PSA MIMAROPA conducts 2016 Gross Regional

Domestic Product News Conference

The third News Conference on the 2016 Report on the Regional Economy of MIMAROPA started with an opening prayer led by PSO Lino P. Faminialagao and singing of national anthem led by OIC-PSO Gemma N. Opis. Dr. Luis Cueto, Information Center Manager of Philippine Information Agency (PIA) of Oriental Mindoro, as emcee/moderator of the conference, recognized and welcomed the participants in the third News Conference on the 2016 Report on the Regional Economy of MIMAROPA. Ms. Maribel L. Bernardo, Chief Statistical Specialist of PSA MIMAROPA gave the welcome remarks. She thanked Governor Alfonso V. Umali for providing the venue for the activity. growth drivers of the region’s economy. The desired outcomes for the agriculture and fisheries sector are increased rural income, improved food security, and resiliency to climate change. To achieve the desired outcomes, recommended policy proposals and strategies as stated in the Regional Development Plan, 2017-2022 are: increase public investments for agriculture programs including research, development, and extension activities; support organic agriculture act; adopt the fisheries code; and incorporate agribusiness in zoning schemes.

Mr. John Lourenze S. Poquiz, Senior Statistical Specialist, Satellite Accounts Division, PSA Sectoral Statistics Office rendered a message. Mr. Poquiz said that this day marks another milestone with the efforts of PSA to continuously generate official statistics for MIMAROPA for the performance of the region’s economy, as well as to reach out to all stakeholders who are the users of the gross regional domestic product. He cited that this was the third year that the news conference was conducted for the region after the establishment of PSA. RD Leni R.Rioflorido presented the Highlights of the 2016 GRDP of MIMAROPA at exactly 10:00 AM. The presentation was outlined as follows: background of the GRDP, levels of GRDP, growth rates, percent distribution by industry/sub-industry, contribution to growth, per capita GRDP, performance of MIMAROPA compared to other regions, and sources of data. RD Rioflorido stated that GRDP measures the economic performance of a region. It includes goods and services produced by all households and establishments in the region. It is reported in terms of growth rate in real terms (or at constant prices). Its three major sectors are: Agriculture, Hunting, Forestry and Fishery (AHFF); Industry; and Services. Susan A. Sumbeling, OIC - Director of NEDA MIMAROPA welcomed the participants and acknowledged the presence of regional Directors and Mr. John Lourenze Poquiz. OIC-Director Sumbeling stated that the 2.7 per cent growth rate in 2016 is a proof that region’s economy remains strong despite of challenges brought about by disasters and other external threats (typhoons Nona and Nina, el Nino). Rioflorido was asked to present a paper on the IP marriages. Her presentation was titled Indigenous Peoples Marriages: The MIMAROPA Experience. The presentation highlighted the problems, concerns and issues in the implementation of AO 3 Series of 2004 and AO 1 series of 2007 in the region. Her presentation generated interest especially from NS Bersales. She was tasked to spearhead the efforts of ensuring the effective implementation of these rules and regulations to all the regions with IP and ICCs. Furthermore, the recommendations were made considered as part of the future directions as presented by NS Bersales.

