PURPOSE

Rules and Regulations

“The purpose of the Rules and Regulations is to provide for the orderly financing, control, construction, and management and operation of the District system, including additions, extensions, and connections, thereto. The Rules and Regulations are necessary for the protection of the health, safety, and welfare of the residents and property of the District and regulate the distribution of water and collection of wastewater.”

Standard Specifications and Details

“The purpose of these Standards and Specifications is to provide acceptable standards of design, construction, quality of materials, use, location, and maintenance of all public improvements and common facilities including, but not limited to, sanitary sewer systems, water supply systems, water and wastewater pump stations, and appurtenances thereto located within the jurisdictional boundaries of the Woodmoor Water and Sanitation District No. 1.”

Policies and Procedures

“This memorandum shall be known as the Policies and Procedures Memorandum of Understanding and shall serve to establish the Policies and Procedures that Developers and Contractors need to follow when constructing new facilities within Woodmoor Water and Sanitation District No. 1 (District) boundaries. The Policies and Procedures discussed herein are in addition to the District’s Rules and Regulations (latest edition), and the District’s Standard Specifications and Details.”

THE STANDARD CYCLE

Formal Adoption of All Documents by Board of Directors at Monthly Meeting.

Interpretations and requests for information processed by Engineering. May require other District Staff involvement.

Annual and on-demand training of District Staff. Workshop training for contractors, engineers, owners, etc.

An easy to access and accurate resource to use for all stages and processes of water and wastewater infrastructure and services.

District standards should be enforced by all District employees at all times. Inter-agency enforcement should also be encouraged.

Variance requests and/or hearings processed by Engineering. May require other District Staff involvement.

Revisions input from all District Staff, Legal Council, Contractors, Developers, etc. and processed by Engineering. Revised Draft Published, Reviewed, Revised, and Finalized.

Manuals published to Hard Copies and Digital Files. Digital .pdf versions of manuals, end-user Record documents, and CAD Details uploaded to website.
