Rainfall Brings Solutions and Resource ResponsibilityThe good news— winter has been an unexpectedly

wet! The bad news— Orange County is in a region which still is considered in a stage of drought. That is because critical underground water supplies remain depleted after multiple years of serious drought.

The California Department of Water Resources (DWR) was relieved to measure snowpack levels far above average in Northern California. But, it is still crit-ical that all Californians eliminate wasteful practices and continue efforts to conserve. Work is ongoing to capture and store rainwater from the 2017 storms in available reservoirs to ease the outlook for summer. However, for the longer term, it is critical that long-term statewide solutions are found and groundwater sources are replenished and protected. A modern, flexible system is needed to distribute and store water when it’s available.

Until the end of March, outdoor irrigation is allowed on Mondays. Moving into spring, beginning on April 1, the two weekly irrigation days for Brea are Mondays and Thursdays. Please control your water usage and never overwater outdoor landscape.

Remember these:• Never water between 10 a.m. and 4 p.m.• Sprinklers should never run beyond 15 minutes

per cycle.• Runoff must not flow over paved surfaces or

into storm drains.

Centennial Parade and Picnic Rescheduled to May 20

Unfortunately, rain actually did interrupt plans for the Centen-

nial Parade and Picnic on their original date. This long-antici-pated community-wide celebra-

tion has now been rescheduled for Saturday, May 20.

That morning, the Parade will not only showcase a spirit of pride that participants originally envisioned, it also will be a testament to how people of Brea persevere! En-tries will be marching east on Birch Street from Associated Road to the Sports Park.

Just as in the founding years, the celebration will con-tinue afterwards with a large community picnic. The Brea Ministerial Association has coordinated churches to pro-vide food and live entertainment through the afternoon at the Brea Sports Park. There will also be re-enactment of the famous 1924 exhibition game in Brea matching up Wal-ter Johnson and Babe Ruth.

An exact time is yet to be determined, so please check back at cityofbrea.net/centennial for full details.

Community Development UpdatesDowntown Renovation

Construction activity on the east side of Brea Boulevard near the Birch Street intersection will continue into the

end of 2017. The corner where Old Navy once operated will be converted through a major remodel into the newest version of The Improv. Their existing location will remain open and continue to provide comedy club entertainment. Once complete, a new, larger venue will offer this in a com-pletely different interior layout that also can accommodate other live entertainment such as musical acts, plays, and daytime children’s theatre.

East Side Parking Garage

Although it’s not possible to see progress behind the fenc-ing, crews are currently working on the waterline and

other utility work on Orange Ave. Before any structural ele-ments are visible, the underground preparations must be prepared. Completion of the four-level public parking struc-ture is estimated by year-end. It will provide 478 parking spaces to the downtown inventory.

Central Park Village; More Construction Coming

When completed, the Central Park Village mixed-use de-velopment will feature 452 residential units and 66,000

square feet of commercial space. Now being occupied, the Element Townhomes are 81 modern residential units. An apartment building will begin construction later this year. Meanwhile, work is anticipated soon for a medical office building and parking structure. Future additions at this site will include a combination of retail commercial space and multi-family residential units.

La Floresta Makes Room for More Neighbors

The remaining Planning Areas are all part of the Buena Vida age-qualified community. Models are under construction

and its community recreation center is in plan check. Upcoming residential choices will include 80 residen-

tial stacked condominium units across five buildings, plus another 186 detached condominium units which are now under construction.

The Tracks at Brea: Two Segments under Construction

Construction has begun on two segments of The Tracks at Brea trail. For the dura-

tion, these sites are closed to the public.• Segment 5, adjacent to the Loftus Flood

Control Channel, will have an entrance at Kraemer Blvd. Work ends at Surveyor Avenue where pedestrians will be able to connect to Valencia Avenue Later, a bike lane will be added for cyclists to navigate across to Valencia Avenue to La Flo-resta. Construction will require 90 working days.

• Segment 2 Is between Brea Blvd. and the Brea Canyon Channel. It will connect to the completed trail behind Downtown Brea parking structure #2 and join with Segment 3, next to the downtown Fire Station. Work is estimated to take 120 working days.

• Additionally, amenities will soon be added to the com-pleted trail portion between Brea Blvd. and State College Blvd.

