1.0 General statement about Station:
Rajasthan Atomic Power Station is located in Chittour garh district of Rajasthan. The
land mark near the station is Rawatbhata Via-Kota. The distance between Kota Station
to Rawatbhata is around 55 Kms. It is located at 55 KMs from Kota when travelled via
Bus/road.
As the existing Lift in Reactor Building has served for more than 35 years, Station has
decided to replace the existing Lift with new Lift with all essential safety features as
stipulated through standards.
2.0 Environmental condition at site:
Altitude from Sea Level : 1170 feet above mean sea level
Wind speed : 08-12 Km/h
General Ambient temperature : 6oC Minimum and 50oC Maximum
General Humidity level : 50% to 90%
Atmospheric pressure : 735 mm of Hg
The maximum temperature and relative humidity likely to occur simultaneously
are 40oC and 90% respectively
3.0 SCOPE OF SUPPLY / WORK / SERVICES:
3.1 This specification establishes the technical requirements of passenger cum
material handling lift having 1130 Kg or higher capacity exclusive of the weight
of the complete car, cable and ropes, fully automatic, push-button control with
a travel of 57’- 4” between floor levels 1168’-0” and 1225’-4”, provided 5
entrances at the front of the hoist way Lift with 5 floors operation for Rajasthan
Atomic Power Station-II.
This specification is intended to cover design, detailed engineering, material,
planning, scheduling, manufacture, conducting type test, special test and routine
test, inspection at works as per approved quality assurance plan, packing, supply
and transportation and delivery to site, dismantling and shifting of old existing
lift from location, finishing lift shaft, machine room and buffer spring
compartment to suit new lift, erection and installation of lift and its accessories
in reactor building, site load and any special performance testing,
commissioning, obtaining license as per the statutory requirement if applicable,
putting into successful load operation, guarantee, free servicing during the
committed guarantee period, extending service support throughout its life time.

The following materials are deemed to be included in the scope of supply:
(a) Elevator complete with all devices as are necessary to complete the
installation in accordance with the specification, which includes motors,
control panels and associated cabling etc.
(b) Complete wiring of all electrical equipment from the point of supply
(Provided by the Purchaser in the lift machine room) onwards required for
the safe and satisfactory operation of the lift as specified herein. The
Purchaser will provide 415 V, 3 Phase, 3 Wire and 240 V, Single phase A.C.
supplies at one point in the machine room.
(c) Installation and commissioning of the lift equipment complete with all
accessories and auxiliary equipment.
(d) The structure/lift shaft in which the lift will be installed is available with the
PURCHASER.
3.2 Scope of this contract includes dismantling, removal of the existing Lift and its
associated auxiliaries in complete from the location, shifting them to the
assigned location. After removal of the existing Lift and its accessories, any
change or modification required in the machine room, buffer spring
compartment, and on the entire Lift shaft from lowermost elevation to top most
elevation inclusive all the required civil works shall become part of this contract.

For stage inspection testing or final testing as per QAP, Contractor has to give
inspection call a minimum 3 days in advance for Purchaser’s inspection /
witnessing of tests.
5.0 Necessary tools, special tools, tackles required for dismantling the existing Lift
and installation and commissioning of new Lift shall be brought by the firm
except scaffolding materials which can be spared by purchaser / department.
6.0 Being decommissioning of existing Lift and installation and commissioning of
new Lift, the locations of the Lift with car room, machine room and buffer
spring compartment are already fixed, no major modification on civil structure
or room is allowed to perform. Hence the Lift and its accessories shall be
designed to suit with the existing room meeting the technical specification as
spelled out in Section CC-3 and CC-4. Hence the bidder shall visit the site and
collect all the engineering inputs required for manufacturing of Lifts to suit site
condition, work out factory modifications and to ensure retrofitting as per site
requirement. Still if any hindrances or modification requirement from
equipment dimension point of view should be clearly brought out in the offer.
After site visit by bidder, bid shall confirm retrofitting suitability.
7.0 Adequacy of machine room, buffer spring compartment and Lift shaft with the
existing layout shall be confirmed at the time of bid. The bidder shall come out
with a Lift dimensionally suitable for available structure and room sizes. Any
modification requirement from equipment dimension point of view in generally
not allowed but if the firm still feels modification is required, the same should
be clearly brought out and the required modification after approval shall be
performed by the bidder.
8.0 The qualifying testing as per section CC-5 shall be carried out. All type,
routine& acceptance test as per Section CC-5 shall be included in basic cost
of lift.
9.0 The scope of tender also includes submission of various end documents covered
in subsequent sections, analysis and calculation reports and design review in
consultation with PURCHASER. The documentation shall include all the
technical information as called in the referred IS / IEC / IEEE / National Safety
Standards, Factory act, Rajasthan lift act and rules regarding the Lifts. The
documentation and drawings shall be updated for “As built” information and
shall be matched with field details. O&M manuals, calculations, procedures and
test reports shall be part of “End Documentation”. The firm shall supply the
complete assembly drawing with detailed internal view, Power and control
drawings and wiring diagram and original license obtained from the license

