The price of common grade paddy has been increased from Rs 1,868 a quintal to Rs 1,940 a quin- tal, a rise of Rs 72 a quintal. For grade A the support price has been increased from Rs 1,888 a quintal to Rs 1,960 a quintal, again an in- crease of Rs 72 per quintal. Elaborating the decisions by the Cabinet Committee on Eco- nomic Affairs chaired by Prime Minister Narendra Modi, Agricul- ture Minister Narendra Singh Tomar said the Centre always said that the MSP will remain and the in- crease in support prices for Kharif crops is proof of that commitment. The expected returns to farmers over their cost of production are es- timated to be highest in the case of Bajra (85%) followed by urad (65%) and tur (62%). For the rest of the crops, return to farmers over their cost of production is estimated to be at least 50%, he said. The cost of production for common grade paddy is Rs 1,293 a quintal, Tomar said, adding that the farmers will be getting a return of over 50% over the cost of production for 2021-22, which is Rs 1,293 a quintal. “The government has increased the MSP of Kharif crops to ensure remuner- ative prices to the growers for their produce. The increase in MSP for Kharif Crops for marketing season, 2021-22 is in line with the Union Budget 2018-19 announcement of fixing the MSPs at a level of at least 1.5 times of the All-India weighted average Cost of Production (CoP), aiming at reasonably fair remuner- ation for the farmers,” he said. Welcoming him into the party in the presence of Union Minister Piyush Goyal, BJP media in charge Anil Baluni said Prasada was joining the party as he was "impressed" with the working style of Prime Minister Narendra Modi. The speculations that Prasada is joining the BJP started after Baluni tweeted about an "eminent personal- ity" joining the party. New Delhi: The Centre has written to the states and Union territories, advising them not to share the data of the Electronic Vaccine Intelligence Network (eVIN) system on vaccine stocks and the temperature of vaccine storage at public forums, and stating that it is a “sensitive information and to be used only for programme improvement”. In a recent letter to the states, the Union health ministry said the Centre, with support from the United Nations Development Programme (UNDP), has rolled out the eVIN system under UIP, which is used to track the vaccine stock status and the temperature at all levels of vaccine storage, from national to the sub-district level. In the letter, the health ministry said it was overwhelming to see that all the states are using the system to update the stock and transactions of Covid vaccines on a daily basis.

Chief Judicial Magistrate-cum-Secretary, Dis-trict Legal Services Authority, Karnal saidthat a meeting was held on Wednesday to re-view the implementation of beneficiaryschemes meant for widows and ensure properimplementation.

Data related to widows was presented bythe District Social Welfare Officer, Karnal,which was reviewed. The Women and ChildDevelopment Department and the Social Wel-fare Department were asked to conduct ablock-wise survey to ensure that the schemesbeneficial to widows are taken to the grass-roots level. It was also resolved to organizeawareness programmes to make the widowsaware about various beneficial schemes madefor them.

District Social Welfare Officer, Karnal,said that till Wednesday, 52,029 widow pen-sion and 11,592 destitute children in districtKarnal including Indri and Assandh are beingdistributed financial assistance by the SocialWelfare Department. The District Social Offi-cer also disclosed that during the period from1st January 2021 to 9th June 2021, 1000 wid-ows have been disbursed pension and no ap-plication was recieved for non-deposit ofpension amount and difficulties in getting oth-

er entitlements under welfare laws. Schemesrelated to women, disabled and senior citizensare being distributed to these categories in theform of regular pension in district Karnal.

District Program Officer also informedthat at present 15 widows including 8 de-pendents/children are residing in MahilaAshram of Karnal and single widow is gettingRs 700 per month as ration allowance and Rs150 per month as cloth allowance. However,widows who are living with their depend-ents/children are getting Rs.600 per month aswell as Rs.150 per month.

