As most of you know, 2007 marks the Golden Anniversary of Gammon, and I would like to take this opportunity to thank all our customers, business partners and staff for their generous support of the Noonday Gun firing event held in January, which kicked off the anniversary celebrations.

As you have heard me say on many occasions, people are our biggest asset and I was particularly proud to see two venerable Gammon veterans at the Noonday Gun firing, along with many of our long-standing, loyal staff.

I hope that, by now, you have all seen the striking logo that will be an integral part of our 50th anniversary celebrations. As you can see, it also features the tagline “Leading through Quality for 50 Years” and I would like to re-emphasise that quality is, indeed, one of our major focuses, along with safety. In safety, we are proud that our Group Accident/Incident Rate last year, at 7.9, was the lowest on record and a 31% improvement over the previous year.

However, it is imperative that we do not relax our vigilance in the areas of Health and Safety, and I look to each of you to continue to make these attributes your watchwords as we begin Gammon’s next half century of building Hong Kong and the region.

Thank you and Kung Hei Fat Choy!

As you know, Gammon Singapore recently won the first prize in the “Property and Construction” category of the Br i t i sh Bus iness Awards in Singapore for its innovative approach to construction. We are very proud of this achievement and I would like to take this opportunity to remind everyone that our current Innovation Competition is underway, with the deadline for entry submission on 31 March. I know from past years’ experience with this competition that there are plenty of great ideas out there … so send them in!

I would also like to invite staff, fellowship students and business partners to submit entries for the Photography Competition 2007. The deadline is 30 September, so do not delay! We had a great response last year to this contest and some of the best work submitted then will be used in various promotional materials this year, so look out for those great photos.

Work on our 50th anniversary commemorative book is proceeding well and Kevin Sinclair, the writer, has already interviewed a number of people, including ex staff and business partners. If you would like to find out more about how Sinclair’s work is progressing, please turn to page 4.

Enjoy this issue of The Record and don’t forget that we are always open to any comments and/or submissions, so feel free to contact us at any time.

Around 1,000 Gammon staff and their families participated in the Deep Bay Link North Family Walk on Sunday, December 10, as part of the lead-up to Gammon’s 50th anniversary celebrations.

The walk was an excellent opportunity for Gammon staff and their families to mingle and take photographs, and the weather was with them on a day that was slightly windy but neither too hot nor too sunny. The walk also reflected Gammon’s commitment to encouraging its staff to maintain a healthy balance between work and leisure activities.

Gammon turns 50 in 2007 and each participating walker wore a windbreaker with a 50th anniversary logo printed on the back. It was the general public’s first glimpse of the logo, as the walkers gathered at Kowloon Tong and Tsuen Wan to take shuttle buses to the start of the walk.

Display boards were erected along the walk showing pictures of the bridges and roads involved in Gammon projects, including the Deep Bay Link and the Shenzhen Western

On October 15, Gammon walked away with the “Fat Rat Award” for raising the most funds in Hong Kong's inaugural Rat Race 2006, a team relay and obstacle-ridden contest based on the annual Rat Race events in New York and Toronto.

Gammon fielded two teams in the event – the Gammon Team and the Young Professionals Group – and took away the “Fat Rat Award” for raising HK$200,000 out of a total of more than HK$2 million. Gammon extends a warm thank you for the support of all its staff, suppliers and subcontractors.

Gammon Chief Executive Thomas Ho also participated in the event, which saw event organiser Hongkong Land turn a large part of Central into a “rat-track” of some 2.5 kilometres. Dressed in business attire and carrying briefcases as batons, the Rat Race runners tackled a course that involved wading through water, crawling under fences and running.

All proceeds from the inaugural Rat Race will go to MINDSET, a registered charity that supports mental health organisations and projects in Hong Kong and Mainland China.

