under the Human Development Cluster - Health, General Education, CommunityDevelopment and Social Welfare, and Water and Sanitation, Agriculture as well as National Food andNutrition Commission. The SUN Government Focal Point (NFNC) mobilsed support from USAID funded SUN Learning andEvaluation Project to develop the country\\\\\\\\\\\\\\\'s Common Result Framework for food andnutrition. Actual development to be done in the last half of 2020. The National Food and NutritionStrategic Plan 2017-2021 was officially launched in June 2019. SUN/MCDP 2 commencedoperationalization of the Operation Strategic Direction 1 (OSD 1) of the NFNSP in 2019 in 13 districtswhile inception activities for the 17 planned to be done later in 2019 and early 2020. The NFNC facilitateddiscussions to align some food security projects with the SUN/MCDP 2 log frame such as the GermanyTechnical Assistance (GIZ) supported Food and Nutrition Security Enhanced Resilience Project(FANSER), the SNV supported Scaling Sustainable Nutrition for All (Scaling SN4A) project funded byDFID, and the World Food Programme facilitated project on Promotion and Consumption of NutritiousFoods funded by SIDA. Key performance targets for the line ministries implementing nutrition specificand nutrition sensitive was done during the Mid-term review of the 7th NDP. The Monitoring, Evaluationand Research Technical Working Group met in April, June and December 2019, with key agenda beingvalidation of MCDP II baseline survey results, and consensus on research agenda. The TWG alsofacilitated learning and dissemination workshops in 23 districts to build capacity of the DNCCs on howthey could use data and learning from evidence, for use in planning SUN activities. Some of the majorchallenges in the period under review on programme implementation include changes in implementationand funding modalities which resulted in delays and reduced programme implementation. The otherchallenge was COVID 19 that disrupted implementation at all levels. However, as SUN Stakeholdersguidelines for implementing nutrition activities during COVID 19 pandemic were generated.

Outcome marker summary: Scaling up nutrition-specific and nutrition-sensitiveinterventions

The country continued scaling up high-impact interventions in the 42 districts though at varying levels.Notably Vitamin A supplementation was conducted national wide in June and December 2019. As for June2018, 3,310,860 children 6 to 59 months received high dose vitamin A supplements. In the 13 districts thatare USAID supported through SUN TA project, behaviour-change communication to improve maternal andadolescent nutrition, infant and young child feeding practices and dietary diversification through nutrition-sensitive agriculture as well as improving access to and use of safe water, hygiene and sanitation havebeen implemented. In the FCDO (formerly DFID) and SIDA funded SUN 2 17 districts supported throughUNICEF , mainly procurement of equipment and supplies commenced during the Inception phase fromJanuary to August 2020. WFP supported DNCCs in 12 districts to implement nutrition sensitiveinterventions including Promoting production and consumption of nutritious foods that included marketaccess, finance services, post harvest loss management, and nutrition SBCC. The German DevelopmentCooperation (GIZ) supported nutrition related activities in four districts namely: Katete and Petauke inEastern province and Kawambwa and Mwense in Luapula province. The activities included: training of4,417 intermediaries on health and nutrition at district and sub-district level and in return, theintermediaries have reached a cumulative total of 58,883 women of reproductive age and 11,478 men aswell as 25,254 children under the age of two years with nutrition and hygiene messages transmittedthrough the Care group model as well as through piloting the the Community-Led Total Nutritionapproach and Social Behaviour Change (SBCC) campaigns through traditional leaders, on radio, roadshows and phone applications. GIZ intensified nutrition sensitive agriculture through training ofgovernment officials as well as the intermediaries. A cumulative total of 1200 intermediaries have beentrained in collaboration with the Ministry of Agriculture, in the construction and maintenance of a keyholeGardens and cow pea production in Eastern Province, and Mbereshi beans and cow pea production inLuapula province. A total of 25,807 beneficiaries have been reached with key messages on nutrition -richcrops through vegetable production and legume preprocessing, preservation and storage with selectedmost vulnerable households who have received seeds, treadle pumps and solar driers. In addition, GIZ haspromoted home gardening as a way of ensuring availability of vegetables all year round The Ministry ofHealth continued to provide routine services including maternal, adolescent, child and infants healthincluding Iron and Folic acid supplementation, antenatal care, family planning, IYCF and growthpromotion in all the district of Zambia. Further IMAM was also implemented in floods and droughtaffected 58 districts during the 2018/2019 rainy season as well as the 2019/2020 rainy season. BetweenApril 2019 and April 2020, 14,624.00 SAM children were treated (source Child Health Week Report -Ministry of Health) The USAID funded SUN TA project commenced implementation around June 2019 (6districts) and early 2020 (7 districts). Key interventions promoted include maternal and infant and youngchild feeding (IYCF) caring practices, Early initiation of breastfeeding, exclusive breast feeding (EBF);complementary feeding; systems strengthening for iron, folate and vitamin A supplementation includingdiarrheal treatment with ORS/Zinc Counseling, and Community level family planning (pregnancy spacing).The project also commenced nutrition sensitive interventions including Early childhood development,WASH, Agriculture and Livelihoods at district, sub-district, and community levels. Details on coverageswill be provided in the next report once their M&E system becomes functional. Some of the challengesencountered during the reporting period included delayed setting up of funding mechanism for the 17districts to be supported under the SUN 2 funded by 4 donors (FDCO, SIDA, EU and BMZ). The otherchallenge was onset of covid 19 implementation was stopped or scaled d in order to comply withpreventive measures put in by government. Major recommendations is to adopt information notes onNutrition and COVID shared by the SUN Global Secretariat as well other guidance from UN . This will heldto continue implementation of nutrition specific and nutrition sensitive interventions whilst adhering toCOVID 19 preventive measures. The other recomendation to SUN 2 donors and fund manager for them toexpedite funding options that can easily be put in place to avoid further delay in the implementation of theMCDP 2.

