The provisions of section (4) subsection (1A) and (1B) shall come into force
(Central Act No 22 of 2005) and this act shall come into force on the one hundred and
twentieth day of its enactment.
The Karnataka State Bioenergy Development Board (KSBDB) working under
Rural Development and Panchayat Raj Department, Government of Karnataka has
published this to provide the information to the citizens under the Right to Information
Act.
1. The Karnataka State Bioenergy Development Board (KSBDB) registered under
societies act 1960 (Sl no. 17 of Karnataka, Act is 1960) at Ali Askar Road,
Bengaluru – 560052 dt 20.9.2010, Reg No. S0R/BLU/DR/597/10-11. The
KSBDB an apex agency constituted by the government notification
No. Gra.Aa.Pa. 19 Jai.Aa.Yo 2008, Bengaluru, dt 01.07.2010 and the board
started functioning from 13.12.2010. The board is under the Rural Development
and Panchayat Raj Department, Government of Karnataka. The board has the
General Body and the Executive Committee/Governing body. The Executive
Committee is the governing body of the board headed by the non official
Chairman and the Managing Director as Member convener will look after the
day to day operations. At present the Minister for Rural Development and
Panchayat Rajis the Chairman for the General Body of the board.
The General body is headed by the Hon’ble Minister for Rural Development
and Panchayat Raj as Chairman and Hon’ble Deputy Chairman, State Planning
Board as its Vice-Chairman. and the Managing Director is the Member
Secretary. The sanctioned cadre structure of the Board has a total of 14 posts
including the Managing Director, 3 Gr.’A, 6 Gr-‘B’, 1 Gr.’C’ and 3 Gr.’D’. The

2 . Duties:
a) Karnataka State Bioenergy Development Board: Under takes planning and
implementation for over all development of bioenergy in the State. To create
conducive atmosphere for the growth of biofuel sector, planning implementation
of annual action plan, organising required budget from the government, biofuel
plantation in association with other departments development of nurseries for
quality planting material, subsidies, incentives, taxation issues and also ethanol
related programmes.
b) General body: The general body of the board is under the Chairmanship of the
Minister for Rural Development and Panchayat Raj department. The Body
reviews and approves the reports pertaining to the previous financial year and the
proceedings of the Executive Committee Meetings in the annual general body
meeting. It also verifies the Annual financial statements, the assets and liabilities
statement, auditors report and guides the board to take up further development
programmes.
c) Executive Committee / Governing body: The Executive Committee /
Governing body of the board headed by the nominated member will look after the
day to day operations of the board as per the rules and regulations of the Board.

3. Roles and Responsibilites of the Officers and Staff :
Board: The board operations are looked after by the Managing Director, officers
and the support staff. The responsibilities of the officers are as follows;
a) Managing Director : The Managing Director is in over all in-charge of the
administration, finance and responsible for the day to day operations of the
board. The M.D is also the Member-Secretary of the general body and
Member-Convenor of the Executive Committee of the board. He/She is
responsible for financial allocation for various programmes, staff recruitment,
annual budget, and looks after the implementation of various programmes.
b) Deputy Concervator of Forest : Responsible for planning and implementation
of the programmes preparation of action plan, administrative and technical
issues, organising executive and general body meetings. Also attending the
Legislative Assembly / Council / Parliament questions and other related
matters.
c) Accounts officer: Preparation of annual budget, day to day accounts, admin,
procurements, receipts, payments and releases, auditing works.
d) Technical Officer: Responsible for boards plantation activities of ‘Hasiru
Honnu’, ‘Baradu bangara’ under convergence of MGNREGS and Forest
Department, managing 03 Biofuel Parks established under Agriculture
Universities, progress review and monitor Clonal Orchards, Coordination of
NGOs work and coordination with Forest Department.
e) Range Forest Officer / Assistant Technical Officer: Responsible for boards
plantation activities of ‘Hasiru Honnu’, ‘Baradu bangara’ under convergence
of MGNREGS and Forest Department, managing 03 Biofuel Parks established
under Agriculture Universities, progress review and monitor Clonal Orchards,
Coordination of NGOs work and coordination with Forest Department.
f) Manager : Responsible for operational activities, planning and implementation
of seed collection and development of marketing, value addition for by
products, Co-ordinating the activities of Bioenergy Information and
Demonstration Centres, NGO and IEC activities.

4. Decision making Process :
The procedure followed in the decision making process including channels of
supervision and accountability:
a) All the technical issues related to planning implementation of programmes will
be processed by the Technical Officer and submitted to the Managing Director
for necessary approvals.
b) The financial receipts and releases, procurements, related to various activities of
the board will be processed by the Accounts officer.
c) The files related to Technical, Financial, Administrative, implementation
submitted to the Managing Director for necessary approvals. The Managing
Director will initiate the necessary actions in accordance with the board and the
State government administrative guide lines.
5. The action initiated as per the KPWD code for the civil works and tender related
issues as per the KTPP Act & Karnataka Finance Code (KFC).
6. Rules, regulations of the board: The board initiated the rules, regulations as per the
Societies act, since the board is registered under Societies Act 1960. (pre para 17 of
Karnataka, Registrar of Socities)

8. To implement the biofuel activities in the State as per the objective of the board, the
board is having the Executive committee and General body.

