Executive Summary
Development Services
The Strategic Planning Team is currently exceptionally busy in finalising the Draft Mackay Region Planning Scheme. This includes further amendments which are currently open for public consultation and closing early December 2014. The future Planning Scheme will incorporate the three existing schemes of Sarina, Mirani and Mackay and the most current planning initiatives and supporting studies undertaken, in particular the Regional Sustainability Strategy. Development applications received in October include five Dual Occupancies, one Multiple Dwelling development of 54 units (resubmission of previous development application on the Pioneer River), nine requests to amend conditions/extend currency periods, one Rural Sub-division, four Urban Sub-divisions, sixteen Setback requests and two Dwelling House Overlay applications. Although the quantity of applications is still below trend line, it is encouraging to see a general upward trend since January. The number of Operational Works applications was in line with the previous month. Significant developments include extension to South's Suburban Bowls Club (new application), the new soccer facility in Glenella (approved application) and Subway restaurant in Paget (works commenced) along with City Fitness Gym. The Health & Regulatory Team worked hard to manage the 39% increase of client requests during October. Outdoor events continued to feature, which resulted in Environmental Health Officers assessing a large number of applications in regards to conditions for approval, noise management and temporary food arrangements. An aerial baiting campaign was also successfully conducted through a consortium of community and government groups late October in the O'Connell River Area. Further progress was also made in regards to Council's Focus on Development Project (improving development-related systems and procedures for the benefit of the community and development industry) and the launch of electronic planning schemes on Council's website (ePlanning).

Strategic Planning
Draft Mackay Region Planning Scheme
Following the draft Mackay Region Planning Scheme (Draft Scheme) public consultation period in 2013, further planning initiatives and supporting studies, notably the Regional Sustainability Strategy (RSS), have resulted in amendments being made to the Draft Scheme. These amendments ensure the region's growth and development is planned sustainably and efficiently for the collective benefit of landowners, residents and business’.
Further public consultation on proposed changes to the Draft Scheme is underway. These amendments affect the following sections of the Draft Scheme:
Strategic Framework (Part 3) – 3.2.1, 3.2.2, 3.2.3, 3.3 and 3.8;
Zones Codes – 6.2.4 Emerging community zone code, 6.2.7 Industry investigation zone code and 6.2.17 Rural zone code;
Zone map series Schedule 2: Zone Map 43 & 46 (Ooralea);
Zone map series Schedule 2: Zone Map 78 (eastern Sarina);
Priority Infrastructure Area boundary (Schedule 3);
Priority infrastructure plan (Part 4) – Assumptions;
Strategic Framework maps (Schedule 2);
Local plans (Part 7) – 7.2.3 Ooralea local plan.
Submissions previously lodged during the original public consultation period (May – August 2013) remain valid and relevant to the Draft Scheme drafting process and will be considered during the final drafting of the planning scheme.
The amendments package is currently on Public Consultation, commencing Wednesday 22 October 2014 and closing 5pm on Wednesday 3 December 2014.

Regional Sustainability Strategy
Over the past 10 years, Mackay has undergone substantial change. We have become one of the fastest growing regions in Queensland and while this has provided benefits to our community, we are also feeling the effects of this change. Mackay's' rapid growth has been a direct response to a buoyant mining industry in central Queensland and while this has introduced new opportunities, we have found as a region we have been living beyond our means. During this period of high growth, council has invested heavily in supporting infrastructure right across our council area.
The RSS provides a sustainable path for development. The RSS Alternative Future report contains a number of strategic and operational recommendations, including proposed amendments to the draft Mackay Region Planning Scheme. The ongoing alignment of Council’s planning, infrastructure and financial strategies, with focussed growth within Council’s priority infrastructure area will assist in providing operational efficiencies while still being able to support affordable growth in our region.

The number of applications received in October reduced slightly from September to 48. This discontinues the general upward trend since January. The applications received in October were for five Dual Occupancies, one Multiple Dwelling development of 54 units, nine requests to amend conditions/extend currency periods, one Rural Sub-division and four Urban Sub-divisions (two lots per application) as well as 16 setback requests and two Dwelling House Overlay applications.
It is noted that the 54 unit application is a resubmission of the previously lapsed Pier development. This was a two tower development with the eastern tower being 5 storeys and the western tower being 8 storeys plus shops/restaurant at 6 River Street, Mackay.

