At the outset, the Chairman cordially welcomed Prof. Javed Khan, Minister for Housing and Shri Arunlal Gujarathi, Minister of State for

Bombay Metropolitan Region and rich experience in
panic life, they weld riake a valuable contribution
to the deliberations aLl decisions of the Authority.
The Chairman also placer: on record the
valuable services rendered by Dr. Ishaq Jamkhanwala,
ex-Minister for Urban Development as the Chairman of
the Authority; Dr. W. R. SheTel:ar, el,:-Minister . for
Housing; Shri B.A. Dasaf, ox- Mister of State for
Urban Developme_lt; Shri Ra7.2sh Dube, MLA; and
Shri Chandrashekhar Prabhu, ex-MLA as the members
of the Authority.
The Chairman then condoled the sad demise
of Shri Tukaram E. Surie, ex-MLA who was member of the Authority during the period from 24-12-1980 to 19-5-1983. The Authority next passed the resolution
Placing on record its deep sense of loss at the
passing away of Shri Surve (Annexure).
The items on the Agenda were then taken
up for consideration.
Item No.1 : Confirmation of the minutes of the last (51st) Meeting of the Authority.
While concluding the discussion on the
suggestion (page 8 of the minutes) to consult the
Central Water and Power Research Station (CWPRS), Pune, or the National Institute of OCeanography (NIO),
Pahaji as regards the ecological effect of proposed reclamation in BBRS on other places such as Versaya,.:..
etc. the Chair= stated that two - actiyities viqL
(1) publication of draft development` plan proposals for
eliciting objections and suggestions from the public
and (2) consulting one of the institutions mentioned
above should be. pursued simultaneously so that
reclamation, if any, finally agredi be under-
taken without further loss of time. The suggestion
was. .appraved by the Authority.
The minutes were then confirmed.

Item No. : Proposal to invite additionally the Secretary/the Principal Secretary, Urban Development Department as permanent invitee to the Meetings of the Authority.
The Authority approved the proposal contained in the Item Note and passed the following Resolution :
RESOLUTION NO.412 ;
"Resolved that in exercise of the powers conferred under Section 10A of the BMRDA Act, 1974, the Authority hereby do approve to invite the Secretary/the Principal
Secretary, Urban Development Department who is not a member of the Authority to attend its meetings as a permanent invitee, as proposed."
Item No. : Annual Works Programme for the year 1990-91.
During the course of discussion on this Item, the following suggestions were made :-
(1) In future while finalising the Annual Works Programme document for being placed before the Authority, views of various other bodies such as Municipal Corporations/Municipal Councils, etc. concerned should be informally ascertained
so as to deploy the available resources to most optimum use.
(2) Decisions as to the change of users of the areas vacated/to be vacated by various wholesale markets should
be finalised early and various institutional arrangements including amending existing legislation/making new legislation, if any, be also made in good time.
(3) Reference was made to continuous unauthorised encroachments on land reserved for Bird Sanctuary in 'I'
Block of Bandra-Kurla Complex which has been leased out by Govt. to Societies for Clean Cities and it was suggested that BMRDA as the Special Planning Authority should take
necessary action to protect the lands vested in Government departments, MHADA, etc. which are required for public purposes.

(4) The Secretary, UDD suggested that taking into

consideration the resource constraints of local bodies
in outer areas of BMR, the 'BMRDA should make available
more funds for various projects of infrastructural
development in that area. However, it was mentioned by
Sbri Ramdas Nayak that the total population in Greater
30mtay and the outer area may also be taken into
consideration while distributing resources.
The Authority then approved the Annual Works
Programme for the year 1990-91 and passed the following
Resolution :
RESOLUTION NO.413 :
"Resolved that (a) the Annual Works Programme
for the year 1990-91 along with Annual Works Programme
for the year 1990-91 of "Revolving Fund-BURP" presented
with this note be approved and (b) the Executive Committee be and is hereby authorised to accord approval
to the details of the schemes included in the Annual
Works Programme."
Item No.4 : Annual Budget Estimates for the year 1990-91.
The Authority approved the Budget Estimates
and passed the following Resolution :
RESOLUTION NO.414 :
"Resolved that the Annual Budget Estimates
for the year 1990-91 and the Revised Estimates for
the year 1989-90 showing the estimated receipts and
expenditure of the Metropolitan Authority be approved
under Section 23(1) of the BIARDA Act, 1974.
'Resolved further that the Authority do
hereby authorise the Metropolitan Commissioner to
incur expenditure in respect of plan grants to be
received from the State Government under Section 18(1)(a)
of the BMRDA Act, 1974 to the extent of amount released
by the State Government as approved and subject to the
conditions attached in the sanction of the Government.
Resolved further that the Authority do hereby
authorise the Executive Committee to sanction schemes/surveys,
etc., not included in the Works Programme, estimated to
cost..5/-

cost not more than P6.10 lakhs in each case and to authorise
incurring of any expenditure not exceeding the same limit
in respect of which provision has not been made in the
approved budget, subject to report of such cases being made to the Authority in the next meeting.

