Your LEAP into successThe new Local Enterprise and Apprenticeship Platform(LEAP) was launched at Plumpton College by Cllr RobBlackman, cabinet member for business, economicdevelopment and tourism. This is a new initiative to helplocal people into apprenticeships or start new businesses.

As part of the launch a number of speakers shared theirexperiences to highlight the benefits of LEAP.

Jacqui Simes of Action in Rural Sussex (AIRS) said “Taking on anapprentice is good for everyone. Our apprentice is learning arange of new skills whilst bringing a fresh perspective and energyto the workplace that helps create a positive workingenvironment.”

Natalie Hassan of Lulu Nannies told us “LEAP recognises thatsome people, although out of work, have the drive and readinessto start up their own business. I would not be where I am today ifit weren’t for a local business initiative similar to LEAP.”

A vital conversationCllr Rob Blackman said “I urge people to think about how theycan utilise LEAP to grow their business and help drive economicrecovery through employing apprentices and offering workplacements.”

UN International Women’s Day has beencelebrated on 8 March each year since 1913,and is now an official holiday in 27 countries.This year’s theme is “A promise is apromise: time for action to end violenceagainst women”.

In Lewes District, we support the White RibbonCampaign (WRC), and have pledged never tocommit, condone or remain silent aboutviolence against women.

International Women’s Day also provides anopportunity to celebrate the achievements ofwomen, and to challenge remaining barriers toequality. For instance, the Government aims toincrease the proportion of women MPs(currently 22%) and FTSE 100 Directors(13%). Notable Sussex women include SophiaJex-Blake, pioneering doctor, Dame Clara ButtDBE, opera singer and Angela Carter, novelist.www.internationalwomensday.com

Gentlemen Of The Road Tour

Lewes District Council has invited bids topartner the council in making the most of itsproperty assets.

The council has identified 48 sites withdevelopment potential. By developing,improving or selling them, the council couldprovide up to 700 new homes, create new orimproved community facilities and generatemillions of pounds to invest in regeneration.

Over the next 10 years the aim is to work withthe partner, and with community input, to agreeand carry out a bespoke plan for each site.

Community BenefitThe list includes some vacant land, offices thecouncil will no longer need, some buildings thatcould be better used and some that are well-used but don’t meet current access or buildingsstandards. Community benefit and regenerationare priorities.

Bids will be shortlisted and evaluated, andnegotiations held with potential partners beforea preferred partner is chosen at the end of 2013.

World renowned band Mumford and Sonswill be performing in Lewes on the weekendof 19 and 20 July* as part of their Gentlemenof the Road Tour.

Lewes’s already fantastic reputation for itsdelightful and quirky arts scene is set to receivea great boost.

Local Business OpportunitiesWe are eager that local businesses maximisethe opportunities that are likely to arise from alarge and high profile event coming to our district.

The use of local businesses is very much in linewith the ethos of the Gentlemen of the Road

Tour. This is evident in the way that theorganisers have chosen to work with localproducers, suppliers, caterers, accommodationproviders and tourist attractions.

Go e-sussexEast Sussex has receivedsignificant funding to help getmuch faster broadbandacross the county. They needyour help to continue provingthat demand for fasterbroadband is high and havelaunched the ‘Go e-sussex’campaign.

With ‘Go e-sussex’, it is hopedthat thousands of people acrossthe county who aredisadvantaged by slow or nobroadband access will sign up.A significant number ofregistrations will demonstratehigh levels of demand to thetelecoms industry. This will helpattract investment from potentialbroadband suppliers, ultimatelyhelping homes andbusinesses in thecounty who aresuffering frompoor internetaccess andspeed.

Local people are being asked to have a say and back theproposal for the Brighton & Hove and Lewes Downs tobecome recognised as a world-class environment. TheHere Here campaign aims to achieve internationalBiosphere Reserve status from the United Nations.

You can play a part and show your support during the 12-weekpublic consultation period on the Biosphere Partnership’s draftmanagement strategy. You have until 22 April to complete anonline questionnaire.

Nexus: delivering changeImproving customer services is the focus for the secondyear of Nexus, the council’s programme to modernise andregenerate to provide better services and achieve betterlives. Last year the programme laid the ground for providingmodern services, saving money and attracting newinvestment and enterprise.

A review presented to Cabinet in February listed achievementsincluding attracting investment bids worth half a billion pounds.

Improving customer servicesThis year, the focus is on improving customer services to bringthe council and community closer and achieve the vision of ‘OneDistrict One Council’. As well as the new Lewes reception, weare developing plans with East Sussex Fire and Rescue for ashared public services hub in Newhaven. And we are investing instaff training and IT so we can be more flexible and responsive inthe way we provide services.

Work started in January totransform Southover Houseinto a modern, green, one-stop shop for councilservices in Lewes town.

We thank neighbours andcustomers for their patiencewhile the work goes on. Thenew reception will open in thesummer. The artists impression(above) shows what it mightlook like.