PACR IV First Inter-Regional Convention

PACR IV First Inter-Regional Convention was conceived and materialized after 14 years of separation since Southern Tagalog Region split into two independent regions. PACR CALABARZON and PACR MIMAROPA officers planned and worked for its realization. It was a three-day of interaction and learning. A total of 259 Municipal Civil Registrars from the two regions together with some of their staff, selected PSA personnel of CALABARZON and MIMAROPA were part of the event. RD Leni R. Rioflorido, CAO Pilar P. Mendoza, RO IV Veneranda F. Mendoza and Asst. Stat. Ella Jean Rose Del Rosario were the participants from PSA RSSO MIMAROPA. Guests and resource speakers from PSA and from some government agencies were invited to give an update and impart recent developments that would benefit the participants. First topic discussed in the convention was delivered by Ms. Celeste E. Ferreras, Branch Manager of GSIS Batangas City. Her topic was “Updates, Benefits and Impact”. It was a great and very informative moment with the manager where everybody was reminded of the responsibilities, reviewed of the benefits and were satisfied with the impact of being a GSIS member. Then, Ms. Rosalinda Villaflor, past President of PACR IV-A and a retired MCR of Real, Quezon shared “Experiences/Stress Management/Values”. Spending time to relax and unwind was the gist of her topic. Open Forum ended the day giving ample time for clarifications, issues and concerns. ANS Editha A. Orcilla opened the second day by presenting “Standard Process of Annotation of Legal Instrument and Court decrees and Issues on RA 9255 and RA 9858”. Issues and concern regarding her topic were raised and given appropriate action. Mr. Aris Dimaano, Division Planning Officer of DepEd, District of Batangas was the next speaker. He pointed out that a pupil remained temporarily enrolled unless PSA copy of Certificate of Live Birth is provided to the school. Ms. Ceres Ginauli, OIC of DFA Regional Consular Office, Lucena City followed discussing “Different Process in the Consular Offices”. The last topic for the second day was given by Ms. Analisa Abrenica, Nurse IV of Provincial Health Office of Batangas City. She discussed “Issues and Concerns on Hilot-attended Births and Issuance of Certificate of Death on Dead on Arrival”. Mayor’s Night at Batangas City Convention Center sponsored by City Mayor Dimacuha served with dinner simultaneous with a cultural show made the second day worth memorable. The third day was spent on PACR Updates. It was discussed by Ms. Lucena M. Flores, PACR National President. Recognition rites followed giving plaque of appreciation to retired RD Monteclaro and RD Bautisita of PSA NCR. Posthumous award was also given to late CCR Nely Asturias of Calapan City. Before the convention ended, financial reports were presented by treasurers of PACR CALABARZON, and MIMAROPA. The closing remark was given by RD Armonia of PSA CALABARZON. Singing of PACR Theme Song, “If We Hold On Together” concluded the convention.

PSA MIMAROPA conducts 2017 2nd Quarter RSC Meeting

PSA RSSO MIMAROPA conducted the 2017 second quarter RSC Meeting on May 15, 2017 at the PSA RSSO MIMAROPA Conference Room, 2/F Emerald Bldg., Barangay Camilmil, Calapan City. The meeting started at 9:45 a.m. and was attended by 13 members and registered a quorum of 62 per cent. RSC Vice Chairman and PSA MIMAROPA Regional Director Leni R. Rioflorido presided the meeting. ADMINISTRATIVE STAT CORNER

D omestic Trade Statistics (DOMSTAT) refers to air, rail

and coastwise trade statistics collected and compiled

monthly, quarterly, and annually based from airway bills, daily

report of outgoing shipments, coastwise, and passenger

manifests.

All provinces collected coastwise

documents and passenger manifests

during the second quarter of 2017.

Moreover, Palawan alone collected

airway bills for this period. A total of

1,870 coastwise documents, 3,809

passenger manifests and 1,782 airway bills (Palawan only)

were collected in the region for this quarter.

F oreign Trade Statistics constitute data on imports and

exports that are derived from the various imports and

exports documents of the Bureau of Customs (BOC).

Electronic data files being provided by the BOC to PSA on a

monthly basis were included in the

generation of monthly trade statistics.

In MIMAROPA, Palawan alone collects

import and export documents and had

collected 57 documents for the second

quarter of 2017.

B uilding construction statistics from approved building

permits submitted to Local Building Officials (LBOs) relate

to data on new construction and additions, alterations and

repairs of residential and non-residential buildings, and other

structures undertaken in all cities and municipalities in the

country.

Table 1 shows the number of approved

building permits of MIMAROPA for the

second quarter of 2017. A total of 1,047

approved building permits were issued for

this quarter. The month of May and June

had the highest (404) issued building

permits and April recorded the lowest

(239).

AgriStat CORNER

Palay production in MIMAROPA for the second quarter of 2017 improved by 30.82 percent as compared with the region’s second quarter production in 2016. Last year’s production of 136, 815 MT significantly increased to 178, 981 MT.

Oriental Mindoro is still the largest palay producing province in MIMAROPA with a production of 89, 850 MT. Its

production increased by 15.6 percent. Occidental Mindoro has the second largest production with 61, 483 MT. It

progressed by 28.6 percent. Palawan has 26, 367 MT and Marinduque registered 657 MT. Romblon’s

production increased as well to 624 MT.