Professionals Group」

Sprinting for Charity

The popular annual charity event, the Matilda Sedan Chair Race and Bazaar, took place on November 12 at the Matilda International Hospital on the Peak. At 10am, the race course was crowded with a record number of about 600 runners, more than 1,000 spectators, and a large number of media representatives. The Gammon team featured a selection of staff members, including Alan Gibson, the most senior runner in the team and possibly the day, Cathy Kwong, our beautiful “chairlady”, and a young engineer from the Planning

Department, among others. We ran the 2.1km course to the finish line in 14 minutes, retaining the Linklaters Veterans Trophy for the second year in a row. All in all, it was a great day out for the participants and their families, and we were proud to have raised over HK$45,000 for charity.

Recording Gammon’s AchievementsBy Kevin Sinclair

Kevin Sinclair

Keeping up with Thomas Ho is no easy task. Accompanying him on a series of morning site inspections means striding over rail tracks at Sha Tin, climbing up a steep mountain flank on The Peak, looking at a massive site clearance in Tai Hang and walking 300 metres along the underground passage connecting Pacific Place with the new Swire tower in Wanchai, then running up six flights of stairs.

Following in his footsteps may be exhaustive but one learns a lot about engineering and Gammon’s quest for perfection.

Along with my colleague Anneliese O’Young Ruo-hwa I have in the past six months been seeing a lot of the inside workings of your company. It has been a steep learning curve and a fascinating experience.

One thing is clear; as we begin the design-production process of the book about Gammon’s half-century in Hong Kong, there is no doubting the corporate commitment to excellence. As part of the editorial process, I have contacted shareholders, customers, business partners, government officials, architects and developers. What do they think of Gammon?

The answers have been interesting. All stress Gammon’s insistence on safety, quality, innovation and professionalism.

These qualities will be stressed in the book. It will trace the company’s history from the first contract (expanding the Kai Tak airport runway) in the 1950s through the building booms that changed the face of Hong Kong. Gammon, of course, played a large part in these developments.

Examples of some of the top projects tackled by Gammon engineers will be shown. These include piers and railways, roads and signature buildings. But did you know it also includes the first Chinese temple ever made out of reinforced concrete? And did you know one of the parent companies of Gammon built the famous Gateway to India in Bombay, and this was also a pioneering work in concrete?

I am greatly enjoying working on this book. I hope when you read it in the autumn you will agree it is a volume that reflects accurately the history and ethos of Gammon, and which looks also at the future of the company. That future is bright.

Incidentally, Anneliese and I are still hunting for old photographs of Gammon events. These do not have to be dramatic photos, but pictures of day-to-day life taken by Gammon staffers over the years. They can be humorous or serious. Also, send in any stories about the good old days. Help make YOUR book better. If you have material, contact Maria Luk at [email protected] or telephone 2516-8565.

Raising Money for the Community Chest

The Hong Chi Association Green Roofing Competition for Primary and Secondary Schools in Hong Kong, of which Gammon is one of the supporting organisations, was launched at the Hong Kong Baptist University on December 12, 2006. The aim of the competition is to encourage students to adopt green roofing in an effort to lower interior temperatures, and Gammon is providing every participating school with 50 square metres of waterproofing material as the basis for this work.

Gammon has always had a commitment to environmental protection and has received many industry awards for environmental protection. The company also has rich experience in green roofing. For example, at Gammon's Tsing Yi site office, the adoption of energy-saving measures, including the use of skylights to increase natural light levels, a roof planted with grass that serves as an insulation blanket and the reuse of existing materials, have cut energy costs by 30-40 per cent compared to conventional site offices. Gammon shared some of its green roofing experiences at the Competition’s opening ceremony.

Judging and the award ceremony will be held in May 2007.

A large part of Gammon’s commitment to the company’s future excellence, as well as that of the construction industry as a whole, is its contribution to ensuring that well-qualified, trained and prepared people join the industry. The company’s Gammon University Fellowship Programme, and its Graduate Trainees and Apprentices Programme are just two of the examples of how Gammon does this.

