A meeting of the Governing Body was held on Monday the 15th
February, 2021 at
3:00 p.m. in the Room No. 307 of the college. The following members were present:

a) The Minutes of the Governing Body Meetings held on 29.09.2018, &
09.01.2021 (two meetings) were confirmed.
b) The Decisions and Minutes of the Emergent Governing Body Meetings held
on 21.12.2018, 27.03.2019, 03.06.2019, 03.07.2019, and 03.09.2019 were
reported and recorded with one typographic correction in Resolution No. 4 of
meeting held on 27.03.2019 i.e. Read “2018-19, 2019-20, and 2020-21” in
place of “2019-20, 2020-21 & 2021-22”.

INSTITUTONAL ITEMS: PART-A
2. Emergency actions of the Chairman: The following actions taken by the Chairman
under his emergency powers were reported, recorded and confirmed:
i) in granting Child Care Leave to the following female faculty members and
permitting to appoint Guest Faculties against their leave vacancies:
1) Dr. Sujata Khatri, Assistant Professor in Computer Science for the
period from 20.7.2019 to 14.10.2019.
2) Dr. Jyoti, Assistant Professor in Chemistry for the period from 1.8.2019
to 30.11.2019.
3) Dr. Renu Aggarwal, Associate Professor in Commerce for the period
from 5.8.2019 to 6.3.2020.
4) Dr. Yogieta S. Mehra, Assistant Professor in Management Studies for
the period from 5.8.2019 to 28.3.2020.
5) Dr. Nisha Rana, Associate Professor in Commerce for the period from
3.9.2019 to 18.9.2019 and 01.01.2020 to 27.4.2020.
Note: Dr. Nisha Rana did not availed the Child Care leave for the period
01.01.2020 to 27.4.2020

ii) in sanctioning Maternity Leave to Dr. Chayannika Singh, Assistant Professor in
Chemistry for the period from 18.01.2021 to 16.07.2021 (180 days) and
permitting appointment of substitute (2 Guest Faculty) against her leave
vacancy.
iii) in sanctioning Maternity Leave to Dr. Varnika Bhatia, Assistant Professor in
Botany for the period from 19.08.2020 to 14.02.2021 (180 days) and permitting
appointment of substitute (2 Guest Faculty) against her leave vacancy.
iv) in sanctioning Extra Ordinary Leave to Dr. Himanshu Prasad Roy, Associate
Professor in Political Science for a period of two years w.e.f. 1.5.2019 in order
to enable him to join Nehru Memorial Museum & Library on full-time
fellowship as Professor/Senior Fellow and permitting appointment of a
substitute against his leave vacancy.
v) in sanctioning Half Pay Leave for a period of 58 days w.e.f. 29.7.2019 to
24.9.2019 to Dr. Shalini Bhatia, Associate Professor in Commerce on her
personal and family reasons and permitting appointment of a substitute against
her leave vacancy.
vi) in sanctioning Study Leave for a period of one year w.e.f. 9.8.2019 to Mr. Nitin
Luthra, Assistant Professor in English to pursue Ph.D from Department of
English, Ohio University, USA and allowing appointment of a substitute against
his leave vacancy.

vii) in appointing Dr. Kulvinder Singh, Associate Professor in Physics and Bursar as
Public Information Officer (PIO) under Right to Information Act-2005 and also
as Nodal Officer for dealing with the online RTI application on Govt. of NCT of
Delhi portal w.e.f. 03.01.2019 till further orders.
viii) in appointing Dr. Kulvinder Singh, Associate Professor in Physics and Bursar as
Warden Girls Hostel w.e.f. 03.01.2019 till further order.
ix) in approving reconstitution, of the following Residential Flat Allotment

xiv) in approving engagement of Guest Faculty as an alternative arrangement for
sharing the workload of Dr. Hem Chand Jain, consequent upon his appointment
as Acting Principal w.e.f. 1.1.2019.

as Vice-Principal for the period beyond 15.3.2020 till 30.6.2020.

xvii) in approving the grant of scale of pay for the post of Principal for the entire