Thevictim reported thetheft to the police. Gur-nam Kaur, a resident ofDheen village, said that on June 1, she went to Chandigarhwith her son Govindar after locking her house. But on Tuesday, neighbors said that the doors of the housewere broken. District Magistrate-cum-Deputy Commissioner, San-grur Ramvir today issued or-ders to curb the spread ofCovid-19 epidemic by relax-ing the curfew & other normsin the district and to allow allessential and non-essentialshops and establishmentsfrom Monday to Saturday till6PM. It also directed that thedaily night curfew in the dis-trict would be in force from7PM to 5AM till next dayand the weekly curfew wouldbe in force from 7PM on Sat-urday to 5AM till Mondayand would not be relaxed.

In addition,those entering from outsideflights will be required tobring an Immunization Cer-tificate (up to 14 days in ad-vance) or an RTPCR reportfrom within 72 hours. All ed-ucational institutions, schoolsand colleges will remainclosed, but medical and nurs-ing colleges will be able toreopen as before. He said that presently therewere about 1400 MBBS seats inmedical colleges( both private andgovernment) of Punjab whichwould witness an augmentation of500 more with the opening of these4 medical colleges The land hasbeen made available for all the col-leges but AIMS Mohali is expectedto operationalize first since there isan existing 300 bedded hospitalwhich just needs to be augmentedto attach it to the Medical College.80% of the faculty has been recruit-ed for the Medical College andprocess is on for recruitment ofparamedics and other supportingstaff. Inthe first phase, funded from JapanInternational Cooperation Agency,Rs 321 crore were received, whichhas been implemented in fivedistricts of Bilaspur, Hamirpur,Kangra, Mandi and Una, while nowin the second phase, the JAKA

scheme will be implemented in theentire state. The AgricultureMinister said that efforts would bemade to motivate the farmerstowards diversification of crops andcash crop in the phase two of Zaika.Under this, training will beprovided to the farmers about thecultivation of vegetables andcereals and post-harvestmanagement techniques. Alongwith this, basic infrastructure likeirrigation and road facilities till thefields will be developed. He said thatalong with the state government, theModi government is constantlystriving for the empowerment offarmers. The central government hasset a target of doubling the income offarmers by the year 2022 and severalsteps have been taken in thisdirection. Farmers are beingencouraged for diversification offarming. He said that the Modigovernment has given the slogan ofself-reliant India and for this aneconomic package of Rs 20 lakhcrore has been announced.

In order to provide citizen servicesto the residents in a time bound andhassle-free manner with minimumrequirement for office visits, thePunjab Government on Wednesdaydecided to launch 192 more publicdelivery services of 7 departmentsfrom the sewa kendras in thestate.A decision to this effect wastaken at a high-level meeting,chaired by the Chief Secretary, MsVini Mahajan, here.Reviewing theprogress of the ongoing governancereforms in the state, the Chief Sec-retary directed the Governance Re-forms and Public Grievances de-partment to simplify and re-engi-neer these services before theirlaunch from sewa kendras for theconvenience of the citizens.

Ms Mahajan directed the de-partment to launch the services inthe most simplified and time boundmanner while ensuring least citizentrips to the government offices.In apresentation, the ACS (GovernanceReforms), Anirudh Tewari, submit-ted that around 10 lakh citizens vis-it sewa kendras every month for

availing citizen services and thependency of citizen services wasbelow 0.5 per cent across the dis-tricts.Notably, citizen services likefard, saanjh kendras services per-taining to the police department,Ayushman Bharat cards, and e-court fee have already beenlaunched successfully from thesewa kendras, which have turnedout to be the efficient channel fortime bound citizen service deliveryas per the government’s vision.Giv-ing a nod to finalise the plan tolaunch 192 more citizen servicesfrom sewa kendras, the Chief Sec-retary directed the Governance Re-

forms department to hold meetingswith the concerned departments tofinalise the modalities for thelaunch of these services.Shestressed the need to simplify, re-en-gineer, standardise and improve thebackend processes, like applicationforms, workflows, and output cer-tificates for the convenience of thebeneficiaries.The ACS (GR) alsopresented in detail the governmentprocess of re-engineering the rec-ommendations of various citizenservices like issuance of certificatesincluding residence, income, areacertificates, marriage certificates,and registration of societies.The

recommendations focus on simpli-fication of application forms, re-duction in number of documents tobe asked for application processing,cutting short the workflow steps,standardisation of output certifi-cates, reduction in citizen trips andother transformational reforms.Tofinalise the government process ofre-engineering recommendation, ITenablement and final implementa-tion, a committee was constitutedunder the Additional Chief Secre-tary, Governance Reforms, withmembers from General Administra-tion, Revenue and Governance Re-forms departments.

