Panvel Municipal Corporation came into existence in 2016. How-ever, for the first few years, the municipality did not collect property tax from the citizens. But this year, they sent notices to the citizens to pay property tax. How-ever, the citizens had expressed their displea-sure as the notice was sent with retrospective effect. Even after PCMC came into existence, many civic services were being provided by

the CIDCO for which it was levying the service charges.

PCMC Commission-er, Ganesh Deshmukh said after transferring all the civic amenities to PCMC, the civic body requires Rs. 216 crore annually for their repair. Therefore, it is neces-sary to levy property tax to raise funds, he said.

“We will take a deci-sion after examining the legal issues on how to give relief to the citizens regarding the property tax levied with retro-spective effect,” Shinde said.

price of copper, which was Rs seven hundred per kg last year, has now gone up to Rs one thousand and one hundred. Brass, which was sold at Rs four hundred and fifty per kg last year, has now gone up to Rs. seven hundred. Shopkeep-ers say the rise in raw materials has pushed

up the prices by twenty to twenty-five per cent. Copper pots come for sale from Pune and Roha, while brass comes from Morada-bad, Delhi.

Similarly, almonds, pistachios, castor sugar, cashews and raisins are also in demand during the festive season for dis-tribution as offerings and prasads. Simi-larly, as these foods

enhance the flavour of prasad, the prices of these ingredients have increased compared to last year. The prices of almonds, salted and plain pistachios, which are the main ingredi-ents, have gone up by Rs two hundred to Rs four hundred as per the quality. This is going to pinch the budget of the consumers.

“On the one hand, the corona is adding to

the economic woes of the citizens and on the other hand, the prices of gas, diesel and petrol are constantly rising. This will have an ef-fect on the price of the goods. The government needs to understand the sentiments of the people and work ac-cordingly”, said Ritu Gupta, a resident of Vashi.

“During Gana-pati, various sweets are

made. A large amount of dried fruits is added as prasad. With the rise in the cost of dry fruits, we will find it difficult to manage the budget”, said another consumer.

It is not only food material which has increase, items such as camphor used for aarti which was being sold at Rs. one thousand per kg, has gone up by Rs. two hundred and

fifty, agarbatti are now sold between Rs. one hundred to Rs. one thousand.

“This year, people are enthusiastic about shopping. We are fol-lowing all the Covid 19 rules. Consider-ing the response from customers, it is likely that there will be good business this year”, said owner Amol Yeolale of Shri Krishna Pooja Bhandar.

Nehru Port Trust (JNPT) instead of solving many pending problems of the Project Affected Persons (PAPs) from last sev-eral years, is now trying to privatize JNPT, but we will not allow anyone to privatize JNPT,” warned Congress dis-trict president, Mahendra Gharat.

Earlier Prime Minis-ter Narendra Modi had decided to privatize the JNPT port and it is learnt that steps will also be taken in this regard soon.

The delegates met the JNPT Chairman Sanjay Sethi and Deputy Chair-man Umesh Wagh and interacted with them. During the meet Sanjay Sethi said that the JNPT port was running at a loss and the reason the privatization decision has been taken.

Congress district president and labour leader Mahendra Gharat, Nationalist Congress Party state general sec-retary Prashant Patil, Maharashtra Navnirman Sena (MNS) district president Atul Bhagat and Labour leader P.K. Raman strongly opposed the JNPT privatization initiative and said that it will create lots of prob-lems.

Mahendra Gharat, speaking with the media informed that, "The al-lotment of 12.5 percent land by the JNPT admin-istration is still pending. JNPT also promised to solve many problems of PAPs but some of them are still pending. The rehabilitation program of Hanuman Koliwada village and pre-rehabil-itation of Panje village is still pending. The ad-ministration of JNPT has forgotten to provide facilities to the project victims by playing with

their feelings. Now the news of privatization will hurt more project victims."

Gharat further add-

ed, "We will not allow privatization of JNPT at any cost. We will stage huge protests and agita-tions and will not allow

the centre government to play with the sentiments of PAPs."

The High Court finally rejected the application filed by M/s Prat-

ibha Industries Pvt. following which, Thane District Court has handed over a cheque of Rs. twenty eight crore seventy five lakh and forty two thou-sand with interest to Navi Mumbai Municipal Corporation (NMMC). Therefore, the contractors who are trying to recover the amount from the Municipal Corporation by inflating the payment amount using the provi-sion of appointing an arbitrator in the contract agreement are under a lot of pressure.

