Aslam in his introductory meeting with the DEP-SSA staff, had suggested that the DEP-SSA functionaries update their knowledge and skills in the area so that they are able to offer the state of the art programmes to trainee teachers and other functionaries. The Vice- Chancellor himself is a trainer of repute and is as- sociated with several international agencies in that capacity. Emphasizing on the significance of training as a specialized activ- ity, he also fo- cused on the need to understand the role of distance education therein. On the basis of in- teraction with Prof. Aslam, DEP- SSA requested STRIDE (Staff Training and Research Institute in Distance Edu- cation) to focus on the following: i) knowledge and understanding of the Open and Distance Learning system including its operational dimensions ii) development of print based learning system including its operational di- mensions, and iii) role and scope of the distance education in DEP-SSA. In the aftermath of the above, a training programme was organized during 10 th to 14 th of January, 2012. Prof Aslam inaugurated the programme and conducted the first session. In this session he underscored the need for a conceptual clarity to the participants on two dimensions, viz, distance education and the needs and essential skills as a trainer. DEP-SSA Staff Undergoes T raining As the main activities of the DEP-SSA involve design and development of training programmes, media resource development activities, media development, research, organization of seminars and workshops besides other activities Prof. Aslam dwelt upon these areas and referred to the Panchayati Raj Project, on which, he had worked as a Project Director. He informed the participants that he had developed a multi-media Distance education package for Panchayati Raj functionaries elected through- out the country. For this, he was conferred COL President’s Award of Excellence at PAN Common- wealth Forum in March, 1999. The other sessions were conducted by Prof. Basanti Pradhan, Director, STRIDE; Prof. Madhu Prahar, Di- rector (IUC); Mr. Ravi Kanth, Director, EMPC and Prof. Santosh Panda, Prof. CRK Murthy, Prof. Prabir Biswas and; Ms. G. Mythili, Analyst; Mr. Sunil Das, Dy. Director (EMPC); Dr. Sutapa Bose, Assistant Professor (SoE). The participants thor- oughly enjoyed the training as all the sessions were filled with activities. A feedback was also conducted on the training workshop. The feedback was very positive which reassured the unit of the efficacy of the training besides developing new training skills. Using Mass Media for Large Scale EdutrainingThe Right to Free and Compulsory EducationAct 2009 (RTE-2009) has caught theGovernments and academic institutionsinvolved in providing elementary teachereducation napping. The RTE 2009 veryclearly makes a distinction betweenSecondary teacher education i.e. Bachelorof Education (B.Ed.) and Elementaryteacher education i.e. (D.El.Ed.). SinceIndependence, we have only been able totrain sufficient Secondary school teachers

but the attention that Elementary teacher education deserved was eclipsed. TheRTE 2009 has refocused the attention on the primary child. It is a great challenge totrain and re-train the in-service teachers in scholastic and co-scholastic areas whichhave now been included in the school curriculum through National CurriculumFramework 2005 (NCF-2005). Besides the curriculum and content, we also mustdeliver quality training in the areas which are of pivotal importance for providingquality elementary education like sensitizing teachers on gender issues, HealthEducation, Art Education, Children with Special Need (CWSN), Inclusive Education,Continuous & Comprehensive Evaluation and so on. Teachers as well as otherstakeholders need information and education about these areas. Input on theseareas is required not only by the teachers but also by other members of the societyso that the society becomes sympathetic towards these areas and provide supportto implement these. Over the years, the gap between the school and society hasincreased which needs to be bridged. We need to develop a dialogue with allstakeholders.