By moving all Lewes office staffto one building we will saveabout £200,000 a year onoffice costs and be able toprovide better services.

Your Council Tax helps pay for local publicservices that are provided in your area. Asmall contribution goes to the EnvironmentAgency to pay for flood risk and landdrainage work in the district.

Who gets what?This shows what proportion of Council Tax goesto each relevant authority (based on a propertywith a Band D valuation). The total Band D(average) Council Tax in 2013/14 is £1,645.22or £566.71 per head of our population.

Fare-Share Foodbank comes to LewesDemontfort Improvement Group andLandport Residents Association areworking in partnership with Fare-ShareBrighton, to arrange for food donated bysupermarkets and caterers in the Brightonarea, to be distributed to people in need inthe Lewes area.

A selection of fresh and dried goods isdelivered to two collection points everyMonday and a small donation can be made byrecipients to help pay for admin costs.

They werefantastic in their response and agreed todeliver not just to us but to Landport estate aswell. A lot of people are using the food bank,which is available to anyone who is in need. Itmay be necessary, in future, to prioritise peoplewho have been referred to us from agenciessuch as the Children’s Centre.”

More efficientheatingTenants in Rodmell and Barcombe willhave new heating systems installed duringthe next few months as we replace oldelectric storage heaters with much moreefficient air source heat pump systems.

We successfully obtained funding from theEnergy Savings Trust of £70,000. In additionwe have set aside £200,000 from our budget.In total this will enable us to improve theheating in 37 of our most needy homes.

The real benefits to our tenants will beproviding affordable warmth and comfort. Weestimate a saving of up to 50% on heatingcosts. The new systems will also help reduceproblems of condensation, which is an issue insome properties.

FREE training to helptenants with budgetingAre you a tenant of Lewes District Counciland worried about managing yourhousehold budget? Changes to welfareand housing benefits, coming this year,may make it more difficult to manage yourmoney and to pay essential bills. We areoffering you a chance to attend a short twohour training session, with a professionaladvisor, to help you with this.

Thanks to everyone who took part in thediscussions and consultation about nationalchanges to Council Tax Benefit.

After listening to you we worked hard to comeup with a solution that could help incentivisepeople to work.

The Council Tax Benefit scheme is changingfrom 1 April 2013 and the following changeshave been agreed:

We will increase the work incentive for peoplewho start full-time work from a one week rebateto 8 weeks, regardless of how much they earnin the new job. Second adult rebate to workingage claimants will disappear. Council TaxReduction payment to any working age claimantwho is not entitled to at least £5 support perweek will stop. We will increase the amountdeducted from Council Tax Reduction awardedto a working age applicant if they live with aperson who is over 18, not their partner and notpaying rent.

Pensioners are not affected by the changes andthe level of their Council Tax Reduction willcontinue to be set by Central Government.

How to claim the new reduction:If you currently receive Council Tax Benefit youwill automatically be moved to the new scheme.The amount of reduction you receive may bedifferent and we will write to you in March toconfirm.

You must continue to report any changes in yourcircumstances. If you think you may be entitledto a reduction contact us immediately on01273 484186,email: [email protected]

Complete a claim form and supportingevidence. Any reduction is shown as a credit onyour council tax bill. You must still pay yourcouncil tax whilst a decision on your claim ismade.

This is just the scheme for one year - we willcontinue to work on a scheme with residents tounderstand their needs and come up withinnovative solutions, so please watch this spacefor regular updates!

Downs Leisure Centre in Seaford has nowopened its larger studio thanks to a £50,000grant from the Inspired Facilities Fund.

The fund is part of the £135 million PlacesPeople Play legacy programme that continuesto bring the magic of a home Olympic andParalympic Games into communities across thecountry.

The funding means that popular classes such asChair Based Exercise, Yoga, Zumba and Pilatesare now open to more people locally. It alsomeans that we have been able to add staticcycling classes which have been requestedmany times by our customers.

Clinical Waste Collections

The cost to the council tax payer to clearlitter from the roads of Sussex hascontinued to increase year on year. Some ofthe waste cleared from central reservationsand verges comes from commercial wastecarrier vehicles transporting waste betweensites.

Last year all registered business in LewesDistrict, employed in the transportation of wasteon the roads of Sussex were written to andvisited by Street Services Enforcement. Theywere reminded of their duty of care to makesure that waste is managed properly, disposedof safely and does not pollute the environment.The penalties for a breach of the Duty of Careoffence include a fine of up to £5,000.

Our Waste Inspector recently saw a wastetransfer vehicle travelling in front. The vehiclewas carrying a skip with a load which appearedto be mainly of hardcore. The skip had a poorlyfitting net over the top. As the vehicle continuedits journey some plastic bottles and severalpieces of paper blew from the skip onto theverges. The offence of littering was reported tothe enforcement team who then issued apenalty notice for £50. The company admittedthe offence of littering and paid the fixed penaltyticket.
