Government and security forces are taking stone pelters lightly which is creating hurdles in their task. It is time when security forces should deal with these elements strictly. However, four youths were injured when government forces burst teargas shells and fired pellets to disperse stone pelting demonstrators, who were trying to disrupt polling in Kulgam in the second phase of three phase election in Anantnag Parliamentary Constituency. Official source said that stone pelters hit the streets at village Kujjar in Kulgam and tried to disrupt the polling. However, forces and state police personnel deployed in strength in the area immediately swung into action and resorted to lathicharge followed by bursting of teargas shells. Earlier, when the demon- strators, who were pelting stones refused to disperse, forces fired pellets, they said, adding four youths received pellet injuries. However, amid poll boycott, clashes erupted on Monday between youth and gov- ernment forces at Qoimoh and Bugam areas of south Kashmir's Kulgam district where polling is being held for Anantnag Lok Sabha constituency. Stone pelters threw stones at Government Higher Secondary School Qoimoh where polling stations are set up. Forces deployed in the area swung into action and fired tear smoke shells to quell the stone-pelters. Clashes also erupted between stone pelters and government forces at Bugam village of the district. Youths threw stones at Government Higher Secondary School Bugam where five polling has been set up. However, forces deployed in the area retaliated by firing tear smoke shells to disperse the youth. Out of 3444 electors eligi- ble for vote at five polling station in Bugam, no vote was cast till 10.am. Meanwhile, at 12 polling stations including Qoimoh, Redwani, Khudwani, only 6 votes were cast till 9:50 a.m. GY CORRESPONDENT JAMMU, APR. 29 It is no more an open secret that several times various committees were framed from time to time in different govt depart- ments and also Public sec- tor undertakings beside autonomous and semi autonomous bodies to conduct routine affairs and sometimes important tasks but sadly all these committees framed from time to time instead of performing asked tasks to ensure transparency and accountability have always done opposite to their duty resulting in serious loss to Govt exchequer and also poor quality works on the ground. Now days same has been going on in most of the works being under- taken by Shri Mata Vaishno Devi Shrine Board with the funds whose only source is charity in the form of offerings by the devotees of Mata Vaishno Devi who come across the country here in J&K to pay Obeisance At Mata Vaishno Devi Dham. No doubt Shrine Board has developed huge infra- structure with this charity but at the same time it has come to fore that offered money being misused by few corrupt officials of Shrine Board as most of the works it undertakes are being executed and completed without invit- ing mandatory tenders/e- tenders at higher rates and of lower quality. Court also issued fresh bailable warrants of SHO Nagrota. This significant order has been passed in a com- plaint filed by Mohinder Singh in which Court directed SHO Nagrota to investigate the matter in terms of section 202 Cr.P.C. and file the report, thereafter two reminders were given to SHO Nagrota vide order dtd.29-06-2018 and 23-07- 2018 to file the report in terms of order dtd.22-05- 2018, these reminders were given through pros- ecution but SHO did not file the report and accord- ingly a summon was issued to SHO Nagrota to appear before this court to explain as to why the report has not been filed in compliance to order dtd.22-05-2018. Court further observed that On 06-11-2018 Prosecution was directed to serve the summon upon SHO, Prosecution was further directed to intimate the SHO tele- phonically to appear before this court to explain his conduct and thereafter on 24-12-2018, this court observed that summon was properly served upon SHO, despite service SHO did not file the report and as such, bailable warrant amount- ing to Rs.10,000/- was issued against the SHO and on 08-01-2019 a fresh bailable warrant amount- ing to Rs.10,000/-was issued against the SHO with the direction to SSP, jammu to ensure the Cont. on Page 11 GY CORRESPONDENT BENGALURU, APR. 29 The Bengaluru city police have transferred the sedition case against a Kashmiri youth for allegedly supporting ter- rorists who had carried out an attack on a CRPF convoy in Pulwama to the National Investigation Agency (NIA). DCP (Whitefield) Abdul Ahad confirmed that the case had been transferred to NIA for further investiga- tion. HAL police had in February booked the sedi- tion case against Kashmiri youth Aabid Malik after he posted messages back- ing the Pulwama attackers and criticising the Indian Army on his Facebook wall. According to police sources, his social media accounts were scrutinized and also his employers in Bengaluru were ques- tioned before the city police decided to share information with Intelligence Bureau (IB). Malik is from Srinagar and according to his Facebook profile, he’s an alumnus of Bangalore University. The Srinagar adminis-tration which has startedan operation against foodadulteration Monday con-stituted special teamswhich undertook inspec-tions of restaurants andfood joints at severalplaces.