Our experience in India and across the globe shows that radio is the most popularmedium when it comes to sharing information with diverse groups spread across alarge area. It is not only available but also used by all sections of the society especiallythe less-privileged. Whenever we have utilised radio for reaching large groupsspread over a vast landmass, we have got very satisfactory results. We wish to useradio once again to reach teachers (in-service / pre-service; trained / untrained) aswell as parents, guardians and other members of the society. The DEP-SSA is in theprocess of developing audio and video (academic cum training) programmes onthe above mentioned areas to be used for public broadcast. Computers and WorldWide Web (www) definitely have great potential but in our context radio andtelevision cannot be ignored. If we wish to realize the full benefit of RTE-2009 thentraining/education of parents and other members of the School ManagementCommittee as well as other stakeholder is unavoidable. We are also developingaudio programmes to be used for public broadcast. We have kept in mind thenational demography while designing and developing these programmes. Initiallythese programmes are developed in Hindi and English but if any state requireshelp in developing these programmes in regional languages then DEP-SSA woulddefinitely extend all possible support.

We would like to hear from the State Units of the SSA if they would be interested inbroadcasting these programs in their states. The State SSA Units would be requestedto book transmission slots with the All India Radio Kendras. The audio programmescan be broadcast in repeat mode. We need to make maximum use of the nationalcommunication network if we wish to reach quality universal elementary education.All stakeholders especially the State SSA units have a pivotal role to play.

Distance Education Programme—SSA

DEP-SSA aims at evolving a sustainable trainingsystem through blended learning for addressingstate specific needs of capacity building offunctionaries at the grass root level. Every year,DEP-SSA conducts training programmes andworkshops for inservice teachers and teachereducators with the objective of bringing about aqualitative improvement.

One of the major objectives of DEP-SSA is to buildupon the strength of the Open and DistanceLearning system to promote universalisation ofelementary education. Focusing on the threeimportant aspects of UEE, i.e., access, enrolmentand retention of all children in 6-14 years of age.

Objectives of DEP-SSA• To provide academic and technical support in

designing, developing, producing and deliveringdistance learning inputs and materials for trainingelementary education personnel.

• To build capacity among institutions and persons atnational, state, district and sub-district levels forreinforcing training of teachers at elementary level.

• To reduce transmission loss by appropriate distancelearning interventions thereby enhancing quality oftraining programmes.

• To orient teachers and teacher educators towardsthe immense potential and utilization of ICT-enabled learning environment.

• To share best practices across the states forundertaking innovations for quality improvementof school education; and

• To develop mechanisms in monitoring effectiveutilization of distance learning activities in trainingof teachers

Main focus: DEP-SSA initiatives focus primarily on thefollowing:• Training of untrained as well as newly recruited

teachers and in-service teachers training forimproving the quality of elementary education;

• Building capacity of SCERTs and DIETsfunctionaries;

• Developing self learning materials in print andvideo form, script writing and production of audio-video programmes.

• Training of SMC members using multi-mediatraining package;

• Developing mechanisms for monitoring andeffective utilization of distance learning resourcesand activities.

During Oct. 2011-Mar. 2012, activities carried outby DEP-SSA included organization of national andstate level meetings for policy making andimplementation, monitoring of its programmesthrough its designated organizational andmanagement structures along with teachers’training. These included, meetings of AdvisoryCommittee (AC), Programme ImplementationCommittee (PIC) at the national level, DistanceEducation Coordinators (DEC) at national and statelevel and State Resource Group (SRG) at the statelevel. Further, it was decided to conduct teachers’training programmes both in face-to-face anddistance education mode through conduct ofworkshops (04 days) on subjects like Mathematicsand Science at upper primary and English atprimary level along with refresher programmes of10 days duration for teachers with more than 5 yearsof experience to address quality in the teachinglearning process. DEP-SSA was also engaged indesigning and documenting resources throughModule development and Media Resource Centre,furthering distance education support activities forteacher training through use of radio andteleconferencing facilities of IGNOU.