Corn production in the region achieved 49.11 percent increment compared with same quarter last year. The increment was attributed to good harvest in Occidental Mindoro, Palawan and Romblon with 53.75 percent, 98.03 percent and 123.58 percent, respectively. However, Oriental Mindoro moved downward by 75.09 percent while Marinduque declined by 82.86 percent.

PSA MIMAROPA CRS Outlet received and processed vital document requests with a total of 106,048 from January to July 2017 for the convenience of the public applying for copies of birth, marriage, death certificates, and certificate of no marriage record for local and foreign use. CRS Calapan Outlet reports monthly earned revenue which is deposited in bank on a day-to-day basis. Compared to January to July last year with 96,091 transactions, various activities and events like enrolment, graduation and mass wedding and requirements may have influence the fluctuation of the transactions .

These are how Merriam-Webster dictionary defined each word, hence, implying no common meaning or sense that may suggest one to be a synonym of the other. Yet, in a world where there are most concentration of Indigenous Peoples and even just indigenous materials, they are taken in almost the same context. IPs as impoverished people and indigenous materials as cheap and low quality materials usually used by not so rich people. There are rules, regulations, laws, doctrines, policies and whatnots, that cater and invoke the protection of the customs, traditions and ancestral lands of the IPs. However, the IPs do not feel protected and always clamouring for more this and that. People tell them “okay, you don’t have to pay because you are an IP”; “ it is free for you because you are an IP”. And the IP would say, “we are IPs therefore it must be free”.

Is that how protection of their rights, lands, customs

and tradition mean? Who knows the answer to this

question? Nobody, because everybody thinks IP must

be sort of synonymous to indigent, and the IPs think

they are free, no need to pay not because they are

indigent, but because they are IPs. Two contrasting

claim for what is free for IP, yet these never translated

into a meaningful and tangible action towards genuine

protection of their unique humanity.

Challenges from 10th NCSO

MIMAROPA was put to helm on the full and complete implementation of Administrative Order No. 3, Series of 2004 and Administrative Order No. 1, Series of 2007 in the country by none other than Undersecretary Lisa Grace S. Bersales, National Statistician and Civil Register General. On 24 May 2017, RD Leni Rioflorido presented “Indigenous Peoples Marriages: The MIMAROPA Experience” in the 10th National Convention of Solemnizing Officers. Although, the presentation offered a bleak picture of the unsuccessful implementation of the two administrative orders in the region, it paved the way for a resolute desire to pursue its complete enactment not only in MIMAROPA but to other regions with IP communities. The presentation, while lack and unforgiving in its data for tribal marriages, presented initial steps taken by the region in order to start re-establishing the efforts of implementing the rules and regulations embodied in AO 3, series of 2004 and AO 1, series of 2007. The steps were articulated into 3 main goals: ReTool, ReBoot, and ReInvigorate. These goals showed the seriousness and focused efforts of the region to take the implementation into a higher level. However, there is still a long way to go. But PSA MIMAROPA is not backing down to this new challenge, and already taken some steps thru coordination and securing the cooperation of its vital partners in this undertaking, the Local Civil Registry Office and the National Commission of Indigenous Peoples.

PSA Marinduque holds Forum on Civil Registration PSA-Marinduque Provincial Statistical Office conducted Information Dissemination Forum on Civil Registration on April 26, 2017 at Brgy. Laylay, Boac, Marinduque before the feeding program activity. It was participated by the parents of the beneficiaries of the said feeding program. The information dissemination forum started with an opening prayer followed by a national anthem. A welcome remark was given by Barangay Captain Arnel M. Mabiog on which he expressed his utmost thanks to PSA-Marinduque PSO for choosing his barangay in conducting such activity. Subsequently, for the awareness of the participants, OIC-PSO Opis shared the PSA Mandates. Moreover, RO II Sartillo discussed the Registration of Vital Events. The Forum was concluded by an open forum wherein participants were given a chance to raise questions which were all responded by the OIC-PSO and the RO II.