The Navi Mumbai Municipal Corporation had filed an appeal in the Thane District Court against the award. An amount of Rs twenty four crore ninety eight lakh and ten thou-sand was deposited in the Thane Dis-trict Court by the Municipal Corpora-tion for filing the appeal. The amount was kept in a fixed deposit by the court for 2 years.

During the hearing on this appeal, Navi Mumbai Municipal Corpora-tion competently presented its case in Thane District Court. At the end of the hearing, the Thane District Court

rejected the award. M/s. Pratibha In-dustries Pvt. Ltd. had also filed an appeal in the High Court seeking an injunction restraining the Navi Mumbai Municipal Corporation from withdrawing the amount deposited in the Thane District Court through a separate application.

In this regard, the Navi Mum-bai Municipal Corporation's High Court advocates strongly argued and pointed out to the High Court how it is necessary to get the amount with interest. In view of the facts, the High Court rejected the application of the concerned.

After the original attested order copy of the High Court was submitted to the Thane District Court through Navi Mumbai Municipal Corpora-tion, the Thane District Court handed over a check amounting to Rs. twenty eight crore seventy eight lakh forty two thousand and four hundred and eighty with interest to Navi Mumbai Municipal Corporation. This order will curb the tendency of the contrac-tors to inflate the payment amount and recover the amount by using the provision of arbitration in the contract agreement against NMMC.

HC rejects application of M/s Pratibha Industries

tion (NMMC) has been taking special care to ensure that no section of the society is neglected in the Covid 19 vaccina-tion drive.

“The civic body has been carrying out spe-cial vaccination ses-sions for the homeless, transgender, citizens in red light areas as well as remote stone quarry areas workers have been vaccinated as per the availability of the vacci-nation”, said an official from the civic body.

Considering the fact that people who are bedridden and unable to move due to old age and illness may be deprived of vaccination due to their condition, as per the instruction of Mu-nicipal Commissioner Abhijit Bangar, a special vaccination drive for such persons has been

started from the month of June. So far, two hun-dred and seventy nine bedridden patients have been vaccinated at their homes under this spe-cial initiative. In addi-tion, three hundred and eighty-one persons from various old age homes have been vaccinated

against covid.“The commissioner

had issued orders to the medical officers of all the primary civic health centres of the corpora-tion to take precaution-ary measures to ensure that bedridden patients are not deprived of vac-cinations. Accordingly,

all the medical officers have collected the infor-mation of bedridden pa-tients in their jurisdic-tion through Auxiliary Nurse Midwife (ANM) and Asha Worker and accordingly home vac-cination has been start-ed”, said the official.

Municipal Corpora-tion is taking care that no person is neglected from covid vaccination. If a family has bedrid-den patient, the fam-ily should contact their nearest Municipal Civic Health Centre for vac-cination or call at 022-27567460”, said Bangar.

The 1893 World’s Parliament of Reli-

gions, held on the shore of Lake Michigan, Chi-cago, was the largest and most spectacular event among many other con-gresses in the World’s Columbian Exposition (world fair). The Expo-sition itself was a large trade fair that was to cel-ebrate the 400 years of the discovery of Amer-ica by Christopher Co-lumbus.

Statistically speak-ing, the Parliament was dominated by English-speaking Christian rep-resentatives, who deliv-ered 152 of 194 papers. The opportunity for the leaders from other re-ligious traditions was limited but significant; 12 speakers represented Buddhism, 11 Judaism,

8 Hinduism, 2 Islam, 2 Parsis religion, 2 Shin-toism, 2 Confucianism, 1 Taoism, and 1 Jainism (Seager 1986, 87).

Between September 11 and 27, 1893, Swami Vivekananda delivered six speeches at Chicago. Nonetheless, the most lasting impression at the conference was made by three colorful, articulate representatives of Hin-duism and Buddhism: Swami Vivekananda. Hon the first day he be-gan his talk …..

for the warm welcome given to him. He men-tioned that he belonged to a land of great re-ligion. He mentioned that the land has been a home of great monks. He thanked them in the name of the mother of religions; i.e., Hindu-ism and also on behalf of millions and millions of Hindu people of all classes and sects.

