a) Regional benchmarking: Dr Berrow reported that how applications for Faculty weremade by parishes and considered by the DAC was a very important issue. He felt,however, that it would have been more productive, efficient and expedient for the queriesto have been raised with the DAC directly through the Chair, Secretary or Archdeacon,rather than by a circuitous route via the forum of the Bishop's Council. Dr Berrow notedthat it was important that the Chancellor was involved in such discussions and that hehad written to him on the subject.

Mr Mann reported that a statistical analysis of DAC casework had been conducted for theDioceses of Birmingham and Coventry on the question, "How many applications for a DACCertificate arose for the first time at each DAC meeting during 2013 and, at the meetingat which they first arose, how many applications had Certificates issued and how manyhad resolution deferred?" He explained that, in the Diocese of Birmingham, 74% ofapplications for Faculty were resolved at the first meeting at which they arose; in theDiocese of Coventry, 77%. Mr Mann observed that the next logical step would be toreview the 23 applications made to Birmingham DAC in 2013 that did not achieveresolution at the first meeting at which they arose, assess the reasons for why this wasthe case and identify any patterns. He commented that, following this exercise, it wouldbe possible to identify clear areas for action and development.

Dr Hodder explained that, for the Church of England to retain its exemption from thesecular control of Listed Building Consent (LBC) and maintain discretion over thedevelopment of its churches, it must be seen to administer the Faculty system responsiblyand with a rigor equivalent to the requirements of LBC. He commented that,fundamentally, the amount and level of detail submitted by parishes in support of anapplication for Faculty must be to the same degree as an application for LBC. He felt that,on the figures provided, applicants for LBC had a lower rate of success than thoseapplying for Faculty. Dr Hodder observed that, in most cases, parishes should contact theDAC for advice on the kind of information required before making an application forFaculty and he noted that the voluntary DAC caseworkers were available to give suchconsultant-level advice without cost.

Mr Clarke reported that, in many cases, LBC submissions were made by a professionalconsultant on the behalf of an applicant. He noted that this was often not a feasibleoption for parishes and that, in many cases, it was very difficult for churches to gaugewhether their applications were supported by the correct information because there wasnot sufficient experience within the congregation to make such an assessment.

Fr Oliver reported that, in his experience, there was a very low level of literacy in parisheswhen it came to planning the management and development of church buildings and ofengagement with the Faculty system. He felt that it would be of great benefit to havemore training available to incumbents, curates and churchwardens to help inform themabout, and prepare them for, their responsibilities regarding church building fabric. FrOliver observed that many parishes would also derive great benefit from closerprofessional support in the creation of building development and management schemesand in the making of Faculty and grant-funding applications.

Dr Berrow noted that, since becoming Chair, he had frequently offered presentations toany parish or Diocesan body who might benefit from it. Only Kings Norton Deanery hadtaken up that offer and the outcome had been locally productive.

Mr Bridges reported that all of the neighbouring Dioceses to Birmingham had employedSupport Officers for Places of Worship, funded partially or fully by English Heritage. Heobserved that this scheme was still available and that, in the Diocese of Hereford, EnglishHeritage had been able to fully fund the role of part-time Support Officer for over 3 years.

Dr Berrow hoped that, ultimately, it would be possible for more research to be carried outover the summer and for further data to be presented to the next DAC meeting, inSeptember. He anticipated that, following the analysis of the findings, the DAC would beable to make recommendations on how the success rate of applications for Faculty couldbe improved to the Bishop's Council. Dr Berrow suggested that any members of theBishop's Council who wished to be involved in this process be in touch with him and henoted that members were always welcome to attend DAC meetings.

Mr Hurley reported that he was satisfied with the parish's proposals to install a new memorial bench in thechurchyard. He suggested that the bench might fit more aesthetically in context with the wall if it wasorientated to face eastwards and he recommended that it was attached to the ground by some means, forthe purpose of security.

Dr Berrow reported that he had visited the church with Mr Beamish to discuss the parish's thoughts onopening up space in the chancel area and improving the configuration of facilities at the west end, as theparish were under pressure to accommodate an expanding population. He explained that the chancel areawas separated from the nave by a 'wall' of stacked chairs and had become an informal storage room duringthe week. Dr Berrow observed that, unusually, the chancel contained one wooden platform set on the floorand then a second platform set on top of the first, creating a series of steps and level changes throughout thespace that, just before the sanctuary, went down rather than up.