*The grant includes Rs.387.00 lakhs for the new programme Biofuel Research and quality

The allocated grant by the government are utilised for the implementation and
maintenance of Bioenergy Information Research and Demonstration Centres, NGO’s
Biofuel Parks, Clonal Orchards and other administrative expenses of the board.
13. The Programmes of the board :
Karnataka is the first State in the country took lead in constituting the Biofuel Task
Force to create conducive atmosphere for the development of biofuels. The task
force has worked for two years and submitted recommendations for the overall
growth of the biofuel sector in the State. The recommendations clearly indicate about
the e ffective planning and implementation of biofuel programmes in association
with various departments, agricultural universities and non government
organisations. The State Government adopted a Karnataka State Biofuel Policy -
2009 (No. �ಾ�ಅಪ 19 �ೖಅೕ 2008, Bengaluru, dt.09th March 2009). The
Karnataka State Bioenergy Development Board (KSBDB) under Rural Development
& Panchayat Raj Department (RD&PR) is entrusted with the responsibility of
planning and executing the schemes related to the development of bio fuels since its
inception from 2010-11.
The KSBDB is an autonomous organization created by Karnataka State Government
under Rural Development & Panchayath Raj Department. It is registered under the
Karnataka Registration of Societies Act of 1960. The General Body is headed by the
hon’ble Rural Development & Panchayath Raj Minister of the State with Rural
Development and Panchayath Raj, Agriculture, Horticulture, Industries, Forest,
Revenue, Environment, Energy and Transport Ministers along with Deputy
Chairman, State Planning Board as Members.

The day to day affairs of the organization is overseen by the Executive Committee or
Governing Board headed by the Chairman with the Managing Director as its Chief
Executive. The nominated co-opted members and official members are are the
members of the Executive committee of the board. :
The Karnataka State Bioenergy Development Board has been a pioneer in the field
of biofuels and has taken several initiatives in the last 7 years. The Board has been
the first of its kind in the country to have initiated various measures for the
promotion of biofuel development, which includes the initiation of the supply chain
leading to the production of bio-diesel, bio-ethanol and bio-gas; The uniqueness of
these initiatives involves the participation of the farming community, the NGO’s and
the local bodies.
The Karnataka State Bioenergy Development Board, several initiatives such as large
scale plantation of biofuel seedlings; establishment of Biofuel Research,
Information and Demonstration centres’in all districtsces; establishment of
scientifically managed Biofuel Parks; development of high oil yielding clones at
clonal orchards; Bioenergy Research and Development through Student Project
Programmes, involvement of rural communities and NGO’s in the programme;
empowerment of women by providing oil-expeller units to Women Self Help Groups
for processing and value addition for supplementing lighting /cooking energy needs
and for energy needs of agriculture sector. The detailed activities are as under –
a) Plantation Programme :
Hasiru Honnu Scheme: Plantation of biofuel seedlings along the bunds, hedges and waste lands of farmers with the use of funds under Mahathma Gandhi Rural Employment Guarantee Scheme (MGNREGS) in all the Gram Panchayats.
Baradu Bangara Scheme: Plantation of biofuel seedlings in waste land, forest land, grazing land and other community lands with the involvement of village forest committees.
b) Bioenergy Research, Information & Demonstration Centres (BRIDC): KSBDB has set up 34 IDCs in all the district across the State. These centres are collecting seeds from farmers, processing, value addition, training, awareness, R&D activities and & marketing on biofuels. Progress of the BRIDC activities –

c) Biofuel Parks: 03 biofuel parks are established in 03 revenue divisions. These parks are providing the training, processing, formation of farmers groups, development of high oil yielding seedlings and R&D works etc., The details of the parks are –

e) Hombelaku Yojane: Decentralised production of oil with the active involvement of Women’s Self Help Groups (SHGs), 14 mini oil expeller units are already provided to the SHGs along with assistance for collection of seeds, extraction of oil and marketing locally.
f) Hongirana Yojane : A biofuel mart is established at Vijayapura on pilot basis, it is providing information on biofuels and procuring the seeds, seedling, oil, oil cake and other products and marketing.
g) BERI Project: The Biomass Energy for Rural India (BERI) project has been established in Tumkur district with a total capacity of 1 MW. A expert committee recommendations on the revival of BERI project is submitted to GoK for needful action.

h) Research & Development : Encouraged Engineering Colleges, Universities and Premier Institutions for taking up research projects under Students Projects Programme (SPP) in association with Karnataka State Council for Science & Technology (KSCST). As on, KSBDB has funded 212 under graduate and post graduate student projects.
i) IEC activities : Adopted use of audio visuals, AIR, DD and Print media for reaching out to students, farmers and public on the production and use of biofuels.
j) District Lead NGO’s: The KSBDB has no organizational infrastructure in region, district, taluk and panchayat level. The board has involved the assistane of Lead NGO’s in social mobilization and to reach the gross root level for the implementation of biofuel programmes These Lead NGO’s have been appointed for effective implementation/ scaling up the biofuel activities in all districts.
k) Bioenergy Research and Quality Assurance Laboratory (Quality testing, analysis and
R&D activities) : The board has established a ‘Bioenergy Research and Quality Assurance Laboratory’ at GKVK campus in coordination with the University of Agriculture Sciences, Bengaluru, The establishment of the Laboratory for analysies and certification of quality parameters of biofuels is first of its kind in the country. The laboratory will provide a platform to take up research activities, testing of the quality parameters (around 28 parameters) of raw material, finished and other value added products.
l) Other activities: The KSBDB has developed its ‘Vision Document’ and a five years road map for implementation of biofuel programmes. Two working groups of KSBDB and
NABARD developed the bankable proposals for the development biofuel sector.