In 2006, more than 30 students from universities in Hong Kong, China, Singapore and overseas joined the Gammon University Fellowship Programme, participating in a wide range of activities and site visits to various Gammon projects.

The Fellows were also given the opportunity to meet existing Gammon staff at a series of social functions. For example, the QS Fellows met the management of our commercial team at a dinner, while the civil engineering discipline Fellows were invited to a Happy Hour gathering

with colleagues from Lambeth, Civil, Foundations and Preconstruction. Fellows have also been guests at such company functions as the Safety through Leadership Conference and the Family Walk at Deep Bay Link North.

Most of the Fellows will graduate from their universities in June this year and will be given priority placement for permanent positions in Gammon

Meanwhile, in November last year, Gammon hosted the annual Graduation Ceremony for Graduate Trainees and Apprentices at the Gammon Technology Park in Tseung Kwan O, following a tour of the Park. At the ceremony, one Craft Apprentice, three Technician Apprentices and 16 Graduate Trainees received their certificates from John Chai, JP, Director of Civil Engineering and Development for the HKSAR Government and Guest of Honour at the ceremony.

Recently, Gammon joined hands with the Highways Department and Arup to hold a ceremony to mark the completion of the Castle Peak Road Improvement works between Ka Loon Tsuen and Siu Lam.

The project team had much to celebrate: they managed to complete the project ahead of schedule, while also achieving substantial environmental benefits, including large savings in the amount of materials used, which translates into less public expenditure and helps educate the industry in more sustainable construction, and an excellent safety record, with an Accident Incident Rate of just 8.2, which is seven times better than the industry norm.

Following an overwhelming response in 2005, Gammon was proud to co-sponsor the second street-painting event in December last year. Titled “The Illusion of Art”, the event was co-presented by Swire Island East and the Hong Kong Youth Arts Foundation, with optical illusion as the key creative theme aiming to promote street painting to local community.

Sharing the enjoyment of being street artists, three Gammon staff, Rosemary Leung, Edmund Tong and Cammy Lee, created a work named “Flying Castle” inspired by the company’s ability to construct the various famous skyscrapers in spite of their high level of complexity.

Two of the participants were well-known German street painters Manfred Stader and Edgar Müller, who created a 10x12ft piece of optical art. With the joint participation of five local artists and 200 local school students, this art event, the largest ever held in Hong Kong, conjured up a fantasy world that seemed to emerge from under the ground. Indeed, Tong Chong Street and TaiKoo Place were transformed into an illusionary space where the boundaries of reality and imagination blurred.

Safety is Our Top Priority

Wor ldwide, sa fe ty i s a “hot topic”. According to the Wor ld Day for

Safety & Health at Work 2005, there are 6,000 work-related deaths and 734,000 work-related injuries every day. As far as Gammon is concerned, this is unacceptable, which is why the company’s mission is “to provide a workplace that is without accident or incident”. Our Group Accident Incident Rate last year, at 7.9, was the lowest on record, although we cannot become complacent, and will be looking for further improvements in 2007 as we turn our attention to occupational health, proactive risk management and safety in design.

Given that safety is becoming not only the focus of more awareness and interest, but also an increasingly impor tan t d r i ve r fo r succe s s , Gammon is putting more of its energies into this vital area. Indeed, safety is the company’s top priority for a l l Gammon management, s t a f f , pa r tne r s , supp l i e r s and subcontractors.

Wi th th i s i n m ind , va r ious workshops were held in 2006, p r o d u c i n g a c t i o n p l a n s a n d disseminating the key message of “Safety i s our Top Pr ior i ty” throughout the company. Safety Charters have also been signed by various relevant parties, and Gammon has taken the lead in promoting

an environment throughout the construction industry, both in Hong Kong and overseas, where safety is paramount.