The inspections whichwill continue as a regular

affair were held on thedirections of the DeputyCommissioner SrinagarDr Shahid IqbalChoudhary who hastaken a serious view ofcomplaints of adulterat-ed food items sold in themarkets.

The inspection ofrestaurants and foodjoints was aimed atascertaining the usage of

synthetic food colourand monosodium gluta-mate in food prepara-tions.

Eight food joints wereput on notice during theinspections with seven ofthem being taken to thecompetent court of adju-dication for violations ofapplicable provisions.

Labourer found dead insouth Kashmir's Pulwama

SRINAGAR, APR 29: A 32-year-old labourer wasfound dead at a village in south Kashmir’s Pulwamadistrict on Monday. Some locals spotted the bodylying at Adgam today morning and informed thepolice station concerned accordingly, reported newsagencyQuoting an unnamed police officer, it said thatsoon after receiving the information about it, a policeteam reached the spot and recovered the body. Theofficer identified the deceased as Nanda Munda (32), aresident of West Bengal. Nanda was working as alabourer in the southern district and there was no vis-ible injury on his body, the officer said.He said theywere ascertaining the cause of his death.

A50-year-old municipalitysanitation worker diedafter being beaten with a

broom for refusing to share abench with a colleague during adrinking session in north Delhi’sBharat Nagar on Friday evening,police said. The murder accused,Sudhir Bunty, 32, also a sanitationworker with the same civic body,remained unaware that he hadkilled his colleague until he wasarrested from the nearby AshokVihar on Saturday, a senior policeofficer said. Police have seized astandard-issue broom belongingto the civic body as the weapon ofoffence. Vijayanta Arya, deputycommissioner of police (north-west), said the alleged killer andhis victim were drunk at the timeof the incident. “It was a con-frontation over the sharing of abench. We have arrested Buntyand booked him for murder,” saidthe DCP. Bunty and his victim,Sanjay Kumar, knew each other ascolleagues, said another investiga-tor. “They would often meet eachother at work and during drinkingsessions in Bharat Nagar,” saidthe officer. The crime happenedduring one such session on Fridayevening when Kumar was havingdrinks with his friends outside atea stall. Kumar occupied a benchat the stall and his friends wereseated around him when Buntyreached there. “Bunty askedKumar to move aside and sharethe bench with him. But Kumartook offence to the manner inwhich he was ordered and refusedto oblige,” said the officer. “Analtercation followed during whichBunty picked up Kumar’s broomlying nearby and repeatedlystruck him on the head. Kumar’sfriends intervened and rushedhim to a local hospital from wherehe was referred to SafdarjungHospital,” said the officer. Policesaid eyewitnesses to the crimehadn’t anticipated Kumar’s death,a reason they only stopped theattack and did not stop Buntyfrom leaving the crime spot. “Itwas Kumar who made the policecall after the attack and he wasalso able to converse at the hospi-tal. His friends did not think hewould die,” said the officer.Kumar died within hours of theassault. Police said he was suffer-ing from several ailments, includ-ing jaundice. Once Kumar wasdeclared dead at the hospital, acase of murder was registered atthe Bharat Nagar police stationand a search was launched forBunty.

apparently drain into thewater supply channels —the water is then provid-ed to residents down-stream, allegedly withoutproper filtration, leadingto multiple outbreaks ofwaterborne diseases likegastroenteritis, diarrhoeaand typhoid. The worstaffected are vulnerablechildren and the elderly.

Kashmir valley. Kashmirhas a thousands years ofhistory at it's back whichclearly points to the factthat the Kashmir valleyremained a part of Indiaalways. The 1947 issue ofInstrument of Accessionwas a constitutional andlegal necessity as per theIndian Independence Actof 1947. In fact,Srinagar/Parihaspur usedto be the capital of Indiacenturies ago likePatliputra, Ujjain andDelhi during the period ofemperor LalitadityaMukhtapeed.

