NATAL WITNESS, MONDAY, JULY 20, 1942 DELVILLE WOOD SERVICE Big Crowd at Parade in Maritzburg The largest crowd for many years attended the annual Delville Wood commemoration service at the 2nd S.A.I. Battalion Memorial Cross in the city gardens yesterday afternoon. Many people gathered round the gar- dens, while others crowded the lower verandah of the Supreme Court build- ing and stood in the Supreme Court gardens. The service was also lent an international flavour by the numerous troops present, including Polish, French, British and South African. There was a guard of honour pre- sent carrying rifles and fixed bayonets, the guard being drawn from the Emergency Motor Transport, four members of which also mounted guard over the cross with reversed rifles. The parade was led by the Rev. H. Skelton, who conducted the ser- vice, followed by the mayor of Maritz- burg, Mr. A. T. Alliison, the deputy mayor, Mr. E. C. Tooth, the town clerk, Mr. Jas. Big Crowd at Parade in Maritzburg

The largest crowd for many years attended the annual Delville Wood commemoration service at the 2nd S.A.I. Battalion Memorial Cross in the city gardens yesterday afternoon. Many people gathered round the gar­dens, while others crowded the lower verandah of the Supreme Court build­ing and stood in the Supreme Court gardens. The service was also lent an international flavour by the numerous troops present, including Polish, French, British and South African.

Natal

The appointment of John Lawrence Symons, of Hardingsdale, Edwin Oswald Map stone, of Thornville Junc­tion, and Francis Cormac Pope-Eillis, of Ashburton, as Justices of the Peace for Ward 73 of the Maritzburg dis­trict, is notified in the current issue of the Government Gazette.

Other notifications are Major 1>. R. Hunt, of Blackridge, for Ward 74, Maritzburg district; and Oliver Hooper, Roydon Douglas Vart^ and Arthur Buttemer, all of Rietvlei, for Ward 56, Umvoti.

The appointments -held by Herbert Thomas Slatter and John Lawrence Symons in wards 73 arid 76 respectively of the Maritzburg district, have been cancelled.

partnership hitherto existing be­tween Frederick Smale and John Harvie Smale, trading as Smale Bros., has been dissolved by mut­ual consent. Mr. F. Smale willcarry on the business solely on his own behalf.

* * #C.M.R. : 30 recruits left Umtata

for Kokstad on Monday. The Band accompanied the detachment as far as the bridge and gave their departing comrades a musicalsend off.

Council: Revenue for the half year ending 31st December, 1897 was £2,550, including £1,941 de­rived from the sale of municipal erven. Council agreed that the first agricultural show be held on the Market Square.

Le Fleur Captured : Le Fleur and two Natives were captured and are in Kokstad gaol. The prelim­inary examination is proceeding and it transpired that a plot was laid to attack Kokstad on Decem­ber last, but the Natives failed to join the Griqua rebels at the ap­pointed rendezvous.

Idutywa: There has been anoutbreak of the golfing epidemic and persons are seen wandering around the projected links. Capt. Goldsworthy is president and Mr. W. E. Warner, secretary of the new club.

U.S. Cruiser Blown U p : TheU.S. cruiser ‘ ‘Maine" has been blown up in Havana Harbour, Cuba. 253 men were killed.

( The Spanish-American war was a result of this tragedy.— Ed.)

Transvaal: Chief Justice Kotze has received his discharge as Chief Justice. He refuses to resign, but President Kruger repeats that Kotze is discharged from office.

C.M.R.: The section of C.M.R. Artillery which has been station­ed at Flagstaff for the past six months, arrived in Umtata under the command of Lieut. Roy. The detachment was met at the bridge by the band of the regiment and “ played home.”

Le Fleur : Le Fleur and the oth­er rebels of East Griqualand were, examined in Kokstad this week,' the charges against Le Fleur being: 1st, attempting to wage war again­st the Queen; 2nd,- conspiracy against the Government of the

I Territories; 3rd, with collecting men with the intention of waging war; 4th, with attempting to com­mit murder. It is rumoured that

[Le Fleur has pleaded insanity.Cricket: Home vs. Colonial Born:

IA cricket match between these I two teams resulted in a draw I “ very much in favour of the I Home-born team.” The C.M.R. I band was in attendance and their

contribution to the afternoon’s en­tertainment was as usual much appreciated. The scores were : Home-born 152, Colonial born 37 for 8 wickets.

Boy s’ Public School: At a meet­ing of the Board of Managers there were present: Messrs. Matthews (chairm an), Blakeway, Jarvis,Stanford, Waddell and Dr. Welsh. Mr. C. G. W. Atkinson has been appointed assistant master. Mr. Waddell gave notice to m o v e : “ That the school hours shoujd be from 8.30 a.m. to 4 p.m., with an interval of lg hours for lunch.”