In order to spread the safety message even further, internally and externally, Gammon held an HSE Family Fun Day on 5 November, followed later that month by a Safety Conference entitled Safety through Leadership. Among the speakers at the Conference were: Wong Kwok-la i , Pres ident, The Hong Kong Institution of Engineers; Stewart Saunders, Chief Operating Officer, CLP Power; Hon Lee Cheuk-yan, Member, Legislative Council; Mak Chai-kwong, Permanent Secretary for the Environment, Transport & Works (Works); Frederick Wong Chee-kiong, Group Director, Safety and Contracts, Singapore Land Transport Authority; Kobus de Jager, Head of Sustainable Development, Africa: Underground Region, AngloGold Ashanti Limited; and James Blake, Chief Executive Officer, Kowloon-Canton Railway Corporation.

The se two even t s enab l ed Gammon to reach well over 1,500 employees and their families, and allowed the company to engage with and learn from leading industry figures, sending a clear message to everyone with whom it works that safety is indeed, Gammon’s top priority.

Gammon is very much aware that leadership is instrumental in ensuring a

安全至上safe workplace and must be present at every level of the business, as well as on the frontline, in corporate management and at the government level.

The company acknowledges that corporate leadership depends on defining the roles of the shareholders and senior management; ensuring m a n a g e m e n t a c c o u n t a b i l i t y ; monitoring, reviewing and auditing at the corporate level; and training and competency. The company is, therefore, developing its own leadership review/audit protocol, which wi l l cover commitment; d o c u m e n t a t i o n ; d u t i e s a n d r e spons ib i l i t i e s ; pe r fo rmance m o n i t o r i n g a n d r e v i e w ; a n d participation in accident, incident and near miss reporting; and in training and safety promotions.

FOCUS STORY

“We must thank those early Gammon pioneers who had the skills, the spirit and the vision to lay the foundations of a construction business that has grown from strength to strength to become a company that has truly changed the face of Hong Kong.” These are the words of Thomas Ho, Gammon’s Chief Executive, as he presided over the Noonday Gun Firing ceremony that kicked off Gammon’s 50th Anniversary celebrations.

The dramatic boom of the N o o n d a y G u n o n 2 n d January 2007, followed by

the unveiling of Gammon’s 50th anniversary logo, officially kicked off the company’s celebrations to commemorate its 50 years in Hong Kong.

As noted by Gammon’s Chief Execut ive , Thomas Ho, a t the ceremony, both the Noonday Gun and the former Kai Tak Airport runway just across Victoria Harbour are an integral part of Gammon’s – as well

as Hong Kong’s – development. After al l , Gammon reconstructed the Noonday Gun for Jardines and relocated it to its current site, while the Kai Tak runway was the company’s first project in Hong Kong 50 years ago.

I n a d d i t i o n t o t h e s e t w o important landmarks along Hong Kong’s prestigious harbour, Gammon has gone from strength to strength over the past half century, building commercia l towers, res identia l buildings, bridges, container ports, tunnels, railways and roads all over

the territory. All of these projects are milestones in the success story of the company and came to fruition thanks to every member of the Gammon team.

Our People, Our Asset The ceremony at the Noonday Gun was well received by the Legislative Councillors, distinguished guests and partners who attended the event, with one of the highlights – and perhaps the part that earned the loudest applause – being Ho’s presentation of souvenirs – offered with great gratitude – to two retired Gammon colleagues and five current long-service employees. “It is our PEOPLE who have built Gammon and can share in the pride of the success of the company. With their skills and spirit, they laid the foundations and contributed to the steady growth of Gammon in various areas,” Ho remarked.

The 80-year-old Yau Kau and 74-year-old But Bing Him are two loyal Gammon veterans who witnessed and contributed to the company’s first project at Kai Tak 50 years ago. As they recalled those days long ago with fatherly smiles – Yau was responsible for machinery maintenance, while But provided accounting services to the company – both gentlemen were delighted to have witnessed the

growth of Gammon along with Hong Kong’s economy.