The Jammu andKashmir BJP Mondaypitched for permanentclosure of cross-LoCtrade, currently suspend-ed on the direction of theCentre, saying it hasdeveloped into a channelto foment trouble andsponsor illegal andunwanted activities.

The saffron party alsolaunched a scathing attackon National Conferenceand PDP leadership fortheir stand on Article 370and Article 35A which,according to the BJP, havelost their relevance andtime has come for their"removal for good".

Article 370 of theConstitution grants spe-cial status to Jammu andKashmir and limitsParliament's power tomake laws concerning thestate, while Article 35Aempowers the stateassembly to define 'per-manent residents' forbestowing special rightsand privileges on them.

"The cross-LoC tradehas brought countlessmiseries to the state as ithas developed into a

channel to foment troubleand do illegal andunwanted activity. Its sus-pension should pave theway for its permanent clo-sure," BJP state spokesper-son Brig (Retd) AnilGupta told reporters here.

On April 18, Indiaindefinitely suspendedcross-LoC trade at twopoints along the Line ofControl in Jammu andKashmir followingreports that it was being"misused" by elementsfrom across the border tosmuggle weapons, nar-cotics and fake currency.

He said these provi-sions cannot be allowed toprovide an alibi for "sepa-ration, hatred, misuse ofpower, gender bias andinfringement of funda-mental rights" guaranteedby the Constitution.

"The Article 370 andArticle 35A need to go onthe first available oppor-tunity once the govern-ment has the necessarylegislative numbers," hesaid. On PDP presidentand former CMMehbooba Mufti's recentremark that Article 370 isthe basis of the state's rela-tionship with the countryand that if the prime min-

ister thinks Kashmir is inloss because of it, thenthey should leaveKashmir, Chrungoo saidher comments are notonly unwarranted andunwanted but are alsobereft of normal politicalsagacity. "The statement isaimed at raising passionsand emotions and causingharm to the establishedconstitutional and politi-cal practices in the state,"he said, adding the PDPchief is not interested inmitigating the sufferingsof the masses in the state.

He said it needs to bemade clear that since theKashmir province is a partof the state, the provincehas no exclusive right torepresent the state as awhole.

"It has been establishedwell that the last sevendecades of political black-mailing, that had the tacitsupport of the Congressparty, was engineered bya couple of political fami-lies of the valley. They didit to suit their own politi-cal ends and used theirparties and their positionto this effect," he claimed.

The BJP leader said thestatements of PDP and

NC leaders expose their"ignorance of history,political arrangementsand ground realities" inKashmir valley.

"There is need of anopen debate and dialogueon all issues concerningthe future of our society,state and younger genera-tions. We invite all thosewho feel suffocated inthese political parties, dueto lack of inner democra-cy, to join open discussionand debate on issues likenationalism, develop-ment, national securityand on terrorism (as anenemy outside and with-in)," Gupta said.

Rattan said Jammu andKashmir is nobody's fief-dom and the people ofJammu, Ladakh, KashmiriPandits and other minori-ties and also the national-ist people of Kashmirrejected the secessionistideology and practice.

"They have deep emo-tional bonding with therest of India. Our cultural,historical, traditional andpractical relationships aremore important than theinvented so-called narra-tives of separation andhatred," he said.

SRINAGAR, APR29: Authorities atthe All IndiaInstitute ofMedical Sciences(AIIMS) NewDelhi have not setup any centre inKashmir for theaspirants set toappear in the testsfor the under-

graduate courses.The undergraduate exams are scheduled to be con-

ducted on May 26.Earlier, the aspirants of PG coursesat AIIMS had sought the intervention of the governor-led administration after no test centres were set up inthe valley.

“The authorities conducting AIIMS undergraduateentrance exam have not set up exam centre inSrinagar. It is not possible for the candidates to travelto Jammu for appearing in the exams,” said ImtiyazQazi, an aspirant of AIIMS UG exams.