17. Objectives of the Board:
The KSBDB was established during 2010, since then the board is committed and taken up various biofuel development activities in the State with the following principal tasks which form part of bioenergy value chain.

i. Sustainable bio-mass supply chain through optimal utilization of surplus agricultural residues and production of energy crops on land without any adverse impact on food/fodder production (Backward linkages).
ii. Facilitating development and evaluation of technologies and plant design/engineering related to biomass preparation, bioenergy plants and downstream products to ensure optimal value realisation. This could be through supporting establishment of pilot projects with commercial objectives.
iii. Facilitating marketing/ distribution and sales of bio energy products as well as by-products (Forward linkages). This could be through capacity building and conducting workshops (using established R & D centres and linkages with appropriate partners).
iv. Facilitate creation of an enabling eco system for bioenergy sector. This could be through inter face with GoK departments related to taxation, land utilization, effective utilization of existing RDPR/Forest department schemes as well as development of new schemes.
v. Facilitate Research and Development of technologies for cost effective and large scale production of bioenergy products and utilisation of by-products. This could be through creating R & D manpower in the institutions existing in the State, by scouting for research funds for their work and generally directing the research by existing R & D advisory group created by the Board.
vi. Standardization and regulatory aspects. This could be through interface with regulatory bodies like KSPCB, BIS, OMCs, SIAM, etc.
vii. Capacity building. This could be through HRD, training, skill-development, awareness creation and encouragement for innovation amongst key stakeholder’s viz. Farmers, rural entrepreneurs, bio energy plant developers, banks/financial institutions, end users of bio energy products and policy makers. .

Constitution of KSBDB
Karnataka State Bio-fuel Development Board is an organisation established by the Karnataka State and registered under Societies Act, No SOR/BLU/DR/597/10-11, dated 20/09/2010. On 10th Dec 2010, the Government of Karnataka constituted the Karnataka State Bio-fuel Development Board consisting experts from various academic institutions, research organizations, bio fuel enthusiasts, industrialists and concerned departmental heads of the government for development of bio fuel in the State. Mr. Y. B. Ramakrishna has been appointed as Chairman and a team of 15- expert member will support him to take up the challenges of Bio-fuel development in Karnataka.
The Karnataka State Bio-fuel Development Board has been assigned with definite tasks such as identifying various bio fuel species to be grown in the state, in various agro climatic zones, dovetailing implementation with various schemes, providing inputs for the government to bring specific policies, create awareness among rural people & to encourage entrepreneur to involve themselves in the production of bio diesel & bio ethanol apart from various other issues to be taken up in the state.

Sub: Karnataka Sate Bio‐fuel Policy ‐2009
India is one of the largest consumer of fossil fuels namely, coal, petroleum, etc… in the world. It imports 85 percent of the petroleum demand, thus draining precious foreign exchange reserve with serious implications for economic growth and sustainable development. Possibility of unearthing any major indigenous sources of petroleum or high quality coal or wide spread exploitation of natural gas or nuclear energy is either remote or costly. Alternative sources of energy like solar, wind, etc… have their own limitation. In this context, biofuels provide a ray of hope to offset a reasonable quantum of imports serving as good substitute for the fossil fuels.

Karnataka is a fast growing State in India. Especially Bengaluru City, which has registered a population growth of 3.5 percent, being also the IT Capital of India Everyday about 1250 vehicles are added to the city which is already having about 28 lakhs vehicles. Such a growth, by leaps and bounds, brings in its wake not only pollution, but also heavy import of fuel. Global warming is no longer a theoretical threat but it is a reality as evidenced by the ongoing change in the monsoon pattern in India itself and the melting of glaciers in Himalayan mountains. Hence it is better to adopt a renewable energy, like biofuels, which could be extracted from seeds and molasses available in the country and the State. In this context, the Government is pleased to declare the Karnataka State Bio-fuel Policy – 2009, as detailed in the annexure to this Notification.
The Karnataka State Biofuel Policy comes in to force from 1st March, 2009.
In order to oversee the implementation of the State Biofuel policy, an apex agency by name the Karnataka State Bio-fuel Development Board (KSBDB) will be set up for this purpose with the Hon’ble Chief Minister as its Chairperson. The Board will have an Executive Committee headed by the Additional Chief Secretary & Development Commissioner which would look into the day-to-day administration of Board. The Board will have a senior officer exclusively as the Managing Director to drive the policy prescriptions.
