Located on the front table will be forms entitled, Speaker Request Form . Please fill one out indicating your name and address and the agenda item or topic you wish to discuss. After completing the form, return it to the Assistant Business Administrator. Thank you for your cooperation.
I. MEETING CALLED TO ORDER The meeting will be called to order in the Media Center at Lincoln Roosevelt School.
II. EXECUTIVE SESSION The board members will adjourn to Executive Session in the Media Center at Lincoln Roosevelt School to discuss personnel, student matters and matters covered by attorney client privilege. Action may be taken when the Board returns to Public Session in the auditorium.

CONTRACT *2. RESOLVED, that the Roxbury Township Board of Education approve a contract with the
Randolph YMCA, 14 Dover Chester Road, Randolph, NJ for the use of the Warm Water Pool and Gymnastic Playroom of the Program House at a fee of $300 per hour for a specialized program using the YMCA’s facility.
APPROVAL OF PURCHASE *3. RESOLVED, that the Roxbury Township Board of Education approve the purchase of seven
busses from H.A. DeHart & Son, Inc., 311 Crown Point Road, Thorofare, NJ in the total amount of $676,571.42. This purchase is being made through the Hunterdon County Educational Services Commission Cooperative.

ACCEPTANCE OF THE 2015/2016 AUDIT *4. The Superintendent, in consultation with the School Business Administrator/Board Secretary,
recommends that the Board accept the Comprehensive Annual Financial Report and Auditor’s Management Report for the period July 1, 2015 through June 30, 2016 as prepared by Nisivoccia LLP, Certified Public Accountants & Advisors, inclusive of the following recommendations:

a) Procedures are implemented to ensure that different capital projects are segregated
in the District’s accounting records.
b) Old reconciling items on the General account bank reconciliation be canceled or resolved.

10. Status of Prior Year’s Finding/Recommendation
The prior year recommendations regarding posting of accounts receivable in the District’s accounting records, establishing a travel maximum, the student activities analysis of balance, obtaining the County Superintendent approval of transfers, reconciliation of the IDEA final expenditure reports, obtaining receipt of goods signature for student activities and athletic vouchers and cancellation of older reconciling items for student activities accounts have been resolved.
AND BE IT FURTHER RESOLVED, that the Roxbury Township Board of Education approve the Corrective Action Plan. (Exhibit 5)
CHANGE ORDER *5. WHEREAS, the Roxbury Township Board of Education awarded a contract for the Roof
Replacement at Roxbury High School to Patwood Roofing Co., 3 Peckman Road, Little Falls, NJ in the amount of $1,611,610.00 at the April 18, 2016 board meeting, and
WHEREAS, unforeseeable physical conditions and/or minor modifications to the project
scope have arisen, and: WHEREAS, N.J.A.C. 6A:26-4.9(a)1 permits district boards of education to approve change
orders to the contract; NOW THEREFORE BE IT RESOLVED, that the Roxbury Township Board of Education
approve Change Order CO-02 to the Roof Replacement at Roxbury High School Project. Whereas a contingency allowance of $5,125.00 remains, the total contingency allowance applied to this change order is $(5,125.00). The total contingency allowance remaining in this contract is $0.00. The new contract sum will be decreased by this change order. The new Contract Sum including this Change Order will be $1,606,485.00. The contract time will be changed by 0 days. The contract date for substantial completion as of the date of this change order is therefore unchanged.

E. Executive Session
*1. WHEREAS, Chapter 231, P.L. 1975, also known as the Sunshine Law, authorizes a public
body to meet in Executive Session under certain limited circumstances; and
WHEREAS, said law requires the Board of Education to adopt a resolution at a public meeting before it can meet in such an Executive Session; and
WHEREAS, the Board of Education is anticipating to hold a Regular Meeting on December 19, 2016 at 6:30 p.m. at Lincoln Roosevelt School; and

2231 AUDIO-VIDEO TAPING
The Board of Education recognizes that under certain circumstances it is to the
educational advantage of the student that audio tapes be made of classroom activities for
later review/study by the student.
The Board of Education also further recognizes that the video and/or audio taping of
student instruction by a teacher or a student teacher under the supervision of the
cooperating teacher serves as an instructional best practice. The Board authorizes the use
of video and/or audio tapes of student instruction for the sole purpose of teacher
reflection and improvement, and does not imply or allow that these recordings be
published or distributed.
The Board of Education, therefore, authorizes the administration to approve such requests
in accord with procedures developed by the Superintendent.
Unauthorized taping will not be permitted and if discovered the tape and recorder will be
confiscated pending administrative investigation.
Parents who wish to tape a parent/teacher conference will be permitted to do so only if
the involved teacher consents to the taping. Parents should make their request known to
the Building Principal prior to the scheduled conference.

