Prior to the beginning of the meeting the Senior Church Buildings Officer, Liz
Kitch, announced to the Committee that following the approval of the Diocesan Registrar, the Diocesan Secretary, the Director of the Church Buildings Council, and Bishop’s Council, the Bishop of Oxford had appointed the Reverend Canon
Adrian Daffern to succeed Mr Charles Baker as Chairperson of the DAC, effective as of January 2018.

4. Correspondence and other matters for consideration
The 2017 DAC Risk Register was ratified. Committee members requested
that the site visits be considered as ‘high risk’ due to the inspection of towers involving working at height, often with poor access. Additionally,
the risk of infection from bird droppings and other air contaminants was noted. It was suggested that PPE may be made available for visits involving these risks.
Thames Pilgrim Pathway Signage – The Committee resolved to support the
standard design of the proposed interpretation panels. The Committee

suggests to the Chancellor that an Additional Matters Order be drafted, and that the location of each sign be agreed by DAC officers prior to
installation, the DAC officers may then defer to the Archdeacon’s judgement should it not be possible to come to a resolution with the
parish. The accuracy of the content of each sign should be carefully checked by the designers prior to production. The DAC did raise the issue of whether planning permission may be needed for the signs.
Chris Fenn gave a helpful update on the metal theft cases the DAC have
seen over the last 12 months.

The Committee heard that Historic England have updated their guidance on metal theft, and a new DAC webpage will be designed shortly to
provide guidance to parishes regarding all aspects of prevention and repair following theft.

5. Returning Casework

Proposals:
The Construction of a new Parish Centre, involving the demolition of some of the offices, and the refurbishment of the church itself.
The Committee noted that revised Statements of Significance and Need, and the
results of consultation with the Twentieth Century Society and the Victorian Society remained outstanding. Despite this, the Committee resolved that the revised proposals were a substantial improvement on the initial submission, with
the mass of the new building having a lesser impact on the church than that previous proposed. The Committee went on to suggest that the design was
amended to allow the new building to step back slightly from the tower, to slim down the fascia to create a more elegant structure, and raised concerns that the circular window on the (liturgical) north elevation of the proposed extension may
date the building. The Committee resolved to delegate the scheme to a sub committee in order to continue working on the detailed design with the parish
team prior to an NOA being issued. Rule 9.9 of the FJ Rules 2015 does not apply as the building is not listed. Planning permission is required.

Proposals: Extensive internal re-ordering of the church including creation of a new main entrance to the church through the south chapel.
The Committee resolved to support the scheme for faculty application. A supportive Notification of Advice to be issued by the SCBO following a content response from the DAC advisor regarding the heating, lighting and electrical
elements of the proposals. Rule 9.9 of the FJ Rules 2015 does not apply as the building is not listed, hence
no consultation with amenity societies has been required. Planning permission is required.

The Committee resolved to support the scheme for faculty application. A
supportive NOA to be issued. The Committee heard that the Victorian Society
were not content with the proposals and therefore requested that the Historic
Churches Support Officer direct the PCC to the Diocesan Registry in order to

understand fully the legal process and possible fees if the Victorian Society wish
to become party opponents to the petition.
The proposals are likely to affect the character of the church as a building of
special architectural or historic interest. The Victorian Society have been
consulted. Planning permission may be required. Rule 9.9 of the FJ Rules 2015
applies.

Proposals: Extensive re-ordering of the church interior including removal of all the nave pews, installation of a WC and kitchen, introduction of an additional ringing floor
and gallery.
The Committee resolved as follows: The relocation of the organ – it was considered a shame to block the window of
the east wall of the south aisle by relocating the organ as proposed. The Committee therefore suggest that the organ be moved against the south wall of
the aisle, between the windows, whilst storage cupboards are installed beneath the window of the east wall of the aisle. Should it be found this is not possible due to lack of space between the windows the Committee was content to accept
the proposal as presented. The design of the gallery and balustrade – the Committee resolved to support the
design subject to amendments as suggested by the SCBO regarding the alignment of the timber posts to the balcony with the framework of the bifold doors below, and that the glazed sections of the bi fold doors are rectangular
rather than square as shown on the submitted drawings.
The floor - The Committee considered that to lay the under floor heating system
on top of the existing floor would be significantly less invasive than lifting the floor. This loss of the existing floor was considered acceptable due to the moderately low significance of the Victorian tiles in this area. Due to the existing
floor being lost the Committee resolved that it was appropriate to finish the floor in a single material, reinstating the layout of tiles and timber platforms would not
be appropriate as this floor covering would no longer hold any context within the finished scheme.
The Committee therefore resolved to support the principle of the scheme and
delegated issue of a supportive NOA with appropriate provisos to the SCBO upon content responses being received from the subcommittee. The Committee also
pointed out the use of Celotex as an insulation material. This material is currently under investigation following the Grenfell tower fire and the Committee therefore suggested that the church’s insurers are contacted regarding the proposed use of
this material.
CBC, HE, Vic Soc and SPAB have been consulted. The LPA views under schedule 2
are required. Rule 9.9 of the FJ Rules 2015 will apply. The proposals are likely to affect the character of the building and impact archaeological remains. Archaeological conditions therefore apply.