Over the years, the exam conducting bodies ofnational level competitive exams have ignored valleyin allotment of exam centres causing inconvenience tothe aspirants.Earlier in February a batch of 500 stu-dents missed GATE-2019 exams as no centre wasallotted in Kashmir for the first phase of the exams(GATE). Later, six centres were set up in valley toenable students for appearing the exams within val-ley.

“This trend should end once and for all. Kashmirshould not be excluded in allotment of exam centresin national level competitive exams,” said an aspirant.

Parimpora Fruit Mandi shutsdown against blockade

SRINAGAR, APR 29: Parimpora Fruit Mandiremained shut on Monday against the ‘indifferent atti-tude’ from authorities that halt vegetable and fruitladen trucks on the Jammu-Kashmir highway.Businessmen dealing in fruit and vegetable businessdecided to go on indefinite strike thus all businessesworking under the Parimpora Fruit complex closeddown their gates as a mark of protest. “We had decid-ed that we will go for an indefinite shutdown fromApril 29 in case the government does not take any ini-tiative to solve our problems. All the shops are closedand we will be meeting later in the day to chalk outour further plan,” said a businessman in the complex.

The traders are in protests against a “virtual halt”of fruit and vegetable-laden vehicles on Srinagar-Jammu highway for several days allegedly withoutany reason. “The losses are being inflicted deliberate-ly otherwise why the highway gets perfect to use if atrucker pays the bribe. We are witnessing this problemfrom the last three months now. This is a deliberateblockade,” said Bashir Ahmed Bashir, President FruitGrowers Association.

“This time a box of grapes would have cost not lessthan Rs 500 but when the stockist received his truck,he had to sell one box for Rs 80 or Rs 30 and there wasno guarantee if any of the grapes would be in eatablecondition. And it is the same with all fruits coming orgoing out of the Kashmir,” said Wasim Hassan, one ofthe consignment agents. “It is not only the trucks com-ing towards Kashmir are stopped but same is beingdone with the fruit-laden truck going out fromKashmir.”

The Parimpora Mandi traders under the banner ofKashmir Economic Alliance decided unanimously togo for the strike as they are suffering huge losses dueto the indifferent attitude on the only highway con-necting Kashmir with the mainland India.

Bashir Ahmad Bashir had earlier said that dealerswho suffered losses due to frequent highway closureduring this year’s winter are now forced to shut downbusinesses due to ‘mismanagement’ of traffic on theJammu-Srinagar national highway. enforced disappearancesand stated that "Impunityfor enforced or involun-tary disappearances inKashmir continues asthere has been little move-ment towards crediblyinvestigating complaints,including into allegedsites of mass graves in theKashmir Valley andJammu region."

percentage recorded in the district during today'spolling was 10.3 per cent with the highest in Noorabadsegment, recording at 20.58 per cent.

Divulging the details of the voter turnout in the dis-trict, the CEO informed that the total number of votespolled was 35524 with highest turnout of 20.58 per centrecorded in Noorabad segment of the district. With thecompletion of the today's phase, the overall poll per-centage of Anantnag constituency has touched12.35 percent.

He further elaborated that the total percentage ofvoting till date in various parliamentary constituenciesin the state including Baramulla, Jammu, Srinagar,Udhampur and Anantnag was recorded at 47.06 percent with total votes polled at around 3364104 out of7149047 total electorates.

The CEO complimented voters, political parties, con-testing candidates, media, polling staff and securityforces for smooth and peaceful conduct of polling underIV Phases in the state.

It may be recalled, over 3.45 lakh electors werescheduled to exercise their franchise in Kulgam districtof south Kashmir region, in the second leg of three-phased schedule for Anantnag ParliamentaryConstituency on April 29, including 28761 first-timevoters and 2870 migrant voters.

Regarding the health of E-rolls, the CEO said that 43polling stations were setup for webcasting.

Thiswas also proved by accessing to visiting card of ShriRam Decorators was carrying both the mobile numbers70061-11698 and 94192-41767 which were found in twodifferent quotations one by SS Traders and another byShri Ram Decorators and which simply proves that SStraders was fake firm and actually Shri Ram Decoratorsand SS traders were one and same which is actuallycrime and how come one can dare to execute a such athing without the knowledge of Board as without theirconsent no any firm can dare to do so. (1) Umar Shafi s/O Mohd Shafi (2)Aqib Shah S/O Mohd Shafi Shah both R/O VehilShopian, (3) Shahid Wani @ Watson S/O Mohd AyubWani R/O Kinhama Shopian and (4) Wasim AhmedDar @ Doctor S/O Abdul Majeed Dar R/O ChakoraPulwama.

