Objectives of the Johnson-O'Malley Program are (1) to secure for Indian children the educational opportunities and learning environment necessary to fulfill their educational needs; (2) to promote understanding and improve relationships between the school, home, and community; (3) to cooperate in developing and supporting in-service training for teachers of Indian children; and (4) to provide financial assistance to local school districts for implementaticn of programs, services, and activities jointly planned and mutually approved by the school and Indian community. Current trends indicate an increased local awareness of the need for improved educational practices and programs in Indian education and a significant increase of direct involvement by the Indian community in school affairs. Statistics on financial support, enrollment, attendance, and scholarships for Indian students are presented in tabular form. In-service training programs held during the year are discussed. (JH)

  • NARRATIVE REPORT

    Wisconsin has been involved with the Johnson-O'Malley Program since

    1947. Eligible school districts have received reimbursement for educational

    services provided for Indian children residing on federal non-taxable land.

    Johnson-O'Malley funds are allocated by the State Department of Public

    Instruction after determining the local cost per pupil for contracted services.

    Special programs to improve educational opportunities and services for Indian

    children, including home-school coordinators, teacher aides, and tutoring

    services, have also teen supported by Johnson-O'Malley funds.

    Current trends indicate an increased local awareness of, and financial

    support for, improved educational practices and programs in Indian education.

    A greater percentage of Johnson-O'Malley funds are being allocated for

    specific programs for Indian pupils. Local school officials, through

    encouragement of the Department of Public Instruction and involvement of

    Indian leaders, are recognizing the need for an increased expenditure of

    funds in this direction.

    Other trends show a significant increase of direct involvement by the

    Indian community in school affairs. The Great Lakes Inter-Tribal Council,

    Inc., Education Committee and the local Indian Education Committees are

    actively engaged at local and state levels of education.

    Program Objectives

    To secure for Indian children the educational opportunities andlearning environment necessary to fulfill their educational needs.

    To promote understanding and improve relationships between theschool, home and community,

    To cooperate in developing and supporting in-service trainingfor teachers of Indian children.

    To provide financial assistance to local school districts forimplementation of programs, services and activities jointly plannedand mutually approved by the school and Indian community.

  • The degree to which objectives are being accomplished can be evaluated

    in the report of "Special Programs in Indian Education" which are described

    in another section of this narrative.

    Problem areas in Indian Education include a need for:

    1. Improvement in the retention rate of Indian high schoolpupils.

    2. Increased involvement of Indian parents in school affairs.

    3. Expansion of programs and activities for Indian pupils andparents that tend to enhance their self-concept and theirattitude regarding the value of educational achievement.

    4. Curriculum review and revision with respect to Indian historyand culture.

    "SPECIAL PROGRAMS IN INDIAN EDUCATION"

    ASHLAND

    With Johnson-O'Malley support, two teacher aides of Indian ancestrywere assisting classroom instruction at the kindergarten and firstgrade levels. The Home-School Coordinator continued providingcounseling services, plus holding meetings, cc,aferences and programplanning sessions with the Indian community and the local IndianEducation Committee.

    Plans have also been completed to implement an accredited highschool course in Indian History and Culture for 1970-71.

    Title I funds were used to conduct a summer reading program onthe Bad River Reservation for 15 students. The teacher and anaide went directly to the home and conducted the reading improvementprogram on a one-to-one basis.

    During the summer, 1969, a program of English and History make-upwas operated on the reservation for students in grades 9 - 12.There were approximately 15 students in each class who completedand received 1/2 credit for each subject.

    During the 1970 summer, a second program was operated on thereservation involving 2 teachers and 32 students. Courses offeredwere English and Indian Culture. Each high school student received1/2 credit for each course. Participating junior high studentsreceived remedial help and enrichment.

  • MAYFIELD

    (Title r) Provided a developmental reading program for pupils intrades 2 - 6. High interest, low-level ability materials; audio-visual equipment; and field trips were used to stimulate interestin school and serve as additional reading development in the earlygrades. Of the 39 pupils in the program, 24 were of Indian descent.

    BLACK RIVER FALLS

    Under the Title ICI Program, provided transportation for Head Startpupils and for the Indian students participating in the summerInter-Cultural Program conducted at Wisconsin State University -Eau Claire.

    The Junior High School sponsors a co-curricular club which placesemphasis on Indian culture and history.

    The "Falls Advisory Council", organized in 1968, represents a crosssection of the community and includes Indian adults. The Councilcooperates with the school officials in promoting educational pro-grams, school retention and counseling.

    BOWLER

    Local funds provide special transportation services to enableIndian students to participate in after-school activities.

    Under a Title I, Special Assistance Project, 15 Indian an20 non- Indian pupils participate in a reading improvement activity.