Commercial Organics Waste Handling to ChangeThe mantra of “reduce, reuse, recycle” is expanding to in-

clude more materials. Programs must now be devised to handle commercial organic waste under California State As-sembly Bill 1826. Food waste reduction and diversion steps must be taken because this refuse can no longer be sent to landfills. Disposal of fats, oils and grease substances from commercial operations into the sewer system has been pro-hibited since 2010.

The new AB 1826 law provides for a tiered implemen-tation schedule so that smaller generators will gradually be required to alter practices to comply. Once again cities are in the position of having to execute this State mandate. Ap-proximately 900 Brea-based businesses recently received informational letters from Public Works along with a sur-vey that can inform the City Council as they decide how to structure costs.

As businesses, cities, and waste haulers collaborate to establish an effective disposal system, there are also ef-forts being made on other fronts. Everything from source reduction, to donation programs, to anaerobic composting is being examined. People play a part too by being mindful as consumers. It is just as environmentally sound to avoid wasting food as one would not squander water or electric-ity. To learn more, visit CalRecycle.com/Organics.

Join the Preparedness Team with CERT Spring ClassesCommunity Emergency Response Team classes for the

spring session begin on Tuesday, March 21, and will conclude with a practice drill on Saturday, April 8. Better known as CERT, this free nationwide training program helps prepare citizen responders to offer assistance in local emergencies or other large scale disasters.

In Brea, hundreds have taken the extra step to attend CERT training. They not only raise their level of personal preparedness, but also consider how they might become a resource to the community if ever needed. Several ac-tive neighborhood teams of volunteers continue to meet informally to renew skills and keep awareness high. They provide an extra measure of safety that is of value to all.

See Something, Say SomethingIn recent weeks, the Brea Police Department has been able

to make several arrests based on tips from the public. In these cases, someone was observant and took a moment to report what seemed like an uncertain situation. From a few

reported details, the police were able to follow-up and take action.

Responding to Homeless Persons in BreaA coalition of qualified and dedicated people attempt to improve the situation

of homeless individuals in Brea with quiet and confidential work. As aware-ness about this grows, consistent and more effective responses can be offered.

What Brea doesAt a minimum of once

weekly, the Homeless Out-reach Team; social workers, Resource Center staff, volun-teers, and a specially trained police officer, visit known homeless persons or places where campers are reported. Their mission is to connect these homeless with relevant services so they no longer have to live outdoors. It usu-ally takes multiple visits to gain trust, gather and process information for each personal situation. Many individuals need to overcome complex problems ranging from poverty to substance abuse to mental illness. Consistent contact leads to their cooperation which is essential for solutions.

The hard work of Brea’s team has resulted in several success stories, such as:• A senior woman living in a car was placed in a local house-sharing program.• A young man was reconnected to out-of-area family who found

employment for him. • The team secured doctor’s visits and medication for a senior man struggling

with alcohol and health issues. Homeless service is based out of the Brea Resource Center in partnership

with the Brea Police Department. They also coordinate with the County of Or-ange to access mental health care that satisfies long-term needs and eventual so-lutions. Team coordination also enables assistance such as a hot meal or blanket that may be instrumental during visitations.

How should you reactEveryone asks that something be done. But what? The Outreach Team of-

fers strong advice that you should not offer money in a personal encounter. Sadly, many opportunists pass through communities posing as homeless per-sons for the explicit purpose of scamming cash. Generosity only prolongs their stay. Such persons gravitate to high traffic locations such as freeway off-ramps, store entrances or fast food restaurants. Truly homeless persons generally keep a lower profile and do not openly beg from strangers. They generally want to be left alone.

The community can support the Homeless Outreach Team by donating gift cards for variety or grocery stores, gas stations or fast food restaurants. Mon-etary contributions (checks made payable to City of Brea) can also be mailed to the Brea Resource Center at 695 E. Madison Way. Meanwhile, the Team will continue weekly outreach to meet basic needs with belief that solutions are found through personalized services.