xviii) in extending the term of Dr. Hem Chand Jain as Vice-Principal and Officiating
Principal beyond 30.6.2020 till such time the appointment of a regular Principal
takes place or as per communication of approval by the University of Delhi,
whichever is earlier (Clause 7(3) of Ordinance XVIII).
xix) in permitting Hiring of car for the Principal in place of existing condemned car
as a replacement vehicle as approved by Directorate of Higher Education,
GNCT of Delhi vide its letter No. DHE-13(002)/100% Colleges/DDUC/Staff
Car/2019/4917 dated 2.9.2019.
Note (a): The car had been initially hired by following the codal formalities
through GeM @ Rs. 47,000/- (all taxes inclusive) per month from M/s.
Vivek Travels (P) Ltd., Pitampura, New Delhi, initially for a period from
25.09.2019 to 24.09.2020.
(b): The car has further been hired by following the codal formalities
through GeM @ Rs. 47,000/- (all taxes inclusive) per month from M/s.
Vivek Travels (P) Ltd., Pitampura, New Delhi for a period from
26.09.2020 to 25.09.2021.
xx) in permitting renewal of the contract of photocopy/stationery/toiletries/grocery
shop in the college premises with Mr. Ankur Dhir, Physically Spastic person for a
period of one year w.e.f. 15.11.2019 on the existing terms and conditions.
xxi) in sanctioning Rs. 2,00,000/- (Notesheet dated 26.07.2019) for emergent repair
at several places in toilets, laboratories, etc. due to seepage because of heavy
rain considering the request of Co-ordinator, Campus Maintenance Committee,
out of Campus Maintenance Fund (St. Society Account).
xxii) in sanctioning a sum of Rs.2,00,000/- (dt.27.11.2019) for emergent repair at
several places in toilets, exhibition hall, conference hall, Laboratories, etc. due
to seepage as per request of Co-ordinator, Campus Maintenance Committee, out
of Campus Maintenance Fund (St. Society Account).

xxiii) in permitting verification of antecedents of Chartered Accountants Firms, of the
Panel of Auditors (approved by the Governing Body vide its Resolution No. 4 of
its meeting held on 27.3.2019) directly from Institute of Chartered Accountants
of India, in view of the fact that University of Delhi has stopped entertaining
such requests from the colleges.
xxiv) in permitting appointment of M/s Suratna Goel & Co., Chartered Accountants,
as statutory auditor to audit the college accounts for the financial year 2018-19
out of the panel of Auditors approved by Institute of Chartered Accountants of
India.
xxv) in permitting opening of a separate Bank Account with Oriental Bank of
Commerce, Karampura, Delhi for receipts and payments in connection with
School of Open Learning Centre – PCP classes conducted in our college w.e.f.
the academic session 2019-20.

to M/s Trendsetters Facilities & Technical Service Pvt. Ltd. w.e.f. 16.07.2020
upto 15.10.2020 as a special case in view of spread of pandemic COVID-19 on

xxviii) in permitting extension of contract for Sanitation (Housekeeping) work awarded
to M/s Trendsetters Facilities & Technical Service Pvt. Ltd. w.e.f. 16.01.2021
upto 28.02.2021 on the same terms & conditions, in view of the fact that the
process of hiring the new agency could not be completed by that time.
xxix) in permitting extension of contract for Security Services awarded to M/s. Miraz
Securitas w.e.f. 16.01.2021 upto 15.02.2021 on the same terms & conditions in
view of the fact that the process of hiring the new agency could not be
completed by that time.
xxx) in sanctioning Maternity Leave to Dr. Reema Chhabra, Assistant Professor in
Chemistry for a period of 180 days w.e.f. 22/7/2019 to 17/1/2020 and permitting
a substitute against her leave vacancy.
xxxi) in permitting appointment substitute (2 Guest Faculty) against leave vacancy of
Dr. Renu Aggarwal, Associate Professor in Commerce who has been sanctioned
Earned Leave from 21.01.2021 to 05.03.2021.
xxxii) in sanctioning an amount of Rs. 1,10,448/- from Lab. Development Fund (St.
Society Account) for purchase of laboratory items required for the Department
of Electronics.
xxxiii) in sanctioning a sum of Rs. 78,280/- from Campus Maintenance Fund (St.
Society Account) for repairing work required in Laboratory/Faculty Room &
Library of Department of Physics. The house resolved to get this work done
under the supervision of Building Maintenance Committee.

to award the contract to M/s. Miraz Securitas Pvt. Ltd., after following codal
formalities on GeM, for a period of 12 months (extendable for another six
months on satisfactory performance) on the annual cost of Rs. 89,28,012/-
(inclusive of GST) which shall remain fixed during the contract period.
xlvi) in approving to apply for starting of Add-on courses – Foreign Language in
French and German with the University of Delhi from the academic year 2019-

xlvii) in approving the proposal for increasing the fees of the Certificate courses in