Le Fleur : Le Fleur is still at large despite wide search and it is alleged he is still active sending messages throughout the country inciting the Natives to rise. Two Kokstad farmers have offered £100 for his arrest.

Masonic: The Charles Egan Masonic Lodge is calling for ten­ders for the purchase of the Mas­onic Hall and Lodge.

Local and General: Mr. J. H. Scott, Chief Magistrate of East Griqualand has left Kokstad for England on six months’ leave. Mr. Cumming, R.M., will act Chief Magistrate during his absence, while Mr. Alwin Rein, R.M. Qumbu will take over Mr. Cumming’s duties at Kokstad. Mr. Gladwin will act as R.M., Qumbu.

48 YEARS AGO“ Umtata Herald,” Feb. 12, 1898Proposed Agricultural Show : At

a public meeting, with few pre­sent, it was decided to hold an agricultural show— Umtata’s first. Mr. Hardwich proposed that an Agricultural Society be formed, Mr. Kriel seconded and it was car­ried unanimously. The first com­mittee comprised : Major .Elliot,president; Mr. J. C. Blakeway, vice- president; committee m em bers: Messrs. Henkel, Matthews, Kettles, Kriel, H. T. Lowry, Klette, Heath- cote, Hart and Stanford, with Mr. Hughes, secretary. The show is to be held on 27th and 28th April, 1898, preferably on the Market Square. £120 has been promised and with the Government £ for £ grant and sundry other donations it is expected that £340 will be available.

The Railway Question : Maclear District Farmers’ Association has decided to send two gentlemen to Cape Town to watch the interests of the district in forwarding the upper railway route.Feather Sales: There is keen de­

mand and prices are 15 per cent, higher.

Transvaal Presidency : The Pre­sidential election resulted as fol­lows : Kruger 12,704, Burger 3716, Joubert 1943.

C.M.R.: 'A Kokstad correspond­ent wonders how the Government retains the services of these men. They are out on patrol in all weathers and when they come back to camp (at Kokstad) are obliged to go into tents and pig it in the mud. The Government mules are housed and better taken care of. It is shameful.

Harry Lugg, the man who brought peace to

Black and WhiteSIR, — The centenary of the battle of Isandhlwana provides n ap­propriate opportunity to pay a tribute to the late Mr. Harry Luy one­time Chief Bantu Affairs Commissioner for Natal, who has rec leftus.

I wish it was possible for a more fitting tribute to pay adequate homage to the late Mr. Lugg and the services which he rendered to us in Natal and in the wider sphere and context of South Africa.

His s e r v ic e s w ere generously bestowed on both White and non-White. As Magwaza’ he was known to the entire Zulu nation, as were his father, the late Col. Henry Lugg — “ Gwazamazulu” — and his brother, the late Col. Jack Lugg — “ Langalibabele” , together with the other members of the family, both men and women, whose descendants surviv­ing today are accorded a special place in the respect and sentimental attach­ments of members of the Zulu race.

Troubled timesThe history of this family

goes back to the story of Isandhlwana, R orke’s Drift and the war of 1878, and its history in troubled times is well set out by Mr. Lugg in his book A Natal fam ily looks back, but what it leaves unsaid is the part which he played himself in his influence on the Bantu of Natal, in the reconstruction and settle­ment of the society which had been so disrupted dur­ing the Zulu W ars, culminating in the Bam- bata Rebellion of 1906.

As Chief Native Commis­sioner for Natal for many years Mr. Lugg was able to exert a profound influence for peace and goodwill on

the two to three million Black inhabitants of this province.

His hard work, carried out in a calm and dignified manner and highly ap­proved by the Bantu people and in conformity with their own highest tradi­tions of government ad­ministration, cannot be praised too highly for the e f fe c t it had on e s ­tablishing sound, friendly relations between Black and White in this province.

We all remember that Shaka Zulu laid down a civil code for the country he brought under his con­trol. That unwritten code (since codified, I believe) has served as a guideline for administration of Bantu affairs throughout Natal and much of the Transvaal, and was well understood, appreciated ? and followed in practice by 5 Mr. Lugg, who had the dif-" ficult task of introducing* the warlike and indepen­dent Zulu people to the for­malities, legal concepts and moral considerations? of a twentieth century^ White community. The long, peaceful years in our * province show how succes­sful he was.

Unsung?

His work as Special! Agent at King Edward Vllf I Hospital during his later | years endeared him to the thousands of sick and suf-j fering members of the Ziilij community who passe( through his hands.

His story may be unsung:! but in the hearts of million,'!
