Hong Kong St. John Ambulance has been established in Hong Kong for 137 years. It was first started in 1884 in the name of “Hong Kong St. John Ambulance Association” and inaugurated in 1900. The Brigade was formally established in 1916 during World War I, followed by the establishment of the Council in 1949 after World War II. In 2015, Hong Kong was upgraded as a Priory of the Order of St. John. As an ex-officio member of the Grand Council of the Order, Hong Kong ever since then has a broader scope of involvement in international policies and activities.

Hong Kong St. John Ambulance has been well-known in the provision of First Aid training and Ambulance services to the general public in Hong Kong. The principle and spirit of Hong Kong St. John Ambulance as embodied in the motto “For the Service of Mankind” remain unchanged after the enactment of the new Hong Kong St. John Ambulance Incorporation Ordinance (Chapter 1164) on 27 June 1997. Hong Kong St. John Ambulance continues in promoting and encouraging all works of humanity and charity for the relief of distress, suffering, sickness, danger and poverty without any distinction as to colour, class or creed.

The Council is the supreme governing body of Hong Kong St. John Ambulance and is charged with the governance, management and control of all businesses and activities of the Corporation. The Council is composed of dedicated volunteers from various professions and the Assistant Director (Administration and Policy) of the Department of Health also sits in the Council as an observer. The Council’s work is facilitated by its standing Committees, namely, Two MacDonnell Road Management, Finance, Honours and Awards, Public Relations, Property Management and Development, Greater China Affairs, Ambulance Service Steering and Information Technology.

The Association, the training branch, has been the premier organization of the territory responsible for instructing members of the general public the principles and practice of First Aid, Home Nursing and allied subjects since 1884. The Director’s Conference ensures that training works of the Association are conducted effectively and efficiently. There are 542 volunteer lecturers or instructors, including doctors, nurses, allied health professionals and non-professionals.

The Brigade, the service branch, is responsible for organizing training and equipping adult and youth members to undertake, on a voluntary basis, First Aid, Home Nursing, Ambulance and Community Services to those in need. The services are free. The Commissioner’s Conference is responsible for overseeing the organization, administration, services provision and development of the Brigade. At present, there are 6,939 members, made up of 3,409 Adult and 3,530 Youth members including 39 members from St. John Pandas.

IntroductionIntroduction

33

Serving the community through the voluntary work of St. John has given me great pleasure, pride and satisfaction. I would like to express my sincere appreciation and heartfelt gratitude to my fellow Members of the Council for their unfailing trust, valuable advice and strong support in my chairmanship, which are essential for meeting our challenges all along and ahead.

The fiscal year 2020/21 was an exceptionally difficult year for the organization as a result of the COVID-19 pandemic. All our trainings, first aid duties and ambulance services were seriously interrupted. Nevertheless, we could still arrange substantial training activities through e-learning and webinar. The number of students trained by the Association last year was 40,544 or 59% of the previous year (69,153). However, first aid duties, dental activities and ambulance services were disappointing. The Brigade provided only 12,317 man-hours of first aid, dental and community services or only 6% of the previous year (221,867). As our insurance plan did not cover infectious disease contracted during voluntary works, we had to hire more ambulance staff to replace voluntary first-aiders. This increased our financial burden substantially. On the other hand, our ambulance staff had to take extra precautionary measures for infectious disease protection, and extra hours in ambulance cleansing after transporting confirmed or suspected COVID-19 cases, as our ambulance team had the additional work of helping the Fire Services Department and Auxiliary Medical Service in transporting cases to and from hospitals, quarantine centres or residences. In addition, private hospitals refused emergency ambulance admissions, especially febrile cases. Added together, this contributed to the 7th consecutive year failing to meeting our performance indicators with the Department of Health, and last year was the worst of all (4,800 calls or 62% of our performance indicator)! As a result, our cost per ambulance trip was very expensive and might be more than that of the Fire Services Department.

That said, St. John has actively involved in the fight against COVID-19. The most notable was the participation in the Universal Community Testing Programme by setting up 3 booths at the Brigade Kowloon Command Headquarters to help in public COVID-19 swab-sampling from 1-11 September 2020, with 4,649 tests performed. Training workshops in infection control and personal protective equipment were organized by both the Association and Brigade. St. John training and operational sites have been cleaned and sanitized more frequently and thoroughly, while temperature checking, mask protection, hand washing or alcohol hand disinfection, social distancing and health declaration have been enforced. Arrangements were made for front-line staff and volunteers fit-tested for appropriate N95 respirators. We actively encouraged our staff and volunteers to be COVID-19 vaccinated. The Cardio-Pulmonary Resuscitation guideline was modified to adapt to the COVID-19 scenario. As mentioned above, our ambulance service helped in transporting COVID-19 confirmed or suspected cases to and from hospitals, quarantine centres or residences.