b) Dealing Assistant: Increasing remuneration from Rs. 3000/- per month
for one course and Rs. 1000/- per month for each extra add-on course to
Rs. 3,500/- per month for one course and Rs. 1000/- per month for each
extra add-on course.
3. The following actions taken with the permission of the Treasurer were reported,
recorded and confirmed:
i) in sanctioning Rs. 1,94,750/- (Note dated 20.02.2019) for Electrical/Network
wiring, fittings in workstations for offices (Administration & Accounts) and
Research Labs. and Botany Department out of Campus Maintenance Fund
(St. Society Account).
ii) in sanctioning Rs. 2,10,170/- (Note dated 20.02.2019) for Civil work in
Botany, Commerce and Physics Departments considering therein the request
made by Teachers-in-charge, out of Campus Maintenance Fund (St. Society
Account).
iii) in sanctioning Rs. 1,80,000/- (Note dated 27.2.2019) for purchase of 60 Poster
Boards for Poster Presentation and display of Innovation Projects considering
the request of Convener-Science Foundation and Programme Coordinator,
DDUC-DBT Star College Programme out of Campus Maintenance Fund (St.
Society Account).
iv) in sanctioning Rs. 2,39,300/- (Note dated 28.02.2019) for purchase of a
number of items in the toilets/washroom which are either malfunctioned or
broken out of Campus Maintenance Fund (St. Society Account).
v) in sanctioning Rs. 1,10,250/- (Note dated 18.04.2019) for purchase of Tree
Guards, Cement pots, plants, saplings, seeds, fertilizers, pesticides, plant soil
etc. for Garden considering therein the request made by Convenor, Garden
Committee out of Campus Maintenance Fund (St. Society Account).
4. The following actions taken by the Principal were reported, recorded and confirmed:
i) in granting Child Care Leave to Ms. Anita Pushkarna, Senior Technical
Assistant (Computer) for a period of 300 days w.e.f. 10.12.2018.
ii) in accepting the request of Dr. Nupur Verma, Associate Professor in Physics
for curtailment of leave by 13 days and her Child Care Leave being treated for
the period from 22.07.2018 to 13.03.2019 instead of upto 26.03.2019.

iii) in accepting the request of Dr. Sujata Khatri, Assistant Professor in Computer
Science for curtailment of leave by 4 days and her Child Care Leave being
treated for the period from 20.07.2019 to 10.10.2019 instead of upto
14.10.2019.
iv) in granting Child Care Leave to Dr. Charu Kalra, Assistant Professor in
Botany for the period from 02.9.2019 to 14.09.2019.
v) in granting Child Care Leave to Dr. Chayannika Singh, Assistant Professor in
Chemistry for the period from 06.11.2019 to 18.11.2019 on full pay.
vi) in granting Child Care Leave to Dr. Reema Chhabra, Assistant Professor in
Chemistry for the period from 18.01.2020 to 22.05.2020 on full pay and
appoint a guest faculty against her leave vacancy.
vii) in sanctioning study leave to Mr. Jyotishman Kalita, Assistant Professor in
English for the period w.e.f. 14.02.2020 to 14.06.2020 to pursue PhD from IIT
Mandi, duly recommended by Head, Department of English, University of
Delhi and to appoint an Assistant Professor on Ad-hoc basis.
viii) in permitting curtailment of study leave in r/o Mr. Sandeep, Assistant
Professor in Physics from 19.08.2020 to 21.06.2020 and accepting his re-
joining on 22.06.2020 after availing study leave from 20.08.2018 to

c) The Chairman on the recommendation of Finance Committee be delegated powers
to sanction unspecified expenditure (Recurring/Non-recurring) above `5,00,000/-
on each occasion.
The house further resolved that in the absence of Chairman Governing Body the

40 Depositing rent realized into MG Account: In supersession to Resolution No. 11 of
Governing Body meeting held on 01.03.2017 regarding rent realized from various
outside agencies for hiring of college infrastructure viz. Auditorium, Seminar Hall,
Classrooms, Ground, etc. the House resolved to deposit it in MG Account of the
college henceforth.
41 Authorisation to Open Bank Account: The house considered the requirement of
opening Bank Account in the Home Bank for Research Projects, Conferences,
Seminars, FDP’s, FTP’s, etc. and resolved to authorise Principal to open bank
account.
42 Treating deputation period as Qualifying service for retirement benefits of Mr.
Prem Singh Rawat: The request of Mr. Prem Singh Rawat, Section Officer (Admin.)
for treating his deputation period from 22.10.2002 to 21.06.2004 at Aditi
Mahavidhyalya, University of Delhi, Delhi as Section Officer (A/cs) as qualifying
service for retirement benefits in terms of Foreign Service Rules of University of
Delhi was considered and approved. This is however subject to approval of University
of Delhi.
43 Four Year Integrated Teachers Education Program: The recommendation of the
Staff Council of its meeting held on 19.02.2020 to upgrade B.A., B.Sc.–Phy.Sc. &
B.Sc. Life Sc. Courses into Four Year Integrated Teachers Education Program was
considered and approved. The Principal was authorised to correspond with University
of Delhi, Government of NCT of Delhi, and other statutory agencies as required.