7441 ELECTRONIC SURVEILLANCE IN SCHOOL BUILDINGS AND ON SCHOOL
GROUNDS
The Board of Education authorizes the use of electronic surveillance systems in school
buildings and on school grounds to enhance the safety and security for school district
staff, students, community members, and other building occupants and to protect the
school district’s buildings and grounds.
The content produced by the surveillance system under certain circumstances may be
considered a student record, in which it will be subject to the Board of Education policy
and regulations regarding confidential student records. If the content of the surveillance
system becomes the subject of a disciplinary proceeding, it shall be treated like other
evidence in the proceeding, and the district declares such use to be a legitimate
educational interest.
Only individuals authorized by the Superintendent shall have access to video monitors
while they are in operation. The Superintendent, building principal, and/or the School
Business Administrator must authorize access to stored video electronic data. This
information is to be viewed on a need to know basis only.
The following statement shall be posted in a prominent, public place in buildings and on
school grounds where electronic surveillance equipment may be used:
The Board of Education authorizes the use of electronic surveillance monitoring devices
in school buildings and on school grounds. Therefore, all school buildings and school
grounds within this school district may be monitored using such devices in accordance
with Board Policy.
In addition to posting, the district shall notify school staff members, parent(s) or legal
guardian(s), and students that electronic surveillance may be used in school buildings and
on school grounds through publication in student and staff handbooks, school calendars,
notice sent home with students, or any other effective means to publish the district’s use
of electronic surveillance equipment in school buildings and on school grounds.

A. Definitions
1. “Gift” means a donation of any property, real or personal, including cash,
to the school district, to any individual school or class, or to any school
program.
2. “Donor” means any individual or organization that offers a gift.
B. Gift Proposals
1. A gift proposal may be made to a Principal or administrator. When a gift is
proposed to any staff member, the donor shall be referred to the Principal
or administrator.
2. The Principal or administrator shall prepare and submit to the
Superintendent a property donation form for any gift that cannot be
accepted directly in accordance with C1. The form will include:
a. The name and address of the donor;
b. A description of the proposed gift;
c. The proposed use of the gift and its relation to the curriculum;
d. The cost to the district, if any, for moving, installation, and
maintaining the gift; and
e. The donor’s intention, if any, that the gift be a memorial.
3. A donor who proposes a gift of funds up to $1,000 in amount will be
invited by the appropriate Principal or administrator to discuss the
dedication of the funds to a purchase that will enrich the school
program. The donor will be encouraged to fund purchases not likely to be
made with public funds.
4. Principals and administrators are encouraged to keep a list of appropriate
gifts as an aid to individuals and organizations seeking gift opportunities.

C. District Guidance for Fundraising by Parents and Parent Organizations
1. While recognizing that parents and parent organizations are independent of
the school district, the Board of Education strongly encourages the leadership
of such organizations to follow district guidelines and those of the national
and state parent organizations in all their fundraising activities, as well as all
applicable state laws and regulations.
2. Fundraising by parents and parent organizations should primarily be directed
toward providing additional services for students, such as class trips, student
awards and prizes, assemblies, and similar services.
3. Fundraising by parents and parent organizations should ordinarily not be
directed toward equipment, furniture, and other enhancement(s) of school and
classroom infrastructure, as these are items that parent organizations should
instead be advocating to the Board of Education to provide to all schools in an
equitable manner through allocations in its annual budget.
a. The Board recognizes there may be occasions where parental fundraising
may be directed at items other than services as noted in 2, above. If so, the
parent organization leadership or its fundraising committee shall follow
these procedures:
(1) The fundraising purpose or goal shall be discussed in advance with the
school principal.
(2) The principal shall then discuss it with the Superintendent of Schools.
The district’s goal here is to ensure equity across schools in the
district.
D. Acceptance of Gifts
1. The Principal may accept the gift directly, provided its value does not
exceed $1,000. Any such directly accepted gift must meet district
standards for health and safety and must be promptly reported to the
Superintendent.
2. The Superintendent may accept gifts of funds up to $2,000 in amount and
gifts of property valued at up to $2,000. All gifts accepted by the
Superintendent will be reported to the Board.