In 2015, our “Certificate in First Aid” course gained 10 Quality Framework Level 3 Credit Points from the Hong Kong Council for Accreditation of Academic & Vocational Qualifications (HKCAAVQ). Re-accreditation was successful this year, along with the newly launched Certificate in First Aid (Blended Mode), which comprises 14 hours theory of online learning and 16 hours face-to-face instruction of CPR and bandaging. With the hard work of our Secretariat and Association staff, we were recertified ISO 9001:2015 in February this year in quality management of First Aid, Cardio-Pulmonary Resuscitation and Automated External Defibrillation. Similarly, the Health Section of the Association obtained Credit Points from the HKCAAVQ for a number of courses sponsored by the Employees Retraining Board (ERB) and Social Welfare Department (SWD), namely, Certificate in Health Worker Training (Level 3, 41 Credit Points for ERB courses and Level 3, 49 Credit Points for Association self-financed courses), Certificate in Advanced Training for Health Workers (Level 3, 8 Credit Points), Foundation Certificate in Care-related Support Worker [Clinical Patient Services] (Level 2, 28 Credit Points), and Foundation Certificate in Training for Care Workers (Level 2, 8 Credit Points). This year (2020/21), the Association received an Outstanding Achievement Award from the Employees Retraining Board.

The All Hazards Disaster Response course newly introduced from the National Association of Emergency Medical Technicians of the United States of America has been postponed twice because of the COVID-19 pandemic. Hopefully, with the epidemic fading away in Hong Kong, the two fully subscribed courses can be run in June this year. With a grant from the Home Affairs Bureau, virtual reality for First Aid training was introduced into the Youth Section.

My St. John dream is to train up our ambulance crew to internationally recognized level and to have all school students trained in First Aid. I shall work hard towards this direction during my term of office.

The achievement and success that have been made by Hong Kong St. John Ambulance would not be possible without the full dedication and commitment of our volunteers and staff, who have served conscientiously to uphold the highest tradition of St. John in every way. To them, I wish to express my sincere thankfulness and appreciation for their admirable work. In addition, the generosity and guidance of the Department of Health, Home Affairs Bureau, Hong Kong Jockey Club, The Community Chest of Hong Kong and other donors keep us on the right track to respond to the needs of our local community, enabling the continuation and expansion of our services and works.

I am confident that St. John will grow from strength to strength and strive to provide better services for the community. Glory goes to every member of Hong Kong St. John Ambulance.

7. Development of International and Local Youth Advisory System

In late 2020, The St. John Priory of Hong Kong nominated a youth representative to take part in the International Youth Advisory Network (IYAN). Youth representatives from different St. John Priories gather around and share opinion towards the macro-development direction of the St. John International. These members have various background and are from different countries, yet they all share the same vision – to build a better future of St. John. Owing to the COVID-19 pandemic, meetings were organised by video conferencing since early 2021 and there are work on-going to provide strategic consultation to the Order. Representatives will be arranged to attend the St. John Grand Council meeting (virtually or in person) in May and December 2021 in order to report the progress of IYAN.

To further promote local youth work, Hong Kong St. John Ambulance is also marching forward to the establishment of its local youth consultation body, Hong Kong Youth Advisory Network (HKYAN). Youth leaders aged no more than 24 were recruited from different units in the Youth Command. HKYAN has already commenced their work through meetings, visits, interviews since January 2021 to discuss the overall direction and establishment of the organisation. Led by a group of “Cadets of the Year” (who were previously selected as the best cadet during the annual selection exercise), HKYAN is dedicated to provide insightful and innovative ideas to the Brigade and ultimately create a better activity environment for fellow youth members. To enhance their participation and contribution, members of the HKYAN are invited to join different level of official meetings under the Youth Command.

Hong Kong St. John Ambulance will continue to make every endeavor to encourage our youth generations to participate. The involvement of our youth leaders under the HKYAN, who are representing the youth voice in the top management level of the Youth Command (which is the first-time ever), will be continued in the future.

3. Dental Service

Dental service provided by Hong Kong St. John Ambulance Brigade has been in operation for over 70 years.

Free dental service is made available to the elderly and patients with special needs by Brigade volunteer dental surgeons, dental surgery assistants and members at the Dental Clinic located at the St. John Headquarters or to the elderly homes by the Outreach Team. In addition, oral health services are provided to the public through campaigns and special events.

The fiscal year 2020/2021 was a very challenging year for the dental service due to the COVID-19 pandemic. In fact, the dental clinic could only provide limited service, i.e. non-aerosol generated procedures in October, November 2020 and March 2021. Although the outreach service was completely suspended throughout the year, service has been continued through email to over 100 organizations to educate the patients on oral hygiene by powerpoint presentation. Presentation through Zoom were also conducted on 31 October 2020 with 190 parents participated. The feedback was overwhelming.

In 2020/2021, volunteers in the Dental Command provided dental services to a total of 56 patients with 112 cases being treated in the dental clinic.