In addition to this, the DEP-SSA also conductedtraining of District Resource Group (DRGs) in acollaborative mode on developing online trainingmaterials for teachers through CAL-Wiki. Theseworkshops were organized at the national and statelevel to help teachers to construct their own teachinglessons with the use of ICT and participate in theprocess of e-content generation. Besides, teacherswere also sensitized on special issues like RTE, CCE,inclusive education (CWSN), life skills, effectiveclassroom management practices in Mathematics,Science and English subjects, data handling inMathematics, subject specific classroom-basedactivities and the role of teachers in inclusiveeducation environment etc., throughteleconferencing sessions.

Programme ImplementationCommittee Meeting Held

Programme Implementation Committee (PIC) isresponsible for overseeing the implementation ofvarious distance education activities both at thenational and state levels as envisaged in the AnnualWork Plan and Budget (AWP&B). It monitors theday-to-day implementation of training programmesand related activities under the Chairmanship ofProject Director, DEP-SSA. The PIC meets twice ayear. The members who constitute the ProgrammeImplementation Committee are representativesfrom National level institutions like NCERT, NUEPAand NIOS and state level institutions like SPOs,SCERTs / SIEs etc.

The 16th PIC meeting was held on 13th March, 2012in the Conference Room Block -7, IGNOU. Themeeting was chaired by Prof. SVS Chaudhary, thethen Project Director, DEP-SSA in presence of 14members from various organizations, i.e. IGNOU,NCERT, and NUEPA. At the outset, Prof. Chaudharywelcomed the members of PIC and brieflyhighlighted the status of the Project.

Some suggestions given by PIC members for theproject during the meeting are as follows:• Innovative teaching methods, child-centered and

activity based,• Promote use of multiple media resources,• Teaching learning aids should be designed and

develop in relation to lesson plan,• Monitoring and evaluation should be based on RTE,

and• Develop bridge course for children of migratory

community.

Distance Education CoordinatorsMeeting Held

Distance Education Coordinators (DECs) are the keypersons for implementing distance learning/training activities in their respective states. They actas a link between DEP-SSA headquarters and theState Project Offices for planning and implementingdistance education activities. In this context,Government of India (vide letter no. 16-11/08-EE-17, dated. September 05, 2008) had communicatedto all states, (i) to designate a Programme Officerin-charge of Quality maintenance in respect toteacher training/pedagogy at the SPO of SSA to lookafter the distance education component in the stateand (ii) to constitute and activate a small StateResource Group for distance education activities asa subgroup of the State Recourse Group and, (iii) toprovide linkages with the overall state plan and

design for quality improvement. Some states haveassigned additional charge of implimenting distanceeducation activities to an official of the State ProjectOffice.

State Resource Group (SRG)Meeting Organised

Pursuing decentralized approach to planning andimplementation of distance education activities/programmes, the DEP-SSA has a provision toconstitute a State Resource Group (SRG) under thechairpersonship of State Project Director, SSA. TheSRG comprises experienced educationists, media-experts, professionals, teacher educators, contentexperts, teachers and representatives of AIR/Doordarshan, NGOs, etc. It identifies training needsof SSA functionaries and guides the DEC inpreparing proposals accordingly. It also ensuressustainability of distance learning programmes instates and provides support to State SSA inconducting distance learning activities, monitoringas well as assessing the needs of the state,prioritizing the activities on yearly basis andformulating the guidelines for effectiveimplementation of DEP-SSA in the state. Themeeting of SRG is a state specific activity, where theneeds of states are identified, the training callenderfor the SSA teachers and other functionaries isprepared. During meeting all the participants puttheir views regarding the problems they face whileconducting training and suggest different aspectsof training. The entire process of SRG meetingproduce produce fruitfull schedule of training, theprogramme officer in-charge of that state monitorsthis through out the year. Capacity Building for LearningEnhancement Programme

Workshop on Teaching of MathematicsDEP-SSA organized four-day workshops indifferent states for capacity building of teachers inteaching Mathematics at the upper primary level.The self-learning training module “TeachingMathematics” developed by DEP-SSA was usedduring the training programme. The objectives ofthis workshop were to: (i) familiarize the teacherswith Constructivist approach, and (ii) inculcateMathematical reasoning and critical thinking usingcooperative and collaborative approach in the