3. All gifts of value greater than $2,000 can be accepted only by resolution of
the Board duly convened.
4. The staff members who would be professionally involved in the use of the
gift will be consulted on its suitability in the educational program.
5. A gift of property may be submitted for professional assessment and
evaluation before it is accepted, in order to determine the Board’s potential
liability for installation, maintenance, and/or repair.
6. The district purchasing officer will be consulted as to whether a proposed
gift meets necessary district specifications. A gift that does not meet
district health and safety standards will not be accepted.
7. A gift of money, whether or not it is dedicated to a specific purpose, will
be accepted into the general account of the district. Any purchases made
with the gift are subject to applicable State law and Board policy on
advertising for bids and purchasing generally.
8. The donor of any accepted gift of property or cash will be notified in
writing of the acceptance of the gift, the value of the gift in dollar amount,
and the value of the gift to the educational program of the district.
9. A gift intended as a memorial will be fittingly recognized by means (such
as a plaque or ceremony) approved by the donor and the Board.
10. Capital property accepted as a gift shall be insured for its replacement
value.
E. Donors
All donors shall be advised of the following:
1. All gifts become the property of the school district.
2. The school district welcomes gifts provided:
a. The gift can be integrated into the instructional or extra-curricular
program.

b. The school district may place the gift in the building where it is

R 3432 SICK LEAVE
A. Eligibility for Sick Leave
1. Each person steadily employed by this district will be paid in full, to the
limit of his/her entitlement, for days on which the employee is absent from
work because of:
a. Personal disability due to the employee’s illness or injury,
b. The employee’s exclusion from school by the school district’s
medical authorities on account of a contagious disease, or
c. The employee’s having been quarantined for a contagious disease
in his/her immediate household.
2. Whatever the claims of disability, no day of absence shall be considered to
be a sick leave day on which the employee:
a. Has engaged in or prepared for gainful employment with an
employer other than the Board,
b. Has participated in a concerted work stoppage, or
c. Has engaged in any activity, vocational or avocational, that clearly
refutes the employee’s claim of disability or quarantine.
B. Notification Procedures (AESOP)
1. An employee who anticipates a day of disability should make every
reasonable effort to so notify the Building Principal no later than the day
before the absence, to allow sufficient time for the securing of substitute
services.
2. Notice of the disability should include a reasonable estimate of the duration
of the disability.
3. An employee who becomes aware of his/her disability on the morning of
the absence must record the absence on the AESOP attendance
management program and document the absence. If in the event the illness

occurs one half hour prior to the contractual reporting time, the employee
must contact the Building Principal/immediate supervisor to report the
absence also.
4. An employee who becomes disabled during the school day must so inform
the Building Principal/immediate supervisor as promptly as possible and
request permission to leave the school premises.
5. In all instances, the employee himself/herself should call the Principal to
report sick leave. An agent may be appointed to call in sick leave only
when the employee is so incapacitated as to make a personal call
inadvisable or impossible.
C. Sick Leave Charges
1. A sick leave absence commences when the absence is called in pursuant to
paragraph B. An employee who leaves school early because of a disability
will not be charged with a sick leave day provided the absence commences
after the hour of 10:00 a.m. appropriate half-day mark specific to the
employees place of work.
2. A sick leave day once commenced may be reinstated as a working day only
with the approval of the Superintendent.
3. An employee absent on sick leave on a day when the school is closed early
for emergency reasons will be charged with a full sick leave day.
4. An employee scheduled for a sick leave absence on a day on which the
schools do not open because of an emergency (such as a snow day) will
not be charged with a sick leave day.
D. Verification of Sick Leave
1. An employee absent for reasons of disability more than three consecutive
working days shall submit the signed statement of his/her physician
indicating:
a. The reason for the employee’s absence, as personally known to the
physician; and

