With effect from today, the entry will be per- mitted from Gate no. 1 only. No one will be allowed to enter from the oth- er gate of the NMMC building. It is now mandatory for all the NMMC officials, em- ployees to wear their identity card during the working hours. NAVI MUMBAI: TheThane unit of theAnti CorruptionBureau (ACB) hasarrested two taxofficials in the goodsand services tax office(GST) in KonkanBhavan on Thursdayallegedly for taking abribe of Rs 10,000.The duo had demand-ed Rs. 40,000 forcanceling the GSTnumber from a hotelbusinessman. Thetwo were arrestedwhile accepting theirfirst installment of Rs10,000, it is learnt.

The complainant inthis case has a beershop in Kamothe areaand also has a petrolpump. Since thecomplainant wanted tostart a Chinese hoteltwo years ago, he hadregistered a GSTnumber and opened aGST account. But forsome reason he couldnot start a hotelbusiness. So his GSTaccount remaineddormant.

As per the order, aperson has to pay taxfor operating the GSTaccount. The mattercame to the notice of

the tax assistant atthe goods and servicestax office in KonkanBhavan, who had senta letter to the com-plainant asking themto pay the GSTaccount income taxfor withdrawingmoney.

Subsequently, thetax assistants,contacted the com-plainant and told himthat he would have topay Rs 1.5 lakh byway of fine andincome tax as he didnot close the GST

Timely action is the need of the hourThe Navi Mumbai Municipal Corporation appears to have sud-

denly realized its role as an authority for regulating developmentactivity in Navi Mumbai. Its decision to demolish unauthorizedconstructions appears to be a step in this direction.

Illegal constructions grew rapidly especially in Gaothan areasfew years back. Hundreds of these have either been sold or rent-ed out. NMMC instead of taking action against appears to be en-couraging their growth by providing them with all the essentialamenities like drinking water, electricity, drainage connections etc.In many residential buildings, ground floors or stilts have beenconverted to commercial shopping complexes, garages, workshopsetc. but no action is ever taken against them. Had the timely ac-tion been taken, the menace could have been curbed in its infancy.However, only recently NMMC seems to have undergone a changein its policy. It has now started unleashing its whip against theillegal structures.

While there is no denying that illegal constructions should notbe encouraged and the defaulters should be severely punished,but to demolish the structure especially when these are occupiedby the residents, is not the correct step. The best course of actionat this stage would perhaps be to regularize these illegal or irreg-ular constructions. The builders should be fined heavy penaltiesand the illegal constructions, if not yet sold, should be taken overby the authorities. Only those structures which hinder the devel-opment process like extension to the hotels, shops etc. which blockthe footpaths and the pathways should be demolished. Action ofregularizing illegal structures should not generate a feeling of weakadministration. To avoid that, the builders should be fined in geo-metric progression to their offence. Since the authorities are equal-ly responsible for such constructions stern action should be takenagainst them as well. These measures would go a long way in theproper planning of the development activity in Navi Mumbai. Reg-ularising rather than demolishing the unauthorized structures withpenalties to the builders would not only save the already createdassets but will also save the traumatized residents from sleeplessnightmares.

NAVI MUMBAI: Thedemand of the extensionof deadline for reloca-tion by the project af-fected persons (PAPs) ofthe Navi Mumbai Inter-national Airport(NMIA) project hasbeen ceded by the Cityand Industrial Develop-ment Corporation (CI-DCO). The new dead-line set for relocation isnow 5th January, 2020as requested by thePAPs.

Earlier, CIDCO hadasked all the villagersfrom ten villages toshift by December 15,2019. However, whilesome villagers shiftedto the assigned areas,there were few villagerswho refused to relocate.They too, after themeeting with MD CI-DCO have now agreedto relocate but haveasked for extension oftime. According to theCIDCO officials few vil-lagers from Waghivli,Targhar, Ulwe, Kom-badbhuje and Ganesh-puri are yet to shiftfrom the upcomingNMIA area.

