that enables comparison and

harmonization of educational

• A tool built by 11 referencing

criteria, a set of quality

assurance principles and

standards agreed upon by the

ASEAN member states and a

model that supports lifelong

learning and the mobility of

students, workers, and

• Established in 1995 when the 1992

• ASEAN University Network – Quality

Assurance (AUN-QA) manages quality

assurance of AUN

Article II, Section 17

The State shall give priority to education, science and technology,

arts, culture, and sports to foster patriotism and nationalism,

accelerate social progress, and promote total human liberation and

development.

Article XIV, Section 1

The State shall protect and promote the right of all citizens to quality

education at all levels and shall take appropriate steps to make such

education accessible to all.

Republic Act 7722

Higher Education Act of 1994

• Established the Commission on Higher Education (CHED) in 1994

• Gave CHED the authority to formulate and recommend plans, policies, priorities, and programs in higher education, and ensure that minimum standards for programs and institutions for higher learning are met through monitoring and performance evaluation

Philippine Qualifications

Framework (PQF)• Describes the levels of

educational qualifications and sets the standards for qualification outcomes

• National system for the development, recognition, award of qualifications based on standards of knowledge, skills, and values acquired in various methodologies by both the country’s learners and workers

• A collaborative effort of CHED, DepEd, TESDA, PRC, and DOLE

• Strengthening UP as the national university by performing its unique and distinctive leadership in higher education and development by leading in setting academic standards and initiating innovation in instruction, research, and development of faculty with various expertise and from different disciplines.

Republic Act 10650Open Distance Learning Act

• Passed in 2014 to expand educational services in the country

• Uses 2 different methodologies: Distance Education and

Open Learning

• UP Open University piloted the use of ODL in the Philippines

and has been mandated to assist in the institutionalization of

ODL in the country by providing leadership in the

development of ODL and in the appropriate use of

information and communications technology to support

quality tertiary education.

Republic Act 11448Transnational Higher Education Act

• Modernizes the higher education sector and brings in international quality standards and expertise to the country

• Enables the higher learning to be globally competitive by attracting pool of talented students, faculty, and researchers and consequently improving the human resource base of the country.

• CHED International Affairs Staff (IAS) is the authorized body to formulate a coherent national strategy to encourage and facilitate the establishment of the most effective forms of transnational higher education programs and institutions in the country.