He told the world that it was Hinduism that had taught the world both universal tolerance and acceptance. Hindu religion was great for it accepted the greatness of all other religions as well. It is important to quote him here….he said he belongs to a” na-tion which has sheltered the persecuted and the refugees of all religions and all nations of the

earth. I am proud to tell you that we have gath-ered in our bosom the purest remnant of the Israelites, who came to Southern India and took refuge with us in the very year in which their holy temple was shattered to pieces by Roman tyran-ny. I am proud to belong to the religion which has sheltered and is still fos-tering the remnant of the grand Zoroastrian na-tion. I will quote to you, brethren, a few lines from a hymn which I remember to have re-peated from my earliest boyhood, “As the dif-ferent streams having their sources indifferent places all mingle their water in the sea, so, O Lord, the different paths which men take through different tendencies, var-

ious though they appear, crooked or straight, all lead to Thee.”

He further added,” The wonderful doctrine preached in the Gita: “Whosoever comes to Me, through whatso-ever form, I reach him; all men are struggling through paths which in the end lead to me.” Sec-tarianism, bigotry, and its horrible descendant, fanaticism, have long possessed this beautiful earth. They have filled the earth with violence, drenched it often and often with human blood, destroyed civilisation and sent whole nations to despair. Had it not been for these horrible demons, human society would be far more ad-vanced than it is now. But their time is come; and I fervently hope that

the bell that tolled this morning in honour of this convention may be the death-knell of all fa-naticism, of all persecu-tions with the sword or with the pen, and of all uncharitable feelings be-tween persons wending their way to the same goal.”

Vivekananda was the first to talk about a universal religion. What Vivekananda meant by the “universal religion” was not that all religious traditions would be dis-appeared and replaced by a new and single re-ligion. Maharashtra Deputy Chief Minister Ajit

Pawar on Friday, 3rd Sep-tember asked citizens to follow all the Covid-19 pro-tocols and guidelines set by the government to contain the spread of the virus in the state. Expressing concern over the fact that people are letting their guard down against Covid-19 in rural areas, Ajit Pawar said that the cit-izens should not to put the state gov-ernment in a position where it has to shut everything in the event of a third wave of the pandemic.

“Unfortunately, in rural areas, some people are taking the Covid-19 virus lightly yet again. They are not scared of coronavirus. They do not use masks and don’t follow physical distancing, as they have assumed that Covid-19 pandemic is over which is not and this is leading to the rise in infection in the state.”

He also said that the Cen-tre has already cautioned all the states, citing that Kerala and Maharashtra have been reporting the highest number of cases. The chief minister has appealed to people from time to time, but some people might create issue and resort

to celebrating festivals, he said. “All this should stop somewhere.

People should not put the state govern-ment and administration in a position where they have to close everything if the third wave hits,” he appealed.

Speaking about school reopening Pawar said discussions are being held with the concerned experts and a deci-sion will be taken accordingly.

“There are two opinions for reopen-ing the schools as some say schools should open after Diwali, while others say they should be reopened in places where the Covid-19 positivity rate is zero. The chief minister, however, will take the decision,” said Pawar.

Unable to find parking slots, the two wheeler driv-ers have started parking on the footpath near

Satra plaza, which is known as the hub for eateries and restaurants at Vashi. This is causing great deal of inconvenience to the pedestrians and people visiting the area.

Abel Biju, a citizen, said, "Footpaths are meant for pedestrians. But in the satellite city, most of the foot-paths have either been encroached upon by the shops or are being used for parking two wheelers. The pe-destrians are forced to walk on the road. The authori-ties need to sternly take action against the violators. Vehicles parked illegally should be towed away.”

Another resident from Vashi, Nicole George said, "There are parking facilities given inside Satra plaza and still people are illegally parking on wrong sides of the road and also on the footpath which needs to be stopped and punitive action should be taken against such people."

Nikhil Patil, another resident said, "We can see nu-merous vehicles parked illegally on both sides of the footpath. I even tweeted about this to the civic body and to the Navi Mumbai police and they also fined a few people but that's not the solution as again the next day we can find more vehicles parked there. Some stern measures need to be taken so that this menace can be stopped.”

Teachers’ Day. It is cele-brated to commemorate the birth anniversary our late Vice President & President Dr. Sarve-palli Radhakrishnan who was born on this date in 1888. Dr. Rad-hakrishnan was a re-nowned scholar, recipi-ent of Bharat Ratna, an eminent educationist, an advocate of education, great orator, a distin-guished envoy, acade-mician, and above all a great teacher.