Disposal of existing Nave Chairs and replacement with new ones.
The Committee considered that up holstered chairs were not the most
appropriate introduction for the building due to the aesthetic impact of the coloured upholstery and robust timber frame, however having considered the
further explanation of the parish’s selection process for the chairs and needs of the congregation the Committee resolved to recommend the proposals for faculty application.
The proposals are not likely to affect the character of the church as a building of special architectural or historic interest.

Proposals: Replacement of inner baize doors and 19th century (?) timber
enclosure with glazed doors featuring steel relief decoration and new timber enclosure as memorial to local family
The Committee considered that the design was not of an appropriate quality for
introduction to this church building – the relevant of horse chestnuts had not been expressed in great detail, although the Committee was not unsupportive of
a naturalistic design. The proposed ‘branch’ like handles may be difficult for some people to open easily. No information on the significance of the existing timber enclosure, or information on why this must be removed, had been provided. This
appears Victorian and is perhaps more significant as an example of local/rustic craftsmanship than as a piece of historic note, but nonetheless perfectly capable
of being reused. The Committee did however resolve to support the removal of the baize doors.
The steel upright of the door frame is also unnecessarily prominent, obstructing the elegance of the door and disrupting the design. The Committee noted that if
the doors are to be replaced the option for an electrically assisted door mechanism should be taken up.
Helen Ensor and David Clark agreed to visit site.
The LPA (planning permission) and HE to be consulted. The proposals are likely
to affect the character of the church as a building of special architectural or
historic interest. Rule 9.9 of the FJ Rules 2015 applies.

The Committee resolved to support the scheme for faculty application with an
NOA to be issued by the SCBO upon receipt of the abutment detail drawing, ramp
detail drawing, and clarified documentation.
Rule 9.9 of the FJ Rules 2015 will apply. HE and the Vic Soc have been consulted
and are content. The LPA are to be consulted under Schedule 2 of the FJ Rules
2015. Planning permission has been granted. The proposals are likely to affect
the character of the church as a building of special architectural or historic
interest. Archaeological remains are also likely to be affected, archaeological
standard condition therefore applies.

The Committee resolved to support the application for faculty permission. The ACBO to issue an NOA upon receipt of a revised quotation confirming the TCSS
will be formed with solid rolls to emulate lead, instead of standing seams as current stated. Also, the QI to confirm approval of the proposed works in writing
prior to the NOA being issued. Historic England and LPA (planning permission) to be consulted. The proposals
are likely to affect the character of the church as a building of special
architectural or historic interest.
Rule 9.9 and the usual 28 day public notice not to be displayed due to the
sensitive nature of this application.

Mr D Clark to advise the parish on which of the pews are most significant, and
should be retained, it may be that some of the longer pews are more significant than the shorter pews and could be shortened in order to be retained, instead of
shorter, lesser quality pews, being retained. The Committee resolved to support the scheme for faculty application, the NOA to
be issued upon receipt of content responses from Mr D Clark. The DAC heating advisor is content with the proposals. The NOA to be issued subject to standard
archaeological and wiring conditions. The Vic Soc and SPAB to be consulted and the church’s insures to be informed.

The Committee resolved not to object to the scheme, with the reasoning that the painting of the ceiling is unlikely to be clearly seen from ground level. The DAC

The Mrs H Ensor declared an interest in this case.
The Committee resolved to recommend the scheme for faculty application, with an NOA to be issued upon receipt of an appropriate glazing plan indicating the way in which the windows support bars relate to the protective glazing system, a
drawing from the surveyor illustrating the relationship of the glass to the window stonework in section as existing and as proposed. Details of the new bronze fixing
locations should also be shown, these must be arranged to avoid damage to the stonework. A supportive statement as requested by SPAB should also be submitted.
The proposals are not likely to affect the character of the church as a building of architectural or historic interest. Rule 9.9 of the Faculty Jurisdiction Rules 2015
does not apply. Due to the sensitive nature of the conservation proposals SPAB, CBC and HE have been consulted. The LPA to be consulted to confirm whether or not planning permission is required. The NOA to be issued subject to the standard
recording condition.