Pundalik Mhatre,who is heading the co-ordinating committee ofthe villagers said, “CI-DCO who is initiatingthe NMIA project hadgiven us time till15th December, 2019 toshift but every year wekeep the annual puja atUlwe temple and it isour big celebrationwhere people from oth-er villages too join inthe celebration. This

We will try tomeet him with some ofour demands like therehabilitation of villag-es which were badly af-fected in the heavy rain-fall; we should be giventhe priority in jobs atthe new airport, newfishing jetties and alsoplots for their homes.”

Speaking with theNewsband CIDCO Pub-lic Relationship OfficerPriya Ratambe said,“The villagers have re-quested us for an exten-

sion of deadline to Jan-uary 5 and we have ac-cepted it. They willstart shifting from Jan-uary 5th and then theNMIA work will speedup.”

According to the CI-DCO all the affectedpeople from the NMIAhave been given thepromised compensationand even the increaseddemand. The other

pending work will alsobe completed soon. Allthe houses which arenear the village have al-ready been vacated andsome of them will startvacating their homessoon.

In Ulwe 133 fami-lies and 252 families inKombadbhuje are yet toshift.

Macchindra Bhagat,a resident of Ulwe vil-lage said, “Few villagerslost their family mem-bers last year and arewaiting legal heir certif-icate. CIDCO needs toclear out all the thingsand give us all the pa-pers before 5th January,2020 so that the shift-ing process can be com-pleted peacefully.”

The visitors can nowmeet the officials be-tween 3 to 5pm on allthe working days.

Speaking with theNewsband the NMMCCommissioner Anna-saheb Misal informed,“NMMC Headquarteris an iconic structureand it is important to

tighten security here.Moreover, we felt itwas imperative to fixtimings for meetingthe officials. Thiswould help both thecitizens and the offi-cials. With timingsfixed, the citizenswould be assured thatthey will be able tomeet the officials andthe employees. The of-ficials, on the otherhand, would be able

to complete theirwork without inter-ruption.”

The Act has seenprotests from various parts of thecountry with some of it even tak-ing violent turns resulting in in-juries. Burning buses is not democ-racy but only mobocracy. A demo-cratically elected government hasthe mandate from the people toexecute policies and programs. Thestudent and opposition have everyright to protest in a peaceful waybut no right to riot and destroypublic properties. The bill proposes to provide Cit-izenship to those minorities fromthe 3 countries who entered Indiaon or before December 2014. Mi-nority refugees have been stayingin India for the last 4 decades.3. Why is this bill required now?

These minorities have been liv-ing in India without much rightsor dignity. Most came in the late70s and early 80s, and had norights till this bill was passed a fewdays ago. They have nowhere to goas they left everything in theircountry and fled to India to protecttheir lives. This bill provides themrelief, so they can start their livesand contribute to society.4. What is the plight of the minoritiesin those countries?

Hundreds of thousands of mi-nority women were raped, mur-dered and forcibly converted to Is-lam. In many instances, such per-secution had the explicit or tacitapproval of the government in pow-er. The minority population de-clined by 20 percent in the last fewdecades.5. What is NRC and are they linked?

The National Register of Citi-zens (NRC) is a register main-tained by the Indian Governmentfor the identification of Indian cit-izens of the Assam state. The NRCin Assam was conducted as per

accord signed by Rajiv Gandhi Gov-ernment in 1985 and per the Su-preme Court ruling.

NRC and CAA are not linked.As of now, there is no nationwideNRC.6. Is this bill against Indian Muslims?

Absolutely not. It is not againstMuslims. It is a blatant lie that In-dian Muslims are affected by thisbill. This bill only applies to thosewho are NOT Indian Citizens andthose who have taken refuge in In-dia and living in India for over 5years, due to persecution in theirrespective country for NOT follow-ing the religion of the state. Yes, just in last 5 years Indiahas granted citizenship to over 550Pakistani nationals, Adnan Samiand thousands of Muslim nation-als from other countries8. If CAA is about religious persecu-tion, why Shias, Ahmediyyas, Balochsare not included?

All these groups are Muslims,they are not recognized as separatereligions anywhere in the world. AsMuslims, they are NOT minoritiesin their respective countries. Theycan apply for Indian Citizenshipthrough several other provisionsthat exist in India’s CitizenshipAct. India has granted citizenshipto many Muslims from other coun-tries.9. Why some people are raising a hueand cry about it?