issuing authority in soft and hard form. Over all general arrangement drawing
and control block diagram alone is not acceptable.
10.0 Any deviation to technical specification and tender condition shall be brought
out clearly and bidder shall not submit offer with modified scope, deviating
from specification.
11.0 Work that is not included in contractor’s scope of supply.
The following items shall be supplied and / or installed by the purchaser unless
otherwise specified.
1. Machine room and Lift shaft way including civil and structural work already
exist; hence no major civil or structural work needs to be executed. It may be
noted that the door side and left side of door is built concrete wall while the
remaining sides are structural steel with screen mesh.
2. Power and Lift shaft way lighting cables and two earth leads to lift machine
room, terminating to a main switch already exist.
3. The power supply for driving lift machines shall be 415, 3phase, 3 wire 50Hz
AC while for lighting it shall be 240V 1 Phase 50Hz AC. The lift supplier shall
indicate the system requirement, number and capacity of switches of the above
items.
4. Lift pit, clean dry water proofed, lighting and normal ventilation in the machine
room and lighting point in lift pit and middle of the hoist way.
12.0 After removal of the existing lift and accessories, minor civil or welding or
fitting or any other type of work which are required to perform to install the new
lift components and it accessories in the lift shaft, pit and lift machine room is
under the scope of the contract.
13.0 The installation shall be carried out as per IS 14665 Part 2 Section 1 in
conformity with the local lift act and rules of Local Corporation by laws and
any other statutory regulations enforced from time to time. It will be his
responsibility to get the completed installation inspected and passed by the
government lift Inspector.
14.0 The contractor shall at his own expanse arrange for safety provision as per the
statutory regulations, IS recommendations, regulation under factory act where
ever applicable and instruction issued from time to time in respect of all the
labors employed directly or indirectly by him or his sub-contractor if any for
the installation of the lift.

15.0 Immediately on being handed over the hoist way for his work, the contractor
shall provide suitable hoist way and machine room barriers, warning signs and
other safety measures. In case of default, the purchaser shall be at liberty to
make arrangements and provide the same at the risk and cost of the contractor.
The contractor shall also indemnify the purchase against clause for
compensation arising out of negligence in this regards.
16.0 The installation shall be carried out in conformity with local fire regulations and
rules there under wherever they are in force.
17.0 Prior approval shall be obtained by the CONTRACTOR from the
PURCHASER in case part of the work is proposed to be executed through Sub-
contacting. It shall be noted that, design, manufacturing assembly and testing at
factory shall be executed only by the lift manufacturer that is the bidder. Sub-
contracting in this regards is not allowed.
18.0 While giving commercial offer, the firm shall very clearly indicate the Annual
Maintenance charges which will be considered for tender evaluation, though the
AMC is effective from the date of expiry of the guarantee period. The AMC
charges shall be applicable for the next 5 years period, however separate
purchase order for AMC will be placed for the subsequent years after the
guarantee period. Further renewal will be based on mutual agreement.

Applicable codes, standards and specification
1.0 The design, material, construction, manufacture, inspection, testing and
performance of Lift and its accessories shall comply with the latest editions
(including amendments thereto) of all currently applicable standards,
statutes, regulations and safety codes in the locality where the equipment will
be installed (In this case it is Rajasthan). Nothing in this specification shall be
construed to relieve the CONTRACTOR of his responsibility. This
specification may contain references to older versions of IEC / IEEE / IS /
Factories Act Section 28 and 29 / Tamil Nadu Lift rules and Act but since all
standards are subject to revision, bidder shall offer equipment applying the latest
revision of the standards, Act and rules.
2.0 In the event of any conflict between the requirements of the codes /
standards and this specification, the more stringent of the two shall govern.
3.0 Prior approval shall be obtained by the CONTRACTOR from the
PURCHASER regarding make and type of items as well as make and type of
components, instruments and subcontracted items (if any) included in this
scope but not covered in the Lift data sheets under Section-CC-3.
4.0 Other National Standards are acceptable if they are established to be equal
to or superior to the listed standards. In all such cases, however, copies of
English translation of such National Standards shall be attached to the tender.
The tenders not complying with this requirement are liable for rejection.

5.1 All electrical works involved shall be carried out in accordance with the
provisions of Indian Electricity Act and the latest provisions of the Indian
Electricity Rules.

EQUIPMENT CONSTRUCTION AND DESIGN DETAILS
1.0 DESIGN REQUIREMENTS
1.1 General
It is not the intent to bring all design features required for the complete lift
manufacturing. In general, all components in the Lift shall be designed to meet the
requirement given in all parts and sections of IS 14665 and other IS as indicated in
Section CC-2
Unless inconsistent with this Specification, the Supplier’s standard or usual
construction is desired. The equipment shall be capable of safe, proper and
continuous operation.
The lift well structure along with elevations of different landing openings, machine
room and pit dimensions are as existing at site as where at present. The tentative
dimensional details are given below. The supplier shall make to fit for this shaft
only. For actual dimension refer the drawings indicated in CC-10 Annexure A.
M/s OTIS, Lift manufactured in late 1970s with 3 phase squirrel cage
induction motor, gear box drive unit & control panel located at 1244’-3”
elevation, 1130Kgs capacity passenger cum material transport, 5 floor travel
Lift with car platform size 5’- 4” x 7’ is existing. The supplier shall inspect the
existing location and quote accordingly. It may not be feasibly to visit 1225’,
1168’, and machine room due to plant operational condition.
All car components of the lift shall be fabricated out of suitable material other than
wood, plastic or synthetic materials. Wooden material is strictly not acceptable.
Any bought out items or imported items shall be clearly specified in the offer.

1.2 Buffers:
The design of the buffer shall meet all the requirements given in IS 14665 Part No.
4 section 1. The offer shall indicate the type of buffer provided that is energy
dissipation type or energy accumulation type. In either case oil Buffer is not
preferred.
1.3 Lift guide rails and guide shoes
Counter weight guide rails, Guide rail supports, brackets, fasteners, and guide shoes
shall comply with the specification IS 14665 Part 4 section 2. While erection,
sufficient reinforcement shall be done on the side wall of the car well to ensure and
provide adequate support for the guide rails. The offer shall clearly indicate whether
the Lift will be provided with roller type or sliding type guide shoes. It shall be
either cast iron or brass only. Lift layout drawing shall clearly indicate the bracket
spacing, maximum vertical forces on the guide rails on the application of safety
device.
Guide rails of the car and counter weight shall be securely fastened to the hoist way
framing. Car top and counter weight frames shall be provided with suitable
lubricating system. The guide rails of the lift shall be fastened to the shaft way
framework and concrete inserts at 3 to 5 meters intervals. Adequate packing shall
be supplied by the Supplier. Suitable embodiments for anchoring the guide rails
shall be supplied by the Supplier well in time.
Automatically lubricated adjustable cast iron type guide shoes to suit the guide rails
shall be provided at the bottom and upper ends of the cage and counter weight.
1.4 Counter weights
Counter weight shall have a means to retain the counter weight sections in place
without displacement. The factor of safety for the steel frame member to retain
counter weight and the rod shall be greater than 5
1.5 Lift Car frame:
Structural car frame shall be composed of interconnecting cross head, upright and
plank members to support the car platform and car, shall have suitable facility to

