PART I Project Background
This particular project is located in the State of Oromiya and passes mostly through
plain, rolling and also rolling-to-hilly terrain. The project road is part of the
'lazreth-Assela-Dodola and Shashemene-Goba Road Upgrading Project. It starts from
Dodola Junction, passes through Dodola Town, Heraro Town, Adaba Town, Washa
Town, then about 24kms of escarpment area, about 6kms of Bale National Park area,
and again Dinsho Town, Homa Town, Robe Town and Goba Town and ends at Goba
Tow n with a total length of 132kms. Apart from the escarpment area and park section,
the rest of the project length is located in thickly populated area and with most of the
land cultivated. Out of 24kms of escarpment section, there are about 10kms of length
pas~es through forest area. The Bale National Park is a well reserved natural park with
a 101 of animals living in the park.

B Reinstatement of detours and access roads
By end of February 20 I 0, the Contractor has taken possession of site from
Km95 to Km202. Up-to-date the full taken section is under construction.
Therefore, detours have been constructed in most of the reaches with a total
length of 85kms. In the places where there are no space for detours, the
Contractor is maintaining the existing road to accommodate traffic.
The Contractor at the time being is deploying his main resources working in the
sections between Km97 & Kml14 and Km154 & Km195. In these two working
sections detours are being maintained properly in general. For the section
between Km 114 & Km 154, the detour has been damaged by rains and traffic
and the Contractor has assigned one grader and one roller reinstating the detour
since mid January 20 10. So far, 15km of detour has been reinstated properly and
the operation is on-going.
C Establishment and Reinstatement of camp sites
The Contractor so far has established the following camps:
• Main Camp at Km 154
• Sub-camp at Km88
• Sub-camp at Km114
• Sub-camp at Km138
• Sub-camp at Km 175
• Sub-camp at Km 184, and
• Sub-camp at Kml96
Sub-camp at Km 114 has been demolished and all others are still in use. However,
the demolished sub-camp at Km114 has not yet been reinstated as the Contractor
has not yet decided whether to abundant it permanently.
Sub-camps at Km 184 & Km 196 are rented private houses in Robe & Goba Town
respectively, to accommodate Contractor's staff only.
D Erosion control and slop stability
Erosion and slop stability are being monitored by both the Contractor and
Engineer. So far, no incident has been found.
E Waste management
Following principles are being observed and no offend has been found so far: • Disposal of waste materials in accordance with the Laws and Regulations
in effect and the Contract.
• Provide septic tanks in camps, sub-camps. • Disposal areas for waste materials shall be approved by the concerned
authority and away from farmland, residential areas, grazing land and especially Park Areas.
• Deep burial or burning of waste materials shall be allowed, but not cause damage or pollution to underground water sources and local inhabitants.
• Select designated dumping site away from farm land, residential areas, grazing land and park.
• Construct septic tank to dispose used chemicals like oils, lubricants and other chemicals.
• Contact oil companies for safer disposal of used or waste chemicals. • Proper toilets are constructed in each camp and cleaned daily. • All rubbish are dumped at designated locations and burnt. • All used oils are stored in containers and buried at designated places.
F Water pollution control and utilization Following principles have been observed and no offend has been found so far:
• Dispose oils, lubricants, other chemicals and wastes away from the surface in designated disposal septic tank.
• Spray water in the vicinity of rivers properly and regularly to suppress dust that spreads & spoils the rivers.
• Limit earth work operation to the dry seasons to minimize merging of soil to the water bodies. Proper temporary side ditches to be constructed in the rainy seasons to minimize scouring of soils to rivers.
G Deforestation in the road corridor and replanting activities Following principles have been observed and no offend has been found so far:
• Limit clearing and grubbing vegetation. • Reserve top soils for further rehabilitation of quarry sites and borrow pits. • A void as much as possible detours and access roads from vegetation and
cultivation lands. • Keep away quarry sites and borrow pits from vegetation areas when possible. • Re-plant the removed trees along the road project on its completion will be
carried out as per Contract.
H Protection of wild life ~ Awareness has been created among the Contractor's staff and workers
on safeguarding the wild life; ~ No dumping of oils, lubricants and disposable wastes in the Park has
been found so far; )- Frequent contact with the Park Management has been maintained as

regard to wild life protection.
Smooth traffic management and occupational safety
Traffic signs and safety man have been deployed at some key places but
insufficient. The Contractor has been instructed by the Engineer to deploy more
at more locations.
Workers working at quarries, steel bar bending workshop and blasting places have been provided with some safety materials such helmet, goggle, rubber safety shoes, gas masks and mouth muffle. However, many of them are to be replaced.
The Contractor is maintaining liaison with local clinics in different towns for
treatment of his workers as well as health information and cooperation. As all
the camps are adjacent to towns, the Contractor dose not have clinics at his
camps. However, first aid is available in all camps.
J Noise and air pollution
The following principles are being observed:
• If not inevitable, avoid working at night, especially in town sections and Bale Mountains National Park to erase acoustic disturbance to local inhabitants and wild animals. If construction at night is insurmountable, proper measures, such as control of working hours and selection of construction equipments, shall be adopted to minimize noise and enough information shall be given to the neighbor communities in advance for their understanding.
• All machinery and plant shall conform to the applicable noise standards, and plant will be provided with effective noise mufflers.
• Blasting shall be well controlled in the Park areas. • Spray water properly and regularly to suppress dust along the
construction sections.
• Pay attention to quarry sites, avoid selecting quarry sites near villages or towns.
Mitigation actions: );- No working at night so far;
);- Machinery and plant are in normal working conditions and no extra noise has been created so far;
);- Detour has been maintained wet in January due to rains; );- No quarry site is close to town or village so far.
K Prevention and control of HIVIAIDS
The work is being carried out by a nominated Sub-contractor, namely Action For
Substantial Development (AFSD), which is a NGO organization based in Addis
Ababa. The Sub-contractor is carrying out the works as per their approved
program and under close supervision of both the Contractor and Engineer. The
Sub-contractor submits monthly reports to both the Contractor and the Engineer
detailing the activities carried out and works done during the month.
So far the Sub-contractor has successfully carried out their major activities
between Dinsho Town and Goba Town and they are now focusing between
Dodola Town and Washa Town.
Monthly Report for the month of January 2010 has been submitted to both the
Contractor and the Engineer and February Report is being prepared. So far the
Sub-contractor is carrying out the activities as per his program.
L Prevention of cultural heritage, etc.
The project is an upgrading road project and the construction is on the existing
road except in few places where there are slight realignments. Therefore, there is
hardly any possibility of encountering cultural heritage sites, etc ..
However, in case any cultural heritage site or historical site, etc. is encountered,
we will immediately suspend the work at that particular site and inform the
Engineer, Employer and the national authorities in concern without delay and
further actions will be taken as per the instructions from the authorities.
PART III EMP for the Park Section The project road passes through the Bale National Park between Krn I 46 and Krn 152 with a total length of 6kms.
A Following principles are being followed: • Keep the detour in the Right of Way or close to the Existing Road. • Limit the speed of construction equipments to minimize potential
nuisance noise and dust. • A void land requisition of quarry and borrow pits from the Park. • Spray water to suppress dust during construction of the section. • Prohibit any subjective and purposive hurt to wild life. • Education to the Contractor's staff to safeguard wild life. • Avoid dumping oils, lubricants and disposable wastes in the Park. • Cooperation with the Park Administration for precaution and protection
measures to safeguard wild life from construction activities.
