A motion was made by Mr. Mulhearn, seconded by Mr. Spencer and unanimously approved by the Board of Commissioners to go into execu-tive session for the purposes of strategic planning, including reviewing the Wellness Center monthly financial statements.

Missy Oubre, Director of the Wellness Center, and Sarah Griffin, Ac-counting, were in attendance to discuss Wellness Center Operations.

Pam Spencer, Guest Marketing Advisor, was in attendance to update and further discuss marketing strategies for the Wellness Center.

Hospital Service District designated Glenwood Regional Medical Center Board of Trustees Barry Bell, Blake Wheelis, Rick Guillot, and Courtney Hornsby were in attendance to report to the District’s Board of Commis-sioners regarding GRMC’s compliance with the Public Interest Covenants.

Mr. Spencer proposed, Mr. Mulhearn seconded, and the Commissioners present approved the motion to go back into public session.

REVIEW OF CURRENT FINANCIALS OF THE DISTRICT OTHER THAN THE WELLNESS CENTER

Mr. Hall presented the monthly financials of the District (other than the Wellness Center) ending January 31, 2018.

ANNUAL RENEWAL OF INSURANCE TO INCLUDE DIRECTORS & OFFICERS INSURANCE

Mr. Hall and Phillip Sivils, the District’s insurance administrator, pre-viously reviewed all insurance due for 2018, including the Directors and Officers insurance, and such policies have been renewed.

GLENWOOD RESOLUTION AUTHORITY, INC. FINAL RELEASE

DOCUMENTSThe Final Receipt and Satisfaction of Lease Termination Agreement en-

tered into as of December 15, 2017, was received and recorded with the Clerk of Court on February 8, 2018. This Agreement was by and between the Hospital Service District No. 1 and Glenwood Resolution Authority, Inc., formerly named Glenwood Regional Medical Center.

GLENWOOD RESOLUTION AUTHORITY, INC. FINAL ANNUAL REPORT AND FINANCIALS

The Board discussed the Glenwood Resolution Authority’s Final Annual Report, its final audited financials, and its final tax returns. All business regarding the Glenwood Resolution Authority, Inc. is completed.

REVIEW OF LIVING WELL FOUNDATION’S UNAUDITED QUAR-ERLY FINANCIAL STATEMENTS THROUGH DECEMBER 31, 2017

The Foundation’s unaudited financial statements for December 31, 2017 were presented for review and discussion.

APPROVAL OF LIVING WELL FOUNDATION’S SECOND AMEND-ED 2017 BUDGET

After due discussion, Mr. Mulhearn proposed, Mr. Hall seconded, and the Board of Commissioners unanimously adopted the following resolu-tion:

WHEREAS, Section 2.B(6) of the Cooperative Endeavor Agreement dated January 31, 2007 between the District and the Foundation provides, among other things, that the budget of the Foundation for each fiscal year is subject to the approval of the District;

WHEREAS, the Foundation has presented to the District a second amended 2017 budget;

RESOLVED, that the District hereby approves the Foundation’s second amended 2017 budget as presented to the District.

REVIEW AND APPROVE LIVING WELL FOUNDTION’S ELEC-TION OF A NEW BOARD MEMBBER

Mr. Mulhearn proposed, Mrs. Watson seconded, and the Board of Com-missioners unanimously adopted the following resolution:

WHEREAS, upon the recent resignation of District Director, Jimmy Snow, effective February 1, 2018, who was previously nominated by the Foundation and elected by the District;

WHEREAS, the nomination committee of the Foundation has recom-mended, and the Board of Directors of the Foundation has nominated Dr. G. Robert Huffstutter to serve the remainder of that term, which ends De-cember 31, 2019, as a director of the Foundation;

RESOLVED, that Dr. G. Robert Huffstutter is elected, effective February 1, 2018, until December 31, 2019, to serve as a director of the Foundation, to fill the vacancy created by the resignation of Jimmy Snow, and thereaf-ter until his successor is elected and has qualified, unless he sooner resigns or is removed from office.

Whereby, Tommy Comeaux moved, seconded by Greg Manley, that the Board adopt the Cooperative Endeavor Agreement, “Battle on the Border High School Football Showcase” as presented and authorize the WMHS Principal, Shelby Ainsworth and Superintendent Dr. Don Coker to execute the doc-ument. President Hicks offered a brief moment for public comment and motion carried unanimously. ABSENT: Mr. Robinson