attach guide rails, shoes and shaves. By design, it shall be ensured that the tension
in the suspension rope does not develop direct tension on the joint members such
as bolt, rivet, weldments. Cast iron shall not be used in any parts of car frame which
are subjected to tension, torsion, or bending except guiding supports, guide shoes
and anchorages. All specification of the car frame assembly shall confirms to IS
14665 Part 4 section 3
1.6.1 Lift Car
Size of car platform shall be such that it accommodate in existing shaft size. The
platform shall consist of a structural steel frame covered with stainless sheet steel
on the underside. Car floor surface shall be flat and non-slip surface.
Car platform shall be framed construction designed for the rated load evenly
distributed. Being goods car, platform shall be designed to suit loading from any
position and the minimum factor of safety shall be 5 with steel structure.
Car enclosure, door, and their tracks shall follow IS 14665 part 4 section 3.
Top of the car shall be designed to support the weight of minimum three persons in
addition to the components installed by the manufacturer as part of design.
Being passenger cum goods lift category, the car shall be enclosed on all sides by
means of industrial grade stainless sheet steel panel not lighter than 14 SWG/ 2mm
thick. They shall be smooth and free of defects. The panel shall be in one piece
vertically from floor to top, securely bolted together or to adjoining members with
formed, light proof joints, and suitably reinforced to provide proper rigidity.
Projected part internal to the car cable is not permitted.
Most of the time, the lift will be used for handling materials, the car cabin and doors
shall be rugged by design, sufficiently stiff enough to withstand impacts from all
sides during material handling.
Hand rail and kick plate of stainless steel construction shall be provided. An
approved recessed cabinet with provision for keeping a telephone shall be provided.
The telephone cabinet shall be flush finished in car. Suitable hangings and

mounting fixtures shall be provided by the supplier to protect the walls during
installation and when the car is being used to handle freight.
Car shall be fitted with light fitting which shall be left glowing during the whole
time the lift is available for use.
Being car with solid enclosure and door, it shall be provided with emergency light
and alarm.
1.7 Suspension:
The diameter of the rope for suspension shall confirm to IS 2365 and IS 14665 Part
4 Sec 3
1.8 Shaves and Pulleys:
Shaves and pulleys shall be made of wear resistance cast iron, free from cracks,
blow holes and other injury defects. They shall have machined grooves for wire
rope. It shall be sufficiently thick enough to provide for future wear throughout its
life time. The size and diameter of the shaves and pulleys shall confirm to the
specification indicated in IS 14665 Part 4 section 3
1.9 Safety gear and governors
Lift shall be provided with safety gear, capable of stopping the car while carrying
rated load at the tripping speed of over speed governor even when its suspension
device fails or breaks. It shall be passive by design.
The car safety gear shall be operated by a centrifugal speed governor located at the
top of the hoist way in the machine room. In general Safety gear and over speed
governor design, clearances and setting shall confirm to the recommendation in IS
14665 part 4 section 4.
1.10 Retiring cam
The design and construction shall confirms to IS 14665 Part 4 section 5
1.11 Lift doors, interlocks and contacts.

All the doors provided on the lift shall have the mechanical and electrical interlocks
as indicated in IS 14665 part 4 section 6
1.12 Car Doors
It shall be noted that by original design, the car shaft is designed and dimensioned
to accommodate vertical sliding doors. Still on both sides of the door, some space
(350 to 380mm) is available to accommodate the horizontal driven doors also.
Hence Centre opening, a horizontal sliding, hollow-metal stainless steel door with
vision panel is preferred provided the supplier ensures the car shaft is adequate to
meet the space requirement for the design. The doors shall have automatic opening
and closing feature. Butting face of both the doors shall be provided with buffers
and have a clear opening of Min 3’-8’ wide and 6’-9’ high when full open. The
doors may be provided with automatic door drive mechanisms. Electronic Infra-
red sensor for sensing movement of the person between the doors is not
preferred. All electronic components used to control the Lift car shall be able to
perform their normal function in an ambient temperature of 50 Deg C. There shall
be a facility to keep the door remain open for loading unloading of the materials by
providing stay put switches on car cabin.
1.13 Landing Doors
It shall be noted that by original design, the car shaft is designed and dimensioned
to accommodate vertical sliding doors. Centre opening, horizontal sliding, hollow-
metal stainless steel doors with vision panels at each landing shall be provided. The
doors shall have manual opening and closing feature in association with car doors.
Doors shall be provided with rubber buffers and have a clear opening of min 3’-8”
wide and 6’-9’’ high when full open. Car will open in front only. There shall be a
facility to keep the landing door remain open for loading unloading of the materials
by providing stay put switches on car cabin.
If existing dimension does not support to design horizontal door type, Collapsible
landing door also can be considered provided they meet all safety requirement
indicated in IS 14665 Part 4 section 6
Both landing and car door shall be provided with adequate number of sturdy and
rugged electrical contacts and interlocks as specified in IS 14665 Part 4 Section 6

1.14 Lift Machines and brakes
Friction gearing, belt, chain, clutch or chain driven mechanism are not allowed for
connecting the main driving gear to the traction shaves. Break shall be provided to
prevent rotation of lift motor so as to prevent drive to the lift car when no power
supply to the lift motor. Break design and specification shall confirm to the
requirement given in IS 14665 Part 4 section 7
1.15 Lift wire rope
Wire rope shall confirm to IS 2365 and its dimension, strength, construction shall
meet the specification given in IS 14665 Part 4 Section 8. More than 2 independent
wire ropes shall be used for cage and counter weight with traction drive and each
of the drum drives and wire ropes shall be fixed independently to cage and counter
weight. Factor of safety for normal working shall be taken as 10.
1.16 Drive Motor
The offered three phase induction motor shall have class-F insulation or still higher
class, confirming to latest revision of IS-325 and IS 8151, suitable to operate on
415V ± 10%, 50 Hz ± 5%.

