SUMMARY: This collection investigates the impact of the increased activity of community intervention projects on the incidence of domestic abuse. In particular, the data provide an opportunity to evaluate the impact of police actions and court-ordered abuser treatment on the continued abuse of victims. The data file includes demographic information such as victim's age, race, and sex, and perpetrator's age, birthdate, relationship to the victim, sex, and physical or mental disabilities. Other variables describe the location and description of the incident, the number and gender of victims and perpetrators, and the outcome of the police intervention, i.e., arrest or nonarrest. Interviews with victims provided information regarding previous history of police intervention for domestic abuse, specific information about the violence suffered and resulting injuries, the frequency and type of abuse suffered in the six months prior to the violent incident in question, the type of police intervention used, and the victim's satisfaction with the responses of police. In addition, the 6- and 12-month interviews contain data regarding the change in the victim's relationship status since the last interview, satisfaction with the relationship, continued abuse and criminal justice involvement, use of support services by the victim or members of the victim's family, and satisfaction with these services.

UNIVERSE: All domestic abuse cases in two police precincts in Minneapolis, Minnesota, which were reported to the police and in which police visited the location of the incident.

SAMPLING: This study employed a longitudinal, three-wave, observational design. The data were drawn from police records of all domestic abuse cases reported over a 13-month period from February 1986 to March 1987 in two police precincts in Minneapolis, Minnesota. Among victims, almost all were female ranging in age from 15 to 70 years of age, and were mostly white, African American, or Native American. Among perpetrators, most were males ranging in age from 18 to 71 years and were mostly white or African American.

SUMMARY

In the past two decades, the criminal justice system has altered its response to battered women and their assailants. This change has been encouraged in part by action taken by community intervention projects (CIP's), which have encouraged the use of police arrest and court ordered treatment for abuse or drug addiction in domestic abuse cases. This study investigates the impact of increased activity of CIP's on the incidence of domestic abuse. In particular, the researchers explore the impact of police arrest and court ordered treatment, in the context of CIP intervention with the court, police, victims, and assailants, on the degree to which domestic abuse offenders continue to abuse their victims.

The data are drawn from police records of all domestic abuse cases reported over a 13 month period from February 1986 to March 1987 in two police precincts in Minneapolis, Minnesota (n = 528). In addition, data regarding in part past abuse, the status of victims' relationships with their assailants, court action sought and obtained, and experiences with treatment groups, were collected by Minneapolis Intervention Project staff from the victims at the time of the initial police report (n = 479), as well as six months (n = 285) and one year (n = 179) following the initial police report. Throughout the entire data-collection period, the Minneapolis Intervention Project staff continually offered victims legal and personal advice and intervened with the police and court officials. The data are contained in one file and include 359 variables.

PURPOSE OF THE STUDY

In the past two decades, the criminal justice system has altered its response to battered women and their assailants; it has shifted from viewing domestic violence as that which is out of the jurisdiction of public officials, to responding to domestic violence in somewhat the same way it responds to street violence. This change has been encouraged in part by action taken by community intervention projects (CIP's), which have encouraged the use of police arrest and court ordered treatment for abuse or drug addiction in domestic abuse cases. But the effects of police arrest and court action are unclear. In particular, findings regarding the impact of police arrest at first police visit are not consistent across studies.

This study investigates the impact of increased activity of CIP's on the incidence of domestic abuse. In particular, the researchers evaluate the impact of police arrest on first police visit and court ordered treatment for abuse or drug addiction on the degree to which domestic abuse offenders continue to abuse their victims. They investigate these effects in the context of CIP intervention with victims and court officials.

The data address the following questions:

1. What police actions (or inactions) on domestic assault calls result in fewer repeated incidents of violence against victims?

2. What court outcomes on domestic assault cases lead to decreased violence against victims?

3. What are the combined effects of police arrest and court-ordered treatment on domestic violence?

METHODS

Study Design

This study employed a longitudinal, three-wave, observational design. Over a 13 month period, all domestic abuse cases in two police precincts which were reported to the police and in which police visited the location of the incident were immediately reported to the Minneapolis Intervention Project (MIP). Victims in these cases were then immediately contacted by MIP staff and subsequently interviewed two more times, once six months after the initial incident, and again one year after the initial incident.

Initial contact with victims in cases in which the perpetrator was arrested was facilitated by local jails' agreement to hold domestic-abuse arrestees for several hours or until arraignment had been made the following morning. While perpetrators were held in jails, trained staff conducted telephone interviews with victims or interviewed them at home. When possible, staff also attempted to contact and interview victims in cases where police intervened but did not arrest the perpetrator.