Mr Beamish reported, on site, that the church's parquet floor extended some way under the first platform, butdid not cover the whole area, so there was void beneath floor level. He commented that a contractor shouldbe able to provide a quote to the parish for the removal of both platforms and their attached woodwork andfor laying a parquet floor over the underlying void fairly readily, but he noted that this was likely to beexpensive. Dr Berrow observed that the screens to the south aisle could be moved to the north side of thechancel to create a corridor that would allow people to access the nave from the east end of the churchwithout having to cut through the chancel. He noted that the stalls in the chancel were of good quality andhoped that they might be retained.

Dr Berrow commented that the relatively modern pulpit was used very infrequently and did not seem to bringa great deal of benefit to the chancel space. He observed that its removal could provide more space for theparish's worship needs. Dr Berrow suggested that Mr Bridges visit the church to view the pulpit and advise asto whether its removal would be considered controversial.

Dr Berrow reported that, were the chancel to be cleared, the furniture and items stored there would have tobe rehoused elsewhere. He explained that the church kitchen was installed in the north aisle west porch, witha nearby servery, but was also a main access route from the nave to the enclosed north garden and was usedfrequently by children. Dr Berrow noted that, in the interests of safety, the parish wished to move thekitchen. Mr Beamish reported, on site, that it might be possible to reconfigure the bay at the west end sothat, with a more efficient use of the space, it could contain a kitchen, improved toilet facilities and storagespace. He suggested that the parish approach an architect to carry out a feasibility study and suggest someoptions.

Dr Hodder reported that he had spoken to the parish about the archaeological implications regarding theinstallation of a new drain pipe in the churchyard. He observed that the route of the new drain from theproposed inspection cover to the ditch alongside the churchyard ran along an existing path and betweengraves, so should not have an archaeological impact. Dr Hodder advised that the stretch of proposed newdrain from the south-east corner of the church to the inspection cover might expose archaeological remainsand recommended that archaeological observation was required in this area.

Fr Oliver reported that he had visited the church with Dr Berrow and Mr Brazier to discuss the removal ofpews at the west end of the nave, to create a more flexible community space, and that a report had beenproduced. He hoped that the parish would consider whether a relocation of the west-end font, along theeast-west axis of the church and closer to a line with the main entrance, would bring a further benefit to theuse of the church. Dr Berrow noted that any new carpet should be fully breathable and that the parish shouldbe aware of what was underneath the floor at the west end of the nave, in case this raised any issues. Hewondered whether new carpet was needed for the whole of the west end or whether there were otheroptions for floor surfaces to mark the different nave spaces, such as woodblocks.

He explained that the roof was subject to high wind pressureand advised that Dreadnought red brindle plain clay roof tiles would be more resistant to weathering andstaining that a concrete product.

Mr Shapcott noted that guidanceon the conservation, repair and management of war memorials had been published by English Heritage andthe War Memorials Trust at www.english-heritage.org.uk/warmemorials and he hoped that this might beuseful to the parish.

Mr Brazier queried how the repairs were to be carried outwithout removing the glass and leading and Mrs Lloyd wished to know how the glazing would be protectedduring the works. Mr Bridges observed that the window and its glazing were extremely important and wasconcerned that the commencement of minor repairs could lead to the discovery of further issues that wouldrequire immediate attention, as had recently been the case at St Mary the Virgin, Newton Regis. Herecommended strongly that the parish created a general conservation plan for the rectification of variousissues around the building, with the appropriate specifications. Mr Bridges felt that, if the parish had fullerdetails to hand for known required repairs, it would be in a much better position to gain approval morequickly and so take advantage of favourable funding opportunities.