1.17 Controller and operating device
The stopping and starting of lift machine or main circuit shall be controlled as
specified in IS 14665 Part 4 Section 9.
1.18 Protection and Safety
All protective and safety devices as per relevant Indian Standards IS 14665 shall be
provided. Certain specific requirements are:

Spring type buffers.
Instantaneous type safety device.
Emergency loud-toned alarm to be installed outside the lift well at
1188’ elevation and connected to the designated push button in the car
Emergency light in the car wired to a self-contained battery charger unit
which shall be so arranged such that in case of AC lighting failure, the
emergency light comes on automatically. The emergency light unit
shall be kept in the suitably flush mounted cabin on the car in a suitable
location so that it can be easily tested and serviced.
Provision shall be made in the car for a telephone which will be supplied
by the Purchaser.
Emergency Automatic Rescue Device to bring Lift to nearest floor in
case power failure but not to 1168’ and 1225’- 4” elevation. On
resumption of power supply to the Lift control panel, the circuit shall
get reset and the Lift shall reach the floor designated as 1188’. Sizing
calculation for Battery used for ARD shall be submitted for review and
approval.
Alarm facility if lift load exceeded its rated capacity.
1.19 Lift Control and Operation
1.19.1 Attendant operation
For facility of attendant operation, call indicator for up and down travel shall also
be provided in the car. Each intermediate landing shall be provided with one UP
and DOWN buttons while each terminal landing shall have only one appropriate
button. UP and DOWN signal lanterns shall be provided at each landing. These
signal lanterns shall glow in advance of the arrival of the car to show waiting
passengers in which direction the car is traveling. When the lift is passenger
operated, the landing button shall be used for automatically bring the car to any
desired landing. When the lift is under attendant control, the landing button shall
work on the call indicator in the car to signal the operator. This change over of
function shall be effected through the changeover switch in the car.

1.19.2 Position indicator and logics
Car position indicators shall be provided in the car as well as at each landing with
a number of LED type lamp cells, each LED type lamp cell for one landing. This
LED type lamp shall glow when the car is at any landing and shall continue to glow
until it reaches the next landing. Travel direction indicator shall be provided in the
car to show the direction in which the lift is traveling or is about to travel in response
to registered calls.
It shall not be possible to operate the lift unless the car and landing doors are locked
in closed position. When the lift is in operation it shall not be possible to open the
lift car and landing doors.
Heavy duty Feather touch Micro Push button covered with stainless steel face plate
shall be provided for both car and for landing doors.
1.19.3 Nudging
Nudging feature shall be provided when the car is under full automatic operation.
Nudging shall be initiated if the doors are held open for a pre-determined time by
the constant interruption of the door protective device or the continuous pressure
on the door open button. When nudging is initiated, a buzzer shall sound and the
doors shall move with reduced speed until fully closed. However this function will
be overridden if stay put switch for car door remains in open position.
1.19.4 Wiring
All wires and cables used for power and control shall confirm to IS 4289 Part 1 and
2. The wires and cables required for the complete installation with all accessories,
such as conduits, clamps, brackets, etc. shall be under the scope of the supplier.
This includes the wiring from the point of supply for lift drives, controls, indicators,
trailing cables and other internal wiring to the car. Separate imported flat trailing
cables for the alarm and telephone circuits shall be furnished. The alarm device
with a lamp indicator shall be mounted at a suitable location outside the lift well
for distinct audibility.
All wirings shall confirm to the IS 4289 Part 1 and 2 and shall run in the galvanized
conduits and flexible conduits can also be used where ever it is essential..

Each terminal block shall be one piece molded, barrier type, 650 / 1100 V grade
complete with identification strip. Each terminal shall have adequate continuous
current rating. Each terminal shall have only one wire terminated on it. Wherever
shorting links are required it shall be of SS link with suitable current rating.
The trailing cable for telephone shall be to the Purchaser’s approval to suit the type
of telephone installation.
1.19.6 Control Panels
The control panels shall be of sheet metal cubicle having hinged doors at the front
and rear side and these shall confirm to IP 65 design. The internal wiring of the
panel shall be terminated at a suitable terminal board mounted inside the cubicle
and marked with terminal numbers.
1.20 Earthing
The equipment supplied shall be earthed with the following arrangement as per
provisions of Indian Electricity Rules.
i) For equipment grounding, the following sizes of stranded soft drawn tinned
copper conductor shall be used. The grounding pads and clamps provided
shall be suitable for these conductors.
Machines of rating 20 KW to 75 KW - 2/0 AWG conductors
Machines of rating 7.5 KW to 20 KW - 35 mm2 conductor
Machines of rating below 7.5 KW - 10 mm2 conductor
Control Panel - 2/0 AWG conductors
ii) Two independent grounding pads at appropriate ends shall be provided on
the frame of motors, winding machine, the frame of the control panels etc.
iii) The exposed metal parts of electrical apparatus installed on a lift car shall
be sufficiently bonded and earthed.
iv) One side of the secondary winding of all control transformers and their
cases shall be earthed.
v) Flexible and screwed conduits shall be properly earthed.