Residents of the villageAmandeep Singh, SandeepSingh Bagga, Simran Singh,Gagandeep Singh, Harman-deep Singh, Gurinder Singh,Jarnail Kaur, etc. said that inthe last two or three daysmany people in the villagewere found to be affected bydysentery. They said that thecontractor of Kharar Munici-pal Council was installinglarge pipes for drainage ofwaste water in the village. Asa result a pipe line supplying

drinking water broke down.The dirty water mixed withdrinking water and it wentinto people's homes.

Many people became illafter drinking this water andthey took medicine from thelocal doctors present in thesevillages. Meanwhile BlockCongress President Gurinder-jit Singh Jiti who is a residentof the village said that all thishas happened due to the neg-ligence of the MunicipalCouncil contractor and ab-sence of any official and alarge number of people havefallen ill.

Complaint given to SSP forfraudulently showing localresident guarantor of loan

KHARAR (SHASHI PAL JAIN): Manish Goyal, aresident of Kharar, has lodged a complaint with theSSP, District Mohali, seeking action against the re-sponsible persons of Central Bank of India who hasfraudulently shown him as guarantor of various loansamounting to the rupees 64 Lac. for providing bogusguarantees in his name by the Central Bank of Indiain its records. In this regard Goyal has written that hehad taken a loan of Rs. 5 lakh from Central Bank ofIndia Kharar Branch for his business in the year 2016and repaid the entire loan in 2018 and obtained NOCfrom the bank in this regard.

A few days back he went to the bank to get hisCIBIL report, he found in the report that the bank hadmade him a guarantor in the loan given to 5 partieswhile he had not given any guarantee for anyone. Oninvestigation, he found out that all these loansamounting to about Rs. 64 lakhs belonged to the res-idents of states like Chhattisgarh, Patna andVivekananda Vidyapeeth. He informed the Khararbranch about this fraud by an email but the Khararbranch did not give him a proper reply. He allegedthat the banker had repeatedly used his papers in oth-er loans, which was a criminal offense. He has writ-ten that he or his family has nothing to do with theloan accounts in which he has been made a guaran-tor. He demanded that an inquiry be held into thefraud and action be taken against the culprits. TheSSP has forwarded the complaint to the concernedauthorities for investigation.

However, as of now thisvaccination drive is beingconducted in just a few municipalwards only, which will beextended to all 280 wards in thenational capital in coming days.Earlier, Delhi government hasbeen inviting people to get vaccinedoses at nearest government-schools, apart from government-run hospitals and health carecenters, and now these centers arebeing shifted to polling booths in

municipal wards. “It is a very goodthing that starting June 21, theCentral Government is going toprovide us with the vaccines. So, ifwe get the vaccines, then we willstart vaccinating everyone underthis scheme,” Kejriwal said.During the inspection of thevaccination drive on Wednesday,Kejriwal also pointed out thatthere has been multiple rumoursspreading among the people thatlead to vaccine hesitancy. “It is theresponsibility of all of us to dispelsuch rumours,” he added. Hefurther informed that around 50per cent people above 45 categoryhave been vaccinated in Delhi and

Bharat Biotech said,“Once data from final analysis ofphase III studies are available,Bharat Biotech will apply forfull licensure for Covaxin.” Thefirm added that the phase threetrial data will be first submittedto the Central Drugs StandardControl Organisation (CDSCO),

followed by peer-reviewed jour-nals. “It is critical to understandthe Phase-3 data will first be sub-mitted to CDSCO, followed bypeer reviewed journals, with atimeline of (approx) 3 monthsfor publication, and as commu-nicated earlier Covaxin phase 3results full trial data will bemade public during July,” saidBharat Biotech. Turbulent Afghanistancould impact Kashmir

One feels glad to seeJammu and Kashmirdrop steeply in the

hierarchy of India’s securi-ty concerns. I am not goingto spoil the party by sug-gesting that the current sit-uation is just a smokescreenbehind which lie manyscheming ideas andthoughts to take it all backto 2001. Why 2001? It issimply because that is alandmark year recorded asthe one with the highest ter-rorist casualties (2,100killed); or, in other words,the year with a dispropor-tionately high number ofengagements, contacts,gunbattles.