When Dr. Rad-hakrishnan became President of India in 1962, some of his friends and students requested him to allow them to celebrate his birthday on 5th September. He responded, "Instead of observing my birthday discretely, it would be my pompous privilege if 5th September is scrutinised as Teachers' Day". Such a request coming from President of India clearly show-cased Dr. S. Radhakrish-nan's affection and dedication for teachers. From then onwards, In-dia celebrates Teachers' Day on 5th September. Education institutions all across the country celebrate this day by hosting various events, engagements, seminars, symposiums and quiz programs wherein the importance of education is highlighted and the best teachers are hon-ored. Globally, Teach-ers Day is celebrated on 5th October. No doubt that the best teacher teaches from the heart and not from the book. The influence of a good teacher outlasts schools and colleges and it can never be erased.

The resilience of the nature and its finite ability to absorb on-

slaught has already been tested to its brim. However, before it is too late, there is a need to take some concrete steps.

Though the awareness about conservation of forests and their environment at large has percolated deep down in the society with the governmental and non-governmen-tal organizations vying with each other to take a lead in the field, yet a lot needs to be done. Navi Mumbai too through its development authori-ties- CIDCO and NMMC does come out with programmes or drives for tree plantation. However, though the spirit for these drives is right but as regards its implementation, more hype is being created than the con-crete implementation of these pro-grammes. Going by the statistics be-ing provided, Navi Mumbai should have had a very thick forest cover by now. The ground reality is unfor-tunately contrary to these statistics, which indicates that either the statis-tics is wrong or no feedback or mon-itoring post plantation care is being done on the part of the authorities. There seems to be no accountabil-ity for the huge money being spent on such drives, which at least so far have not yielded any fruitful result.

Over the years the forest cover has been uniformly reducing. The green jungles full of life are being cut mercilessly and are being re-

placed by concrete jungles in the process of unmindful urbaniza-tion, which is disturbing the sensi-tive ecological balance created by nature. The climatic conditions are changing for worse and in a way by cutting trees we are literally clos-ing the oxygen plants provided by nature although knowing quite well that the oxygen is one of the vital re-quirements for survival of life. Simi-larly in the coastal areas, especially in Mumbai and Navi Mumbai, inci-dences of unmindful destroying of mangroves vital for ecological bal-ance are regularly being reported. In a haste to bring in more and more land under development, the man-groves are being destroyed and ille-gal reclamation of land is being car-ried out. This is adversely disturbing the aquatic life.

Lot of authorities like CIDCO, NMMC, Forest Department, Pollu-tion Control Board have been creat-ed to control pollution. However, all these departments should be made jointly responsible for addressing this grave concern for the very ex-istence of the human civilization. This is not only to be limited to the government organizations. The non governmental organizations and ev-ery citizen of the country will have to continue in their own way in pre-serving the environment, in particu-larly the trees, to ensure that this hu-man civilization does not get wiped out by its own acts.

Urban Development Minister Eknath Shinde on Friday directed the

Raigad District Collector to conduct a survey of the houses built by the project affected people in Panvel-Uran village. He also clarified that the government will be able to take a positive decision on regularization of these houses only after completing the survey in the next two months.

Raigad Guardian Minister Aditi Tatkare, Thane MP Rajan Vichare, Ma-val MP Shrirang Barne, MLA Balaram Patil, MLA Manohar Bhoir, Shiv Sena leader Baban Patil, Principal Secretary Urban Development Bhushan Gagrani, CIDCO Managing Director Dr. Sanjay Mukherjee, Panvel Municipal Com-missioner Ganesh Deshmukh, and all

party leaders of the project victims were present.

A special meeting was held at Sahy-adri Guest House regarding regulariza-tion of houses built in 55 villages of Panvel-Uran belt. At that time, CIDCO clarified that there was a need to survey the houses of the project victims as the government did not have exact figures.

As the project affected people in Panvel-Uran have handed over their land for Navi Mumbai Airport, the gov-ernment is positive about regularizing the houses built for their needs, said Minister Shinde. Accordingly, Raigad District Collector has been directed to complete the survey work. The minis-ter also appealed to the leaders of the project affected people to cooperate during the survey.

InSpIRe: THe woRlD'S pARlIAMenT...

The Navi Mumbai Municipal Cor-poration (NMMC) has taken an

initiative to build sports infrastructure in the open spaces lying unused under the bridges in the city. The civic body and its engineers have come up with a plan to set up sporting facilities like jogging tracks, open gyms, volleyball and b a d m i n t o n court, table tennis setup etc. under the bridges.

“Most of the space un-der the fly-overs are ly-ing unused, hence this initiative will surely fill up the space for the betterment of the residents”, said Sanjay Desai, City En-gineer, NMMC.