LED Lighting fixtures of approved type and quality shall be provided in the car to
provide adequate lighting in the car. The light shall be controlled by toggle switch
provided on the operating device panel.
The power supply to the lift car should be derived from a separate circuit which is
independent of power supply to lift motor main controls and this light shall be
controlled by an independent MCB. Switch fuse unit of adequate rating fixed at
1188’ elevation along with controller.
In addition Battery operated emergency light shall be provided in car for use during
emergency as indicated in Sl No 1.18 of this section
1.22 Ventilation
Ventilation fan of reputed manufacture subject to approval of supplier of adequate
size with decorative and protective grill shall be provided in the center of the car
ceiling.
1.23 Telephone
Provision shall be made in the car for a telephone which will be supplied by the
Purchaser. The Supplier shall supply and install the telephone trailing cables and
fixed wiring such that it is connected to the telephone outlet box which is located
in the machine room. The telephone mounting cabin in the car shall be flush
mounted without any projection or projection
1.24 Nameplate
A nameplate shall be fitted in the lift car, machine room as well on the control panel
to indicate the rated capacity of the lift and other essential details.
1.25 Painting
All steel parts shall have a coat of red oxide primer and all bright parts shall be
given a coat of rust preventive solution before dispatch. The finish paint, the type
and color of which shall require the Purchaser’s approval shall be applied by the
contractor after completion of erection.
2.0 Specific Special requirement’s

1.0 The elevations in RB-2 are divided as following,
1. 1168’ elevation – Access is permitted during unit shutdown time only
(basement for the existing Lift)
2. 1188’ elevation - Access is permitted at all time.
3. 1200’ elevation - Access is permitted at all time.
4. 1212’ elevation - Access is permitted at all time.
5. 1225’- 4” elevation – Access is permitted during unit shut down time
only.
The display for each landing shall be as indicated above
2.0 Though the 1168’elevation is the basement by location, the 1188’ elevation shall
be taken as the base elevation for Lift logic control design. Whatever may the
location of the car, on getting the power supply to the Lift, it shall get reset from
1188’ elevation and shall not go to 1168’ elevation.
3.0 Normal operation of the Lift will be between 1212’, 1200’ and 1188’ only. Lift car
shall reach the 1168’elevation and 1225’elevation on call only in attendant mode /
Administrative control mode through a selection switch called lockable access
control switch to be mounted on the car control pendent. Access control switch
shall be supplied by the bidder. The supplier shall provide facility in control cabin
of car to install this access control switch and shall be wired in control logic
requirement.
4.0 In case of power supply failure, the car shall come to 1188’ elevation (or) 1200’
elevation (or) 1212’ elevation by the operation of Automatic rescue device which
ever is nearby and remain in the same location. The logic shall be built such that, It
will never go to 1168’ or 1225’- 4” Elevation on loss of power supply.
5.0 In view of controlled access to Machine room only gear box / mechanical drive
units shall be located in machine room. The main control unit shall be located at
the designated place in 1188’ elevation. The power supply cable to motor, limit
switches, over speed trip device shall run from machine room to control panel
located at 1188’ elevation.

6.0 The Automatic rescue device along with its associated battery unit of automatic
rescue device shall be positioned at 1188’ elevation along with Lift control panel.
The logic to be built for ARD operation is as follows
When the lift car is between 1188’ to 1200’, if mains power supply is lost, the ARD
can drive the lift car to the nearby elevation.
When the lift car is between 1200’ to 1212’, if Mains power supply is lost, the ARD
shall drive the lift car to 1200’ irrespective of distance to be travelled.
When the lift car is between 1188’ to 1168’, if Mains power supply is lost, the ARD
shall drive the lift car to 1188’ irrespective of distance to be travelled.
7.0 Leveling device shall be two way, automatic and maintaining type having highest
possible accuracy.
8.0 The car shall be provided with a push button station, comprising buttons for each
landing, one button for holding the car and landing doors open and one button for
emergency alarm. In addition there shall be a stay put switch to keep the doors
remain open for uploading or unloading of materials.
9.0 Switches for car light, car fan, for change over to passenger and attendant operation,
Access control switch and for emergency stop shall be provided in the car.
10.0 There shall be an independent limit switches whenever the car crosses 1188’ towards
1168’ or 1212’ towards 1225’-4”, to generate indication & alarm to control room
11.0 At 1168’ elevation and 1225’-4” elevation there are two sealing doors with position
sensing limit switches apart from car door and landing door. They are used to isolate
the car shaft from 1168’ equipment room and 1225-4”’ equipment room and
normally remain closed. The limit switch used in these doors will be interlocked
with lift operation such that if these doors remain open, the lift will not be
operable.
12.0 In the event of lift car getting struck in between floors / failure of lift operation,
provision shall be given for remote alarm to customers control room through a
potential free contacts. During this, one more audible alarm shall be provided

outside the lift at 1188’ elevation to alert nearby personnel to rescue the trapped
people in the car.
13.0 In the event of manually operable lift car doors or in attendant mode, when the doors
are not fully closed, shall give audible alarm indicating “Please close the doors”
3.0 SPECIAL TOOLS
The Supplier shall supply a complete set of all the necessary special tools and tackle
which will be convenient in operation, maintenance, overhauling or complete
replacement of any of the equipment provided under this specification. Price of
required special tools shall be included in main lift supply item.
4.0 SPARE PARTS
The Supplier shall submit a complete list of spare parts recommended by the
manufacturer for five (5) year continuous operation with item wise prices. The
spares shall include the following items.
1. One set of control circuit board including Alarm boards, Mother board-1, relay
Board.
2. VVVF control unit for main drive
3. VVVF control unit for car door drive
4. Various contactors and relays each 1 No
5. Power and Control MCB each 1 No
6. Lamp indicators- 100%
7. Fuses - 100%
8. Recommended lubrication oil for gears.
9. Automatic rescue device circuit spares.
10. Recommended rubber chords / belts for automatic car door and landing door
opening mechanism.
11. Car door, landing door close sensing limit switch assembly.