This activity isjointly implemented by the National Food and Nutrition Commission (NFNC), the Programme AgainstMalnutrition (PAM) , Mumbwa District Nutrition Coordinating Committee, and Mumbwa NutritionGroup in one Ward where the project is expected to reach 900 households. Programme implementation is based on a geographic division of labour among three lead partners across 36 districts: UNICEF (17 districts), USAID SUN TA (13 districts) and GIZ (6 districts). USAID SUN TA ($71 million) provides technical assistance to the NFNC and 13 districts in the development, implementation and monitoring and evaluation of a package of priority nutrition interventions, while UNICEF -- with support from DFID, EU, KFW, and Sida ($51 million) -- provide similar technical assistance in 17 districts. Based on MCDP II program guidance, lead partners -- SUN TA, UNICEF, GIZ and SNV -- collaborated on development of a pyramid of priority health, nutrition, WASH and agriculture interventions designed to reach 90% of SUN households across targeted districts. This pyramid offers lead partners guidance on the promoted evidence-based nutrition interventions, implementing line ministries, and service delivery platforms. Furthermore, USAID has requested SUN LE to support NFNC with the finalization of a Common Results Framework -- focusing on development of common indicators for monitoring nutrition impact -- and UNICEF (with funds from DFID, EU, Sida and KFW) will provide financial assistance to support development of a comprehensive Social and Behavior Change strategy that looks beyond individual behaviors to the structural, political and economic barriers that influence practice and adoption of promoted behaviors. The SBC strategy will inform adaptations to the National Nutrition Advocacy Strategy, particularly as related to structural issues and policy factors that can undermine positive nutrition behaviors. Overall, donors are not only providing significant financial resources toward SUN in Zambia, but also offering technical assistance and guidance in support of the NFNC and sub-national structures in the design, coordination, implementation, monitoring and evaluation of SUN interventions. In addition, USAID SUN Learning and Evaluation ($15.5 million) is responsible for evaluating performance of nutrition actions across the 30 districts support by SUN TA (USAID) and UNICEF (DfID, KFW, Sida, EU). Specifically, USAID SUN LE has conducted a baseline evaluation for 30 districts in 10 provinces, conducted data use workshops to translate baseline results into multi-sectoral work plans; and developed a learning agenda with NFNC to prioritize special studies and research to inform the design and adaptation of nutrition interventions. NFNC has advocated that new SUN partners be required to use the same baseline survey and methodology. SUN LE also supports NFNC in conducting performance assessments, which assess the institutional capacity of nutrition structures in Zambia (e.g., NFNC, DNCCs, etc.) to coordinate nutrition interventions. The assessments will serve as tool to assess the readiness of these structures to sustainably offer multi-sectoral nutrition services (with less engagement from donors and other partners). Donors have contributed to advocacy by developing a joint statement on The Food and Nutrition Bill, which submitted to Parliament. This statement aligns with advocacy points in the existing National Nutrition Advocacy Strategy and highlighted the need for greater engagement of the Office of the Vice President in oversight of and support for nutrition; increased investment in nutrition in the national budget; and greater harmonization among donors and other stakeholders to maximize finite resources and realize positive nutrition outcomes. Donors continue to advocate for the GRZ to name a permanent Executive Director of NFNC. (The position has remained vacant with an interim director for over two years.) Appointing this position would signal greater commitment from the GRZ toward stunting reduction and also provide the leadership required to proactively engage SUN donors.