Revisits the Salient Features of Act 3753, RA 9048, RA 10172, RA 9255 & CDLI’s

PSA Marinduque Provincial Statistical Office in coordination with PSA-RSSO MIMAROPA Region conducted training on Revisiting the Salient Features of Act 3753, RA 9048, RA 10172, RA 9255 & CDLIs on April 10, 2017 at the Provincial Skills Manpower Training Center, 2nd Floor PESO Building Provincial Capitol Compound, Boac, Marinduque. It was participated by regular and job order employees of PSA-Marinduque PSO and PSA-RSSO. The training revolved on the discussion of Legal Bases of Civil Registration, Concepts of Registration Events, Republic Act 9048, Republic Act 10172, Republic Act 9255, Legitimation Pursuant to Family Code and RA 9858, Court Decrees and other CRS Matters. The activity was concluded by an open forum on which participants were given a chance to raise questions. The OIC-PSO and the RO II replied to all the queries.

PSA Marinduque conducts 2016 ASPBI Forum PSA Marinduque Provincial Statistical Office Conducts 2016 ASPBI Respondents' Forum on May 23, 2017 at the Training Hall of PSA-Marinduque Provincial Statistical Office. The forum was attended by sample establishments, together with the PSA Marinduque Staff. The program formally started with the introduction of the participants, initiated by Statistical Analyst Imelda M. Miciano. Subsequently, Statistical Specialist II Ronilo S. Magnaye gave Welcome Remarks emphasizing on the importance of the survey to the policy makers and other end-users. He also asked the establishments' support and cooperation by filling out the 2016 ASPBI questionnaires with complete and appropriate answers to all questions. On the other hand, the results of 2014 Annual Survey of Philippine Business and Industry (2014 ASPBI) and 2014 Survey on Tourism Establishments in the Philippines (2014 STEP) were presented by OIC-PSO Gemma N. Opis and RO II Virginia M. Sartillo, respectively. Moreover, the invited resource speaker Ms. Carmelita Rejano-Reyes, President of Philippine Chamber of Commerce – Marinduque Chapter, shared with the participants the secrets of her success. She also asked and encouraged the participants to give the right information in filling up the questionnaires because correct data play important roles in the formulation of policies. The second part of the activity was an Open Forum wherein participants were given chances to raise questions and other concerns. Statistical Analyst Orlando L. Mercene and Asst. Statistician Purita H. Olivar, who acted as moderator of the forum, answered the queries of the participants which pertained to the proper filling out of the survey questionnaires. The Forum ended with the distribution of certificates of appreciation to the participants, as each one gave out smiles with every click of the cameras.

PSA Occidental Mindoro conducts 2016 Annual Survey on Philippine Business and Industry (ASPBI) Respondents’ Forum

This province has successfully conducted the 2016 Annual Survey on Philippine Business and Industry (ASPBI)Respondents’ Forum last April 27, 2017 at Sikatuna Beach Resort, San Jose, Occidental Mindoro. The said forum participated by the various representatives such as manager, accountant, bookkeeper, owner, proprietor, and other staff of forty (40) sample establishment of the whole province. The program was officially started at 1:00 PM. SSS Natalie T. Torreliza formally welcomed all the participants; she gave the overview of the forum its importance and thanked everyone for the support and cooperation in the survey. Representative of the Municipal Mayor Mr. Antonio D. Diwa delivered his inspirational talk. He emphasized the importance of the survey in the development of one municipality. The 2014 results of Annual Survey on Philippine Business and Industry (ASPBI), and Survey on Tourism Establishments of the Philippines (STEP) were presented by SSS Natalie T. Torreliza and RO II Griselda Malabanan, respectively. Also, discussed questionnaires with issues and concerns related to the accomplishments of the forms.

PSA Occidental Mindoro holds Consultative Forum with MCR’s Consultative Forum with the MCRs of Occidental was held on June 1, 2017 at Abra de Ilog. In this forum, RD Leni R. Rioflorido and CRASD Pilar Mendoza tackled about what happened on the 10

Officers held at Cagayan de Oro City last May 2017 with the theme “Pilipinong Rehistrado, Matatag na Kinabukasan ay Sigurado”. Other matters were discussed by PSO Samuel A. Villar, SSS Natalie Torreliza and RO II Griselda Malabanan. Also, they had election of new officers of MCRs of this province.