As part of the proposal, the CONTRACTOR shall furnish the following drawings
and data for scrutiny.
a) General arrangement drawing of Lift with overall dimension
b) Schematic power and control wiring diagram for lift drive, car drive and
automatic rescue device
c) Bill of material listing equipment designation, make, type, ratings of the various
equipment mounted on the Lift.
d) Duly filled up guaranteed technical particulars
e) Deviation from specification if any
6.0 TESTS & TEST REPORTS Type, Acceptance, routine tests test for all supply equipment’s / component parts
will be subjected to QAP as detailed and shall be carried out as per the relevant
standards for the respective equipment. These test reports and available type test
reports shall be submitted to the PURCHASER before dispatch of the equipment.
7.0 TRANSPORTATION
The Contractor shall be responsible to select and verify the route, mode of
transportation and make all necessary arrangement with the appropriate authorities
for the transportation of the equipment as detailed in Annexure –A of Section CC-
10
8.0 PACKAGING AND DELIVERY
8.1 Packaging
All equipment’s should be so packed as not to suffer deterioration, damage or
breakage during shipment. Each package shall be properly labeled to indicate the
type and the quantity of material it contains, purchase order number, dimension,
weight and any other necessary data to identify the equipment and relate to contract.
Contractor shall not ship the material without prior approval of the purchaser or his
authorized representative and subsequent instructions to do so.
8.2 Delivery destination:
Complete instructions relating to shipping and documentation will be furnished in
the purchase order. However, it may be noted that the Lift shall be dispatched to
Rajasthan Atomic Power Station at Rawatbhata, Anushakti.
The site of Rajasthan Atomic Power Station referred as RAPS is located at
Rawatbhata, 55 km away from Kota, Rajasthan.

8.3 Delivery period:

1.0 TESTS AT MANUFACTURER’S WORKS
1.1 The routine tests, acceptance tests, special tests and type tests are covered in this
section. Inspections and tests at raw material stage, semi-finished or module level are
detailed in the typical QAP given in section CC-6.
1.2 All the equipment’s offered should have been successfully type tested as per the
relevant standards, amended up to date. In case the equipment of the type and design
offered has already been typed tested, bidder shall furnish type test reports before
proceeding with manufacture. Type tests must not have been conducted earlier than
five years from the date of opening of bids. In case the type tests were conducted
earlier than five years, such type tests shall be repeated or carried out by the successful
bidder free of cost before commencement of supply. The undertaking to this effect
shall be furnished along with the offer without which the offer shall be liable for
rejection. As a part of technical offer, bidder shall include a tabulation detailing
various type tests on each type of equipment along with applicable type test certificate
number, details of the equipment subjected to type test, place of testing and final
results.
1.3 ROUTINE & ACCEPTANCE TESTS
All functional check for controllers and control panel shall be done.
1.4 TEST CERTIFICATES
All routine and type test certificates including test records, performance curves, etc.
shall be supplied according to the distribution schedule. All the tests shall be carried
out in accordance with the provisions of this contract

DISMANTLING, ERECTION, INSTALLATION, COMMISSIONING AND
TESTS AT SITE
The scope of this section covers the details for Receipt & Storage, Dismantling and
shifting of existing Lift and its components, Erection, installation, Pre-commissioning
checks and tests to be done at site on the Lift and its accessories in the Section CC-3
and Licensing to the Lift to taken into service.
The CONTRACTOR shall carry out a detailed inspection and testing programme for
field activities covering areas right from the receipt of material stage up to
commissioning stage. An indicative programme for such activities as envisaged by the
Employer is given below. However, it is CONTRACTOR's responsibility to draw up
and carry out such a programme duly approved by the Employer.
1.0 Receipt and Storage Checks
The Lift and its accessories shall be duly receipt at site and stored by adopting
proper preservation method till erection work is taken-up. The CONTRACTOR
shall ensure following points for safe receipt and storage of equipment:
1.1 Check and record condition of each package, visible parts of the Lift and its
components for any damage.
1.2 If equipment is received in good physical condition with no visible damage
during transportation, ensure its safe storage.
1.3 Carry out basic healthiness checks on equipment during storage.
2.0 Preliminary requirement to work at site:
Rajasthan Atomic Power Station (RAPS) is an ISO, EMS and OHSMS (IMS)
qualified organisation, hence all works to be executed within the premises of
RAPS shall comply with the requirements of all the above standards. It shall be
noted that all work with respect to dismantling of existing Lift, erection,
installation and commissioning and testing of the new Lift can be executed only
when unit is under shutdown. No work inside the reactor building will be
allowed when unit is in operation.
Being nuclear installation and since the work needs to be performed inside the
reactor building (When unit is under Shut sown) all persons who will be
employed by the firm including sub-contractor (if given) shall undergo class
room training for one or two days on industrial safety and orange qualification
program. The training will be given by Nuclear Training Centre at RAPS.
Person without undergoing this training will not be allowed to work under this
contract. All people working under this contract shall follow the industrial and
nuclear safety instruction given by the engineer in charge throughout the job. It
shall be noted that no certificate will be issues to the individual or to the contract
firm on completion of the training.