Business Director Juanita Duke presented her monthly 2017-18 Interim Financial Report for the period ended January 31, 2018. Copies of her report were provided the Board that included all funds of the school board and the total budgeted revenues and expenditures for the fiscal year com-pared to actual performance. She had nothing unusual to report on the financial operations of the Board for this period. However, she reported that the General Fund total revenue collections represent about 96.6% of income compared to this same time last year or 58.2% of the Budget so far. A majority of 2017 property taxes were collected in the month of January 2018, however it was about $2 million less than collected this same time last year due to the difference in timing of taxpayer payments. Expen-ditures are currently at 102.6% compared to this same time last year or about 48% spent of what was budgeted. With the increase of property tax collections that came in this month, the ending fund balance increased to a total of $34 million, or 92.17% of budgeted amount, compared to the balance this same time last year. She had nothing significant to report on the other funds at this time, other than commenting that the District M&O expenditures are at 58.04% of the budget and about 97.5% of what was spent this same time last year. Sales Tax Collections are maintaining the same trend we have seen for the past several months with collection being on average about 96.5% of prior year’s collection for the same period. The Budget Revision will come before the Finance Committee and then to the Board later this spring that will reflect these changes of collections in these funds. Internal Service Funds and Debt Service Funds had no sig-nificant changes to report. In the Capital Project Funds, the East Ouachita Construction Fund has a balance of about $1.2 million and West Ouachi-ta Construction Fund currently has a balance of $4.2 million. Following Mrs. Duke’s financial report, Carey Walker moved, seconded by Tommy Comeaux, that the Board accept the 2017-18 Interim Financial Report for the Period ended January 31, 2018 as presented. Business Director Juanita Duke provided copies of an agreement for Independent Evaluator Services for the District Charter Application be-tween the Ouachita Parish School System and Strategic Solutions, LLC for discussion and consideration. Whereby, Tommy Comeaux moved, second-ed by Greg Manley, that the Board continue the application process to en-ter into the agreement to hire Strategic Solutions, LLC as its independent evaluator for the charter school application review process as it has been presented and to authorize Superintendent Coker to execute the agree-ment. In accordance with R.S. 17:3982, all School Boards are required to run a charter school application process annually to accept applications to open a Type 1 (new school) or Type 3 (converting an existing school) Charter School. The agreement for the Independent Evaluator Services is for a term of five (5) months, effective upon the date signed with options to renew or issue new arrangement upon mutual agreement. State law requires the application to be reviewed by an independent evaluator. The cost for the services is $7,000. Once the independent review is completed, a recommendation will be made by the evaluator to the School Board to either approve or deny approval of the application by no later than June 8, 2018. President Hicks offered a brief moment for public comment and motion carried, with Mr. Sims casting the only “no” vote. ABSENT: Mr. Robinson.

Due to a timeline issue with [Bid No. 37-18] a previously approved bid for SHS football uniforms and for informational purposes, Purchasing Agent Bobby Jones requested and was granted permission by the Board to reissue and assign a new advertised number to purchase football uniforms for SHS replacing the original bid no. [Bid No. 37-18] with the new one [Bid No. 42-18] using it for the same bid.

Jo Lynne Correro, Director of Child Nutrition, presented the “Articles of Agreement of Child Nutrition Purchasing Co-Operative” for the Board’s review and consideration. The co-op agreement is extended on a ten-year basis and is due for renewal at this time. If everyone in the co-op agrees to continue participation, the Resolution will go into effect on June 30, 2018. Following Mrs. Correro’s explanation of the co-operative program, Greg Manley moved, seconded by Carey Walker, that the Board extend the present participation in the Child Nutrition Purchasing Co-operative Resolution Agreement as recommended. President Hicks offered a brief moment for public comment and motion unanimously carried. ABSENT: Robinson

Purchasing Agent Bobby Jones presented a Resolution for the Board’s consideration to adopt (in part) Louisiana Revised Statute 39:1702 [A(1),(2) & C] to authorize its participation in, sponsor, conduct, or ad-minister cooperative purchasing agreements and to authorize the procure-ment of materials, supplies and equipment from federal General Services Administration supply schedules using a Louisiana licensed dealer or dis-tributor. This will help to expedite federal program purchases with use of the general services administration or Federal GSA contracts next fiscal year. Tommy Comeaux moved, seconded by Carey Walker, that the Board adopt the resolution as presented. President Hicks offered a brief moment for public comment and called for a roll call vote as follows: Tommy Co-meaux, yes; Scott Robinson, absent; A. R. A political subdivi-sion is allowed to “piggyback” off an existing public contract of another political subdivision provided they are in compliance with the provisions provided under Title 38 or under the Local Services Law. The recommend-ed statutes provide additional flexibility in making procurements through piggyback agreements. John Russell moved, seconded by Carey Walker, that the Board adopt the Resolution as presented. Special Projects/Safety Coordinator Kenneth Slusher notified the Board that the bids are out for the Sterlington High School laundry room ex-pansion and West Ouachita baseball dressing room. These two projects should be completed before school starts in the fall. The Osterland lights have been delivered to West Monroe High and Sterlington Middle but have yet to be installed. Banister Electric has advised that it is still too wet to move trucks into the area to install the lights but will complete the job as soon as the ground dries out enough to support his trucks. In closing, Mr. Slusher discussed some concerns he discovered with the public use of the nature trail located on the Shady Grove Elementary School property. Following the discussion, the Superintendent and Mr. Slusher agreed to meet with the principal and address his concerns.