    Title II funds are utilized to add library books reflecting Indianhistory.

    Indian aides (2) are involved in the Title I project as well as inthe primary grades.

    CRANDON

    Developing plans with Wisconsin State University - Stevens Pointfor a student tutoring program for 1970-71.

  • CUMBERLAND

    Held a local in-service program on the education of Indian youth.The workshop was conducted by Indians and included sensitivity toIndian problems and cultural heritage.

    An Indian club was organized and includes non-Indian members. Itsactivities are recreational, cultural and educational.

    A university extension course entitled "Sensitivity to Minorities"was held at the Cumberland School during the spring of 1970. Thedistrict was instrumental in organizing the class and promotingdiscussions of the American Indians as a part of the course.

    FREEDOM

    Operated a Title I project "To Prevent Learning Disorders inDisadvantaged K-12 Students." Three of the 20 pupils involvedwere Indian. The program included speech therapy and guidance.Personnel included a psychologist, tutors and aides.

    HAYWARD

    Johnson-O'Malley funds provided the services of a Home-SchoolCoordinator (1/2 time), guidance and counseling services, twoNight Study Centers on the reservation, special tutoring servicesand transportation to and from the study centers. Approximately70 pupils, grades 5 - 12, were involved in the study centers.

    A summer vocational program was conducted on the reservation.Activities included metal spinning, etching, leathercraft, plasticsand auto mechanics. Transportation was provided for the 37 students,grades 7 - 12, who participated.

    The district also provides opportunities for staff participationin workshops and institutes for teachers of Indian children.

    Title I Programs: Special help. "Communications Skills" forgrades 1 - 8. This program included the children in the .St. Francis Mission School and involved a total of 175 Indianpupils and 150 non-Indians.

    In grades 9 - 12, a "Special Reading and Cultural Program" wasconducted for 50 Indian and 25 non-Indian students.

    Special guidance services offered for grades 1 - 6 (includingSt. Francis Mission School).

  • HAYWARD - Title I Programs cont'd.

    Teacher aides were involved in education services for 100Indian students and 175 non-Indian students.

    Transportation for special school events was provided.

    Title II funds for 1969-70 were used entirely for the purchaseof library materials (books, films and records) for or aboutIndians and Indian culture.

    Hayward participates in a summer Head Start Program which enrolled10 Indian pupils. The district provides rooms, equipment, materials,kitchen and dining facilities, along with sharing transportationcosts.

    FLAMBEA9 (Lac du Flambeau)

    Johnson-O'Malley funds were utilized for the employment of aHome-School Coordinator during the second semester. Schoolrecords indicate that 60 percent of the Indian students andfamilies received direct Services. All pupils received schoollunch services at no charge. No charges were assessed forathletics or any other school activity, including gym uniforms.Band instruments were provided for the needy. No charges weremade for Home Economics or Shop materials, and free transportationwas provided for all athletic events and other school activities.

    A Speech Therapy Program was conducted for 16 Indian and 9 non-Indian pupils.

    Other programs for Indian pupils included cooperation with theU. S. Public Health Bureau to provide free dental and medicalservices at the school for eligible needy children.

    The school also co-sponsored a Neighborhood Youth Corps Programdirected by the Farmers Union and Great Lakes Inter-Tribal Council.

    Lac du Flambeau's faculty included 2 Indian teachers, 1 teacheraide, 1 clerical aide, and 6 parent educators'.

    Title I Programs:Primary Preventative Reading Program -- 46 Indian and 7 non-

    Indian students.Summer Tutorial Program-45 Indian and 7 non-Indian students.Summer School for Eighth Grade Underachievers -- 21 Indian

  • LAKELAND UNION HIGii SCHOOL

    Provides the services of a full-time Home-School Coordinatorwithout the benefit of special Johnson - O'Malley funding. TheCoordinator functions as a counselor, advisor, social worker,and also performs in other areas which will benefit the Indianstudents.

    Each year Johnson-O'Malley funds are used to sponsor an extendedfield trip for the Indian students in grades 11 and 12. Thepurpose of the trip is to provide them with opportunities toexperience cultural improvement activities, tour manufacturingplants, visit colleges and vocational schools, and visit museums.

    A Title I Program offered tutorial services to students that wereexperiencing problems within specific subj%ict areas. Approximately50 percent of the participating pui.ils wer: Indians.

    PITTSVILLE

    The Title I project consisted of two parts -- Speech Correctionand Cultural Enrichment through Fine Arts. One-half of the Indianstudents enrolled participated in the program.

    SEYMOUR

    Has approximately 275 Indian pupils of which 80 are federally-connected.

    Late transportation is provided for the youths who wish toremain after regular dismissal to use school facilities orparticipate in co-curricular activities. The program has beenin operation six years. Johnson-O'Malley funds are used forthis program.