Government: (I) Cabinet Office fast tracked presentation of the Food and Nutrition Bill toParliament while ; (II) the Special Committee of Permanent Secretaries on Nutrition continuedto influence line ministries improve on domestic investments to nutrition by allocating fundsto nutrition activities under their jurisdiction. United Nation SUN Network: Managed donorfunds and provided technical assistance during commencement and the roll out to 17 districtsunder SUN/MCDP 2 Donors Network (NCPs): FDCO, SIDA, USAID and BMZ/Kfw providedfinancial support through UNICEF, SUN TA , SUN LE and GIZ to reach 34 SUN/MCDP IIdistricts. Further SIDA financial support through WFP reached additional 3 districts fornutrition sensitive agriculture interventions while FDCO through SNV assisted with financialsupport for 3 more districts. CSO SUN held consultative meetings with Ministry of Justice andCabinet Office to lobby government to fast track submission of Food and Nutrition Bill toparliament. Further lobbied with Parliamentary Caucus for Nutrition as well as otherParliamentary Committees to support the Food and Nutrition B ill when presented for debate.The donor network - USAID financial support through SUN Learning and Evaluation (SUN LE)to conduct baseline surveys in 30 districts in contribution to evidence generation. FurtherGerman Federal Ministry for Economic Cooperation and Development (BMZ) and FDCO(formetly DFID) financed in other four districts through GIZ and SNV. Nutrition CooperatingPartners provided additional technical assistance to increase coverage for the healthy dietcampaign and to the SUN Business network to support the Good Food Logo initiative SUNGlobal Secretariat supported NFNC to access SUN Pool Funds for the pilot project onnutrition convergence centre. The country has seen increased recognition and commitment by Government including HighPolitical office and all SUN networks that malnutrition needs multisectoral effort to tackle.This is can be seen in the continued functioning of the multistakeholder platforms at nationaland sub-national level. During the period there has been improvement in investment tonutrition by Nutrition Cooperating Partners as well as the Government. This enhanced roll outof the SUN/MCDP to more districts (from 14 to 42) implementing nutrition specific andnutrition sensitive interventions. Government commitment to SUN has remained consistentand as such has directed MSP to roll out SUN to all the 115 districts in the country. There hasbeen increased awareness of key positive nutrition behaviours among target audience(especially rural households) in the 14 initial SUN districts. There has been increasedpartnerships with different communication players such as journalists, musicians and otherkey influencers such as traditional leaders. During the period the country has also notedincrease in partnership with the private sector through the SUN business Network whosemembership has continued to grow. Recent year we have observed increased demand fornutrition information and services from the general public

The Provincial and District Nutrition Coordinating Committees (PNCCs &DNCCs) have broughttogether key line ministries to deal with malnutrition as a cross cutting issues. These platforms havebeen accepted at provincial and district level and the model is being expanded even to otherprovinces and districts outside the SUN II support. The DNCC also provide reports to the DistrictDevelopment Coordinating Committee that oversee development agenda for the district. At subdistrict level in SUN/MCDP II districts they also have established Ward Nutrition CoordinatingCommittees (WNCC) that brings together frontline workers from key line ministries (education,health, agriculture, water and sanitation, and community development), traditional leadership andcommunity nutrition projects where they exist.  Final score: 4 In-country SUN Networks including Civil Society, Donor, UN, Business and Governmentcontinued to operate while the National Monitoring and Evaluation Technical Working group presidedover matters of evidence generation and dissemination. More District / Provincial Nutrition CoordinatingCommittees (DNCCs /PNCCs ) were established with commencement of MCDP 2 targeting all theprovinces of Zambia. District Nutrition Coordinating Committees increased from 31 to 46 as at April2020. At provincial level plans underway to establish the remaining 2 by mid 2020. The SpecialCommittee of Permanent Secretaries on Nutrition has been consistent in tracking progress including theimplementation of the 2018 commitments of ZMW400 worth of nutrition services per under five childper year; the enactment of the Food and Nutrition Bill; and other Food and Nutrition Policy measures.The National MSP only met once (16th July 2019) and at that meeting agreed to reorganise the way ofconducting its business so as to make the MSP effective. Guidelines for sub national nutritioncoordinating committees (provincial and district) were revised to broaden representation. In additionalcommunity level coordination structure and coordination mechanism has been developed and beingimplemented in 17 SUN/MCDP 2 districts to enhance coverage and convergence of interventions.. Donornetwork continued to expand membership and consistently held their monthly meetings. SBN heldquarterly meetings and membership has continued to rise especially among SMEs. CSO SUN Secretariatcontinued with advocacy and expanded their network by embracing the youth nutrition champions. Tosustain political commitment government has enshrined in the Food and Nutrition Bill establishment ofthe Food and Nutrition Coordinating Committee that will replace the Special Committee of PS onNutrition.

Other: OCOVID - 19 The global outbreak of the coronavirus disease (COVID-19) that wasidentified as a Global Public Health Emergency also did not spare Zambia when first

cases were recorded in March 2020. As the cases increased Government imposed lockdowns and mobilized support for humanitarian assistance. The assistance has been given

by various NGOs, UN Agencies, churches and individuals in various forms of includingmoney and food stuffs. Gassing : The gassing problem emerged in January 2020 in one ofthe towns of the Copperbelt Province (Chingola district) where unknown people started

spraying unknown chemicals in people’s homes. The gassing spread to all the parts of thecountry and resulted in social unrest where some individuals were killed and government

properties were destroyed. The gassing issue instilled fear, insecurity and uncertaintyamong the population. The long-term impact of the chemical with which people were

sprayed has not been established.

In the Pyramid gender equality and women empowerment,and social behaviour change and communication were identified as cross-cutting issues whichwill be integrated across all priority interventions.