During execution of work, in case of contamination of the personal body they
shall follow the instruction given by Engineer in charge and station health
physicist to de-contaminate to the level acceptable to department.
Similarly during execution of work, all the tools and tackles used shall be
verified for contamination time to time and in case of contamination, they shall
not be taken out of plant without de-contamination to the level well below the
acceptable level to department. The de-contamination shall be performed by the
contractor under the instruction and supervision of department. In case, the level
of contamination is above the permitted level even after decontamination, those
items will not be permitted / allowed to take out of RAPS premises. Every day
the individuals shall submit bioassay sample as per the station instruction. After
completion of all the activities all person involved in execution of work shall
undergo Whole body counting as part of radiation protection program as per the
station guidelines Any violation to follow radiation safety instruction will attract
penalty as per station guidelines.
As per the industrial safety regulation safety shoe is mandatory to enter into the
RAPS premise. Contractor shall ensure that all his employees are provided with
safety shoes. After entering in to Operating Island in RAPS, helmet is mandatory
to work in all the equipment areas. Helmets will be provided by the department
and the same shall be preserved by the contractor till all their activities are
completed and the helmets shall be returned back to department in healthy
condition, failing which will invite penalty to the extent of 5 times the cost of
the issued helmet. Housekeeping shall be practices on day to day basis
throughout the job. In addition, any violation to follow industrial safety
instruction will attract penalty as per station guidelines.
3.0 Dismantling of existing Lift:
The existing M/s OTIS make, Lift manufactured in late 1970s with 3 phase
squirrel cage induction motor, gear box drive unit and DOL drive located at
1244’-4” elevation, 1130Kgs capacity passenger cum material transport, 5 floor
travel Lift whose car platform size 5’-4” x 7’ shall be completely dismantled
from car room that is from lift shaft and machine room and shifted to the
location as designated by Engineer In charge. Rope guide, counter weight and
its guide, buffer springs shall also be removed from lift well or shaft shall be
removed and shifted to the designated location. For removal of these
components, the required welding grinding and cutting machineries, tools and
tackles and handling equipment’s shall be under the scope of the contractor.
Any minor modification with respect to civil structure, support structure or on
any other structure in either lift shaft or in lift pit or in lift machine room shall

be performed by the contractor after taking concurrence from engineer in
charge. In case of requirement of major modification on civil structure, the same
shall be reviewed by the engineering department of the supplier on his own cost,
and shall be performed by the contractor after submission of drawing for review
and approval. Hence all the modification that is to be performed at site on civil
or other structures or members shall be forethought and absorbed on the basic
cost of the lift.
4.0 Erection checks
The Lift and their accessories shall be shifted to their designated location in
reactor building. The CONTRACTOR shall ensure following points for the
erection of equipment:
4.1 Physical inspection of equipment after transportation up to Reactor building
4.2 Install the Lift and its accessories in lift pit, lift shaft, machine room and at the
location designated to install drive panels and ARD equipment’s, as per erection
plan and construction drawing of the lift
4.3 Establish power and control cable connection as per the cable schedule
4.4 Install access control switch block in Car control panel and do wiring as per
station requirement.
4.5 Establish interlock wiring between Lift control and limit switch mounted on the
sealing doors exist in 1168’ elevation and 1225’-4” elevation
5.0 Commissioning checks
1 After assembly and erection at site, the lift shall be tested at site before it is
put into normal services.
The lift shall pass the following tests as per IS-14665 Part 3, Section 1 which
is carried out at site before putting it in normal service. Necessary tests load
and instruments shall be provided by the manufacturer.
Electric power at one point at declared voltage required for adjusting and
testing shall be supplied by the PURCHASER.
a) Insulation resistance test.
b) Test to determine that the earthing of all conduit, switch casing and similar
metal work is continuous and of low resistance.
c) Functional checks for motors, brakes, door locking devices, limit switches,
control devices, fire man switch and access control inter locks & remote
indication and annunciation function checks for RB elevators.
d) Tests to determine that the lift car raises and lowers at rated load.

e) Tests to determine that the lift car achieves the contract speed.
f) Test to determine that the safety gear stops the lift car with rated load.
6.0 Arranging for lift inspection as per IS 14665 Part No. 5 by Inspector
7.0 The reports of these tests shall be submitted to the Purchaser before the
completed installation is accepted.
8.0 The supplier shall have to obtain necessary clearance from the lift inspector &
Fire brigade Authorities (If applicable) after the complete installation. As
already mentioned, it will be the responsibility of the contract to get the
installation inspected and passed by government Inspector for lift. Any
modification suggested by the inspector of lift shall be attended / implemented
by the lift supplier at no extra cost to the department immediately without any
time delay
Note: Clearance by the lift inspector if applicable shall be taken as final completion
date for the work

SCOPE OF WORK FOR TRANSPORTATION
RAJASTHAN ATOMIC POWER STATION DATA
The site of Rajasthan Atomic Power Station ( Here in after refer to as RR Site) is located at
Rawatbhata, Near Kota, Rajasthan about 55 km by road from Kota, 130 km by road from Chittour
garh Rajasthan. The site is on the North India.
Scope of Transportation Activity:
1.0 Transportation Activity from Manufacture end:-
a. Packing, covering, Loading, lacing & safe transportation of Lift, its accessories and spares
from factory premises to RAPS, Anushakti (Rawatbhata, Rajasthan site).
b. Unloading and shifting of Lift along with its accessories to the specified location at RAPS-
2, Anushakti (Rawatbhata Rajasthan site).
c. Other transportation requirements are already detailed in General Contract Conditions
2.0 Transportation Terms & Conditions:-
1 The transportation activities shall be carried out through specialized agencies that are
well equipped with necessary equipment’s and have the experience of similar types of
jobs.
2 All the jobs shall be carried out as per approved quality plan. In case any additional
requirement other than specified, Contractor has to arrange the same at his own cost.
3. Only brief details of transportation have been given above. It is not possible to specify
each & every activity in detail. For ensuring satisfactory performance, in case any
additional activity is required, same is to be performed by the contractor at his own cost.
4. The Transport contractor shall arrange permissions from all concerned central/state govt.
authorities such as PWD, Railways, Electricity boards, R.T.O. Forest, Municipality,
Home department, Police etc. for transportation of the consignment from both sides
before the consignment is moved out to ensure safe and trouble free transportation up to
the required destination. All the expenses incurred to obtain such permission, if any,
shall be borne by the contractor. However, necessary letter for obtaining such
permission, if any, from respective authorities, will be issued by NPCIL. The contractor
shall submit Xerox copies of all applications, which he has applied to different agencies
for obtaining the permission.
5 The transportation from Manufacturer’s premises to RAPS, Rawatbhata, Rajasthan Site
will be at Carrier’s risk without transshipment en-route. However, in case of any