Workshop on Teaching of Science

DEP-SSA organized four-day workshops indifferent states’ for teachers teaching science at theupper primary level. The self-learning module“Teaching Science” developed by DEP-SSA wasused during the training programme. The objectivesof this workshop were to familiarize the teacherswith new methods of teaching learning process,using Constructivist approach in teaching of science,developing scientific thinking and temper while

interacting with the local environment andintegrating multimedia in teaching science. Thedetail about the workshops organized in differentStates/UTs is as follows:

Workshop on Teaching of English

DEP-SSA organized four-day workshops in differentStates for English teachersat the primary level. Theself-learning trainingmodule “Teaching English- Primary Level” developedby DEP-SSA was used during the trainingprogramme as training material. The objective ofthese workshops was to familiarize teachers withnew methods of teaching English based on NationalCurriculum Framework 2005. Further, the workshopsaimed at developing competencies of teachers inusing the integrated approach of teaching English asa second language. Teaching language in multi-gradeschools and multilingual contexts was one of theprime objectives of this training programme. Training of DRGs in Collaborativemode for Developing online TrainingMaterials for Teachers through Wiki

held

DEP-SSA organized ten-day workshop incollaboration with 06 states and one nationalworkshop at Delhi on development of onlinetraining module for teachers through Wiki.

The importance of workshop is positioned incollaborative and web-based learning for capacitybuilding of teachers and teacher educators. Alongwith developing knowledge and skills regardingcomputer aided learning, the contents covered werei) creation of account and user page on Wiki,ii) basic editing syntax on Wiki, iii) upload of imageson Wiki with external and internal linkages,iv) planning for insertions of audio, video, and linkswithin the module and v) upload media files etc.

At the end of the workshop, the teachers wereexpected to construct their own materials using theirclassroom experiences and also to share these withother teachers through the DEP-SSA wiki portal. Theparticipants were also introduced to the principlesof instructional design to technology for materialdevelopment.

Teachers and teacher educators developedpresentations on various subjects of their interest.Each step was followed by intensive practice by theparticipants. At the end of the tenth day, the participantspresented the modules developed by them. Themodules were discussed thoroughly and modificationsfor further improvement were suggested.

National Teleconferences and Refresher Courses Organized

Teleconferencing is one of the important means of interacting with teachers and other functionaries fortraining purpose. During 2011-12, DEP-SSA organized a series of teleconferences for teachers engaged atthe primary and the upper primary levels. The aim of these sessions was to reach out to master trainersthrough on-site support in different content, contextual and pedagogical areas. In states like Puducherry,Kerala, Goa, Chhattisgarh, Uttarakhand, Manipur, Madhya Pradesh, Andhra Pradesh, Himachal Pradesh,Gujarat, Rajasthan and West Bengal participants interacted actively during the sessions.

Refresher Course on QualityEducation

Since training of teachers under SSA is an importantarea which needs to be strengthened for improvingquality of education, it is important that training isoutcome oriented. The need for strengtheningteacher support system was also felt by all nationaland state level institutions. In the 169th PAB held onMay 20, 2011 it was advised that DEP-SSA shoulddesign a broad curriculum framework for distanceeducation. DEP-SSA designed “Refresher Course”for teachers with experience of more than five years.The proposal was approved by MHRD forimplementation. It was also proposed that thisprogramme be adopted on a pilot basis in five states(preferably one state from each region such asNorth, East, West, South, N-E region), selecting onestate in each region in collaboration with the SSA ofthe state concerned.

DEP-SSA, IGNOU, New Delhi is now ready with plansand is well equipped to carry on and conduct various SSAprogrammes in all the states. We look forward for initiativesfrom states SSAs, so that we can participate, cooperateand go forward with fruitful, result oriented activities forthis noble National cause.

We request state coordinators to please get in touch withus for smooth conduct of these programmes in theirrespective states.