NMMC has already set up an open gym and a jogging track below the fly-over in Nerul, stretching from sector 26 to sector 46. The civic body is look-ing forward to develop infrastructure for table tennis and volleyball below the bridge in Sanpada that connects sector 16 with sector 8.

“Our prime purpose is to utilise the lying space to something productive. The other main reason behind this ini-tiative is to eliminate encroachment below the bridge. Many people have encroached on the free lying space for illegally setting up stalls and vehicle parking. Some homeless people even

use this space for residing”, said Desai.

“By remov-ing encroach-ment under the bridge, the city will automati-cally get beau-tified. So, we are planning to set up more open gyms and

jogging tracks”, said Desai.The overall budget for the upcom-

ing project in Sanpada is ₹60 lakhs and is awaiting NMMC’s finals approval.

“The engineering department of NMMC is conducting surveys to se-lect more spaces under the flyovers in the city. The flyovers in the residential areas will be prioritised and the ones on highways would not be liable as it may pose risk for the residents”, stated Desai.

The automobile shops at Belpada village road in Kharghar have

encroached upon the footpaths, due to which the pedestrians are forced to walk on the busy roads risking their lives.

A resident Govind Salunkhe who had tweeted regarding the issue said, “Many four wheelers are being re-paired on footpaths at Kharghar Bel-pada village blocking the footpath and even a portion of the road. With the pedestrians forced to walk on the road, the chances of accidents to happen at this place.”

Another resident Siddesh Patil said, “The issue of double parking is very common in the area. Apart from that, some garage workers have started blocking a portion of the road as well for carrying out the repair work. The

Kharghar Police and the Panvel City Municipal Corporation need to keep a check on such garage workers. Due

to the irresponsible behaviour of some people, major accidents can happen injuring other commuters as well”.

City based classical danc-er, Dr. Sarmistha Chat-

topadhyay, the founder of Angik Dance Academy, Sea-woods is trying to spread the work of Rabindranath Tagore on national and international platform. Her research work ‘Chetonar Ronge’ on Rabin-dranath Tagore’s dance form or the Rabindrik dance style is a tribute to Tagore con-ceptualised and presented by Angik Dance Acad-emy on his death anniver-sary in August 2020 and the second edition in Au-gust 2021 virtually. Along with students of Angik dance academy, various renowned classical artists from different parts of In-dia and abroad took part in both the editions.

Rabindrik dance style in various forms as well as Tagore's songs from Bhanu Singher Padabali, his popular dance dramas Shyama, Chitrangada and Chandalika were included in the first edition por-traying Tagore’s philoso-phy on nature and patrio-tism through a month long virtual events. The second edition had in-strumental pre-sentations on namely, sitar, flute, violin, H a r m o n i c a , piano, Sarod and Esraj by the maestros of that field. Few d i s c u s s i o n s and analysis on Tagore's dance forms and its concept by acclaimed artists were also the part of this festival. The high-light of this edition was the dance performances on the tune of translations of few of Tagore's popular songs in Sanskrit and Hindi, Indian regional languages like Ma-layalam, Gujarati, Marathi, Bengali, Oriya, Assamese and also in foreign languages

like French, English. The folk dance forms of India like Kaikotikalli of Kerala, Garba of Gujarat, Lezim of Maharashtra, Bihu of Assam, French and English country dances were incorporated in the presentation. A dance performance to a Malayalam song, the translation of one of Tagore's poems from his Nobel prize winning collec-

tion "Gitanjali" was an added attraction.

Both the festival covered all criteria of Angik abhinaya on Tagore’s songs and poetry with the help of discussion on the concept on dance style, about the idioms of Rabindra nritya and its evolution. The panelists were Dr.Subhasis Bhattacharya, Dr. Sruti Ban-dopadhyay and Kamrul Is-

hyay is Doctorate in Geology from Calcutta university and worked many years as a wom-an scientist under Depart-ment of Science and Tech-nology, Govt of India. She holds a Nritya Bharti Upadhi in Manipuri , Kathakali and Rabindrik Nritya and Nritya Visharad in Odissi. She has

been associated with the NCPA's lecture-demo outreach programme for classical dance aware-ness and also a CSR project "Nritya Parichay" to provide training on different dance forms to underprivileged students of various schools. She has choreographed many acclaimed Classical and Rabindrik dance ballets. She narrated, “In fact “Chetonar Ronge” was an inspiration to do more in-depth interactive research and study pertaining to understanding Tagore’s philosophy, poetry, music and dance through varied and unrestrained thought