Each of the five colleagues who received long-service awards at the ceremony have been with Gammon more than 35 years. Raymond Ho, who is a Senior Site Agent in the Building Department, notes that 35 years fly by as Gammon builds successful projects one after the other, including, for example, the Lion Rock Tunnel, the Tate's Cairn Tunnel and the Western Harbour Tunnel.

Cheung Mei Ling has served and boosted the morale of every member of staff from the pantry at Gammon’s headquarters for the past 37 years. She is as important to Gammon’s development as lubricants are to machinery.

Ng Kam Shum and Pang Chung Sam have both been part of the Foundation Team for 38 and 45 years, respectively. They are very impressed with Gammon’s team spirit, noting that colleagues are always ready to overcome difficulties and challenges whenever they crop up. Ng is particularly proud of the part he played in the construction of the then Connaught Centre (currently called Jardine House), as well as the new Hong Kong International Airport at Chek Lap Kok.

Gammon, Chung For Shing and his family has close ties to the company. Following in his father’s footsteps, Chung jo ined Gammon at 17, developing his expertise in ground investigation, marrying his wife and raising his two sons, who are also currently members of the Gammon family.

Our 50th Anniversary and the Years AheadWhile Gammon develops along with Hong Kong, the company, as well as many of our colleagues, continues to take part in community activities and contribute to Hong Kong society in any way we can. One of the local charities supported by Gammon is Mindset, which works in mental health care, and Anthony Nightingale, Chairman of Mindset, was invited to accept a donation from Gammon at the Noonday Gun ceremony. Gammon has made a solemn promise to continue to contribute to charities, acknowledging that the support and participation of all Gammon colleagues is crucial in achieving this.

To commemorate Gammon’s 50th anniversary in 2007, a series of events and activities is already in the pipeline. Following the Noonday Gun Firing on 2 January, another important feature of the month was the Gammon Golf Day. In March, a Spring Dinner will be held and then, in the second half of the year, another Safety Conference will be organised. A commemorative book that captures Gammon’s many milestones and plenty of interesting stories concerning Gammon staff will be published in the latter part of 2007. Last, but by no means least, all Gammon staff and family members, clients and partners will be invited to join our Family Fun Day, which will be the highlight of our 50th Anniversary celebrations.

With the unwavering support of our shareholders, Jardines and Balfour Beatty, Gammon has become one of Hong Kong’s largest construction companies. Boasting one of the most professional engineering and building teams in the entire Asia/Pacific region, the company employs some 450 engineers and builders, and

more than 2,000 full-time staff. As the company looks ahead to its 50th anniversary, it remains as committed as ever to merging local resources and international expertise as it plays a pivotal role in Asia’s future.

Whi le Gammon is confident that it will remain at the forefront of the dynamic and competitive construction industry, 2007 will be a year not only to look back on past achievements, but also to refine the company’s vision for the future. As Ho emphasised at the ceremony, “Everyone at Gammon now has the responsibility to take forward and enhance the elements that have made Gammon a market leader in construction. As we commence our next half century of operations, we must build on the values of quality, technical excellence and integrity in our search for new opportunities and markets.”

Here, at the beginning of 2007, as well as celebrating our Golden Anniversary, let us all look forward together to a prosperous future for Gammon and for our invaluable colleagues!

Building services were also upgraded s ign ificant l y, w i th subs tant i a l improvements made to both the front and back of house areas.”

Keys to Success“The main challenge facing the Gammon project team with this contract was timing. As the renovation required the closure of the hotel for a limited nine-month period, with a consequent loss of revenue, it was critical that the work be undertaken as quickly as possible,” said Martin.

The hotel closed on December 28, 2005 and, despite changes to the scope of work during construction, Gammon completed Stage 1 in just eight months, allowing the hotel to re-open - to considerable public acclaim - on September 28, 2006.

During Stage 1, work on the podium levels and several floors of guest rooms was substantially completed, and, along with the upper floor restaurants, spa facilities and swimming pool, re-opened in October 2006. During the final few months of 2006 and the first quarter of 2007, the remaining gues t rooms were comp le ted progressively and returned to the hotel’s inventory.