emergency or unforeseen situations consignment can be shifted from one carrier to
another with approval of Lift manufacturer (in this case Contractor). Transport
contractor should be able to do all these on his own and no departmental assistance in
terms of man and material will be provided by RAPS. The contractor should arrange
even the lifting equipment like crane etc. No additional charges will be given.
6 All drivers should possess valid driving license and all documents of the vehicles such
as R.T.O. passing certificate, registration book, tax book etc. shall be current and valid.
7. The contractor shall also adhere to the safety aspects with regard to the consignment
movement as covered under relevant prevalent Motor vehicle Act.
8. RAPS shall not be responsible for payment of any compensation to the contractor for
injuries / accident to their manpower suffered during the performance of the contract or
damage to vehicle and other material under any circumstances whatsoever.
9. Contractor shall make all necessary arrangements to load / unload the lift and its
accessories. At RAPS, NPCIL will provide Forklift required for this purpose, free of
cost, if required.
11. The contractor shall be responsible for all losses including non-delivery, theft, pilferage,
damage due to any cause whatsoever from the time he receives the consignment and
during the period it is held by him till the consignment is safely delivered to the
consignee.
13. Certification of transport equipment: The contractor shall provide all relevant
documents/ certificates for the equipment being used by him to transport above
consignments to ensure good health of equipment and validity of equipment i.e. Trailers
/ Crane etc. However decision of the NPCIL about suitability of the transport equipment
will be final.
14. The Corporation will not be responsible for payment of any compensation to the
contractor for any injuries to his employees / agents which they may suffer during the
performance of the contract or damage to the vehicle, under any circumstances
whatsoever.
15. The contractor shall be in close liaison during the entire operation i.e. from the time of
loading the consignment till the time of unloading and safe delivery of the consignment
at above indicated destinations.
3.0 LIABILITIES OF CONTRACTOR REGARDING LOSSES / DAMAGES

diligence and shall be responsible to pay due compensation towards any losses / damage that
NPCIL might suffer in consequence of the negligence of his employees and /or agents.
4.0 TRANSIT INSURANCE/WC INSURANCE:
4.1 Necessary transit insurance cover shall be arranged by the contractor for shipment of Lift from
manufacturer’s premises to NPCIL / RAPS, Anushakti (Rawatbhata, Rajasthan Site). The
contractor shall be fully responsible for all the losses including non- delivery, theft, pilferage,
damage due to any cause whatsoever from the time he receives the consignment till delivery of the
same at destination.
4.2 Necessary ESIC / WC insurance for site working personals in company/contractor name for
installation and commissioning of lift anywhere in India or joint name & place (NPCIL RRSU-
1&2 + Company name) may be accepted for entire duration of work at site i.e. dismantling of lift
with installation and commissioning of new lift.

1.0 Schedule for Data and drawings
The CONTRACTOR shall furnish the following drawings and other details for the
Motor within the time indicated, after issue of LOI for PURCHASER'S approval.
a) Detailed dimensional GA drawings and scheme for Lift 1week
b) Rating and diagram plates 1week
c) Quality assurance plan 1week
d) Any other drawing/document considered necessary including all
manufacturers technical literature for all equipment and accessories 1 week
e) Engineering schedule giving a list of all drawings, documents, data,
performance curves, test certificates, manuals, etc. to be submitted
by the CONTRACTOR together with dates of submissions and
Category of approval, ie., for approval or for reference 1 week
2.0 DATA
The CONTRACTOR shall furnish the guaranteed technical particulars (GTP) as per
D1.1 with brief information for tender evaluation and the detailed GTP shall be
submitted within 15 days of placement of order for approval.
3.0 INSTRUCTION MANUALS
The CONTRACTOR shall furnish 2 draft copies of the manual for PURCHASER's
review 15 days before despatch of the equipment. After the PURCHASER's clearance,
the manuals shall be furnished along with equipment.
The CONTRACTOR shall furnish 6 Nos of copies of the instruction manuals as
specified which would contain detailed instructions for all erection, testing,
commissioning, operation and maintenance requirements. The manual shall be
furnished at the time of despatch of the equipment and shall include the following
aspects.
a) Outline dimensional drawings showing relevant cross sectional views, earthing details
and constructional features.
b) Drawing with detailed views of the car, car door, landing door for future reference.

g) Erection drawings with written assembly instructions that would enable the
PURCHASER to carry out erection with his own personnel.
h) Detailed instructions for the operation and maintenance of the Lift and its accessories.
i) Pre-commissioning tests and test procedures.
j) Procedures for removal and replacement of any faulty component with the spare one.
k) Precautions to be taken during operation and maintenance work.
l) Detailed procedure for installation and commissioning of the Lift as a replacement to
the one already in service.
m) Complete set of all type, routine and acceptance test reports.
4.0 TEST CERTIFICATES
Type test, site load test as per IS and Special test certificates for all the tests specified
for the Lift and the component parts shall be submitted by the CONTRACTOR within
one week on completion.
b) Routine test & acceptance test certificates for all tests specified for the Lift and the
component parts shall be submitted by the CONTRACTOR at least 2 weeks after the
date of despatch.
c) Equipment shall not be despatched unless the test certificates are duly approved
by the PURCHASER.
d) The specified number of copies of the compiled and approved test certificates shall
be submitted to the PURCHASER within one month of the despatch of the
equipment.