PSA Occidental Mindoro conducts Group Learning Session This Office organized the conduct of three-day learning session on May 26-28, 2017 at the Adventure Camp located at Sablayan, Occidental Mindoro. It was participated by the office personnel compliment composing of seven regular staff and hired job-order/service contractual employees. This was in compliance with the office Memorandum No. 2017-043 dated March2017 requiring the units of the PSA to hold Group Learning Sessions and Activities in the respective regions.

st Inter-Regional Convention of Philippine Association of Civil Registrar

CALABARZON and MIMAROPA last April 25-27, 2017 at Hotel Ponte Fino, Batangas City. Discussed during the convention were updates on GSIS benefits, RA 9255, RA 9858, different processes in the consular affairs, vital events recording at hospitals and clinics, and problems on birth documents in Department of Education.

PSA Palawan holds 2014 ASPBI/2014 STEP Data

Dissemination Forum

The Data Dissemination Forum on the 2014 Annual

Survey of Philippine Business and Industry (ASPBI) and

2014 Survey of Tourism Establishments in the Philippines

(STEP) was held at Hotel Centro, Puerto Princesa City,

Palawan on April 24, 2017. The forum was participated

by government agencies, private companies and selected

establishments who were also respondents of the 2016

ASPBI. The program include the presentation of the 2014

ASPBI Survey Background and Survey Result, 2014

STEP Survey Background and Survey Result by selected

staff of PSO Palawan, and the discussion of the Legal

Authority of PSA by Assistant City Prosecutor Atty.

Marivic A. Bungay. Issues and Concerns raised during

the Open Forum were addressed by PSO Maria Lalaine

M. Rodriguez and SSS Evelyn O. Apellido.

PSA Palawan conducts Group Learning Session &

Team Building

To conduct a further and thorough assessment of

workload of PSA Palawan personnel, the Office

conducted Group Learning Sessions and Activities to

build cohesion and collaboration among staff and to

assess the performance and accomplishment of

statistical, civil registration & administrative units of the

Provincial Statistics Office. A representative from unit

presented their accomplishments and Innovations

conducted on the current semester from January to June

2017. Regional Director Leni R. Rioflorido discussed the

ISO 9001-20015 Quality Management Systems. The

presentation & discussion had been so helpful &

enlightening to develop the capabilities of PSA Palawan

Personnel in preparing for the implementation of

requirements for the certification of the PSA QMS. A

Team Building Activity was also conducted to develop

team spirit and camaraderie among employees.

PSA Romblon receives Certificate of Recognition

from Alad National High School

Alad National High School recognized the assistance and

support of PSA Romblon in their programs and projects. It

can be recalled that PSA Romblon gave its support to the

Brigada Eskwela of the said school and donated tables

and chairs for their use. Said materials had been

provided to the school considering that the school is just

on its 3rd

year of operation and it badly needs assistance

to promote its programs.

Orientation-Seminar on Quality Workplace Through

5S Good Housekeeping

An Orientation-Seminar on Quality Workplace Through 5S Good Housekeeping was conducted at PSA Romblon Provincial Office last May 9, 2017. PSO Lino P. Faminialagao and SS II Johnny F. Solis served as the lecturer. This orientation-seminar was in preparation for the PSA Big Clean-up Day the following day. 5S stands for five concepts of Good Housekeeping as

SEIRI (Sort), SEITON (Systematize), SEISO (Sweep),

SEIKETSU (Standardize) and SHITSUKE (Self-

discipline). These concepts were presented including its

principles and success indicators. The 5S implementation

is in adherence with the thrust of the office for the

Development of Quality Management System.

2014 ASPBI/STEP Data Dissemination Forum and

2016 ASPBI Respondent’s Forum

PSA Romblon conducted the 2014 ASPBI/2014 STEP and 2016 ASPBI Respondent’s Forum at PSA Odiongan District Office last May 30, 2017. Participants to the said forum are owners/managers of

sample establishments of the 2016 Annual Survey of

Philippine Business and Industry. This forum aimed at

enjoining the support of the respondents for fast

submission of the questionnaires by providing the

background and design of the survey as well as the types

of data derived from the survey. Said owners/managers

expressed their support based from the information they

have obtained from the forum.