Throughout the entire data-collection period, the Minneapolis Intervention Project staff continually offered legal and personal advice to some victims, as well as intervened with the police and court system. The Minneapolis Intervention Project was established in 1983. It currently serves the entire city of Minneapolis and is staffed by 8 full-time paid workers and 60 volunteers. In this particular study, MIP staff gave victims advice and assistance regarding orders for protection, court proceedings, shelters, and other services available at the time of the initial interview and during subsequent contacts. Some violent men were offered separate group treatment from DAP staff. MIP staff encouraged and enabled police, city attorneys and court officials to implement policies of police arrest and court-ordered treatment for assailants. In particular, police were encouraged to make an arrest whenever probable cause existed that domestic assault had occurred or whenever an order for protection had been violated. When given permission from the victim, MIP staff supplied information about the victim to prosecuting city attorneys during court proceedings. If the perpetrator issued a guilty plea or was convicted, MIP staff encouraged judges to agree to pre-sentencing investigations that would incorporate the assailant's history of violence and the victim's wishes into recommendations to the court. Finally, MIP staff asked judges to pronounce a sentence that includes imprisonment,

and to stay part or all of the sentence pending successful completion of a batterer's treatment program as a condition of probation.

Sources of Information

Data were collected from multiple sources. Data were collected from reports filed by police following each arrest or intervention and from records kept by legal advocates as cases moved through the criminal justice system. In both arrest and nonarrest cases, police reports were made shortly after each incident and copies were sent to MIP staff. Data were also collected from personal or telephone interviews conducted with victims.

Sample

The data are drawn from police records of all domestic abuse cases reported over a 13 month period from February 1986 to March 1987 in two police precincts in Minneapolis, Minnesota (n = 528). Among victims, almost all were female (the researchers discarded any male victims for the purpose of their analysis), ranged from 15 to 70 years of age, and were mostly white, African/American, or Native/American. Among perpetrators, most were male, ranged from 18 to 71 years of age, and were mostly white and African/American.

Response Rates

Since all those eligible in the population during a given period of time were included as part of the study, a response rate is not appropriate. In terms of the rate at which subjects were retained throughout the study, 90.7% (479) victims were interviewed immediately after police contact, 54.0% (285) were interviewed at the 6 month follow-up, and 33.9% (179) were interviewed at the 1 year follow-up.

Dates of Data Collection

Case data collection began in February 1986 with the last new case added in March 1987. Follow-up data collection ended in March 1988.

SUMMARY OF CONTENTS

Description of Variables

Police reports and court records in the data file include demographic data, a location and description of the incident, the number and gender of victims and perpetrators, and the outcome of the police intervention (arrest or non-arrest). Interviews with victims provided further demographic information about the victim and perpetrator as well as data regarding previous history of police intervention for domestic abuse, specific information about the violence suffered and

resulting injuries, the frequency and type of abuse suffered in the 6 months prior to the violent incident in question, the type of police intervention used, and the victim's satisfaction with the responses of police. In addition, the 6 and 12 month interviews contain data regarding the change in the victim's relationship status since the last interview, satisfaction with the relationship, continued abuse and criminal justice system involvement, use of support services by the victim or members of her family, and satisfaction with these services.

Presence of Common Scales

None.

Unit of Observation

The unit of observation is the domestic abuse case. Only one primary victim and one perpetrator per case is recorded in the data file. However, the possibility exists that a single perpetrator may appear in multiple cases with different victims, or that a single victim may appear in multiple cases with different perpetrators.

EVALUATION

Data Quality

Checks on data quality reveal that a large number of cases were not retained throughout the study. About 66% are missing by the time of the third contact with the victim. In addition, Tables 1.1 through 4.4 show that there are a large number of missing values among those victims followed up. In particular, in the section containing initial case information (variables V1 - V136), almost all variables contain over 10% missing values. Finally, about 14% of variables in the data file have out-of-range values, but for the great majority of these variables, the out-of-range values occur in only a handful of cases. See Tables 1.1 through 4.4 for more details.

Data Limitations

There are a large number of missing cases and missing values in the victim contact sections of the data. Unknown differences may exist between victims who were contacted and successfully interviewed and victims were not able to be contacted or declined to answer a question. Also, large portions of the data in the initial case information section are missing. The researchers recommend that investigators use this section of the data with caution (V1 - V136). Many of these data were drawn from existing agency, police, and court records in which data were frequently missing.

Although not presented in tables, the data contain several inconsistencies across cases (i.e., some perpetrators coded as female for V146 are coded as male for V51). These inconsistencies are most likely due to coding errors. Again, the researchers suggest that the data regarding contact with the victim is more reliable than the initial case data.

Finally, note that these data do not allow the investigator to directly evaluate the effects of CIP advice and counselling for victims, since no data regarding an appropriate control group is available; the MIP intervened with all victims in this study. However, it may be possible to estimate the effects of intervention by comparing groups of victims who received varying amounts of aid.