It was revealed by the Suicide Bomber Owais Aminthat he had been motivated by an active HMCommander Rayees Ahmed Khan @ Imaad Khan R/oShopian and Omar Shafi to attack the security forces onthe directions of the HM Chief Commander RiyazNaikoo and then he undertook this attack. He furtherdisclosed that the car which was used in the blast on30th March 2019 was fabricated by Waseem @ Doctorand some other militants and was handed over to himto attack a convoy of security forces. On 30th March, onan appropriate moment, he chose the target of CRPFconvoy and detonated the car in which he was sittingbut the explosion packed in the car only blasted partial-ly and he survived with injuries. Next day i.e on 31stMarch 2019, he was apprehended by Naka party of JKPand Army while he was trying to flee back to Kashmir.The module of HM militants in this case has been arrest-ed by police. On the disclosure of Wasim and acting ona specific information another member of the HMModule involved in this car blast attack namely HilalMantoo S/O Gulam Rasool Mantoo R/O ChakoraPulwama (Kashmir) was arrested by a team of SOGJammu headed by Dy. SP PC Iftkhar Chaudhary fromCentral University Punjab where he was pursuing hisPh. D degree.

Hilal Mantoo during interrogation revealed that hewas a close confidante of HM commander Dr. Saifullahwho is operating in South Kashmir and who has moti-vated many youth of the area to join militancy. HilalMantoo further revealed that the vehicle IED was fabri-cated by a group of terrorists including Waseem @Doctor (now arrested), Hilal Mantoo himself, MunnaBihari (Pakistani terrorist of JeM), Shah Jahan R/OPulwama also of JeM and Sahil Abdullah. Sahil hasbeen missing from his house after the incident and pos-sibly has become active.

The Kashmir based officers especially IGP Kashmir,SSP Shopian and SSP Pulwama played a crucial role inthis case in providing vital leads to the SIT membersand played an active role in the apprehension of themembers of this HM module. With this arrest of HilalAhmed Mantoo today, the J&K Police has achieved amajor success in thwarting the nefarious designs of theHM militant organization.

Hilal Ahmed Mantoo S/o Gulam Rasool MantooR/o Chakora Pulwama (Kashmir) during his interroga-tion has also revealed that he is ‘rukun’ (member) ofJamaat-ul-Tulba which is the student wing of Jamat-e-Islami. The polling started at07:00am and ended at04:00 PM today. The dis-trict wore a deserted lookthroughout the day withforces manning theroads, keeping close vigilto ensure smooth con-duct of polls.

The total voterturnout was recorded

9.98 percent with over34000 voters exercisingtheir franchise today.

Notably, the JointResistance Leadership(JRL) had called for acomplete poll boycott,appealing people to stayaway from the polls.

The four assemblysegments includingNoorabad, Devsar,Kulgam and HomeShalibugh as per ,Correspondent recorded20.5%, 16.84%, 2.38% and1.13% total voter turnoutrespectively. InNoorabad, 15842 voteswere cast while as 15292votes were polled inDevsar. In Kulgam, 2333electorates cast ballots

while 893 people votedin Home Shalibugh.

In the district as per ,Correspondent, 34357votes were polled.

A missing girl was onSunday morning foundlying dead in Saujiyanarea of Poonch districtafter which local policehave started investiga-tion into the matterafter taking cognizance

in Mandi police stationof the district.

Officials told that agirl identified as ZahidaBi, aged about 19 andresident of SaujiyanPoonch was missingfrom April 05 and hermissing case was alsounder investigation.

On Sunday morning,a girl body was foundlying at Sundri forestarea of Saujiyan afterwhich locals informedpolice and body wasremoved from the spotafter completion of legalformalities.

nation of body was per-formed in hospitalwhile police said tohave started investiga-tion under 174 CrPCunder Mandi police sta-tion.