Archdeacon Osborne reported that the current church altar was very large for the sanctuary space andobserved that, as the current reordering project would result in a great change to the building's interior, itwas not unreasonable for the parish to dispose of the old furnishing and introduce new. However, he wasunclear as to the parish's full scheme for the layout of the new worship space and did not know how theproposed new altar, lectern and votive stand would appear in context with the rest of the furnishings.Archdeacon Osborne wondered whether there was any scope for commissioning new liturgical furniture,rather than purchasing it from a catalogue. Fr Oliver observed that a small, portable altar could be used,rather than a fold-away table. Archdeacon Osborne suggested that he visit the church with Ms Baldwin toview the new worship space and the old church furnishings, and discuss the introduction of the new liturgicalfurniture.

Mr Brazier noted that, once the redevelopment works were completed, the parish should inform EnglishHeritage so that the church could be removed from the national Heritage at Risk Register.

Mrs Lloyd reported that the church has numerous items of silver in storage and explained that the parishwished to dispose of these articles because they had been neither used nor displayed for many years. Sheobserved that the parish had compiled a good catalogue for the silverware, so it was well documented andrecorded. Archdeacon Osborne commented that, provided that none of the items were of significant historicvalue to the church, there was a reasonable argument for their disposal.

Mr Brazier noted that the current guidance, and a recent judgement from the Court of Arches(www.churchcare.co.uk/about-us/campaigns/news/781-church-treasures-really-do-belong), created a strongpresumption against the sale of historic objects from churches. He advised that, in order to justify anydisposal, an independent historic appraisal report should be commissioned by the parish to explain theprovenance and history of the items of silver, and the significance of their historic and memorial associationwith the church. Mr Bridges suggested that Mr Richard Peplow, an adviser to Worcester DAC, may be willingto carry out such a report and explained that Mr Peplow could be contacted through the Worcester DACSecretary, Mr John Dentith (01905 732 809, [email protected]).

Mr Bridges reported that the parish's Statement of Need for changes to the chancel area was well-developedand clear. He felt that the proposed dismantling of the pulpit was a contentious issue and that the TwentiethCentury Society should be consulted. Mr Bridges hoped that the pulpit might stay in its current position, buthe acknowledged that it had been altered in the past and that there was precedent for it to be removed,provided that it was correctly recorded, stored and labelled.

Mr Bridges felt that it would be preferable to not install new carpet in the chancel and to leave the tilesexposed, but he noted the parish's thorough justification for the placement of the carpet in its Statement ofNeed. Mr Hurley observed that the building was unlikely to possess a damp-proof course and that there didappear to be some moisture damage to the tiles. Mr Clarke commented that, as such, the carpet, backing andfixing method to the floor must be absolutely breathable. He noted that the carpet samples provided weremounted on a non-breathable backing and that the tackifier noted in the specification was also impermeable.Mr Clarke recommended that, in order to limit moisture damage to the tile floor, any carpet must have a fullybreathable backing and must not be attached to the floor with an adhesive.

Mr Bridges suggested that he visit the church with Mr Brazier and Mr Oliver, to discuss the technical details ofthe chancel reordering.

Mr Mooney reported that a handrail, leading up two shallow steps, was a very simple addition to allow easieraccess to the church's north-west porch. Mrs Lloyd was concerned that the installation of a single rail to thesouth side of the door would not help a person with a disabled right arm in ascending the steps or a personwith a disabled left arm in descending them. Mr Hurley observed that, as the north-west door was thechurch's principal entrance, it would be preferable to maintain symmetry. He noted that an indicative drawingof the proposed handrail had been produced, but details were needed regarding the rail's finish, colour andfixing method. Mr Hurley and Mr Oliver reported that they had visited the parish to view and discuss updated plans for theproposed new church community centre. Mr Hurley felt that the drawings showed a much improved designand hoped that the parish might now be able to finalise their proposals. Mr Oliver advised that the mostefficient way forward would be for the parish to draw up all the detail that would be required for anapplication to the local authority and submit this information for both Faculty approval and planningpermission, at the same time.

Dr Berrow commented that it was unusual for the DAC to be involved in the construction of a completely newbuilding. He hoped that, as a guide, only the detail needed to achieve planning permission would benecessary for an application for Faculty permission. Dr Berrow observed, however, that the DAC would needfull information on the creation of the worship space. He noted that it might be easiest for the layout of thisarea to be established initially, with the furnishings specified by a second application for Faculty at a laterdate.