It was also the yearwhen we saw the beginningof the Nato onslaught intoAfghanistan (then usuallyreferred as AfPak) after9/11. Afghanistan and J&Khave a long association; Iam not alluding to theirdeep history but only to re-cent times. It’s the Sovietinvasion of Afghanistan atthe end of 1979 thatbrought the mercenaries,often called jihadis, toAfghanistan under thesponsorship of the UnitedStates and Saudi Arabia.The rise of Islamic obscu-rantism can be traced backmostly to the 1980s whenthe refugee camps on thePak-Afghan border becamethe centres of conversion tomore radical beliefs of Is-lam. Pakistan’s Inter-Ser-vices Intelligence gainedmuch of its experience in

handling tricky intelligenceand operations related situ-ations in Afghanistan. Assoon as the war ended withthe Soviet defeat, the mer-cenaries were available fora song and became the newjihadis in J&K. People un-aware of the nuances of theissues in J&K over the last30 years need to be in-formed that the originalseparatist movement of1989 was largely indige-nous and may have beencontrolled, but for the sud-den availability of the mer-cenary jihadis freed fromthe war in Afghanistan. TheISI got them together withfunds, weapons and mili-tary wherewithal no onehad control over. They were

then infiltrated into Kash-mir from every conceivabledirection to add to thegrowing footprint of terror.Many of them wereAfghans who had no lovelost for Kashmiris.

That is ex-pected largely by July2021, without waiting forPresident Joe Biden’s Sep-

tember 11, 2021 deadline.So, is a resurgence of ex-tremist violence in the re-gion likely after July? The SupremeCourt has never had a womanchief justice or a chief justicefrom other minority communi-ties. Just before N.V. Ramanawas appointed Chief Justice ofIndia, the Supreme CourtWomen Lawyers Associationhad applied to the SupremeCourt for more women judgesat all levels. The country’s jus-tice institutions have no genderparity. Bar associations havealso been demanding that thehigher judiciary be made moreinclusive. The CJI has reported-

ly expressed the need to includemembers of marginalizedgroups in the judiciary so thatcourts reflect the vast diversityof the country. Since there is noConstitutional or legislativemandate in courts equivalent toreservations, such a reformwould be voluntary. It would bein line with the CJI’s ideasabout modernization and theneed to improve judicial infra-structure in the pursuit of accessto justice and speedy justicethat he had mentioned beforehis present appointment. His vi-sion of sustainable and inclu-sive modernization includescourtrooms with disabled-friendly arrangements, waiting

areas, washrooms and crèches.The most disadvantaged citizenshould be able to approach thecourts in a ‘barrier free-citizenfriendly environment’. An in-clusive judiciary would be nec-essary for this. No doubt thewisdom of the high court col-legiums, which will recom-mend the names for appoint-ment, and of the Supreme Courtcollegium that will select fromthem will put merit above allelse. Merit was emphasized inthe women lawyers’ applica-tion, and the Bar associationshave been asking that advocates‘of standing’ who have beenpractising for 10 years be con-sidered as judges.