A team of 70 Gammon personnel developed and maintained detailed short-, medium- and long-term programmes throughout the project. According to Martin, “A number of unforeseen challenges, together with some changes to design requirements and the scope of work, required extensive re-programming at several stages. However, quick and decisive responses, taken in consultation with the relevant subcontractors, avoided protracted disputes and reduced the potential for delay.”

Managing the IssuesWith just eight months’ lead time, the Gammon team began on-site work quickly and decisively, requiring extensive pre-construction planning to ensure that construction proceeded on Day 1.

Once work had begun, the volume of materials removed from and brought onto the site, together with the substant ia l workforce involved, required detailed logistics management to ensure that safety was paramount and materials were consistently available and delivered on time.

Meanwhile, the need for on-time delivery and high standards of quality control demanded extensive monitoring of off-site production and Gammon proactively identified challenges and promptly developed solutions to minimise or eliminate any potential for delay.

On site, Gammon developed an extensive risk management register, expanded through consultation with all key subcontractors and with the assistance of an external facilitator, to identify, manage and mitigate specific risks, substantially reducing the potential for negative consequences during construction.

Thanks to these rigorous safety management procedures, accident rates on this project were significantly below Gammon’s minimum targets and appreciably lower than industry standards. Implementat ion of rigorous standards, regular site inspections, morning briefings and random inspections all contributed greatly to this outstanding safety record. In addition, Gammon’s project team developed a positive

and proactive attitude to managing un fo re seen event s and l a ten t conditions, mitigating their impact as much as possible.

The project team was part of the overall planning that successfully implemented a number of innovative construction solutions, including:• Top-down construction of the

tower curtain wall• A centralised, shared document

management system (storing and distributing almost 400,000 documents over the course of the project)

• Installation of a Variable Primary Flow (VPF) for chil led water, reducing the need to replace the existing plant and significantly reducing operating costs

• Introduction of self-balancing water and air systems, allowing an earlier (partial) re-opening of the hotel

• Extensive use of mock-ups to develop design details and refine construction techniques prior to actual commencement

Th e H o n g K o n g A i r p o r t Authority’s SkyPier Building Works project was awarded to

Gammon recently. The contract is worth HK$570 million and will take approximately 19 months.

T h e p r o j e c t i n c l u d e s t h e c o n s t r u c t i o n o f a fi v e - l e v e l international ferry terminal adjacent to the existing SkyPier at Chek Lap Kok, Hong Kong. Passengers who arrive or depart from the SkyPier will have access to the main Passenger Terminal Building (PTB) and SkyPlaza, currently under construction, via an Automated People Mover (APM).

Gammon is responsible for the construction of the insitu concrete structural frame for the new SkyPier, as well as the installation of all the building services and airport systems, some of which link to the PTB. The ferries that will use the new SkyPier will arrive and berth against two steel floating pontoons that incorporate a baggage handling system, all of which falls under this contract. The internal architectural fi t - o u t a n d e x t e r n a l f a ç a d e are also within the scope of this project. The floating pontoons are large steel structures (67x24m) that will be fabricated off-site in a

shipyard and towed to the site for final installation. Once the works for the new SkyPier are complete and it is operational, Gammon will be responsible for the demolition of the existing SkyPier.

Both the APM p la t forms in SkyPlaza and the new escalators in the PTB are within the airport’s restricted areas, and modifications to these areas will require night working and, therefore, careful planning and suitable supervision.

Working adjacent to and, for some operations, in the sea will add health and safety complications that will be managed by specific control measures and tight site supervision.

The main challenge associated w i t h t h i s p r o j e c t w i l l b e t h e construction of the structural frame in a very congested site that is adjacent to existing airport facilities and other developments currently under construction. In addition, the programme is governed by eight Key Dates throughout its duration, making careful supervision vital.