On the recommendation of Purchasing Agent Bobby Jones, Greg Man-ley moved, seconded by Carey Walker, that the Board accept the only bid received from Harkness Litter at $20.00/yd. for woodchips used for play-grounds, funded with General Funds [Bid No. 35-18]. After discussion, President Hicks offered a brief moment for public comment and motion carried unanimously. ABSENT: Robinson

The project will be funded, in part, through a loan or loans made to the West Ouachita Sewerage District No. 5 by LDEQ’s CWSRF program which is a low in-terest loan program that provides financing for waste-water system projects at below market interest rates. The loan will be financed for 20 years. The total loan amount made available by LDEQ is $7,710,750 with an annual debt service of approximately $425,146. Reve-nues from residential and commercial sewer user fees will be used for repayment of the loan. Louisiana State Police Troop F responded to a two-vehicle crash on US 167 just south of Bernice last week in which the life of a Spearsville man was claimed.

The preliminary inves-tigation of the April 21 wreck revealed a 2015 Mack 18-wheeler driven by 46-year-old Tarrance T. Thompson of Jonesboro was traveling north in the right lane around 8:30 a.m.  A 2002 Chevrolet pick-up

driven by 47-year-old Ker-ry L. McNeal of Spearsville, was also traveling north in the right lane.  For reasons still under investigation, the pick-up struck the rear of the 18-wheeler at a high rate of speed.

McNeal was unrestrained and died from injuries sus-tained in the crash.  Thomp-son was not injured in the crash and showed no signs of impairment.  There were no passengers in either ve-hicle.

A toxicology sample was taken from McNeal.  This crash remains under inves-tigation.

Louisiana State Troopers wish to remind motorists that avoiding all distrac-tions, obeying the posted speed limit, avoiding fa-tigued driving, and being properly restrained can of-ten mean the difference be-tween life and death.

In 2018, Troop F has in-vestigated 13 fatal crashes resulting in 16 deaths.

The birds are free! Wheeee! We have been kissed by the angels, with gifts from the heavens. Right by my kitchen door, in a very large hanging Stag Horn Fern a pair of Carolina Wrens have taken up residence. Their songs are incredible! Rodger Whittaker, eat your heart out. A pair of rob-ins are nesting in a very large pot of tree Ivy, Rose Breasted Grosbeak, the Northern Orioles are here dressed in flaming orange and black. What a treat! We have Cardinals and Blue Jays everywhere. My old friends the Red Bellied Woodpeckers, the Red headed Woodpeckers, I’m in heav-en, I’m in heaven! We do work to encourage our birds with fountains of flowing water, flowering plants close by, shrubbery, fresh seeds to their liking, crumbs from cakes, cookies, muffins and breads. A little bit of work but worth all the effort!

TERRY REEVES on Deborah Drive. Hostesses were MARTHA ANDER-SON, KAYDELL JACKSON & ALLISON MEAD. MARTHA HAYDEN WOODS, everyone’s favorite, reviewed “Isaac’s Storm: A Man, A Time and the Deadliest Hurricane in History.” A must read! The club pre-sented a beautiful book “ANGELS IN OUR MIDST” by Anne H. Neilson to SUSAN WOLFF SNYDER, daughter of our dear friend SUZANNE WOLFF, whom passed away this last year. The book will be given to the Ouachita Parish Library. The most delightful, beautiful dining room ta-ble was laden with old fashion punch with the cups to drink, tiny little swirl like sandwiches that were almost tpo pretty to eat, Adrian’s Delight, recipe in Cotton Collection and my book, an old time favorite. The crème de la creme: Linda’s amazing Mother, SALLY HINDES, made her fa-mous Coconut/ Pineapple/ Seven Minute Icing, Homemade Cake. You should have seen all those old women around that cake, mostly me. I had two slices and I am on a diet, do not tell! The worst thing I did… I am not proud of this but I could not help it! There was a two slice, thin piece of cake left on the big crystal cake platter. I slipped in the dining room, as the hostesses were tidying up and very quickly and quietly cut the slice, wrapped in two monogramed paper cocktail napkins, slipped into my purse and snuck out of the house after saying my goodbye and thank you for a delightful afternoon. I ran home as fast as I could and presented Mike Cage with a piece of his very favorite cake in the world! I did call Linda and tell her how much Mike enjoyed. I think she was saving it for Terry. The way I feel and can justify this misdeed of mine is that Terry can enjoy his mother-in-law’s cake just about any time he is in the mood!