b. If the employee is not immediately returning to work, the
anticipated duration of the employee’s disability.
c. In the event, the employee does not provide the duration of
absence, the Superintendent or designee will recommend to the
Board of Education an absence window of up to sixty (60) days.
This recommendation will reoccur at each window’s conclusion in
order to ensure the continuity of instruction and an appropriate
educational environment is sustained. Should an employee’s
banked sick time not be sufficient to cover the window of
approval, the approval will curtail at the exhaustion of such bank
and the employee will be moved to unpaid leave. This clause does
not preclude employees from complying with the aforementioned
D.1.b, rather it established a mechanism to approve absence in the
event he/she does not comply.
2. The Board may, at its discretion, require the employee to submit to
examination by the school medical inspector or a physician designated by
the school medical inspector.
3. If the results of the examination conducted pursuant to paragraph D2 are
inconsistent with the statement of the employee’s physician, the two
examining physicians shall agree in good faith on a third physician, who
shall examine the employee and whose medical opinion shall be
conclusive and binding as to the employee’s disability on days claimed for
sick leave.
E. Readmission After Disability
1. An employee who wishes to return to work after sick leave of more than
three consecutive working days shall submit the signed statement of
his/her physician indicating the employee’s fitness to perform his/her
duties.
2. The Board may, at its discretion, require the employee to submit to
examination by the school medical inspector or a physician designated by
the school medical inspector.
3. If the results of the examination conducted pursuant to paragraph E2 are
inconsistent with the statement of the employee’s physician, the two

examining physicians shall agree in good faith on a third physician, who
shall examine the employee and whose medical opinion shall be
conclusive and binding as to the employee’s fitness to return to service.
F. Exhaustion of Sick Leave
1. The Superintendent or designee will monitor each employee’s sick leave
bank and charge the employee’s bank of accumulated sick leave with sick
leave days in accordance with Policy No. 3432 and this regulation.
2. When it is apparent that an employee on extended sick leave will utilize the
last sick leave day to which he/she is entitled, the AESOP attendance
management program will so inform the employee.
3. An employee who anticipates an extended period of disability may apply to
the Board for a disability leave of absence pursuant to Policy No. 3431.
4. Employees are reminded that sick leave extensions and disability leaves of
absence are not entitlements and will be granted or denied by the Board on
a case by case basis.
5. Employees will receive no compensation or benefits during an unpaid
leave of absence, except the continuation of health insurance coverage for
which the employee must recompense the district.
G. Accumulation of Sick Leave
1. Sick leave will be charged, first, to the sick leave newly available in the
employee’s current contract year (dependent upon the respective
employee’s contract as appropriate) and, when that sick leave entitlement
is exhausted, to the employee’s bank of accumulated sick leave.
2. At the beginning of each contract year, days of sick leave newly available
but unused in the prior contract year will be carried forward and credited
to a full-time employee’s bank of sick leave.
3. The unused sick leave of part-time employees will be accumulated on the
basis of hours of work rather than days of work.

a. At the close of each school year, the number of sick leave days not
used by a part-time employee will be multiplied by the number of
hours the employee worked in each day or, if the employee worked
irregular hours, the average number of hours in each contract day.
b. At the beginning of the following school year, the total number of
hours accumulated will be divided by the number of hours, or
average number of hours, to be worked in each contract day. The
result constitutes the number of accrued sick leave days the
employee may claim when he/she has exhausted the sick leave
days available in the current contract year.
c. When a part-time employee, continuously employed in the district,
is employed full-time, his/her accumulated sick leave hours will be
divided by the number of hours in a full working day, and the
dividend will be multiplied by the number of days he/she worked
each week as a part-time employee. The product will be divided by
five, the number of days in a full-time week. The resulting number,
rounded up to the next full day, represents the number of accrued
sick leave days in the employee’s sick leave bank.
H. Records
1. The personnel file of each person employed by this district will include an
accurate record of the employee’s attendance in accordance with Policy
No. 3212.
2. Each employee’s attendance record will record the reason for any absence.
3. The attendance record will include the number of accumulated unused sick
leave days in the employee’s sick leave bank.