    Title I programs have centered around the Oneida Indians. Anurse has been working with the Indian students and helping toprovide necessary health needs. An elementary guidance counselordevotes 60 percent of her time in working with the Indian studentshelping to identify and diagnose special problem areas. An enrich-ment program for high school students is provided by specialcounseling three half-days per week.

    The most extensive Title I program is a summer school for the OneidaIndians. Emphasis has been placed on the multi-unit approach,in-service of teachers and an enrichment program. The summer staffincluded 8 teachers, 1 librarian, 1 art teacher, and a guidancecounselor.

    JohnsonO'Malley funds were utilized to provide the servicesof a Home-School Coordinator for 25 federally-connected and6 non-federally connected Indian pupils.

    Title I providedmath, dramatics,education, waterprogram involved

    a comprehensive summer school program includingmusic, industrial arts, reading, art, physicalsafety,. canoeing, boating and camping. This8 Indian children.

    Title I provided a summer program for children in grades 1 - 6.Eight Indian children enrolled for special help in reading andarithmetic. Field trips were also included to broaden theirsocial experiences. Teacher aides have been employed to followthrough on this program during the regular term.

    WEBSTER

    Has had partial Johnson-O'Malley support for a Home-SchoolCoordinator. Concentration has been on improving the attendance,problems with school dropouts, Indian participation in schoclactivities, and involvement in school affairs.

    Indian students were provided with an evening study center andreceived tutoring assistance from a licensed classroom teacher.

    The H)me-School Coordinator and an intermediate grade teacherwere both of Indian descent.

    WEST DE PERE

    Johnson-O'Malley funds were utilized to offer a high school creditcourse in Indian History and Culture. Classes '.ere held bothsemesters and attended by both Indian and non-Indian students.

    Two administrators received in-service training by attendingthe first National Indian Conference in St. Paul, Minnesota.

    An assembly program was presented by the Oneida Indians.

    In-service training activities included participation of theguidance counselors at several conferences on Indian educationwhich were held at Wisconsin State University - Stevens Point.

    For the convenience of the Indian pupils and parents, a drivereducation car was placed in the Indian community during thesummer.

    Title I funds were instrumental in contracting with St. Norbert'sCollege to provide tutors for the High View School. Sixty-sevenIndian pupils received tutoring assistance.

    A summer school program directed at developing attitudes forchildren in grades 1 - 3 was also offered. Forty-five Indianpupils were invited to attend and 26 enrolled.

    All students had available the services of guidance counselors,a social worker, a psychologist, and a speech therapist.

    Two Indian teachers are on the faculty. One teaches thirdgrade, the other is in girl's physical education.

    WISCONSIN DELLS

    Employed a Home-School Coordinator to establish effective linesof communication between Indian families and the school. Twotutors were employed full -time to work directly with the Indianelementary pupils during the regular school day. One Indianwoman was engaged as a teacher's aide in the kindergarten.

    In cooperation with the University of Wisconsin - Baraboo Campus,an evening tutoring program was established whereby a one-to-oneteacher-pupil ratio was maintained.

    "Reach and Teach," a Title I program, provided reading improvementservices for 24 Indian pupils.

    Graphic Art courses were established at the high school level.Indian pupils were given priority to enroll.

  • "IN-SERVICE TRAINING PROGRAMS FOR TEACHERS OF INDIAN CHILDREN"

    A workshop for "Teachers of Indian Youth" was held for two weeks in

    July 1970 at Wisconsin State University - Superior. The majority of the

    members of the Planning Committee were Indian educators, parents, and

    members of Indian education committees. The director of the workshop,

    as well as all resource people, were of Indian ancestry.

    The workshop was designed to emphasize three primary concerns:

    1. History and culture of the Ojibway nation and thetribes of the Winnebago, Menominee, Stockbridge -Munsee, Oneida, and Potawatomi;

    2. Curriculum development; and

    3. Contemporary Indians.

    The workshop was supported financially by the Bureau of Indian Affairs

    and the State Department of Public Instruction through the Johnson-O'Malley

    Program.

    A three -day conference on Indian Education for school administrators

    was also conducted at Wisconsin State University - Superior. It is felt

    that if progress is to be made in Indian Education, it must be with the

    understanding and support of school administrators.

    Objectives of the conference were:

    1. To develop an understanding of the cultural forcesthat contribute to the disadvantagement of Indianchildren and to develop strategies of human relation-ships for working with these cultural forces.

    2. To develop an understanding of the special learningproblems of Indian children and methods of developingprograms to meet their special needs.

    3. To develop means of establishing communications withthe Indian community to further the cooperativeeducation of the Indian children.