It is imper-ative that we in India pay more at-tention to this aspect of schooling,especially in view of the current at-tempt to make our country ‘uni-form’. The growing obsession inIndia with wanting to be ‘one na-tion’ has many implications. If weare ‘one country’, we must haveone election, one tax, one religion,one language and so on. This trendset me thinking about ‘uniformity’and ‘conformity’ in school apartfrom the tired ‘one-size-fits-all’testing system which needs a dras-tic overhaul anyway. Uniformity ineverything produces a samenesswhich is boring, and soul-killingwhen overdone. Beyond a point,

the compulsion to conform cripplesone’s individual freedom. Every-body appreciates the need for bothuniformity and conformity in orderto maintain some standard ofequality in a democratic setting anda reasonable level of discipline andorder in civilized society. The trou-ble starts when there is too muchregimentation and one’s personalfreedom is irrationally impingedupon, especially when the authori-ties insist that only a specific cul-ture or a particular way of thinkingis acceptable. These prescriptionsstifle the atmosphere and soon freeexpression, creativity, innovationand bold experimentation becomecasualties. Just as conformity isnecessary to maintain law and or-der in society, in school it is need-

ed to discipline the hundreds of stu-dents who enter its gates every day.Without discipline, the teaching-learning process itself cannot beput in motion. But students are re-quired to conform in many ways.They must be in school uniformwithin the school premises, followcertain norms of the institution andobserve the rules and regulationsthat are laid down.

Unsurprisingly, obedience instudents is highly valued by mostteachers and unfortunately, manywant them to be passive in theclassroom and preferably not asktoo many questions. Thus, theteacher’s life is made easier and itis these ‘quiet and obedient’ stu-dents who are usually rewardedwith good conduct prizes.

About-turn‘Course correction’, as the Centre has done now

with its vaccination policy, is, effectively, anotherterm for the Narendra Modi government owning

up — belatedly and in a convoluted language — to itsown incompetencies. In an address to the nation, theprime minister announced several significant and nec-essary changes to the public vaccination campaignagainst Covid-19. As is often the case in politics, thetiming of Mr Modi’s address let the proverbial cat outof the bag. The changes were made following persist-ent demands by leaders of the Opposition for the Cen-tre to alter course. Recently, the government was alsorapped on its knuckles by no less than the SupremeCourt, which described the vaccination policy to be“arbitrary and irrational”. However, what may haveprompted Mr Modi to act — finally — on sane adviceare the political murmurs from the ground. The im-mense suffering that India has had to endure on ac-count of the combined onslaught of a vicious secondwave of the virus and the Centre’s vacuous, inept anddiscriminatory vaccination plan is quite likely to havepolitical consequences. Having been routed in Bengal,there are murmurs that the Bharatiya Janata Party isnervous about the outcome of the assembly electionsin Uttar Pradesh, which is among the five states thatgo to elections next year. The BJP’s discouraging per-formance in the local polls in the state shows that theconcern is not unwarranted. Some of the changes tothe vaccination programme are, evidently, attempts toblunt the charges of arbitrariness and discrimination.For instance, the Centre has decided to acquire 75 percent of all the vaccines being manufactured and dis-tribute them free of cost to the states. It has also doneaway with the price differences among differentgroups of recipients. But more needs to be done. Thepace of vaccination and the paucity of vaccines re-main areas of serious concern. There was nothing inMr Modi’s address that would assure the nation thatthese deficiencies would be addressed. Neither did theprime minister discuss the emerging fault lines in vac-cination pertaining to gender disparities, rural-urbaninequalities as well as the exclusion that has beenbrought about by the requirement of mandatory digi-tal registration for vaccination. Mr Modi, characteris-tically, tried to shift the blame for the vaccine debacleon to the Opposition and the states, but this argumentis unlikely to cut much ice. The real blame lies withthe Centre’s hubris, inefficiency and its slack of em-pathy for the people.

My mother slouches when shesits and stands. Aslouch is badfor respiration — it does not

give the lungs enough space to expand.It looks bad too. The slouch may be dueto a lack of Vitamin D with or withoutcalcium deficiency. Once this is ad-dressed, she needs to consciously sit andstand straight. This can be done by stand-ing against a wall with the feet six inch-es apart. The head, shoulders, hips andheels should touch the wall. While sittingon a chair or driving, she should place arolled-up towel at the small of the back,and use a low pillow while sleeping.

Nose blockI have a deviated nasal septum. One

side of my nose is permanently blocked.If I develop a cold or an allergy and theother side also gets blocked, I just can’tbreathe. My doctor has advised surgery.I am scared.
