1. To adapt to the “new normal” in the public service delivery amidst COVID-19 pandemic, this Office shall implement an Online Servicing Assistance (OSA) for the frontline services of the Division Office.

2. In this connection, no face-to-face transactions will be allowed except when peculiar or extreme cases require physical reporting and transacting.

3. Overcrowding in the Office can pose a higher risk of covid-19 transmission. To avoid this, only authorized field personnel who shall visit the Office for transactions that cannont be done through online shall be accommodated based on the official schedule for essential transactions as per DM No. 152, s. 2020 dated May 13, 2020.

4. The Civil Service Memorandum issued a memorandum relative to private practice of profession or employment in private schools and other entities of all Division Office Employees, Teaching and Non-teaching personnel.

Section 18, Rule XIII of CSC Memorandum Circular No. 15, s. 1999 provides to wit:

Section 18. “Unless otherwise provided by law, no officer or employee shall engage directly or indirectly in any private business or profession without a written permission from the head of agency provided that his prohibition will be absolute in the case of those officers and employees whose duties and responsibilities require there entire time be at the disposal of the government, provide further that if an employee is granted permission to engage in outside activities, the time devoted outside of office hours should be fixed by the head of agency so that it will not impair in any way the efficiency of the officer or employee nor pose a conflict of interest with official functions.”

3.COVID MONITORING ANG REPORTING

Guided by Updated Mechanism of Monitoring and Reporting under the DepEd Task Force COVID Memorandum No. 035, the designated Division Office focal person secures the data from the concerned offices at the SDO and schools, and/or their local government unit counterparts, based on data from local health units. Further, identified close contact, suspected, probable and confirmed case are advised for proper protocol on home quarantine and referral to appropriate local health office (RHU/BHERT)