The total of approved construction work for the Month of October was $9,716,560 which is a significant decrease from the October 2013 figure of $29,550,728. The October 2014 total was however slightly higher than the previous month of September which had a total value of $6,274,611.

Engineering
The number of Operational Works applications that were received for the month of October was 9 which is the same as the number received in the previous month of September. Development Engineering issued 9 approvals in October with 21 Operational Works applications carried forward; these applications may be under an applicant’s response period, an extension period or a Council issue period.
The number of Survey Plans sealed in the month of October was 15 which is less than the 23 sealed in the previous month. 14 new Plan Sealing applications were received in October with 7 carried over. Those that have not have been approved for sealing are under assessment or Action Notice (Information Request).
42 Minor Works applications were lodged in October. Throughout the month, 38 applications were approved with 61 carried forward.

Development Services performance against legislative timeframes
MCU Code & Impact The KPI’s for approval of Material Change of Use applications have been met except for Impact assessable applications for the month of October, with the following results: • MCU Code applications – 95% of applications were decided within 40 days, with the average timeframe being 15 days. • MCU Impact applications – 45% of applications were decided within 40 days, with an average timeframe being 60 days. The impact application performance was affected by 4 applications which distorted the statistics. These applications were the Blacks Beach Liquor Barn, the Blacks Beach Shops near the Tavern, the recycling facility near the Edmund Casey Bridge and the Leagues Club in Walkerston applications where ongoing negotiation with the applicants was agreed in accordance with the service charter.

Reconfiguration of a Lot The KPI’s for Reconfiguration of a Lot applications have not been met for October, with the following results: • RoL applications – 79% of applications were decided within 40 days, with the average timeframe being 37 days As above these 2 figures were distorted by the Blacks Beach reconfiguration applications in the vicinity of the Blacks Beach Liquor Barn.

Operational Works The number of new Operational Works application received for October was 9. Out of the 9 new applications 2 Decision Notices were issued, 5 applications remain in the Decision Making Period, 1 application is in an Action Notice Response Period and one application is Not Properly Made. 67% of applications decided in October met the target timeframe of 40 days to issue. Two applications were decided within 45 business days and 1 was decided in 63 business days.

Client Requests Overall, numbers of client requests received increased by 39% when compared to the previous month. Increases were consistent across all service areas apart from Pest Management where they remained steady. Although, with the increased numbers of requests received, Officers still were able to maintain completion rates. 85% of abandoned vehicle requests and 64% of barking dog requests were finalised. Outdoor events again have featured predominantly this month with Environmental Health Officers assessing increased numbers of applications and carrying out inspections with respect to conditions of approval, noise management and temporary food.

Total Infringements issued from 01 October to 31 October 2014 was 1,238
Infringements required to be issued by Officers this month increased across the full spectrum of regulatory activities undertaken, apart from development compliance and environmental protection, which remained steady. Numbers of infringements issued relating to regulated parking increased to 1,193 in October. This increase has been attributed to further improvements to coordination, officer availability, modifications to patrolling regimes and fine weather.

Total Infringements issued from 01 July 2013 to 31 October 2014 is 8,790.
Total Infringements issued YTD 01 July 2014 to 31 October2014 is 3,346.
Well over half or 64.4% of all infringements issued since 1 July 2013 have been paid by offenders within the required timeframe. To date, 27.1% remain outstanding and are transferred to our collection process where they are issued a reminder notice and finally referred to the State Penalties and Enforcement Registry (SPER) for recovery.

Aerial baiting for wild pigs was conducted on 23rd and 24th October.

Month’s Highlights Development and minor works applications have significantly reduced from last month, however are consistent with October 2013. Planning Advice enquiries remain consistent. Electronic planning schemes have
been placed on Council’s website for the current 3 planning schemes, with positive feedback received from users.
Preparation has commenced on
inputting information for the online planning advice facility, this is expected to be finalised by the end of 2014.
All new subdivision plan guides have been created and uploaded to Council’s public website for industry use. This change is envisaged to reduce the number of Action Notices issued and reduce the assessment timeframes. Internal processes are also being re-developed to allow for Fast Track assessment to begin on subdivision plan applications.