44 Refund of Students Society Fund: Keeping in view financial hardship faced by the
students in making payment of fees due to lockdown situation arising on account of
spread of pandemic (Covid-19) during the year 2020-21, the house resolved to give a
one-time relief to students by refunding 50% of funds collected under the Students
Society A/c for the Academic Year 2020-2021.
45 Treasury Single Account (TSA) system: The letter No.1(18)-B(AC)/2017 dated 12th May,
2020 of Department of Economic Affairs, Ministry of Finance regarding operation of
Treasury Single Account (TSA) system for Autonomous Bodies was reported. The House
resolved to open a Treasury Single Account (TSA).
46 Ex-gratia payment to teachers (2019): Cases for grant of ex-gratia payment in lieu
of summer vacation (from 26.05.2019 to 19.07.2019) salary in respect of the
following ad-hoc teachers, who have worked till the end of the academic session

54 Retirement age of Dr. Anek Goel: The letter No. IAUS-III/314-2/2016/578 dated
15.06.2016 from the Finance Officer, University of Delhi, enclosed therewith a copy
of UGC letter No. F.1-13/2014 (DC) dated 18.04.2016 addressed to the Registrar,
University of Delhi, Delhi re-circulated by University of Delhi vide its letter No. CS-
I/III/Superannuation DPE (TS)/2020 dated 28.12.2020 received through e-mail dated
05.01.2021 was considered. It was resolved that status of Dr. Anek Goel shall remain
as Assistant Professor in Physical Education & his superannuation age as 65 at par
with other Teachers of University and its colleges as the post against which he was
appointed was advertised as Lecturer in Physical Education (Presently Known as
Assistant Professor).
55 The report of three-member Inquiry committee to probe into the probable
mischievous/fudging of Internal Assessment/Attendance Data of students was
deferred.

contract for Security Services awarded to M/s. Miraz Securitas Pvt. Ltd. for the period

a. Separate Electricity Connections for Hostel: It was resolved to approve the
following recommendation of Finance Committee of its meeting held on
15/2/2021:-
“The estimate dated 26-11-2020 worth Rs.29,03,962/- submitted by BSES for
electricity connections at the premises of Boys’ & Girls’ Hostels duly approved by
the Hostel Committee in its meeting held on 7th
January, 2021 was considered by
the committee. Keeping in view the need for separate electricity connections for
both the Hostels, the house recommended to approve and sanction a sum of
Rs.29,03,962/- for this purpose. Both the hostels will bear this expenditure equally
out of savings/corpus of the respective hostel.”
b. Computer Hardware for Boys’ Hostel: The requirement of Boys’ Hostel for
Computer Hardware was referred to ICT Committee.
c. Computer Hardware for Boys’ Hostel: The requirement of Girls’ Hostel for
Computer Hardware was referred to ICT Committee.
d. Misc. Repairing (Civil Works): It was resolved to approve the following
recommendation of Finance Committee of its meeting held on 15/2/2021:-
“The estimate of Rs.25,05,800/- for Misc. Repairing (Civil Works) in Main
College Building from the Assistant Engineer, SWBMD Sub-Dn.-III, PWD. Distt.
Court, Dwarka, New Delhi vide letter dated 05-06-2020 was considered. After
prolonged discussion the estimates were recommended for sending it to the DHE
for Administrative Approval and Expenditure Sanction. Further, keeping in view
the urgent requirement of repair the house recommended that if approval from
DHE is not received within one month than work should be got done out of
Campus Maintenance Fund (Students Society A/c) under the supervision of
Building Maintenance Committee.”

completing mandatory home quarantine period of 14 days. However, during her stay
in Riyadh, Saudi Arabia she continue to perform her duties such as taking classes,

beyond 20/3/2020 till 27/1/2021 as work from home. After prolonged discussion the
house resolved to accept the request of Dr. Nair and treated her stay beyond
20/3/2020 till 27/1/2021 as work from home in view of global lockdown due to
COVID 19.
62 Appointment of Statutory Auditor: The House resolved to appoint M/s Suratna
Goel & Co., as statutory auditor to audit the college accounts for the financial year
2020-21 out of the panel of Auditors already approved by the Governing Body for
three Financial Years 2018-19, 2019-20, and 2020-21 vide its resolution No. 4 dated
27/3/2019.
63 Preliminary Estimate of PWD Electrical: The Preliminary Estimate of Rs.
4,06,95,263/- from the office of Executive Engineer, PWD EMD South-West, New
Delhi regarding RMO EI, Compound lights, Lifts, Water Supply pumps, fire-fighting
system, fire alarm and PA system, Sub-station and DG sets, AC plant, CCTV, LAN
Wifi & IP based EPBAX, Telephone, water softening plant, 3x 100 KVA UPS at
DDU College, Dwarka, New Delhi during 2020-21 was referred to Finance
Committee.

64 Non-Release of Salary: The house took a serious note of non-release of Grant-in Aid
by Government of NCT of Delhi due to which college is unable to pay:
a. salary to its faculty members (Regular, Adhoc, Guest, and Pensioners)