The effort continues to inform and seek input regarding the Brea Olinda Unified School District’s (BOUSD) Lo-

cal Control and Accountability Plan (LCAP) and all of the components of this document. BOUSD wants to ensure that this document is not just pages on a shelf, but a guide to what the District does. It has worked hard to ensure that plans and documents are aligned and meaningful. In 2016, BOUSD gathered data through surveys, meetings, and in-depth conversations and additions below were made in the 2016-17 school year using LCAP funds: • The addition of the AVID (Advancement Via Individu-

al Determination) program at Brea Junior High (two periods in both 7th & 8th grades)

• Hired two new 21st Century Learning Coaches (Teachers On Special Assignment)

• Hired additional Physical Education (PE) teachers to provide additional PE time for students, and prep time for grade level teacher planning

• Purchased additional Chromebook carts (40 per cart): one cart per elementary school, two carts at the Junior High, and three carts at the High School

• New website design and mobile app launch to fur-ther inform parents, promote involvement and solicit community input

Now in its fourth year, the LCAP is moving into the annual revision cycle that ends in May 2017. During this time, a host of LCAP meetings have been scheduled to review current progress on goals, actions and services and to gather feedback. In addition to refining supports for all students, a particular focus is on supporting achievement for students who are economically disad-vantaged, English learners or foster youth. Your voice counts in this process. The Brea community is encour-aged to take the annual LCAP survey located at bousd.us under the LCAP tab.

To make it even easier to access the LCAP survey and to keep up-to-date with the latest news coming from BOUSD, community members can now download the district’s new mobile app. This smartphone app en-ables individuals to access news, calendars, and informa-tion about district initiatives. The Birth of Motion Pictures: An Illustrated History of Silent Cinema 1910-1929Now through April 14This retrospective exhibi-tion provides a rare look into the largest compilation of silent movie posters and memorabilia. These vivid posters reflect legends in film: Chaplin, Barrymore, Swanson, Valentino, Bara, and Pickford. There are even early works from the young cartoonist, Walt Disney. Works are on loan from the private collection of Brea’s own Dwight Man-ley. Featuring exquisite, never before shown silent movie posters, an actual ‘silent Oscar,’ original post-ers from Brea’s centennial year, 1917, Academy Award winning film posters, and movie memorabilia; this show will be comprehen-sive and delightful. Silent films will be screened in the Gallery throughout the exhibition and an exhibit catalog will be available.

Brea’s After School Program is a program committed to providing life-enriching experiences that foster academic, physical and social development.

Program participants experience fun and exciting activities in this inclusive and positive environment. All grade levels have the opportunity to participate in the “Study Hall” experience while parents finish their day at work.

Participants will enjoy an assortment of structured activities that include gym activities, arts and crafts projects, as well as a game room with PlayStation 4, Nintendo Wii, and board games. Participants also have the opportunity to get involved in monthly cooking clubs, group fitness activities, and special presentations. In addition, the Bits N’ Bytes café offers nutritious snacks at a reasonable price.

Adult Sports and FitnessMen’s Flag FootballFlag football is played in a fast-action style, where everyone

is an eligible receiver. This is an 8-team league that plays on Wednesdays and Saturdays. Spots fill up fast so do not let this

opportunity to join pass you by. The fee for a season is $400, plus a $50 forfeit fee with a $25 per game official fee.

5-on-5 Men’s BasketballRegistration packets are currently available for the Sunday league 5-on-5 play at the Brea Community Center! Teams are placed in divisions according to skill level through evaluation games. There are two leagues, one on Thurs-day night and one on Sunday night. Cost per team is $385, plus a $50 forfeit fee and $25 per game per team referee fees.

Coed SoftballRegistration packets are currently available for the coed softball league. Games will be played on Monday nights at both the Brea Sports Park and the Brea Junior High School. Cost per team is $450, plus a $30 forfeit fee (refundable if team does not forfeit) and $15 cash per game/per team referee fee.

Coed Volleyball League Our Coed Adult volleyball league is currently taking teams and individuals who are interested in being on a wait list. The season has just begun so we are currently not accepting registration packets. Matches are played at the Brea Commu-nity Center on Tuesday nights. Leagues are classified as upper, lower and intermediate divisions, and you will be evaluated to de-termine what division best suits you and your team. The entry fee is $285, plus a $20 forfeit fee and $10 per game per team referee fee.

Women’s Volleyball LeagueMonday night is Ladies Night at the Brea Community Center. We have an eight team volleyball league that plays an 11-week season and are currently accepting teams. The entry fee is $285 plus a $20 forfeit fee and a $10 per game official’s fee. Form a team and come join in on the fun.

Men’s SoftballThe league plays at least 11 games at the Brea Sports Park during Sunday nights on Field #2. The current sea-son is underway, but we are taking interested team man-agers for the next season, which will begin in late June. Cost for the Men’s Softball League is $450 with a $15 official’s fee per game.