Item No.5 : Annual Report of the BMRDA for 1988-89.
The Authority approved the Annual Report and passed the following Resolution :

"Resolved that the Authority do approve the draft Annual Report of the BMRDA for 1988-89 and authorise the
Metropolitan Commissioner to submit the same to the State Government."
Item No.6 : Annual Report of the BMRDA as the Special Planning Authority for Oshiware District Centre Area
for 1988-89.
There was considerable discussion about continuous unauthorised encroachments on lands reserved for the
Oshiware District Centre at the end of which it was agreed
to have joint inspection of site by Minister (UD) & Chairman, BMRDA; Minister (Housing) and other members of BMRDA to see the conditions at site including the possibility of making
available open land to BMRDA to start the implementation of the project.
The Authority then approved the Annual Report and passed the following Resolution :
RESOLUTION NO.416
"Resolved that the Authority do hereby approve the draft. report of the BMRDA as the Special Planning Authority
for Oshiware District Centre, for the year 1988-89, and

Item No.7 : Annual Report of the BI' -RDA as the Special Planning Authority for Bandra-Kurla Complex Notified Area for the year 1988-89.
During the course of discussion on this Item,
a reference was made to the stay granted by Court to
2 structures in 'E' Block of Bandra-Kurla Complex claimed
as Mosque/Madarsa and enquiries were made as to the steps
taken to get the stay vacated.
The Authority then approved the Annual Report
and passed the following Resolution :
RESOLUTION NO.417
"Resolved that the Authority do hereby approve
the draft Annual Report for the year 1988-89 of the BMRDA as the Special Planning Authority for Bandra-Karla Complex
Notified Area, as required under Section 133 of the MR&TP
Act, 1966 and authorise the Metropolitan Commissioner to
submit the same to the State Government."
Item No.8 : Annual Report of the BMRDA as the Special Planning Authority for Backbay Reclamation Scheme (Blocks III to VI) for the year 1988-89.
The Authority approved the Annual Report and
passed the following Resolution :
RESOLUTION NO.418 :
"Resolved that the Authority do hereby approve
the draft Annual Report of the BMRDA as the Special
Planning Authority for Blocks III to VI of Backbay
Reclamation Scheme, for the year 1988-89 and authorise
the Metropolitan Commissioner to submit the same to
the State Government."

Kalamboli.
The Authority noted the reported action as regards
grant of short-term loan of Fs.10 lakhs to the Bombay Metro-
politan Region Iron & Steel Market Committee, Kalamboli, by the Executive Committee.
Item No.13 : Delegation of powers of the Authority under Section 21A of the BMRDA Act to the Executive Committee.
The Authority approved the proposal contained in the Item Note and passed the following Resolution :
RESOLUTION NO.422 :
"Resolved that in exercise of its powers under
Section 46C read with Section 7(3)(vii) of the BMRDA Act, 1974, the Authority do hereby delegate the powers under
Section 21A of the Act to the Executive Committee to give
grants, advances or loans or to share expenses with any
local authority or other authority in the Metropolitan Region in accordance with BMRDA Bombay Urban Development Project -
Revolving Fund Regulations, 1988, as proposed."

Table Item : Revision of pay-scales of BMRDA employees.
The Authority approved the proposals contained
in the Item Note and passed the following Resolution :
H7SOLUTION N0.423 :
"Resolved that in exercise of the powers
conferred by sub-section (2) of Section 11 of the BMRDA
Act, 1974 and Regulation 3 of the Bombay Metropblitan Region Development Authority (Conditions of Service)
Regulations, 1977, framed by it under the powers conferred
on it under Section 50 of the said Act, the Authority
do approve the revision of scales of pay as shown in column 3 of Annexure-I to the item note, in respect of posts shown in column 2 thereof.
liRESOLT,1D FURTHER THAT -
(a) the revision of scales of pay shall be effective
from the 1st January, 1986. The arrears in
respect of pay revised under Government Noti-fication F.D. No.RPS-1288/154/SER-10,
dated 1st October, 1988, shall be payable to the employees of BMRDA in cash, with effect
from 1st January, 1986. The action regarding
fixation of pay and other incidental matters
except regarding payment of arrears in cash,
shall be taken as provided in the Government orders issued in this regard;
(b) where the operation of all or any of the provisions of the rules governing the
revision of pay-scales under Government Notification F.D. No.RPS-1288/154/SER-10,
dated 1st October, 1988 causes undue hardship
in any particular case, a Committee consisting of the Metropolitan Commissioner, Chief
Accounts Officer and Legal Adviser is hereby

of that rule to such extent and subject to such conditions as it may consider necessary for dealing
with the case in a just and equitable manner. If
any question arises relating to the interpretation

At this stage, the Chairman observed that it was
perhaps the last Meeting when Shri Ramdas Nayak was attending
the Meeting of the Authority in his capacity as the Chairman,
Standing Committee, BMC. He then placed on record valuable
services rendered by Shri Ramdas Nayak as a member of the
Authority.
Meeting then terminated with a vote of thanks
to the Chair.
